The City of Laredo Mayor and Council recognize the Lil Trouble Makers T-Ball Team, competing in the Laredo Sports League, for their dedication, hard work, sportsmanship, and commitment to youth athletics. Special recognition is extended to Head Coach Margarito Segovia and Assistant Coaches Alejandra Vasquez and Veronica Segovia for their outstanding leadership, mentorship, and dedication to developing the skills, confidence, character, and teamwork of these young athletes both on and off the field. The City of Laredo Mayor, Dr. Victor D. Treviño, and Council recognize the inaugural Firefighter Leadership Certificate Cohort for successfully graduating through a partnership between the Laredo Fire Department and Laredo College. REC26-75

The inaugural cohort completed the Level I Leadership Certificate, consisting of 16 college credit hours over a two-month period from June 3 through August 3. The program included five college-level courses designed to strengthen leadership skills and promote professional development. This certificate also serves as a pathway to Laredo College's Bachelor of Applied Science in Organizational Leadership, allowing firefighters to continue their education while preparing for future leadership roles within the department.

Recognition of the 2026 Miss Laredo and Miss Southwest Royal Court for their outstanding achievements, dedication to community service, and commitment to serving as ambassadors for the City of Laredo and Southwest Texas. REC26-76

The City of Laredo Mayor and Council recognize the Bulldog Ballers 4th Grade Basketball Team for earning 1st Place in the Spurs League (Silver Bracket) and for exemplifying outstanding teamwork, dedication, discipline, perseverance, and sportsmanship throughout the season. REC26-77

Special recognition is extended to Head Coach Leslie Ramos and Head Coach Rene Garcia for their exceptional leadership, mentorship, and unwavering commitment to developing the character, confidence, and athletic abilities of these student-athletes. Public Hearing and Introductory Ordinance Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning Lots 4, 5, 8, and 9, Block 470, Eastern Division, located at 317 East Eistetter Street and 316 and 318 East Bustamante Street, from B-1 (Limited Business District) to B-3 (Community Business District). 26-1479

The Planning and Zoning Commission recommended denial of the proposed zone change, and staff does not support the application. ZC-068-2026 District IV

Public Hearing and Introductory Ordinance Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a special use permit for a restaurant serving alcohol on Lots 7 and 8, Block 305, Eastern Division, located at 818 and 820 Clark Boulevard. 26-1480

The Planning and Zoning Commission recommended approval of the proposed Special Use Permit, with an amendment to Condition No. 4 modifying the hours of operation. Under the amended condition, the restaurant will be permitted to operate from 11:00 a.m. to 1:00 a.m. on Thursday, Friday, and Saturday, and from 11:00 a.m. to 12:00 a.m. on Sunday through Wednesday. Staff supports the application. ZC-065-2026 District IV

Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a conditional use permit for a bar with outdoor on-premise alcohol consumption on Block 854-A (Suite 19, 912 square feet) and Lots 1, 2, 7, and 8, Block 757-A, Eastern Division, located at 4501 and 4500 McPherson Road and 1302 East Taylor Street. 26-1509

The Planning and Zoning Commission recommended approval of the proposed conditional use permit with the following modifications to the conditions: 1. Amend Condition No. 5 to replace the seven-foot masonry wall with a seven-foot opaque wall. 2. Eliminate Condition No. 6. Staff supports the proposed conditional use permit for an indoor bar located within Suite 19 (912 square feet). However, staff does not support the proposed conditional use permit for outdoor on-premise alcohol consumption. ZC-064-2026 District V

Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by rezoning approximately 22.82 acres, as further described by metes and bounds in attached Exhibit A, located west of US Highway 83 and north of Masterson Road, from AG (Agricultural District) and B-3 (Community Business District) to R-1B (Single Family High Density District).

The Planning and Zoning Commission recommended approval of the proposed zone change and staff supports the application. ZC-066-2026 District II

Public Hearing and Introductory Ordinance amending the Zoning Ordinance (Map) of the City of Laredo by authorizing the issuance of a conditional use permit for a Phone Exchange/Switching Station on Lot 5, Block 179, Western Division, located at 1016 San Francisco Avenue.

The Planning and Zoning Commission recommended approval of the proposed conditional use permit, and staff supports the application. ZC-062-2025 District VIII
