Item 20, consideration of a services agreement three between Laramie County, Wyoming and Tiger Tree Incorporated in the amount of $68,195 to purchase, plant, and remove trees at Clear Creek Park to run through 09/30/2026.
Miss Bay. Mister chairman, commissioner, Sandra Bay, Laramie County Grants. This is a service agreement with Tiger Tree for the Clear Creek Park Tree Project. Laramie County went out to a formal request for proposals in February and March 2026 with a bid opening on 03/20/2026. We received six proposals to provide and plant over 93 trees along with the removal of up to three large fully mature trees in the park.
Tiger Tree was the low responsible bidder and is ready to begin work immediately to coincide with the ideal planting time. Public works will be conducting associated irrigation work for the new trees, and we are working with Tiger Tree to add larger quantities of trees as this project did come in under budget. The funding for this project is coming from the IRA, Urban Forestry Grant Funds, and I'm happy to answer any questions you may have.

Item 21, consideration of a resolution authorizing the submittal and acceptance of two grant applications to and from the US Department of Transportation Federal Aviation Administration to fund the Cheyenne Regional Airport's reconstruction of the general aviation apron and taxiway in the amount of 5,700,000 with matching funds coming from Wyoming Department of Transportation and the airport.
Miss Nelson, do you want to come forward and tell us a little bit about this grant?
Making sure it's still on. I'm Jennifer Nelson with the Cheyenne Regional Airport. I'm the Director of Finance. So this is a grant or two separate grants actually to help fund the general aviation apron and taxiway. Those projects are typically a lower priority for the FAA. So proportion of this, it is the part of the bipartisan infrastructure law, which gives a little bit more flexibility about what you can spend those funds on. So it's the remainder of that money that has to be spent, I believe, by 2027. And then the remainder of that money is coming from our entitlement funds that we receive based on the number of passengers, and we receive about $1,300,000 every year towards the entitlements.

Item 23, consideration of a proposal and SourceWell Cooperative Agreement number 25 MOT between Laramie County, Wyoming and Motorola Solutions Incorporated to upgrade Laramie County's existing MCC 7,500 dispatch sites and Motorola's command control central AXS system dispatch platform in an amount not to exceed $8,837,217.79 and maintenance out years in the amount of $371,226.96.

These were now for public comment on March 17 for the forty five day comment period. Received no comments from any of the public. So the changes that are in here right now are the ones I discussed during that public notice as well as a few changes from the attorney's office that we went over yesterday. I'd be more than happy to go through those changes with you today or stand for any questions that you may have.

Chairman Malm, through you again, Matt Beller, Laramie, County Fire Warden. To address the fire restrictions that are in place right now, we have temporarily put an exemption across the county to allow people to burn. That is through Thursday, the seventh, at 7AM. So if you are looking to have the slash pile burns or the burning, you're allowed to do that. We still ask that you call our 911 nonemergent dispatch line to report those controlled burns so that we don't respond or when we respond, the fire service has some heads up on on what they're responding to that it could be a controlled burn. Mr. Arnold. Mr. Chairman, members of the board, Justin Arnold, Laramie County Planning and Development presenting on behalf of the project planner Kate Cundle, Style surveying services LLC on behalf of Laramie County School District number one has submitted a modest plat application for a Flabaugh addition second filing for a replat of Lots 1 And 2, Block 1, a Flabaugh addition. The subject property is located at 400 West Wallach Road, Cheyenne, Wyoming.
The purpose of the application is to combine both lots into 149.33 acre tract that will be the site of a new five point six elementary school. The subject property is currently assessed as exempt land located in a public zone district where Aflorba elementary school is currently located. The surrounding area is used for residential. The Aflorba addition plat was approved on 06/23/1986 and the board of county commissioners must approve the vacation of the plat for the modest plat to be approved. Perninent statutes in 2025 Laramie County land use regulations include Wyoming state statutes eighteen five three zero four through 30 and thirty four twelve one zero six, sections two four one zero nine governing the public zone district, and section four two one zero three governing modest plats with the lot line adjustments within recorded subdivisions.

Public notice was provided pursuant to section thirteen one hundred of the twenty twenty five land use with no comments being received. Based upon evidence provided, staff finds that a, this application meets the criteria for a modest plat with lot line adjustments within recorded subdivisions pursuant to section 421,003 of the 2025 LCOUR and b, this application is in conformance with section two four one zero nine governing the Public Zone District. And that the board of commissioners may approve the vacation of lots 11 And 2, Block 1, Aflerbaugh addition to become effective upon recordation of the modest plat known as Aflerbaugh addition second filing with one condition and to adopt the findings effect a and b of the staff report.
