plug in and drive I'm sorry what's your name my name is Steve Lawson I'm the current chair of the we officially the parks recreation and trails working group um I live in lville I've been there since 1990 um and I'm the volunteer chair of the committee and I've been asked to uh do a quick presentation to update the planning board on what our thank you our group is doing um I updated the uh the council the the Town Council a couple months ago but realized we haven't come to the planning board and things are happening that uh that are progressing our work so we wanted to get in front of you and let you know what we're working on great so um if this will advance and John is this the one yeah leison for this committee yep John's our Le leaz on Joe is our Our Town board Lon and uh we might have a few other members join us shortly but our our group exists because um uh to try to help Recreation Department further the goals that are stated in their plans so we went back and looked at the 2018 comp plan and trails rated very highly there um with household saying that that was one of the things they'd like to see more of uh in the town and then in 2022 the parks recreation and trails master plan rated Trails is really the the number one uh desired new feature from households when we did the survey it ranked quite so that that's what our group is taking on is really sort of developing this trail system in town multi-use trail system that we're calling uh the Lancing Greenway um and really the idea with the greenway is just to continue lansing's

commitment to being a connected family focused child-friendly Community one of the things we hear from people as we talk about the trail is there's no place to teach my child to ride their bike that there's no nothing my child can do unless I take them there in the car and we're trying to make it possible for people to move around be more connected without having to always hop in your car to do it so that that's that's kind of our our reason for wanting to put forward this Greenway um idea um there's different kinds of trails there's like the nature trails that we have at the the Lancing Center Trail um and we're we're going to be working on really more of a multi-use trail so if you think of the uh the Ia Waterfront Trail you know an 8 to 10t wide multi-use Trail for bikers Walkers what we're saying right now is any non-motorized use um uh so that's the type of Trail we'd like to do it's sort of set aside from traffic where we need to it's possible we might have to use sections that are improved shoulder uh Trails where you you would have ideally have some separation but the trail might need to run run alongside rideway in certain situations and that that's always a possibility that'll be developed over time but right now really what we're trying to do is have a uh a uh separate ride of way off the road um multi-use trail that will connect various points of of the town that I'll uh I'll show you in a second there's an example of uh if you go to um uh Geneva you'll see a really nice multi-use Trail that's along the the RightWay along Route five and it's beautiful and that could be done but we're hoping for something more like what you would see at ethical waterfront tripil that's our

goal um in terms of of where we want to go with the uh this green way our our plans are really kind of based on that 2022 Recreation master plan where the idea is to connect to the main hubs of the centers of of community life and Lancing so if you you can picture the trail going from the town center and having a trail that connects all the elements of the Town Center together so uh senior housing Library Town Hall ball fields Community Center um across to apartments and businesses and restaurants um and trying to make it so all of this is connected without having to get back in your car and then we want people to be able to go from here to the lanine school campus that's one of our primary connections we would like a multi-use trail that connects the Town Center to the El L Central School District campus from the school campus we' like to be able to go down the hill to Meers Park Salt Point the marina and pick up some of the neighborhoods that are down there um eventually from the uh school campus we'd also like to go down the hill the other way and connect towards lville and maybe create a path that would get people to the dec parking area or uh which is the kind of the Waterfront beginning the access for S Creek um so it's sort of um if you can picture Meers to schools schools to loville and then schools up here to the town center and then from the Town Center we'd like to take people South and connect to all the recreation and neighborhoods that are sort of centered around the rink so we have a new Cornell hiking area there we have the Falls we have the the rink we have the um soccer fields behind that so that's definitely a place where families and children are are gathering and then

from the rink we want we would like to take the PE people all the way down into the village and we're working with the village on this as well with tentatively thinking about the YMCA being the end of The Greenway so we're kind of pointing out the major Recreation and child Center places in lene and going to try to connect all of those and that's pretty close to what was laid out in the 2022 uh Recreation master plan um we're looking at um uh a couple initial phases the the land that would be used to create the Town Center Greenway is 90% public owned land and then we already have two critical easements in place so it's um it's possible that we might be able to have with ownership of the land in place we might be able to do a Trail around the town center um relatively uh quickly as soon as funding is available and this is sort of that idea this was in the 20122 recreation master plan where they proposed just that kind of a loop trail a walking trail around the town center and then we would like to take it further to make sure it ties into senior housing it goes across the street connects to businesses more housing and to the the nature trails at the laning Town Center Trails so this is this is a very um itial first phase of our Greenway is doing something right here in the Town Center where we we already have the land another potential first phase would be from the laning schools down to Myers Park um uh after I think maybe 6 or eight years ago the town widened and improved the shoulder on as you're going downhill on the right hand side and uh they did some engineering work on it and did work and there's an 8ot wide shoulder there um they were never able to finish that

shoulder so now it's begun to create erosion issues and drainage issues so talking with the highway department um we're looking at doing a combined project to improve that shoulder and turn that shoulder into a potential early phase of the greenway um to take kids from the newe traffic signals The Pedestrian signals at the middle school they would call cross over um uh and then they could head down the hill to the marina the park and we'd like to find a way to get across the bridge and have a good peneston connection to salt um and that's a possible first phase as well again because that rideway is in hand so we're we're looking at that um and we are we're uh we've gotten funding to do a feasibility study to do a feasibility study for the the improved shoulder from the schools down to Myers Park so we'll be hiring an engineer to look at that in detail make sure we have the right way do a detailed cost estimate um and we'll be working with uh Recreation and planning and the highway department because we also want to solve Mike's uh erosion issues and things like that together so um we have a feasibility study we'll be hiring someone soon for that we're in line for additional funding from The Tompkin County trans ation Council which would pay for the feasibility study for this town center loot Trail so we could get a good cost estimate and try to look ahead to any problems for that as well so those there one feasibility study is is going to be happening soon another could be happening soon we get word that the funding is going to come through the transportation conso um so those are kind of the the studies we're doing for the two possible first phases the other big project we're embarking on and the one that we we really want to be closely

connected to the planning board and the planning department is we'll be hiring a consultant soon to do a comprehensive um Trails master plan so it's taking the the small section out of the rec master plan and expanding on it and going into more detail and that will be um uh probably a 9mon or more long process to do this comprehensive Trails plan and once we have that we'll have more detailed information on potential Ro roots on different Trail Styles we'll be able to have um potential uh uh Trail properties um flagged in the system for potential easements and things like that so once we have a comprehensive Trails plan we feel like we'll have something to can feather into the the planning process in the town and we've already started to do a little bit of that um through a couple projects that have have come our way recently to comment on but we hope that uh maybe in December of this year or January of next we'll be going before the town board to have them review and hopefully approve a comprehensive Trails plan so that's that's kind of what we're up to um where we're at and we we do have one project um well actually a couple have been tabled but do you have any questions before I had a question for Joe what's what's the status on lville Road going down from the school we're looking for money we're talking $2 million and we're not going to raise taxes that much right so it's looking for money okay if you find the money I'm assuming you would do kind of the same thing they're doing in buyers and try to provide well what we try to do is try to figure out how to stabilize it so that uh 10 to 15 years we're not back in the same position cuz I don't want to pour money down the train like that it's going to take much

more stabilization of that Hillside so it's not undercutting the road all the time um so that that's where we're at is when we get the next chunk of money that we can set aside we can do some real studies to figure out what actually has to be done where we've got a preliminary of you got to stabilize that hill or the road but I need to know exactly what that means and what kind of cost we're talking about stabilizing home I think I think Dean is saying that you should build in wide shoulder fora or or whatever impl there oh yeah portrayal as part of that project I was just curious where we were at with that looking looking for cash okay yeah but when that does come through you know our working group will be there at the table hopefully with all the different parties just advocating for that side of that project we see that as a really our our role speaking of money the village of rden got $4 million for a sidewalk yeah where did that what what was the source of that uh I it was probably Federal Transportation dollars there's a lot of federal money for alternative transing into that as well that Source yes yeah that there's Recreation dollars there's Transportation dollars and what you need to do in order to have access to those is you have to prove that you have ownership of the land the right of way down to Meyers or the land here at the Town Center plus two easements you have to prove that you have the rights and then you have to do a feasibility study to prove that you have looked at potential obstacles and know your costs and what the Tomkins County transportation council is saying is you have if you have those two things they view us as fundable so we'll have th we'll have those things in place for the Meyers segment and we'll go for funding uh hopefully we'll get those two things in place for Town Center we'll go for funding um so it'll be a process of studying and building sections and then

then connecting sections with the comprehensive plan and the cooperation the planning department and planning board then we can start to collect easements um as we go through the process so that we'll have eventually we'll have things connected and then we'll have the rights to the land and then we vote for construction funding from that I just want to point out that you got grant funding for both of these studies you've discussed already this is not coming out of the Town budget this is coming from grant funding yeah all total we brought in about 60 60,000 and if we get the other we'll be about 70,000 funding but what your banner money yeah yeah so we're we've been successful there's money out there and frankly Tompkins County is has has been very the transportation Council has been very receptive there's been a lot going on in other towns and they're very happy to see laning at that table now there was also I think in the past a study done to connect the intersection here to the school they're looking at obtaining easements and rways and that didn't fly correct right yeah that was back in 2000 we actually got an IC tea Grant which was a federal transportation Grant to do that but we weren't able to put together the right way and that's why now in order to get funding they say we want you to have the RightWay in hand first or the rights to the the trail path whether it's easements or ownerships or or whatever so why do you think that you could get that right away today and you couldn't get it 2000 I think we have I think we have a group dedicated to looking for lots of different routs Rook is that what you're saying potential ways to get there y potential rot so we we hope to have two or three or maybe even four possibilities um then our group goes out and uh talks to people about what we'd like to do and see if they're willing to help us we've had um you know one of the land owners

that would be on that route is can't wait for us to put this Trail in um and others have asked us to wait and let them settle through some issues before we approach them to talk to them um so it's going to be a process it's not going to be easy um but we have to have the plan we have to have root options and then we have to just diligently work with people to try to put it all together any discussions with cargo no not yet but we haven't looked at that side of the road but I'm hoping our comp plan Consultants will look at that side Ro and see if there's possibilities there yeah uh are is your working group kind of keeping your finger on the pulse of what's coming before the planning board yes yep through through Joe and through John as well and and through planing um and eventually when we have the comprehensive plan I think it may be a more formalized process um but yeah but we we have very active members on our group who are very active in the town planning um but we we realize we need to come before all of you and really let you know who we are and what we're working on yeah don't we don't want to miss opportunities exactly I think you guys got to standardize one of the first things is how wide you want a trail so if we have somebody coming in front of us yeah do we ask for an 8ft wide Trail a 10ft wide Trail I mean I think that's got to be debated how wide and I mean we don't want to take a 20 foot you know 15 20 is know where where do you cut it off and is it 8 10 12T y so the stand so is it mixed juice right yeah for mixed yeah and this will be this will be sort of uh solidified in our comp Trails plan but the standard is a 20ft wide easement to build a 10ft wide trail that way you can have shoulders and room to do construction and uh

um that's asking a lot for a property in order to give up 20 ft for some it might be for others it might not be um uh that there's we'll just we'll just have to see but that that is a from everything we've read that's what's being asked that's what people are advised to ask for that 20ft easement gives you enough room to uh do what you need to do for a 10t wide Trail tread anything else any other questions Bo very impressive thank you we're we're getting a lot of good stuff there and I did want to quickly uh Delaware solar this this plan is different than what may be in your packet because this information is just a couple hours old but we have um been talking to the developers of the Delaware solar project because that is a key connection to get from our main North South Trail we want to go east and pick up those neighborhoods the Bean Hill neighborhoods and Beyond and be able to collect people from like the village solar area so we need these collectors that bring people East West and this property um is exactly located where we're hoping to make that East West collector connection um we had a really good meeting with um three people uh representing that project and nothing is official nothing's in in stone but uh they seem very willing to uh grant us a 20ft wide easement wow that would start at trip Hammer Road and cover we would have a road crossing eventually at trip Hammer they would uh a 20ft easement that comes along the top and then Works its way down to where there is an easement here that would get us

all the way to Hillcrest where Hillcrest is at a grave uh where we can have a safe Crossing and once we're here we can collect all the neighbors here into the trail so it's not in stone yet they seem very very agreeable to that there is one thing there's a lot of Housing and this is the beam Hill Neighborhood from the property line there's a 20ft water easement and um we would like to not put the trail in that because then it crowds the homeowners so we're looking at leaving the 20ft water easement as it is as additional buffer and then the developers are are I think going to be required to do a vegetative barrier and then a second vegetative barrier and they're looking at giving us the trail easement in between the two vegetative barriers so the trail will be through the middle of a naturalized area um separated somewhat from the solar panels and giving even more separation to the neighbors above so more or less following the property line uh but willing to move it uh where it might impact these neighbors and actually make a better experience for tril users to go in between the rows of vation so you're there's a there's a easement there that's how wide now between the property owners in the north and 20 there's a 20ft wide uh water so you're talking 20 ft and then you're talking a burm or plantings in the BM which might be 20 ft if you get Evergreens yeah and you've got a 20ft road of yours and you've got another 20ft row of Evergreens or a burm as well so you have 20 40 so you're talking 80 ft from the property line to their possible is that correct yeah yeah are there issues with the swampy nature of that especially the eastern part of that yes

mistaken no need for the coordinated review as it wasn't unlisted and not type one so the CBA has taken care of that and issued the use variance and now all you guys have to do is just work through the site plan I see some nice balloon photos here right so go for it what do you want to tell us about the project excellent thank you my name is Lor Smith I'm with Nixon P I'm joined with Brett Morgan um as noted we were before the zba at the January meeting as well as um receiving the the um variance at the February 12th meeting um we're now back for site plan approval and Tak into consideration notes from the CBA for additional buffering um for vegetation and submitted an amended site plan or an updated site plan I should say and a letter dat to February 4th and we're happy to walk through the site plan or just answer questions um if that's supp boards reference what's changed since the last time we saw a couple things uh double roll of Evergreens uh we switched up the variety uh of Evergreens as well as one of the recommendations I think from the plan and board member who retired Larry Larry thank you um and adjusted the utilities around the two plantings to the north go Norway sprs that um yes yes sorry so I you were specific about no Norway well you know I talked to uh Dan seagull about the advantage what would we recommend and he said he basically said Norway spruce does better than any other tree in

I totally agree and and he said you know it's not that basic he said it's for choice [Music] fors I agree and they grow fast they don't die right and uh they gr right down to the ground don't die one concern that I will bring up is when things get added to the invasive species list nurseries can no longer sell them as part of their Nursery stock so it may be difficult to find them now well if Dan is promoting it then I'm assuming that he has that yeah fair enough and if they have if he has back stock those you know it's not like the DC necessarily Ys what they have existing once they get placed on the invasive list so he still has some that would get my thumbs up too I think the Norway first would be very appropriate so why why the eastern red cedar instead of just the normally Spruce I'm not a landscape architect but that's what was designed by our Engineers as would be good as two instead of just in a full row with the rest so variety is that is that what they're saying Vari most of the time you don't want to plan monoculture in case you get like a p that comes through Norway Bru a little little different cuz they're pretty resistant to most things but you were plant I'm just thinking the eastern red cedar get chewed on pretty good the de yeah and they grow really slow they grow really slow they don't fill out yeah I agree with in there and unless you're willing to cage and protect them you're going to get trashed so I mean I'd be happy to just see the norways through the whole thing I can go back to ourl Architects and make sure that that works for them and spacing and whatnot but yeah I don't see a problem

the rink and the soccer fields back that area so is that outside the boundary lines of this Pro this project I don't know I haven't this one Steve show I'm assuming that this is the line you were talking about along the back side of the soccer flu fields are here our projects over in here oh that's completely out of where that's the CBA there was discussion about expanding out the tence line and blocking off the I was a different request um what we would end up doing if you'd like us to is to do a baller gate system instead of extending the the fence line um extending the fence line would kind of negate the driveway access on that side so instead we do you know typical farm gate where it's just two swing doors it seems a little bit Overkill but we're more than happy to it was brought up by one of the ZB a members that he thought that people on site may come and park and hide in that spot I'm not that familiar with the rink and I know it gets a lot of traffic and there's a food pantry there but I don't know if someone would choose a short little driveway tode yeah they might you never you never know what drug deals are going to happen behind your place of business or your church or know behind the screening there or so what we could do is not on top of the card that we're putting in but out in front of the a b gate system

for Verizon and what Crown typically does is they do speculative sites where they lease something and then Market it to the wireless carriers and I think it worked for a time being but then the network parameter changed and that now is too far north to kind of fit in to the pieces of the puzzle of the network it's not you know topography as we talked about before plays a real big role in that and if the site isn't in the right location then you end up with service deficiencies to the South if you were to put it too far north and your device won't hand off as it should as you're driving down the road from facility to facility facility so I think it boil down to the RF issue and I if I remember it was a pretty short Tower there too which was a little farther up here yeah yeah so it's it was probably the RF that's said you know we get updates and software and how everything fits together and it just didn't work for Verizon's Network so can you guys bring some more Towers in for the other part of Lancing North part that doesn't get surface it's uh others others it's little by little as I like to say Verizon's kind of the big wheel and has to keep on churning through things so as there are issues with the network and they what they typically do is they look to solve the biggest issues first so we know that this is a huge issue and there are so many drao calls or failed attempts in the area they're going to remedy that first then they'll get it on air and see how it performs and see what we can fit in with another site to the north and kind of Remedy that and it

you're not going to be able to get that through without in my mind clouding the skies with so many satellites cuz as we know the Earth is round and they continually have to rotate so you need so many in orbit to have that connection and people are demanding speed you you you can't watch live TV without a robust Network on a device or a pad so it doesn't look like satellite will ever replace the cells no no I think what we're doing with this is a base station essentially I think they will always be here and I don't think they will ever go away there may be different tools in the toolbx to augment what's already there but I don't see things progressing to the point where the tower facilities or go away and we won't need them anymore is they're communication hubs essentially so I've seen some building permit come across building permits where there's been towers that are set up like 10 years ago and they switch out the raay up there that's just more efficiency or bigger or better what's that all exactly it's a combination of both um the original networks that were built had an omni antenna so a mast similar to what you see at fire departments it broadcasts in a round big broad area it used to cover a huge area because there weren't that many phones or devices on the network so as more users got cell phones the need came from well the the Omni antenna works we now need to sector eyesee so we went into what you see in a configuration like this where antennas point in three separate directions and there's different antennas for each frequency so your phone again is switching from Verizon's license under five different frequencies your phone is

switching seamlessly without you knowing giving you the fastest throughput to your device at any given time as you're again more the lawn or driving down the road um each of those frequency bands have their limitations on what they can do and the throughput that they do and the reach that they have so it's a cocktail let's say of different antennas that will give you more speed better speed part of that was also relocating the base station radios from the base station equipment to the towers so now we have what are called remote radio heads those remove the radios from the base station put them directly behind the antenna so you're minimizing the loss we used to run everything on coax cable which was copper core dialectric foam and then a copper outer that signal would bounce in between the two going up the tower facility so if you imagine a 200t tower that signal is going to degrade by the time it goes from the ground up to the antenna by moving the remote radio heads behind the antenna you minimize that loss giving you B better throughput data speeds to your phone so a lot of the building permits that you'll see for upgrades are changing out old antennas for new that are faster better than adding remote radio heads behind the antennas and do you give the like the police or the school district a break if they want to hang on absolutely you do give them a break yeah all they have to do is fill out a collocation application where they submit what they like to put on it their frequencies their wattages and and whatnot and as long as it doesn't interfere no problem well we do it quite often when we'll put again going back to the Omni police and fire typically still

process forward there should be for the town to there should be some cash dollars to the town to allow them to put in there I mean that's what most of the solar Farms do now they pay even the small ones they they they said they wanted to do some kind of house Community agreement they have not reached out about that they have reached out about the trail um and they seem very uh eager to put a trail through their system they have not talked to us about a host commun agreement I gave her my card at the last meeting and I have not heard back from her on that I mean I think you need to look at what other communities are getting from the solar companies as far as the you know how much dollar amount and try and base your asking price on what the other communities are I know cobber just uh went through an agreement they got a pretty good dollar amount from from the proposed uh small solar farm there the the numbers range from about $3500 a megawatt to about $7,000 a megawatt um and it's all over it's based on locations seen that but that's the range I'm hearing and there was one I saw in a paper um I think it was out NAD DOA County where the Solar Company came up with a number and the town said no we want you to double it and they pushed back a little bit they said okay fine we'll give you what you want we want to come in so um you know so the cap the cap is always how much they would have to pay if they paid uh property taxes in full and that's based on a state formula State uh and it's a formula that keeps changing the state has a formula if they give the assessor's office that they say this is how you figure it out um so that's the cap that's that's in it this this um uh Town approval is in addition to that that uh tax property tax right but we can't push them past that because they'll just go no no property tax can but you can ask for more money for the host agree you can you can ask but you can ask whether we want but we can't
