just like loading are we talking about inventory or that would have I would assume it would have to be towards the front uh where the word main ENT main entrance is there was would use the same entry for both yeah I mean there is a there is a a section that goes down the uh that' be the south portion which would be if you go well at the bottom here of of the of the screen that would be the the South section where the N is there is gate there um and then it's concreted I would say about 8 ft out so it could take place that route too uh and then there's a door um you can see the swing sign right at the bottom of the reddish or orange uh section there's a door right there uh a single door there's a man door on the side of the U yeah building line mhm correct and so my question is heading is is that so any trucks or anything that comes to do deliveries they would just be in the parking lot yeah I mean because it fronts Avenue L so there's no parking there um probably a quick I don't know 20 minutes or or so for unloading there's plenty of parking yeah there is there is lots lot Park I'll tell you I probably drive by this Center I don't know five times a week and there's not a time I drive past it as close as it is to my residents to think man I really wish there was something here to stop by so you know hats off to you gentlemen for for working on this I mean I think it's a you know it's a great idea so I wish you guys all the best of luck on it thank you we we hope that that you know you guys will even come in from time to time those of you that golf or those of you that want to give it a shot and the the
food will be there the drinks will be there no hard liquor so we want to keep it real simple really f oriented so that's the goal here is to just make it a really fun happy place for everybody do you have any recollection who was The Last Tenant that was in this space you know I do believe I talked to um somebody named Gabby go and uh I believe she worked there quite a few years ago uh and I think it was a lending uh office I believe so that's about all I know but right when I walked in and I thought there's so many outlets in here it had to be some kind of cubicle setup um so that's about all I know about it I noticed from the kitchen floor plan uh you don't show a flat grill on there flat top nope all of its ventless technology uh using um impingement convection and uh a tiny bit of microwave it's kind of a newer technology uh it's all ventless it all has the uh I believe it's called an let me see what it's called it's uh the the fire suppression system anel built into the each system um so yeah we we we're not going to they do have Anil ventless grills but we're not planning on using those as of yet we will potentially talk in the future about that but at this time I think with what we're trying to accomplish with the equipment I think we should be able to to do so that' be additional coordination with the fire department and local building uh
building officials um you do have a couple of deep fryers though right there is a deep fryer and it too is anel compliant um it's also uh exempt in all of LA County from having any kind of hood system because it's built into it I believe Mitsy probably has a copy somewhere um and if not I can give her the certification from the County of LA uh with that exemption on any of the units that we'll be using I noticed in your application there's um theoretically entertainment uh from your your V virtual um driving range um but there's no other mention of any other type of entertainment proposed so uh that means for my chair there isn't any other entertainment we're approving tonight no it's if if the if the uh the DBA um that we can do our fictitious name filing if it can be called Fairways Pub grub and indoor golf that's what the name will be all right very good I don't know if there's any other questions or comments from Members I just got one I'm electrician so I'm just trying to figure out where is the electrical panel because everything seems the sub panel is where are we at here um Mitzy we might yeah actually yeah if you don't mind him stepping up there I can see it from here yeah okay right in there it's it's I've had an electrician look look it over he's looked at the specs of the equipment that we'll be using um and he said that it should hold just fine for everything that we need uh the for the for the golf experience this is nothing more than a
computer and a projector um an expensive computer and and then a very very expensive uh uh let's call it a launch monitor but it detects a lot of stuff so it it too is just simple 110 outlet plug in you're good to go it's commercial level but it's there's nothing special other than the price uh that's pretty special times two but uh otherwise it's it's pretty pretty much plug and go and as one more question uh as far as the scheduling of T times one of your uh golf Bays m like a certain amount of time a certain amount of people yeah so we're really going to try to focus on probably parties of four uh the seating if you look in that reddish section there you'll see that there's four seats per Bay that that uh rectangle in front would be a high top this kind of uh to help protect the all the places that I've gone to experience ex experiencing exact ly this type of setup that's pretty much all they use we may add in stanions just to to kind of create a little bit you know more control but um yeah so hopefully that answered that no that was it I appreciate it okay all right sir thank you very much for your comments thank you guys and we have no other speakers none all right then so it's appropriate to close the public hearing then without objection and consider a motion on this matter I'll move that we adopt resolution number 25-2 approving
conditional use permit number 25-4 to allow for a Bonafide restaurant Fairways pub with a type 41 ABC license to operate a virtual golf entertainment simulator within a 2600 square foot tenant space and a commercial center at 1915 West Avenue L APN number 3125 01407 in the commercial plan development Zone and finding that the project is categorically exempt under the California environmental equality act authorizing staff to execute and file a notice of exemption thank you a second please I second thank you anything further from Members all right then please vote motion passes 60 with one absent good luck with your project we look forward to it yeah I know you thank you hope to see some of you or all of you all right the next item is um a presentation on the westside annexation in informational presentation good afternoon chairman V and members of the Planning Commission this afternoon staff will be providing an overview of the Westside annexation and North Lancaster industrial specific plan that will be before you in the coming months this is not a public hearing and no action will be taken this afternoon the project will come back to the the commission at a later date as part of a notice public hearing the city of Lancaster was incorporated in 1977 and is currently a little over 94
square miles the city's boundaries are irregularly shaped and stretched from 110th Street West to 110th Street East and Avenue E to Avenue N while large expanses of the city are undeveloped many of the parcels are small with multiple owners making it challeng alling to assemble for any type of development to address these issues the city is proposing to Annex property from unincorporated Los Angeles County and create a specific plan to facilitate development the Westside annexation encompasses approximately 7,153 Acres or 11 square miles this is bounded by Avenue B Avenue G 30th Street West and Sierra Highway this are area is shown as light yellow on the map contained within the annexation area is a 1,860 acre area Bound by Avenue D Sierra Highway Avenue f8 and 20th Street West for which a specific plan is being developed this area is shown as a darker orange color the proposed project consists of several components the annexation itself requires the approval of both the city of Lang cter and the Los Angeles County local area formation commission or lafco the final hearings before lafco will occur after the city holds hearings on the overall project and approves it in addition to the annexation the project consists of a general plan Amendment pre- zoning a specific plan and the adoption of a final e and statement of overriding considerations as part of the annexation process the city is required to do a general plan amendment to apply a land use designation to the property being annexed as the proposed designations do
not align with the designations provided to the sphere of influence as part of the city's General plan the current General plan designates everything in the sphere of influence north of the city as non-urban with some heavy industrial specifically for the sanitation district on the landfill and a small pocket of moderate density residential for leisure Lakes it is also required to adopt pre- zoning to align the zoning classifications with the proposed land use designations as can be seen from the graphic the city is proposing to adopt six different zoning classifications within the annexation area the pale green and spring green colors designated as one and two are proposed to be rural residential minimum lot size is 2.5 acres the salmon color designated as five would be mixed use employment The Pale Blue Area designated as six would be light industrial the dark green designated as nine would be mobile home park to match the existing Leisure Lakes Mobile Home Park and expansion area the lavender designated as 8 would be public and reflects the sanitation district own property and the burnt orange or 10 would be zoned a specific plan with the ex exception of the mobile home park and specific plan zonings these zoning designations generally align with the existing Los Angeles County zoning designations no specific developments are proposed as part of the annexation of the 7,153 acres into the city however the proposed zoning would allow for up to 15 million 59440 ft of Industrial and Commercial uses and 1,837 residential uses the amount of
development was based on the maximum density for a particular zone for example the 719 single family detached residences was based on the total amount of RR 2.5 acres proposed divided by one residents per 2 and a half acres it also does not include the amount of development that would be allowed under the proposed specific plan the North Lancaster industrial specific plan is a subset of the total annexation area it encompasses 1,860 Acres Bound by Avenue D Avenue f8 20th Street West and Sierra Highway the goal of the specific plan is to facilitate development of a variety of living wage job producing commercial and Industrial developments in an area generally removed from large residential uses and with easy freeway access the specific plan establishes eight planning areas of varying sizes planning areas 1 through six are designated for light industrial uses and planning area seven and eight are designated for heavy industrial uses the specific plan establishes permitted uses development standards and design guidelines along with routes for proposed infrastructure such as water recycled water Water Sanitation Etc the specific plan would allow for up to 38.5 million square ft of Industrial and Commercial development this square footage was established based on a floor area ratio of 0.5 which matches the city's zoning code uses permitted within the specific plan include a variety of manufacturing and assembly uses General industrial uses alternative energy and battery storage including solar and
hydrogen warehouse and Logistics uses public and institutional uses commercial uses and Emergency Shelters it prohibits hazardous materials facilities auto dismantling yards and Salvage Yards within planning areas 2 4 6 7 and 8 a total of 11.3 million square feet of distribution and Warehouse facilities would be constructed the anticipated timeline for the constru construction of these facilities is within 5 years of the approval of the annexation and specific plan or by 2031 Additionally the Western half of planning area 6 has already been approved by Los Angeles County Regional planning for the construction and operation of approximately 2 million square fet of distribution facilities it is also likely that an Edison substation will be constructed somewhere within the specific plan area to support electrical needs of development within the specific plan and surrounding area as you can see from the timeline on the screen this project is moving at an aggressive Pace the city council authorized the filing of the annexation application and the application was filed in August of 2024 the anticipated completion date of the process is no later than November 30th 2025 so that the appropriate paperwork can be filed with the Board of Equalization by December the by the December 1st 2025 deadline the notice of preparation of an eir was released on September 3rd 2024 for a 30-day public review period as part of that review period a scoping meeting was held at City Hall on September 26th 2024 approximately 30 residents and property owners were in attendance and while they did not identify any environmental issues to be included in
the eir they had a lot of question questions these questions were primarily focused on what is an annexation will the city be buying or taking my property and will I still be able to develop my property all attendees of the scopy meeting will be included in future noticing for the project the draft Di and draft specific plan are anticipated to be released for a 45-day public review period on April 4th 2025 the public review period would run from April 4th to May 19th notices will be sent to All property owners and residents within the annexation area and, 1500 ft Beyond along with State regional and local agencies and interested groups at the next Planning Commission meeting on April 21st the public will have an opportunity to provide comments on both documents which will be addressed in the final version of those documents public hearings before the planning commissions are T tentatively scheduled to occur on July 21st 2025 and before the city council in August and September if everything goes according to the current timeline and the annexation is approved the property would be part of the city on January 1st 2026 I'm available to answer any questions you may have thank you Miss SW very thorough as always members any questions or comments none do have any speakers on this item none all right then information overload thank you JN you're welcome all right then um that concludes
our action items and agenda for this evening um before our planning manager has any comments I'd like to make one um on March 1st 2025 there was an incident that occurred at U King's king bar or King's bar which was a um shooting I don't know the outcome of that shooting of individual or individuals what their survival was or wasn't but what I do know is that particular site was the subject of a conditional use permit before this body um so I contacted staff on March 3rd andx instructed our staff to begin an investigation of the incident to prepare a report for us on that investigation and and if necessary to recommend to this Planning Commission a revocation hearing to be held on the conditional use permit that was approved on that particular site I'm not sure how long that investigation is going to take of all the parties involved however our city staff uh is very thorough in uh what they intend to do I've got pieces and parts of it but not uh the total scope but what I am sure of is that incidents such as this that occur in our community have to be addressed Straight Ahead straight
on without any preconceived notions however when we have a conditional use permit we have some power behind us every action this commission takes however is subject to city council over oversight so at this point um staff may wish to comment on this or they may not whatever you choose to do all right go ahead good afternoon chair of O and members of the Planning Commission I'm hu in planning manager for the city uh wanted to give a uh quick tentative for forecast of the PC meeting next month that's on April 21st so a few items I want to bring up and then I'll address the point that you mentioned chair Vos uh first staff is bringing the next iteration of the Zone text amendments so we do this every one to three years um it's an update to the municipal code to reflect current policies State mandates and general improvements to the code so that's one thing another thing is that uh we're bringing a mixed use project uh this one is located on L and 15th which requ requ Ires a zone change and general plan Amendment it's similar to the gas station project that the commission looked at uh last October um of last year uh and then uh number three as Miss Swain mentioned there will be an opportunity for the public and for the Planning Commission to comment on the uh draft e for the Westside annexation and the associated uh specific plan and then lastly uh staff is looking into to the incident and will bring an item to the planning commission um about kingar and that will that will be ready in the April uh meeting for your uh review and consideration um and then lastly this is a just a friendly reminder for the
