Whereas the Central Texas Sustainable Community Partnerships works to promote

And whereas over 14 million people in the state of Texas and over 6,200 residents in the county of Lan Passes have library cards. Therefore, be it resolved that Mayor Herb Pierce of City of Lamp passes proclaim February 2026 as library lovers month and L passes and urge everyone to visit libraries and thank a librarian for making this unique and wonderful institution possible. We have a resolution honoring Central Texas Women in Construction. Whereas the National Association of Women in Construction, Austin Chapter 7 has established itself for 68 years as a voice of women in construction in central Texas when with the city of Austin at its center. Whereas the work accomplished by the NWIC chapter of Austin has significantly dedicated community development initiatives and educational programs throughout the region. Whereas the NWIC Austin chapter 7 has promoted employment, professional growth and advancement of women within the construction industry. And whereas a construction community represented by the NWC chapter number seven has been a driving force in fostering community development through renovation and beautifification projects, the promotion of skilled trades and the advancement of a positive vision for the future. Now therefore resolved by the city council Texas that the citywide declares March 2nd6 as NWIC W. This resolution will take effect immediately on its passage.

And the next one up is Central Texas Water. Whereas the city of Lass's political subdivision of the state of Texas local government entity authorized to plan for and provide water, wastewater and or related infrastructure services to its constituents. And whereas the central Texas Water Alliance is a regional cooperative entity formed to facilitate coordination, planning and strategic collaboration among participating entities to address regional water supply infrastructure and funding needs. And whereas membership in CDWA will allow the entity to participate in regional planning efforts, information sharing and collaborative evaluation of infrastructure and funding opportunities that mainly benefit the entity in the region. And whereas membership in CTWA does not obligate the entity to fund, construct or participate in any specific project unless express expressly approved by the entity through separate future action. And whereas chapter 791 of the Texas Government Code, the Interlocal Cooperation Act, authorizes local government entities to contract and cooperate with one another to perform governmental functions and services including planning, coordination, and advisory activities related to water resources and infrastructure. And whereas the governing body of the entity has determined that participation in the CTWA is in the best interest of the entity and its customers constituents. Now therefore being resolved by the city council of land passes the approval of

membership hereby approved the land pass the city council city of land passes hereby approves the entity's membership and the CTWA and subject to the terms and conditions of the government documents which the designation of a authorized representative being the city manager. Number three, authorization to execute documents. Once again, the city manager is authorized to execute documents. And number four, no financial commitment without further approval. The city council has separate approval and the city of Lamp passes has separate approval for any financial commitment. Number five, mineral cooperation authority, the city council and the city of land passes finds that participation in the CTWA is authorized under chapter 71 Texas government code. Effective date, this resolution shall take effect immediately upon adoption which is passed and adopted by the council on this 9th day of February, 2026. Council Hill. Thank you. I've got uh something here for you. Uh this is uh truly a a community champion that you guys do. You do it above and beyond uh your job. Do it above and beyond yourself. And uh got something here to read that you guys marsh yourself Jackie you guys have created friends and lamb passes carefree pantry network setting up a free pantry behind Jackie's law office. This has been enormously successful and wellreceived, providing a share and swap opportunity for people to donate items and take items as they wish from their Facebook page. This group is dedicated to keeping donors, volunteers, and neighbors updated on pantry needs, upcoming events, and success stories. Together, we can fight food insecurity and ensure that everyone in our community has access to essential items. Important note, donations to the pantry are not taxdeductible. We are a grassroot community effort, not a registered not profit. You can find the number one pantry at 354 South Main Street in Lampasses and a grass lot behind the office building. Look for the red fence and additional locations to be announced. You guys are truly community champions. BPZ 1, 2, and three to solely BPZ3. Uh, this did go to the planning commission last Thursday and pass with a 60 vote. It went last Thursday or December 4th. Last Thursday. My bad. I did not update that.

There is a potential business that is looking to move in out there. Uh with the lot that they're looking at purchasing, we would need to reszone to be able to fit them into that zoning, but also So the lot can I just to pull up the zoning map on the packet. The primary purpose of reszoning the entire business park is because there's inconsistent zoning on single lots. So there is there are a couple of lots that have multiple zoning designations to them and that is not allowed. So on the

Origins and department reports. City managers operational report. Mayor and council. Just a few items. There will be an LC steps forward day. Um LC and city crews will be participating in the annual steps forward day on Friday, April 10th. This year's project will focus on the clean up of Wbrook Park. We of course welcome any volunteers um that would like to assist in the cleanup. Release more details as that date gets closer. Auditors have been on site and last week was their first week in the office. So they're completing fieldwork component of the FY25 audit and we appear to be on track for March delivery at this time. The municipal court wanted us to let folks know that they're going to be starting up their annual warrant resolution program today. And just a couple of notes on the hostess house. There are a few items that need to be taken care of for the building to be able to pass its fire inspection prior to issuing a co and the ADA inspection be is scheduled for this Wednesday. So should be complete this week. There's a couple of items that we're waiting to hear when the range hood inspection and things are through Sabire, but we're anticipating those getting done fairly quickly. So you should be good to go by next week event.

This coming Friday, February 13th, is the deadline for filing a place on the May 2nd, 2026 ballot. I have received two applications so far. February 16th, next Monday, all city offices are closed for president. I would just notate that our fiscal year starts October 1st. So, two of these events are next fiscal year and we can't allocate funds for that until budget workshops. So, as of right now, there are two events on here that would qualify for hoting. And I do believe that Melanie and

I'm Melanie Bay and this is Alexandra McE. We are with 2 Ranch Productions and we are a locally grown horse show production company with um four shows planned for the 2026 year uh with potential clinics um also to be held multiple day clinics to be held at Bar 17 Arena in Lasses. Um we are drawing riders from all over the state and even out of state into the city. um with 105 riders planned for our February 14th show. Multiple of those hopefully around 30 to 40 riders are planned to stay overnight, multiple days. Um we have uh made arrangements with several hotels in the area to provide discounts to travelers from out of town. Um and we are expecting a very generous turnout for the city. And that is just for our first show, the 105 runners.

Um it is tapping into people who have not previously shown before because it is applicable to the working ranch horse. Um, we have everything from children who ride their horses in the backyard that want to try to do something different to professional trainers who are bringing their clients in from the greater Texas area as well as out of state. It is multiple classes. Um, we are offering ranch trail, ranch rail, ranch raining, ranch pleasure, and ranch riding. So, it's five or I'm sorry, and there's I'm missing one. trail, rail,

horsemanship, I'm sorry, and horsemanship. Um, so there's six classes that are going on during the day. Um, our our schooling show is just that. It is for people who have not done this before, who want to gain skills so that they can go on later and compete in bigger organizations or just stay with us. Um, we are starting our first show on Saturday morning at 7:30 and with 105 riders. I suspect we will not be done before midnight. There are a lot of people coming that are very excited. We have a huge following across the equestrian industry um sponsors from national sponsors down to local grassroot um trainers and stores in the area. It's it's a lot of fun and it is just great to both ride in an

just one day event. Is that correct? So, right now we are scheduled for a one-day event. However, with our popularity, we're looking at having to move to a two-day format just because of the amount of riders and for safety concerns, we don't want people on the road at midnight after they've been showing all day. And then, and if I can expand on that a little um further, we're starting our shows very early in the morning. So, the majority of our riders will be coming in Friday evening and spending the night so that they can be here and and ready to compete at 7:30. And what would these hot funds, what would they be used for?

Yeah, so um our plans, we would like to um work on a few things. One of them is a a stay, Ride, and Play social media campaign where we um will bring in some professionals to help us do a little bit better social media advertising with videos and stuff. um highlighting local businesses and other things to do in the area since we are going to be a multiple day format moving forward and we're even going to be expanding to add clinicians that will come in for a several day um clinic that we expect this to even turn into four to five day events. Um, we want to be able to showcase all that Lamp Passes has to offer from restaurants to shopping to other places to stay within Lampasses, activities that might be going on during our time frame. So, your whole family can come. It's not just you and your horse, it's your right, even your husband, your children.

My husband doesn't ride horses, we have other things for him to do while we're while we're doing our thing. Absolutely. We also plan on bringing in some internationally known clinicians to be our judges. Um, with the clinicians that we have spoken with that have um confirmed their interest in coming and working with us, we think we will probably draw people from Oklahoma and Arkansas and Louisiana um and all over because these are known in the in the international IQJ world. And so we would use the hot funds to help promote Lampasses as a destination as well as everything that we have to offer. where we would help bring in those clinicians to also drive attendance to our shows, which of course increases economic impact from hotel stays to fuel to restaurants and to shopping.

How did you guys come up with $10,000? Well, um, we were coming up with a a number that seemed reasonable across the four shows. We are happy to amend that number considering that the fiscal year for our October and December shows. Um it just gives us a little bit of a cushion to be able to afford those more internationally known clinicians and uh and our social media campaigns, videographers and photographers are expensive. So um it is a it is a small portion of our overall budget. Um where do you have some other shows other locations?

No. So, we are trying to plan for every eventuality and our trail planning or our trail um course

So for another night, which which we've had multiple people reach out to us and and request our hotel discount codes so that they can go on ahead and book that additional night.

So, that way people can stay in town, but they can leave their horses in the stalls at bar 17 where they're secure. And so, that will allow some tracking to the

I I kind of was questioning the $10,000 too where that came up where that came from and I you know I get you want a little cushion. Um and like we discussed already that fiscal year ends October 1. So, we're just basically looking at two of these events for this fiscal year. And I was kind of I mean, I've been all day I've been just going back and forth in my mind of where $10,000 came from. Um, and I thought about the Spring Ho Committee. Y'all are familiar with that, right? So, you know, that's a 7-day event and it's hosted here in the city limit salon passes and there's thousands and thousands of people that come to it,

right? Um, and we generally give around 7,500 for that and hot funds. And so y'all are like what 34% higher for four for four days, you know? So, I'm just guess I'm having a hard time seeing the 10 grand. I mean, I get the idea of a little bit of cushion, but you know, and I understand that hot funds are um they're a they're not ours. They're paid from people staying in hotels, but we are the keeper of the gate. You know, we've got to be good stewards of it.

Absolutely. And just to expand on some of the concerns that you raised. Um so our show is one day which we are talking about going on ahead and just moving it to two days moving forward just because of the the number of riders that we have interested now. Um but the September, October and November shows will actually be a longer event. The clinics that will follow the shows will be 2 to three day long clinics. Um so moving further, it will be more days of of people staying in town, not just the four nights for the show, if that makes sense.

I was I was kind of along the same lines. I was thinking half of that 5,000 to 2500, but 3,000 and that's close enough. You know, I and I agree with Eric on, you know, I guess too. It would be really cool. You know, the springhole, they have a long history. And so, you know, you kind of look back and, you know, we can be guaranteed that they're going to bring in x amount of people. You know, you guys are just starting out. Uh, I can I can almost guarantee you come back to council next year and up here you say, "Hey, we had 200 people here and this and that. What happened?" You've got a a database for uh and a track history for us to be able to make these types of decisions. It's really really hard to make decisions without, you know, it's kind of like me being in business and going to the bank without ever making a dollar. hopefully understand that and we are grateful for any help we can get. Um, just for us to bring in a clinician. We're looking um we we just got done talking to Christa Brown from um Dublin, Ireland. She is a huge social media influencer and uh and very well-known AQA board member, AQHA lead member. Just for us to bring her in alone is going to cost us about $5,000. So, um clinician fees are are a significant expense for us. they don't account for even half of our of our total budget. But just so you guys know, we you know um

and that is about the rough estimate of every clinician that is in the ranchor versatility world that would attract more people to come. Um when we started this venture, we thought we'll just do something small but then we realized from talking to our riders who had expressed interest that they were hungry. They want to be educated. They want to have a quality environment. They want to learn from someone that they can't normally learn from because of distance or cost. Which is why we are asking for hot funds to help bring those people in to help attract people to come in because even bringing someone from Oklahoma or Texas, their fees are such that they are all very similar across the board. And I know that when we've told people we're looking at Chrissa Brown or Johnny Flores or Bud Lion, the excitement goes across the roof and people are like, "Sign me up. We'll do it. I don't care how much it is. We will be there. We will stay for the 5 days. We'll take off work." And so those are all people who would we would be bringing here to Lampasses that if we didn't have those clinicians, they might not come because it's not that education that they are craving.

Yeah. I I mean I I'm all for y'all and I hope that y'all have huge success in this. Um I'm not trying to rant. We're trying to help address your concerns, too. Um I would like to know like how how do you make money? What tell us what that looks like? Is there an entry fee? What you know? Yes, there is. It's about $150 per entrance um to ride for the day, including class fees and office fees. Um, uh, they also pay independently to Bar 17 for stall fees and lodging and RV hookups and and those kind of things. Um, and so our goal this year was actually not to make money because we wanted to put it all back into growing this um, and coming back next year.

Yeah. that our our vision is creating something that lasts for our kids because our kids like this and they want to ride for my neighbor's daughter who's just starting and if we take a salary or we take a cut, we can't be guaranteed that we can grow it. Absolutely. Yeah, and we recognize that we are just starting and that we don't have the data to back up what we're asking for. Um, I will say that we have put on other events, not necessarily of this magnitude, but other equestrian events where we have sold out and had great feedback and people who have come back year after year. This is this is a little bit of a departure from our normal equestrian event, but I feel like it is one that has a lot of traction in the equestrian community and a lot of chance to not only help people do something they love, but to grow them in their sport. Yes, ma'am. We've updated about $25,000 for organizational requests this year based on historical allocations. Um there's about 13,000 that wouldn't be allocated to Chamber of Commerce or Springho. I would just like to make a note and it's not um you know whatever funding level the council feels appropriate. It's great. I just want to remind the council that hot funds in this format are intended to help an event get off the ground and as they become established and more successful, taper off the amount of that contribution um once they're established and and hopefully able to generate enough money to supplement their their marketing um and eventually wean them off of that pot fund contribution. So that goes back into the pot for new new events and things like that. So generally the intent with the hot fund grants is to start out strong with them and and taper off.

So when we when we uh approve these is there any kind of um I mean I'm assuming that it's it's paid out like 60 days after the event. Is that right? So that's how we bring in other people from other communities and from the farmers market to the spring hoe and then like said the new change that we just made um this summer opening it up to um outside.
