Okay, recorder is on. So, you really don't need the recorder anymore unless you wanted to because you can go on to YouTube and take your notes from there. Entirely up to you. So, we'll call the meeting to order at 6:01 p.m. and start with our clerk. Oh, look. You took yourself off the um Sorry about your luck, Joe. You're up.

0:36 – 1:21Speaker 1

Okay. Like to ask for a motion to approve the minutes from July 24th, 2025. Make a motion. Oh. All those in favor? I. All those opposed? So be it. So this amount's different than this one because I have to take a check off that I did instead of 150. I did it for 1,500 but Cindy caught it. So I just took that one off.

1:18 – 2:02Speaker 1

So that's the difference. So this amount here is correct. Correct. Yes. Okay. So, there's a change from what she sent us versus what we're signing, but it's actually a lower amount. Should put an extra zero in something. So, the amount is not 82. The amount is 80,000 521 and 23 cents. So I would like to ask for a motion to approve the APBs in the amount of $80,52123 cents.

2:01 – 2:45Speaker 1

I'll make a motion. I'll make all those in favor. I deans was a second. All those opposed. So be it. some DLZ stuff after I left. Mhm. So, yeah, we it was email. Did you guys get this stuff from DLZ? DLC today in your email. Aaron, I did not see anything from DLZ in that just our regular stuff.

2:41 – 2:58Speaker 1

Okay. um right here, but I didn't look at my actual I got whatever it was sent to my work one. So I saw that I had received it and I was going to start looking at it and and I forgot.

2:55 – 4:04Speaker 1

So this one is the water and storage distribution for invoice 0000 606 268. Please see attached DLC invoice along with the associated SRF dispersement request form. Once the invoice has been approved, could you please sign the bottom of the page one of the dispersement request form and return? I can pass along the invoice to SRF. Please let me know if you have any questions or need any additional information. So, do you have that one there? What is that for? Invoice invoice. There should be a number. Just to make sure we're lining them all up together. Project invoice ends with 68. This is it here. So, I'd like to ask for a motion to approve the water storage and distribution invoice number 606268 to DLZ. I'll make the motion.

4:02 – 4:42Speaker 1

I What's that? Second. All those in favor? I So, I believe you need to sign that and send that on to him. What was that invoice number? So I just ran. Never mind. It was in here. It's fine. 0606 268 66 268 to DLC. So can you get that back to him tomorrow?

4:38 – 5:24Speaker 1

Senator Schneider tomorrow. Thank you. I have more. There was another one from Aaron. We have received Ruth Riley's pay application for lateral services. Since lateral services were not fundable, sanitary items were not found fundable by the SRF water loan. These need to be paid by the town. We believe the amount submitted accurately reflects the amount a work completed and it is our recommendation to approve the amount. I have coordinated with Joe so he is aware of this pay item. Please see the attached application of payment for the laterals. Please let me know if there are any additional documentation needed. If there is any additional documentation needed for this,

5:21 – 6:00Speaker 1

this is this will this will just be me signing an invoice. This is out of sewer right there. So, this has nothing to do with uh this is just for our information. There there were three uh three laterals that they had to that interfered when we were doing the water man on Patterson that they had to reconfigure. So it was $7 I think it's $78 or $60 whatever $760. So, it's a wreath Riley um

5:57 – 6:39Speaker 1

lateral. So, that one is under Joe's approved amount. So, he can go ahead and take care of that. Um we don't need to, but I'd like to ask for a motion to allow Joe to go ahead and approve the payment for $760 for the Laddles. Motion. All those in favor? It's well within his parameters. Absolutely. So, that one's done. Um, but wait, there's more. You can call in the next three minutes.

6:37 – 7:33Speaker 1

We have received Ruth Riley's ninth and final application for payment for the water distribution improvement project. After reviewing the pay application, we believely the amount submitted accurately reflects the amount of work completed for the project. It is our recommendation to approve the amount. Please see attached the transmitt letter for the pay application, the pay application from Ruth Riley and the SRF dispersement request form. This complete and completion affidavit and closeout documents. Please sign the pay application from Reed Riley, the first page and fourth page, and the SRF dispersement request, first page, bottom part, authorized representative line and return so I can forward along with the signed forms to SRF. Please let me know if you have any questions.

7:31 – 8:16Speaker 1

So, does that include the retaining or refiling them? Yes, that is the this should this is pay application number nine total of $26,25988 retainage request total is 10716203 amount due to contractor this application is 133421.91 so that one will be done so Riley will be paid after this and again those are for you to sign first and fourth But you have the email also, correct? Yep. All right. So, you'll get all this stuff back to him within by tomorrow. Tomorrow. Yeah. Okay. You should vote to approve that one.

8:15 – 8:57Speaker 1

What's that? You should vote to approve that one. I would like to make a motion to approve the final the it's payment number nine, which Oh, payment application number nine for water distribution improvements project. Um this is the final payment for Ruth Riley in the amount of it's the total amount correct or it's minus retainage is a total 133,400 133421, 911. I'd like to make a motion. Make a motion.

8:55 – 9:31Speaker 1

All those in favor? I I all those posted so be it. Ruth Riley will be completely paid off. All right. All righty. This jars too. I just want to make sure. Okay. What else? Maybe do a little business last if you want. Go to Jim. Jim, what you got?

9:31 – 10:01Speaker 1

All right. Uh, we got a couple issues with the red dump truck, so we took it in and got some service done on it. And, uh, so we had a a total of about uh just under $8,400 in repairs on that truck uh just to get it ready for winter. No comment for winner. No, I don't want winner.

9:58 – 11:35Speaker 1

So, it it's all up to snuff and good to go. Uh next thing uh when we were probably I think two weeks ago we were flushing hydrants and uh the hydrant there at the old church on Patterson, we could not get and these are brand new the brand new hydrants that we just had installed. We could not get it to shut down. Uh so I had to shut it down at the street. The next day, uh the one in front of John did the same thing. Could not get it to shut down. So got with Reth and Riley since they installed them. We had Mueller come up, that's the makers of the hydrant, their representative, and then utility supply come up also and got us some parts. So, when we tore them apart, if there was an issue with them, well, what we found out was uh in the water mans when they installed them, they didn't pull some of the gaskets out. So, gaskets got caught up into the bottom of the hydrant. We had one in the the church one and then John Coons, we had two 6-in gaskets come up in that one. So, we did talk with uh with Reth and Riley on this. Uh they they finished up like eight months ago. So, that was when our warranty was supposed to start. So, they have agreed to uh actually start our two-year warranty as of today. So, if we have any more

11:32 – 12:17Speaker 1

issues of this coming up and I did order some parts uh because one of the hydrants we really had to to take a hammer to to get the gaskets out and Reth and Riley said that we just need to get them to build for them. So, they're going to pick up that charge and hopefully we don't have any more come through or if they do, they'll be in the next couple years. Okay. Uh the other three and four we already talked about with the pay apps and everything. Uh tower update. What's going on? We Yeah,

12:16 – 12:56Speaker 1

I noticed basically uh I think was last month Aaron had called me and uh Phoenix had turned in a pay app for material they had sitting at it there and DLZ would not put it through. It's like you haven't been on site. So to me they made a one week they brought material down and did a week's worth of work and pulled out and they were supposed to be back last Friday and they're haven't returned phone calls to Aaron or David. So which company is that?

12:53 – 13:35Speaker 1

That's the power company Phoenix. So, uh, they did turn in a pay app for the, uh, the material that they brought here and their what they did for a week, but DLZ would they are not accepting it still. So, the whole thing is they are running behind schedule. So, there's going to be penalties if it's not done, but those penalties are not going to come back on us. Those penalties are going to go back on them there. Yes. There's dollar amounts. So, I mean, there's there's nothing we can Yeah. That's either they get done on time or they don't or they don't. And if they don't, there's penalties and they have to build those down. Yep.

13:32 – 14:15Speaker 1

So, they still have to I mean, they're they don't think that they they can cut corners to get this thing done a quick deal. There's everything built in. So, they have to x-ray all of their welds, everything uh as they're going. So, I I it's frustrating that they're not here, but I'm not I'm not worried that the quality of the tower is just going to be rushed together. I think DLC will be pretty strict with that. When were they supposed to start? Uh they were actually supposed to be here originally the I I believe it was the end of April and then it was April sometime.

14:13 – 14:52Speaker 1

They were like early summer they were like backation date supposedly end of November. End of November. Yeah. And they have some kind of special certification that was the reason why they're able to build the tower, right? They have some kind of special qualification because there was only like a couple of companies that were qualified to do it. Well, this type of tower. Yes. So, I would think that they would they would be trying to not cut corners just because they would that. So, the trouble is the further down into the fall they get, it's going to be hard for them to work.

14:48 – 15:31Speaker 1

That's their issue. That's not ours. I was as long as the current one keeps working the town can hold out and the town's bill will go down if they don't get their Yeah. And they they have DLC has brought that to their attention and we are you know the issues we have had with our existing tower. So, yeah, but it's I mean, yes, once we start getting into cooler weather, that's where the painting and the epoxy on the inside is what's going to catch up to them. Yeah. So, but that's going to be on them. So,

15:28 – 16:13Speaker 1

yes. So, that's that's all we're going to do. Yes. Is but I I'm I'm comfortable with what DLZ there. David's still coming by. you know, he was here this morning to check see if they were there. So, I I think they are on top of it and and that as long as that riding hurt on town should be okay. Yes. Yep. Uh one other I I forgot to put on there. It's my number six. You guys don't have six. Uh I did finally get a thing back for the community crossings grant. Uh they are opening it. Uh, I believe it was October 1st. Yeah.

16:10 – 16:54Speaker 1

Uh, this year they were nice enough to drop it down to 20% for our match, but it to me it's going to be very hard. They dropped it over from 210 million down to 100 million. And there's only going to be one. They won't have two of them a year. It's going to be one a year. So, it's going to be more competitive. And at $100 million, it's going to go quick. Go quick and they may not the smaller communities may get hurt by it more being So what is their suggestion is the small communities on how to fix their They changed the name of it, didn't they? Or No, it's still weird. It's still called the same. I thought they were changing their name.

16:52 – 17:37Speaker 1

They kept the name the same. They just made more. They they split it into a couple. I mean, if the state isn't giving us money to fix roads, quote unquote, normally, and we have to go for grants, then what are the options? There really before this, there wasn't any options. I mean, our our street budget is about $30,000. 30 say 30 to 35,000. And with the community crossing grant, we were able to get about probably four blocks done uh a year. We'll be back to getting you'll be lucky if you get a block done for that. Maybe we should start looking and seeing what other people are thinking of doing in place of

17:34 – 18:05Speaker 1

I I don't know. Yeah, but other towns may have. Oh, I representative. Well, and that's the Yeah, the ones that and that that's really what bothered me is I remember if you guys remember year and a half ago when Morningside called Jake Teska to you know and then I had to call them the roads are junk up here and you know all of this but he's one of them that voted to get rid of this.

18:01 – 18:28Speaker 1

So it's it's funny that So I I was the guy that called up at Morningside. When I see him, I'm going to say you ought to call him back and ask him because we this year pretty much all of our painting is up in Morningside. A lot of it, but there's there's some of it that we're not if if we don't get this grant, we won't be able to get that done up there.

18:26 – 19:10Speaker 1

You might call. They might have an idea of what else might be available out there. Okay. So, that's what we'll, like I said, we'll turn it in, do everything like we usually do, uh, and see what happens. Hopefully, hopefully we get it. But I think our chances are going to be a lot slimmer now than get early. Well, your opening is you from the first of the you got 30 31 days. So you need to do it the first day it's open basically the first week. So if there's any issues and that lets us know so we can get it

19:10 – 19:55Speaker 1

get things changed. We've been bringing it down. There has to be compensation coming from somewhere else. We're just going to have to start digging. We can start with Mayog, but I think there's going to be a lot of people with some issues over this. So the majority of the We'll have to see where there are other funds anywhere that's not Indianapolis because Indianapolis is getting a giant pot of money. Yes. In 20 in 2027 they start they get 50 million right off the top for Marian County. Good money but I wouldn't want to live in the middle. It's going to be whatever that is a lot of traffic. Mhm.

19:53 – 20:32Speaker 1

Uh then one my last thing is number seven. Number seven. This is just off the top of uh Dave's uh probation is up. I think it's tomorrow is his 90 days. Okay. He has been working out great. Uh so he will get his PTO and stuff and all that kind of good things. But he's been doing very well. That went fast. Um, I did get your email with the uh nice texts from the angry yard men. We're done. We voted to be done

20:29 – 20:43Speaker 1

at this point. I suggest if he if he contacts you again, the only thing you need to say in response is we've we've forwarded your concerns to our attorney. He did text me one time after that and I didn't even reply. Yeah.

20:40 – 21:22Speaker 1

But the last thing I text to him, it had your information. So, just so everybody knows, um it is with Grand Street and a yard that we have a citizen not happy with and we have talked about this for the past year and he was given money to get the correct grass seed. After he purchased it, it was reimbursed and then it's been one thing after another. Well, he is now messaging my personal Facebook page with threats of an attorney. So I said if that's what you feel like you need to whatever it said and I g I put Bry's information on there and said this is the town's legal representative.

21:19 – 21:58Speaker 1

So I'm sure you can find her contact information online. I gave her name, the name of the company she works for and said I'm sure you can find the information if you need it. Um so yeah, you know I have her and I got one nasty after that but I did not reply to it. You can keep saying call my authority, but I'm still position. Yeah, let it be done on record that we offered multiple ways to fix that, but I and it was typed out twice in that one message that one night. Change the name down here on the street. Well, I wish we could, but that's going to cost us another how many thousands of dollars? I got a ranch.

21:57 – 22:42Speaker 1

You what? [Applause] Bless you. Um, yeah, that would take care of a bunch of the 911 systems issues, too, if we just switched it back. But I don't know what it would cost unless we go according to the county GIS and roads cuz it was never switched. On paper, it is, but on maps, it's not. On the CAD system, it's not. And it's been a while. And did you know that there are two of the exact same addresses on 931? One is north, one is south. They have the same address. And

22:41 – 23:25Speaker 1

huh. So Leaz got the same number. The church has got the same number as the one on Leaz. Really? Yeah. But does that one say Leaz? I don't know. Well, just say number. They had a call the other day and if you look up the address in Google Maps, it takes you to Roosevelt Road. If you look up the number in Apple Maps, it takes you to Riley Road. So, fire department comes out and they head north and Brandon said, "I'm going south." Well, it was south, not north. It was down by Don Betcher's house, but if you look it up in Google Maps, the address took you up to Rosewood. Look in the You might be able to find what the address was. I could probably even find it again. But depending on what map you look it up in,

23:23 – 23:45Speaker 1

would it be like there would be something That's where it would have been. Yeah, but that's it to that's where it took you. My address at home like that because we where I live, Walkerton 46574 covers four different counties and there's two that have the same street address. There's people right out here in Lake Trail have Breeman address.

23:44 – 24:22Speaker 1

So, we have that same problem. But this specific address when they hit the map through the cab system, it took them up to Roosevelt Road. But it was actually down here by an 80-y old woman across from Ryder Road somewhere. Um, but yeah, Google Maps took you north. It was weird, but I'm only mentioning that because we're talking about the name of streets. Anything else? Nope. [Applause] And thank you for the update on Dave. I've heard nothing but positive things.

24:20 – 24:39Speaker 1

Well, most people are just like, "Dad, new guy is really quiet, but he's always smiling. You found a quiet one. I'm not sure how. Charlie makes up for it. Trust me. Okay. Patrick, would you

24:36 – 26:29Speaker 1

So, our activity for July of 2025, we had a total of 166 calls for service. Of that, we had 12 assist calls to St. Joseph County Police. Um had a found child on Osborne Road. An alarm on Roosevelt Road. A tree down on Miami Road. Uh some loose cow State Road 4 Maple Road. A tree down on Riley Road. There was a standby on Lake Trail. An alarm on Stanton Road. Welfare check Osborne Road. Uh had overdose at Clearwater Trailer Park, which is 624 Lopez Road. Assist motors on Shively. uh juvenile complaint on Kennaworth Road, a traffic hazard Miami road, and then we had one assist to the North Police Department. Uh it was a fight in progress on Pine Street. Um had a total of 16 reports for the month. Uh two driving while suspended, two crash reports, two fraud reports, two theft reports. had a runaway juvenile, property damage report, a lost property, uh, one criminal mischief, had a hit and run crash, and then had a battery, uh, 12 total tickets written for the month and one local ordinance violation written. Um, I did include, uh, the our 2026 budget request with that report as well. Um the only major change in anything uh was adding in for part-time deputy marshall at $18 an hour uh of which of 15,000 I did 20,000 because that would cover summer hours as well but of that 15,000 is actually the coverage for the school because they had gotten all that filled out this year.

26:28 – 27:13Speaker 1

Um so they would cover 15 of the 20. Yeah. Correct. Nice. Yep. And then the other thing that I did put in again for was a uh for vehicle lease again. Um and then I did go ahead and include it this time in the price cuz before for last year because this was the final payment here on for with um for my truck. Um but I did put in upfitting costs as well. This whereas last time I did it myself. under the lights, but I did install myself. But this would be for um install as well. But that's the only differences in between. But for the major differences, this was the last year of your truck. When's the last paid off?

27:11 – 27:31Speaker 1

It wasn't very paid off. And Brandon's car was already paid off. His paid off insurance. Yeah. Oh, yeah. His was completely paid off. Yeah, cuz he wrecked his his snow bank. Yeah. In a telephone pole. Yeah. managed to find the one telephone pole on that on the whole entire curve. Um, that was pretty good.

27:30 – 28:15Speaker 1

Mhm. So, yeah. So, Brandon had talked to me about the possibility of getting a truck. Um, so that's what I looked up on pricing. So, it looks like on pricing, what they're projecting, uh, possibly, and he just gave me 2025 numbers. They're not sure if they're going to stay that way or not. Um he said he would he would go up $600 is what he said to be on the safe side. So that's what I did. What um how many miles does that white one have on it? I'm not sure. You need to check all that. So then that will come down the car. That one needs to be Yeah, we need to auction that auction it off.

28:13 – 28:51Speaker 1

Sell that and that'll give us a couple hundred for a new one. Yeah. And then if Brandon did get a new one, the white one would go to reserves, but we have a new parttime, so that could even work. So everything just gets passed down. Yeah. Um Yeah, we always maintain four. Um then that way we always have her spare and then especially with special events, right? But yeah, that one the 2013 charger. Yeah, that should have gone a long time ago. Um Mike has been doing some hours again or no? Yeah, he has. He's done. What about Paul? Is he doing any

28:49 – 29:33Speaker 1

Paul will as well? Yeah, we're waiting. Um the seats we got from Beters that they lost our seats, so they cannot find them. So I got a set of seats from them. They gave us that are they're out of a Explorer. But Mike had said that he tried putting them in one day and he said they didn't fit. So, I didn't I haven't had a chance to take a look look at it, but um to see if they I would they came out of an explorer. I don't know why a civilian would be different than a I don't police cuz it was just put them back in. Betchers would for us. Yeah. Yeah. Um but he had said Mike said he tried and the bowl pattern was different. So, I don't know if he wasn't laying them up properly or

29:31 – 30:16Speaker 1

our seats. Well, they were taken out of there for the canine. Yeah. And then so we had them we had them there because that was before we had any type of storage here and that would have been in 2016. So years. Yeah. So they've looked for them and looked for them in some of those storage containers. So if Yeah. So if we're not able to cuz the seats that we got are actually that veterans had were actually full leather out of a sport edition one. Um but Paul said if if not Paul can get us the set. So wherever he works at but okay and then but yeah so the price uh so they can still work with this one they just can't take anybody in because they don't have a better seat correct. Yes. Yeah.

30:14 – 30:58Speaker 1

You can't really put a person in a dog kennel. Right. No in a cage without I do not recommend Yeah. We have legal recommendation to not do that. So and you turn this into Yeah. Yeah. I just got what was your percentage on 3% of what I did? 3% but we still don't know. No. So the only thing which I did was actually we still that's the it looked like um and Cindy had saw too. It looked like on that municipal email list. Majority of the people were still just sticking at 3% for this upcoming year with the possibility maybe

30:55Speaker 1

going up later in the year if need be. Um, but we haven't heard yet.

31:00 – 32:04Speaker 1

No, they I the only thing I was actually able to find today at least off of and this is just off of levy uh net levies. Um it looks like see what it looks like projected this is just estimated revenue change um from this last see and I know so it's showing current year estimated net levy 2025 is 230,000 and it shows us for 2026 251,000 um is what it's is what it's showing for as far as for in increases but then it said the change from it lists us at a change of 4.9% from baseline which other item but there's nothing on DOGFS yet I was actually able to find this that actually this is a good township

32:02 – 32:46Speaker 1

start it gives us something to start with so we can go from there yeah and I did look um I did currently Um, and then currently in our lit fund now, at least where we're at right now, the the truck payment for this year had already been taken out of that. Um, it we have 42,000 in lit currently. Okay. So, so there is extra funds there if need be. Anyways, that came out February. Yeah. Yeah. And that that was the final. Yeah. The last and final one for mine. So, okay. Well, thank you. This is something for us to look over. You look over and gives us an estimated amount. Yeah.

32:44 – 33:23Speaker 1

We need one from you. I know. Every year I don't have You do. You have car insurance. You have fuel. You have Yes. She I gave uh she was able to see if she could run me a copy Chris had done before, but Okay. Yeah. We need to see that because that has to be brought in with everybody else's. And then Carol was telling us that the RDC does not have to turn a budget. That is correct. Okay. That's what her what's his name? Daniel from that's what he tells her. Yeah.

33:24 – 34:02Speaker 1

Even though I think he said he I'm just talking, you know, just from going to those meetings that I think he was working with Chris and what's her name? The older lady. read that refund. Yeah. Well, I just want to make I just want to make sure just to please them through through legal that that is correct because if it's supposed to be turned in and it's not, then it comes back on the clerk and I don't think she wants to take the blame for anybody not turning. But according to his advice, he's there financial advisor. He says you don't have he works the whole time with us.

34:00 – 34:34Speaker 1

Yeah. And what I found it was a law that was passed in last a year ago, August of 2024. So something's been changed since. The only nice thing about that is that we kind of get an idea of what they're looking at. Yeah. He comes to every meeting and he actually makes out a budget for that be nice. Somebody to share it with the board. Basically, like he says, you really don't have turn. Maybe she could share it with the board. It's just nice for us to just see. I mean,

34:31 – 35:13Speaker 1

you know, even to see what's going on, what they're thinking, what their numbers are being thrown around, you know, and I know we we always did it before. We just did it for years since I've been on the board. We did it. So, this was the first time that I heard that, but Oh, she never turned one. We used to go We used to meeting go to meetings together all the time over at the old fire station and she turned in. But it's okay. I just would like to see it'd be nice to see. But I think they're evident and she I think her husband fell down or something she his knee or something and he couldn't get out of the car when he come home from work. So okay. Okay.

35:11 – 35:51Speaker 1

I think that they were going to have a meeting and and Daniel does make out the budget for his whole list of everything. No reason why right you can't turn it in pass the copy. I mean you got to talk to her. It's not just better not be talking. just a pass. That's all. Patrick, did you have anything else? Because I The only other thing we did have back to school party in the park um this last Saturday, which really good positive day. Yes. Not didn't have as high a turnout than what we normally did, but it was still But it was a lot. It was a lot nicer than

35:50 – 36:31Speaker 1

the past, but it's definitely we had a lot more um vendors and other people there instead of um just normally we would it would normally just be the church and this year Yeah. Heartland. So the Methodist church and Heartland Church, the Methodist church asked Heartland Church if they could go and merge together on this for next year and forward. And so they agreed and that looks like that's what they're going to do. So they the Methodist church I mean when it started it was small and now it just it's getting bigger and bigger and Judy has less and less help. Yeah.

36:27 – 37:04Speaker 1

So I think it will help her a lot and Hartland wants to be involved in all this community a lot not only this but I know everything else she's I my heart breaks for Judy right now with as much as she has going on. Um, but I really appreciate seeing other people there too. See the fire there, the police there, the bus. She came, Judy came over a few nights before the event and we sat down and went over a few things and I made helped her make a few phone calls. Um, and then she felt better and it was some last minute arranging, but we got it done.

37:02 – 37:47Speaker 1

Um, had to borrow some extra tents, things like that, but we we made it happen. It was wonderful to see the police, the fire, everybody was there working together. is wonderful and that was really really nice. Yeah. Um I would also like to throw a quick compliment out for that. Um I had a family reunion at the barn yesterday and the fire system kept going off. The fire alarm kept going off. I was wondering Yeah. So I my ear still knows it. My deaf ear might have even heard it look. But where I was going with that was the fire department showed up twice. Patrick came twice.

37:45 – 38:30Speaker 1

I think I think Senator Township showed up or something. Yes, they did for that first call for the first time. Um, we invited them in there. Maybe they need to Yeah, they came in. They ate with us. I talked to them for a few minutes. They were very, very polite. They thanked us for things we did over the weekend. I thanked them for things. So hopefully it's a step in the right direction with the firemen. Um it we had a great weekend. I thought I wouldn't see him after Saturday. Saw him twice yesterday. But here it it was very positive. It's good. So it was just a positive weekend in general except for that. I talked to the fireman about it about burning like they're going to burn us off take care of us down here by the

38:29 – 39:11Speaker 1

Oh yeah. stuff and never did. Mhm. He said well we just never got a chance to. We're done good rain and stuff like really early on it says so most of the hill that does belong to Hartland which isn't called Heartland in the deed it's something ministries but they're having veterans fill a lot of that in so a lot of their slope that dirt don't wor down into that wash I'm in Indiana it's not how you spell But I don't care how you spell it. Worsh in Indiana.

39:09 – 39:53Speaker 1

So I'm sure that they've got some dictionary and it was spelled war. But it's a slang. It's a slang. But it is it is a slang. But everybody knows what it's usually down in Wash area down there. I don't know how that got up here, but listen, there's only so many English words I remember how to spell. And that's one over. Um, on your questions about the RDC's budget, they're not part of this budget process. They are required at some point to submit a copy of their budget to you for you to look at, but you don't get any approval of it, and it's not really part of this other budget thing. Okay? And they also have a spending plan that they are supposed to give you a copy of before December 1st. Okay?

39:50 – 40:28Speaker 1

But again, you don't have any like power to do anything with it. You Well, we already knew that, but we always just thought that we went for good. Um EDC, do we have anything this? Uh we we're contemplating. Let me get approved from the board maybe, but looking into maybe a splice bat. It's been so hot this summer. Maybe uh we could start looking into something and find out maybe where we want to put one and and the cost. And you know, Liberty's had one put in, but there's probably a little more sway than what we

40:26 – 41:07Speaker 1

Walkerton has one now also. I know, but that that's a little cheaper. We I went and talked to him when they put that splash pad in and he said this is in the 40 $40,000 range and that's been several years ago. So with Phil. Oh master. Yeah. Yeah. From met with him over there and saw it, looked at it. So with the approval of the board that we could start looking into it and see what you think. Love that idea. Will you do me a favor? I do you a favor all the time. What are you talking about? Oh, you're so kind. Um, believe it or not, Brandon has been on a mission about the park. So, he Brandon,

41:05 – 41:43Speaker 1

so he has all kinds of prices and companies written down. He's been like doing all this research for the parks and for a splash pad. He has a fascination with park. I told him to move into town and be on a board, but as of today, that's not happening. But he has like this. Sarah said, "Well, she'd be interested too if she can get approval, but anyone out there listening, we are looking for I think that's a ridiculous statute, you know, especially in a small community,

41:39 – 42:24Speaker 1

you know, don't have a lot of Janet. I'll make I'll make a motion on my to go ahead and start looking into the pricing and what it would take for us to have a splash pad at Cult Park and where to put it at where it style. You know, I don't like the cult park idea, but that we can discuss that idea. It's so crowded. The thing is now if it's a small one, it won't be room. Well, if we hadn't lost the one down. I don't like it on the other end of town. I know. And I don't like it now. It just looks like the water I know. But when it's all done over there, that could be turned around, too.

42:23 – 43:05Speaker 1

Yeah. Yeah. One option, and I don't know, this would be taking my own kids to the park, if I'm up there at the park and they're on the swings and they're climbing through those tunnels, I'm going to be mad if they go through water. But they're going to want to go through the water if they're up there. And you look at any other park and they're usually divided up. Go to park. The other ones aren't even North Liberty South. Even in North Liberty, they're they're separate because Splash Pad or if you go to the swings, you're not going to park. They're all together. Well, a lot of parks don't have swing sets or any of that anymore. So, it's kind of like a thing. With approval of board, we'll start looking in to see what we can come.

43:03 – 43:47Speaker 1

We absolutely give you the approval to start. You guys can argue. I would definitely talk to Brandon because he already has some pricing started on some ideas. Brandon, please explain your name. Yes, he's that smart. You're on. He's very intelligent. Actually, that's a joke. Brandon, you guys are too serious. Jesus. Um, I already made him mad this weekend. We don't need to do anymore. I saw that. It was good for him. It was It was so much fun. Like no adults wanted to go into I will talk to Brandon. No adults wanted to go into the dunk tank. Sarah really now I hear about it. I think he liked it.

43:45 – 44:30Speaker 1

I think he did too. But he was being all grouchy and so he made a bet. He said if I take a picture and I can get 100 likes within like 45 minutes at 12:30. Will you go in? He goes deal cuz you're not going to get 100 likes. I had 104 likes at 12:30. And then he still wasn't going to go inside. He was one of the police cars. Everybody was trying to knock him in the pool. So, he did go in. He was a good sport. He was only we're going to work along with the water department and figure it out. And there's a line that comes straight out to the road over there. Anyway, guys, yes, please look at pricing, but

44:27 – 45:09Speaker 1

we will. It's not going to be anything fancy, but he has his foot through the door already. So see, he could be a really good resource. Several companies that do this. That's all we do. You know, he has some information. He has a really good resource on this. You might investigate um the uh patronicity thing through the state. Yeah. Could do that because that's how Urban Davis got a whole bunch of playground equipment. Yeah. I think we had to have a perks board in order to get for a great for grants for the park program but matronicity is not program

45:07 – 45:52Speaker 1

you don't have a contingency plan you don't have to have because last time we looked at submit we have either a contingency plan for the park this would have been this would be the same thing that part of the barn well parks department at that time the bar did it was not true was not we did everything for you But that was all Yeah. Yeah. And we used to have one. We got like I don't think the barn was related to it. No. I had to provide the park plan when I sat I'm sour meeting by myself. But I had to supply the park plan to okra. Huh. I think I think it was part

45:50 – 46:32Speaker 1

because this was for when we did it for Oregon Davis. That was a school. It's not I don't think it's related to the they made us supply our 5-year park plan. I don't remember what what's her name wrote our grant letter. What's her It was because it was a wetlands park and we had to supply the I had to supply the book to them. Shannon, is that her name? Yeah. Yeah. They had Shannon. I don't know where she got. I mean, maybe it would be somewhere to start because that's where you can get m you can match donations. Yeah, we'll look into that. Yeah. Okay.

46:30 – 47:10Speaker 1

Like I said, the last time we we tried to I think it was playground equipment we were looking at. I I know we had to have a 5year contingency plan with a park, right? And I know there are specific grants for like that kind of thing that you do. Yeah, but I I think this I think that the patronicity stuff is related. Yeah. Yeah. Probably not. But for the barn we had to for ogre we had to supply it. Yeah. I don't know about that. I do. I sat with them at this table like 4 hours oneonone. [Music] I think of the maximum which was

47:09 – 47:53Speaker 1

pretty much everything that's been done in the five year could just be a repeat. It just has to be Everybody's everybody's been asking about as warm as it's been bored and a lot more kids around, but that maybe we can start looking into it. So, Oh, yeah. I think there's uh couple handfuls of kids that would enjoy that. We'd want to have you had one. Yeah. So, anyway, with your permission, we'll start looking. Please start looking. I give my permission. Just I would like to ask for a motion to give EDC permission to start looking. I just my motion water park. I just gave my motion.

47:51 – 48:29Speaker 1

Oh yeah. You're on the bad side. What do you want from me? I think the motion. I did actually. Oh yeah. See, I didn't hear. You could actually buy a whole kit. It's already been put in. You just have to have somebody smart up for a bit. Yeah. This doesn't mean anything from No, it's just like a gofundme basically for government only. Government or nonprofits. Yep.

48:27 – 49:12Speaker 1

And then it's mashing up to you can do up to 50,000. It's just the catch is that you you have to be sure that you're going to raise whatever the amount is that you because if you don't get there, you won't get the map. Splash pad. Yep. We would have loved the splash. We just got to run through the hydro. The way patronicity works, they have like a level. It's like 10,000. We had to do it for the barn. Yeah. And so you you commit that you're going to raise that much and then they will provide the same amount matching rates. Yeah. I know there's some that you can set out, you pay 25. There's all kinds of

49:10 – 49:52Speaker 1

the catch is you have to hit the number you committed to or you don't get the money. Okay. Might be worth it. Anything else? No, I think uh just keep speaking on Carol. I think she'd been working with the lady from Plymouth Treasure twice. She's really interested in this building over here. So, she was going to call the lady who owns it that works in North Liberty and talk to her. She think she can help her sell the stuff that's inside that building. Um, connecting them together so that they can talk or I don't know. Just talk off the top of my head for

49:50 – 50:27Speaker 1

Okay. So that's it. Okay. So Joe's budget's the only budget we're missing then, right? I think Yeah. Okay. So let's just plan on our first meeting in September to approve or disapprove. If we have any questions, we can go over it on in our next meeting. And as long as we have the percentage from DGF

50:24 – 51:08Speaker 1

DLGF then we can go ahead and approve on our first such a rate. If we have that number for the payroll sound good that should give enough time to question for you. Yes. the ongoing issue with the American life. Yes. Was that resolved? I haven't heard received any more complaints after the last time when I went in and um when I gave them their notice cuz they had uh bent it down as far as it would go, but I haven't received any for what the American Legion. I haven't heard anything.

51:07 – 51:36Speaker 1

I haven't heard anything more and I haven't seen any. That's what I like to hear. We enforced the ornaments in there. Oh, pretty. Yeah. And that tree got cut down and it looks fabulous. You can see a sidewalk. It's like makes like a 90° angle. Looks great. You can ride your bike through it, push your baby carriage through it, walk through it. It's awesome. Yeah, they really cut it back.

51:34 – 52:17Speaker 1

Uh, next thing we have two things that we need to probably definitely Most likely for surely not sure. We need to start setting up a pop festival meetings and committee committee and then meetings and a Halloween committee and meetings. Um the festival is what eight weeks away. Definitely need to be set that up. going to be earthquake. What? It's going to be earthquake. What's the date of it this year? 11th.

52:13 – 52:47Speaker 1

Yep. October 11th. So, with that being said, is anybody in here? I know Denny will be and Patrick will be. Who else in here? Either of you interested in being on the fall festival committee? Well, you'd have to have them in the in the evening because I won't be here unless you have We can do them in the evening. That's fine. Uh fall festival is fine.

52:44 – 53:10Speaker 1

Okay. Is everybody available? So, we have a meeting the 21st at 6:00. It's our work session. Would anybody be available at 5:30 to meet for 30 minutes and make the committee on what day? The 21st at 5:30 games. Okay. Oh, there she is. Oh, you're too late. I'm on my way here. August 21st.

53:07 – 53:52Speaker 1

August 21st just at 5:30 so we can say these are the people I'll post it. These are people interested. So here's the president of our committee. Here's vice president of our committee. We're going to make it an official committee. Okay. So I will be posting that. Even if you cannot come to the first meeting that's I put any not a chance. um festival, let me know and we'll still get your name down on it so you can join festival 530. Fall festival 5:30 on the 21st. It will be our first meeting and we will organize our committee that day. One of you guys facetime me or something too. Okay. I don't know where her game's at. I don't know. I'm going to schedule it for you. But whose name?

53:49 – 54:01Speaker 1

Claire's game. Public's game, not me. It's that stupid fire alarm. It hurt my hearing. She had a game and this is her senior year, so I really don't want to.

53:58 – 54:39Speaker 1

No, I get it. I get it. I'm so done with that and I'm so glad. But I've been there. So that's the festival. We also have Halloween. That's two weeks after the festival. One, two. Okay. Two weeks and six days. And it's going to be on Friday night. So I think we can even have more fun than we did last year. And last year was our first. So we can go bigger and better like we have with everything else. Welcome Carol. We'll let you know a few things. Um, do you have any interest in being on Halloween committee? No. Do you have any interest in Halloween committee? I'll be there. I'll be there at all, but

54:36 – 55:09Speaker 1

Okay. So, Halloween committee, we can do those during the day. If neither one of you are interested in being on it, do we all agree? I'm assuming who here you'll be on Halloween. You'll be on Halloween or you have a lot of people. I'll help. Yeah. What? I figured you have a lot of people for the Halloween. That's why I'm like, I'll help with I'll try to help with Okay. So, we'll be all involved in it. Yeah.

55:08 – 56:02Speaker 1

Um, there was a lot. It was our first year last year and I was very overwhelmed. I loved every minute of it, but afterwards I think I slept within um when Shall we do a Halloween meeting? Because that can be during the day, which you're available for. You're available for if either one of you want to come. You're available for either one of you want to be part. Joan, you're welcome to come be like this big spooky scary guy. You don't even have to buy a mask. No, you could wear that shirt and help kids out of the woods. All right. Um, we could do it the last week of August. What day works best for the everybody else? And we can do it during the day.

55:59 – 56:44Speaker 1

I think everything is okay when you did August. Yeah. The only day I'm not wouldn't be available that last week is the 26th. Okay. So, I got that day. Is it because it's women's equality day? No. Oh, I got I got training that day at 11 11. So that would be the only day that I would not be available that last week in August. Okay. Um I don't know. Do we want to do it Monday at 1:00? The 25th. Monday. 25th. Huh?

56:41 – 57:26Speaker 1

I'm not dead yet. You're still expected to show up dead or not. That's right. It's the Halloween roll for that night. Listen, we're going to need to use your corpse. Okay. 1:00. I'd like Dean ought to show up in in the woods with his violin. I think that would be cool. Spooky music. Do you play the banjo? [Music] security violin. Just from afar. I'm sorry. Depends on how much you're getting paid.

57:24 – 58:09Speaker 1

Wait, you you're still living just up the hill. You could just go out in your backyard so they could hear our scary music. So, I don't want to have meetings every week, but we're at that time of year where between now and the end of October, it's going to get a little hairy for some. Well, and then it's on to the Christmas one, cuz this year we get to have a Christmas one, which we'll need to coordinate with theirs. Okay. Maybe we can make a day of it with their stuff in the morning and then but first, let's get past budgets, festival, and Halloween. Anything else from anybody?

58:07 – 58:41Speaker 1

I want to thank Mr. Venture for being able to use his forklift a couple weeks ago and load some lumber for it. What did you use it for? Carol got smart and bought some. Oh yeah. Um I have the wrong bag. The other bag I have thank you cards in. So I I can give you a thank you card if you'd like to write in a thank you.

58:45Speaker 1

I brought the wrong bag. My thank you cards are in the other bag.

58:55 – 59:39Speaker 1

Okay, Jacqueline has an IT quote for us. one. Uh, well, this is the one I first got and then this is a lady who just came in today and she was she was pretty. Okay, so this is from the cozy cloud which is in he does Walkerton and I think Elart. So that's a daily or a monthly package, you know, that they would come in service. And then this one gave me a package too. So this total quote of 455 is for per month.

59:37 – 1:00:22Speaker 1

Yes. And that's for five computers. Yes. Or five computers. $75 a computer. Mhm. And one charge for $80 for the server. I like this one better. I see this one. Yeah. Okay. And what do we know about this company? She's out of Wakarusa. She does the town of Wakarusa and she does the city of Napi. She does the government municipality plus she does police and fire for both of them too. Okay. And that's everything she would do.

1:00:23 – 1:01:06Speaker 1

And this is for how many computers? It's one server and four computers. So, what's the fifth computer that's not getting done? I didn't know if Terry was going to have his computer in that spare room, but he So, it's yours. Cindy's Joe has two. Joe has two. What about yours? Yeah. County does yours. Hers up close to And this one has a full backup. Mhm. Which is $42 a month. So if something would go down, they She does a backup every night. She does a backup every night. So she'd be able to pull it up and start it up like it did the day before. She really Yeah.

1:01:04 – 1:01:46Speaker 1

Total monthly fee for four computers, a server, and a full backup is $128. And you actually met her and she appeared to be somebody resume where you can call the other town. I did. I liked her. Um she said, "Yeah, we can call town walkers." So, she's had them for about 10 years. We can also look up under Do people still use the BBB? This is I mean I do. I mean, yeah, people use it. Oh, boy. But I liked what she offered with. Plus, there's additional like if she does come out,

1:01:45 – 1:02:26Speaker 1

like if they have to come out for something, there's some things you can't do. So, there's an on-site rate if she has to come out. It's $95 an hour. The bench rate, which I don't know what bench versus on-site is, is $95 an hour. The remote, which means if there's something wrong with your computer, she can access it from where she's at and fix that. That is $75 an hour. An emergency rate is $190 an hour. You're in the middle of payroll, your computer goes down. Yeah. So, she said if we're on the monthly where we pay 128, those are the rates. If not like the coming out might be 135 compared to 95 because we're not contract. Yes.

1:02:33 – 1:03:18Speaker 1

ProT. Yes. Did we ever not change the subject but why you're talking put in a new siren weather warning that's going to be next year the one that I mean July no the one that we met went up to DLZ and had a meeting with them it will not be until next year they know what they want they're upgrading the sirens and then the other one that's like second phase the first phase I thought they were starting in July. Maybe that's Yeah, they start in July, but they're all numbered and we are the very last number because we're at the bottom of the county. Just curious.

1:03:15 – 1:04:09Speaker 1

So, yeah, if you look at the map that they have, which I thought we were, I guess not. Yeah, it starts at the top of county, works down. We're on the bottom of the list. Um, I made some kind of joke to get to the top of the list, but we didn't get there. Pro it protarus. It's not BB accredited, which means that they're just not registered. Done. Just call up, ask them what they think. And there's only one on the whole thing.

1:04:12 – 1:04:46Speaker 1

Does she have anybody else? Do you know? She does city of Nap, too. I would just call both of them, see what their experience is. And Nap is probably even more so because it's bigger. Yeah, the police, fire, and the Okay, for all of them. So, I would call them and did she resume to you or anything or like anything that she already business you could ask them for reference? Credentials. Yes. Credentials, reference, all that.

1:04:43 – 1:05:28Speaker 1

I can call Wooa. I I would like to recommend that she calls Wahooa and she calls Napan and see to verify that that's who does theirs and to see if they are happy to give you pros and cons and then bring those pros and cons to our next meeting for us to make a decision. It's kind of good to know that she also does other things like the fire and the police and all of that kind of thing. So, she has experience. It's good to hear from other people. I I do like what I'm seeing there. The prices are not I think the other one's outrageous for the size that we are. Yeah. But but the information on it is priceless.

1:05:25Speaker 1

She was really nice. Like her attitude was

1:05:28 – 1:06:18Speaker 1

I could just verify and call some other people that or other towns or cities that proit works with. Here's some pros and cons. Make sure to give you comments because not every business is perfect. So, we want to know what the weaknesses are, too. Just that we can get an idea and go from there. Okay. If it's positive, then we'll be ready to vote on it. If there's some negative things, maybe call around you and get us one more quote to go over. Do you want me to email you that stuff before the meeting so you guys can all look at it personally? Agree. So much sounds good.

1:06:16 – 1:06:58Speaker 1

You were going to send me a copy of the ordinance for the I'll get that. Yep. Yes. Oh, for the land transaction. Yes. Oh, well, we decided that they uh kept it in the same name. Okay. So, there was just no point in What are we talking about? There was just a confusion over entity name for uh the sewer and water utility account for the land transit the 102 Michigan Street. Yeah. Okay. The various people involved have different entities that they own and yes so there was confusion over which entity the account name should be. They're going to keep it in land transaction which makes sense to me.

1:06:56 – 1:07:37Speaker 1

That's fine. Okay. All right. Does anybody have anything else? We didn't go over any. It was each person's report. Denny gave us a few of your reports. We discussed the budget. It was clarified already, but it doesn't have to be approved, but it does have to be submitted to them so they can see it. And yeah, by December 1st, it's a spending the spending plan has the deadline of December 1st. There's no specific date on the budget. It just says deadline of December 1st. There's no specific date on the budget. It just says it gets submitted to them for review.

1:07:36 – 1:08:13Speaker 1

I think we kind of knew that that we didn't have to okay it. We just wanted to see it like everybody else. Well, I wasn't sure what it was cuz I didn't know if they entered it. She entered it. I Oh, yeah. But yes, that is clarified now. So, that's all I have. Going once, going twice. I'd like to ask for a motion to close this meeting at 7:08 p.m. I'll make a motion. Yeah. All those in favor at the hospital since 7 a.m. today back.
