call to order the Lake Mills plan Commission meeting of February 25th and we can proceed with roll call Mr homman here M lazeris here Mr Grady here miss kler here miss he Street here miss he Street here thank you and Dr Mason and Mr C previously informed staff that they would be unavailable for this evening's meeting all right all right thank you uh next is item number three correction and or acceptance of the meeting minutes of January 28th thank you a move approval of the meeting minutes of January 28 2025 I'll second it's been moved by m kler and seconded by Mr Grady to uh accept the minutes of January 28th 2025 is a discussion in that case we'll proceed with a roll call vote is lazeris hi Mr Grady have a tough time hearing does anyone else have a tough time hearing yeah a little bit it's a little quiet Misty that was you she was calling yeah here sorry I'm having a tough time hearing you Misty is this better oh yeah it's much better okay um Mr Grady here here I hi Miss kler I Miss Heim Street I Mr homman abstain motion passes all right thank you the next uh is item number four questions and public comment the public May address the commission at this time regarding items on the agenda unless the item is the subject of a public hearing if your comments pertain to public hearing

please hold your comments until the hearing we have one public hearing this evening I number five resuming request by Joshua Schultz and Jeremy F to resol a parcel from multif family residential to single family residential at 1 120 East Pine Street the public comment may be also be made at this time and items that are not on the agenda if you have registered with the city clerk before the meeting the state's open meeting law discourages action by the commission on items not listed on the agenda please keep comments list limited to 3 minutes state your name and address when starting your comments also fill out the signning sheet at the podium for people online please follow the zoom link or the phone number listed on the plan commission agenda are there any public comments at this time anyone commenting online nobody's online all right are there any public comments at this time are there any public comments under this item number four in that case uh we'll close that and move to item number five public hearing request for a zoning Amendment from Joshua schz to change the zoning of a parcel of land uh parcel number 2460 71312 32095 at 120 East Pine Street from multifam r312 to single family residential R14 and uh to um to start we'll have uh Mr erson if you could um describe uh talk about this this request sure good evening plan commission um kind of started with the petitioner on this project late last fall when he bought the property uh it was it is zoned r312 and he had plan to um use the the parcel as its intended or as its designated

zoning and put a three-unit uh apartment on there and got approved from the state got an early start to get going on it and when he got out there and started staking it out and looking at it he decided it was kind of congested um there was some mature trees that he didn't want to cut down on the west side of the property he had me come out to the job site look around and say hey what are our options do I need to amend my three unit to to fit in there a little bit better and or maybe do a duplex or a single family so you know we kind of looked at uh what the zone owning possibilities were based on the size of the lot and what he wanted to put in there um the one thing that kind of led us to the single family was the future land use map actually has this parcel as a single family R14 so um Josh ran the numbers on it and said that that's the route he wanted to go so he halted his um construction out there on the three family and said all right let's wait and see if we can get approved for a single family residential and that's kind of what led us here today was to that's his intention now is to complete what he started but make it a single family instead of a a a three three unit apartment there it and that'll save the trees and probably be a better fit for this parcel I don't know if anybody went by there and looked at it three unit would have been pretty tight in there he was maxed out in all directions for setbacks to get that to to sit in there so all right and then U your recommendation yes staff recommends uh the reone to an R14 and then you had um and then also in your recommendation you um listed the following reasons the proposed request is consistent with existing uses and

Zoning of developed land in the area and also the proposed um designation single family designation would conform to the goals expressed in chapter 3 land use map and chapter 6 future land use of the adopted comence of plan uh so uh we are still in public hearing does anyone have anything to say about the requested resoning okay is there anyone who wishes to speak about this requested resoning are there any public comments about this requested resoning hearing none public hearing is closed next item number six discussion recommendation request for a zoning Amendment from Joshua Schultz to change his Zing of a parcel uh land uh at 120 East Pine Street from multi family r312 to single family residential R14 and before us um plan Commissioners you have an ordinance that is prepared uh for consideration um before the city council this would be an ordinance that does amend the um officials owning map to his own the property at 120 East Pine Street Pro number 2460 71312 32095 requested by petition owner Joshua schals and Jeremy fch from multi family residential r312 to single family residential R14 and um this is the ordinance before us are there any um questions um or comments plan Commissioners about the um requested resoning I have just a a brief comment and then a question probably for staff um um I'm in support of the proposed

zoning Amendment it's consistent with our plan it's consistent with um kind of the neighborhoods right next to the school there um and it looks like this lot is sizable that he can meet all the bulk regulations you know with no problem on I want to commit Mr Schultz for um wanting to preserve some of the mature trees on the lot as well I'm glad that that can work out for you um if you go buy this um neighborhood at about 3:15 on any weekday you will see a line of cars that lines up for the elementary school parents you know waiting to pick up their kids and so um I I don't know that that really has any bearing one way on the zoning Amendment but I'm just curious I'm assuming there will be a new driveway cut in here um and I believe believe there's no parking all along there is there anything else that we need to be mindful of is there's you know there's always a short-term traffic um issue there every day yeah we I had discussed that with that there was kind of a you know certain times of the day it's pretty heavily used and actually we kind of thought this would be a better use than and the three unit what went in there we were going to max out with the parking there and having multiple Vehicles back and in and out of there this you know probably the lesser of all the evils there of a building going in was going to be a single family residential so yeah it was talked about but um you know the parcel's there it's sized for it it's kind of one of those it's probably not going to sit vacant forever so this might be the best fit for that parcel sounds good thank you you as my question right um plan Commissioners are there any other questions or comments concerning this request um plan Commissioners we would be then asked um to recommend um whether um to recommend to the city council uh whether they should or not adopt this um this proposed uh ordinance

to uh do the resoning of this parcel so uh for the to this uh to do this uh then we would be looking for anyone who wanted to make a um a motion to recommend in favor of um this a proposed ordinance I'll make that motion that we uh go ahead and I thought I was I make a motion that we go ahead and approve this I'll second that all right it's been moved by Miss he stre and seconded uh by Mr Grady to U recommend approval of this resoning ordinance uh is there any further discussion all right in that case uh we'll proceed with a roll call vote Mr Grady I miss kler I miss Heim Street I I Mr homman I miss lazeris I motion passes 5 Z all right very well and the next item is um item number seven future agendas is there anything we should know about U this evening not yet okay well stay tun U Miss I just wanted to repeat my recommendation from our last meeting and I'm hoping that we can have it on the next agenda um to discuss single family um zoning and some of the topics that were brought up in that Heartland Housing Initiative and I think if we can um talk through some of the ideas that they had and even if staff doesn't have time to prepare necessarily recommendations maybe if we can just discuss that again and think about if there are any particular recommendations from that report that we might want to move forward or recommend I think it would be a great time to just

get the get the discussion going again I like that idea um yeah if we could have that as a discussion item for the next time and um I I don't know um uh if it's too soon to um take up considering um a change to the comprehensive plan land use element for the um uh the parcel across from Tyran um but if uh if that's still you know under consideration then no not yet so but that would be U coming up I would guess but maybe it's too soon are you referring to the the Durant property from Durant property tyan Park yeah yeah I attorney dresser or do you know what the status of that would that be I I wouldn't bring it up yet I think that's kind of still in limbo um the petitioner hasn't um like given up on the process they're more in a wait and hold process right now all right very well um so not not uh not this soon then all right very good is there anything else we should consider uh for a future agenda right in that case and we're up to number eight ad germin so move second that it's been moved by Mr homman and seconded by Mr Grady to turn the meeting all those in favor signify by saying I iose the meeting is adjourned
