Uh, we have the public works board minutes from March 10th, parks board from March 9th, and police and fire commission minutes from March 19th. Any questions, comments about those minutes? Okay. Sure. Um, so I think we all got contacted by staff about a council training opportunity that we'll have before our next meeting. And I think we all got the joint Mark Lake committee meeting minutes. Um, I received a copy of the strategic urban forestry management plan that the um, uh, city of Fitchburg just adopted from our former parks and forestry director. So I'll share that with uh, Brian. It's interesting to see what the process what the product is might look like uh when we go through that process. Um I attended the legendary Lake Mills board meeting last week and uh their board is uh saying goodbye to Raina Severson as the executive director and introduced Claire Kershoffer as their new executive director. Um, I think we all got uh or at least I got a contact about the status of East Prospect Street, which I forwarded to staff up for the construction there. Um, and Sandy Beach Beverage Service and Canoe Rental, two different contacts. Uh, oh, and then one last thing, I got a a few questions about um appointments to various boards, which I will now pass along to Mary.

Thanks. Well, since I haven't established an email uh connection yet, I haven't received any comments from the public, but I did uh attend the uh Joseph Arts uh for a few minutes at least of the Joseph Art meeting as did Greg.

Thank you. Uh I received the same items as many of you. I also had correspondence on online meeting access. Uh interest in re starting that back up. uh also uh an item on the golf course, an item on the sentry site, and I think the most important correspondence I received was a follow-up uh conversation with Ethan Schwanker, who's the HUD property's chief operations officer, and we discussed uh post meeting, he heard my comments and concerns about the aesthetics of the fourth story, and he so he he was just following up with me regarding that. But most importantly, he heard some of the same similar concerns from the citizens regarding just the size and the aesthetic from the um Commons Park. And so just um as an update, he shared that he had um was meeting with the architect on April 10th and he was talking with the architect and engineer uh to look at the design transition on the fourth story and to work to think about the minimizing the aesthetics of the height. um so that perhaps it will look less um large to our citizens that are concerned about its um size. And he um shared that he is uh work they were working on an analysis and a write up which would be coming forward with the materials they normally submit when they start working with the city um in that which would be coming up in the next couple of weeks. And so I think that was important that um I was um impressed actually to hear that the chief operations officer listened and heard our citizens and um are going to take that back and think about um if there's something they can do to make the aesthetic look less large even though we'll always be fourstory building and just make that clear. So um that was the only other correspondence I wanted to add.

And we have one person who has signed in today and that is Mr. AR Jacob. Good evening, Jacob, 527 Malbury Street. Um, I wanted to make just a quick comment on the Bay Area Cottage. um before I go into uh public input information that I have and that um historic preservation is a long uh is a longer process than um any uh new construction scheduling can can possibly do so. Um there's a lot of wiggle room and historic preservation really things that are that are that are unanticipated. The new construction is is basically modular unit. Your schedules are a whole lot of time to start for different games which is real room on that is I think but I I I really wanted to talk about public input and and the uh sort of the undercurrent of dissatisfied dissatisfaction and in the community that I involved with here. there's an undercurrent of dissatisfaction and ability to really influence what's what's happening with the city and in uh um in development. And just quickly, I I just want to say that uh city function areas are privileging privileging economic development without proper channels open for public participation. And that's

what I'm getting from from uh people just from people I'm I'm involved with. uh design development then lacks public support. I mean if city function areas are running ahead of their headlights on uh on on on getting things uh on on uh development projects without public support, there's there's a problem there. Community life is the primary reference for economic design. Um the econ uh the economic uh development serves community life and community life is family, schools, open space, cultural amenities, access to healthy food, uh clean environment to raise kids, free of nuisances that disturb peace, safe streets. I mean that is the primary. I mean with community life which is that um economic development um serves that rather than the other way around. Um that's the primary objective is the community life and uh um economic development. If we're running ahead of our headlights on on economic development without including um uh public participation then there might not be a fit there. So that's kind of what I'm I'm um I'm hearing right now. Um and the community members have a legitimate therefore authority and agency to be here and um and discuss their input because they're the primary agent of community life. And so um that is uh kind of um the reason for being so opening the community opening the uh city decision making up to more public input I think is uh is called for and I

mean you know I think things like five ton broken food truck at the entrance of our nice wonderful city here is something that um do we really have need to put up to that sort of thing And is there anything that can be done with that? Just the things that need to be addressed um and opening up avenues to be able to do that. Thank you.

Uh thank you. I'll highlight uh two things. Um one is I anticipate at the next city council meeting in in May, we will have a proposal for the city council to react to for a um implementation of a parking fee at Sandy Beach if the city council desires. Um it will be a um a proposal from a a a a private company to to assist in a low capital investment um uh parking fee structure for us to consider. Um and then also we are actively engaging with um a firm to discuss um something called a fully managed meetings uh to bring forward for the city council to consider which would be uh an external company to um not only um broadcast and provide remote access to the uh um public meetings but also for full compliance with uh ADA requirements for web hosted content uh for the deadline that I believe actually was just pushed back a year. It was just recently announced. Um so it's now April of 2028 um for our compliance date. Um but we'll bring forward a solution um that should allow for uh compliance earlier than that for council consideration. So that should be coming in uh the coming uh weeks and months as well.

I'm Barry. Loose 406 Malberry Street. Since I last met you, we've moved quite been quite active with the Bayberry. We've got all the drywall up. We've got the rough in of the plumbing and electric near completion. And we've got two floors painted and uh uh ready to go. We started putting the cabinets on the third floor for the kitchen cabinets. And by the end of the week, uh, my crew says that we should have the third floor wrapped up. The only thing that needs to be done is sanding the floors. So, the list I gave you, you can see we've been quite busy. Anybody have any questions? Lisa, thank you for the update and we got a list of um all the things that you've completed. So, thank you very much for providing that. Um do you have an estimate on when you'll be complete when you'll be u maybe having occupancy for rent for town and country day?

Uh we got the furnaces in. We got all drywalled. I'm going from the third floor down. Third floor is near completion. Like I said, the second floor has got all the drywall, all the painting, all the furnacees in. We're um and then some of the cabinets are going in. So then as that's done, we'll go to the next one. But we got new gas meters, the new electric meters, uh the new fire hydrant, everything that city asked for. Any other questions? Go ahead, Michelle. Um I know that you said that you have repaired and installed hardwood floors. Some of these pictures don't appear to have hardwood floors. Is that for all of the floors or just the third floor?

No, the we the whole building is done hardwood floors, but some of the floors are damaged, so we had to replace those. And so are all of the the floors there. The all three floors have hardwood floors, but a couple rooms on each floor has been so damaged we had to replace it. Okay. And that's been that's happened or Yeah, it won't be carpeted. Okay. So, it's not been carpeted yet, but it's going No. Yeah. Okay. So, that's one of the things that would need to be done is carpeting in the damaged floor areas.

A question for staff. How much time is left on the permit? They're past the completion date um of April 1, the extension that was granted by the city council. Um I would say at this point it's probably not in the best interest of the city, the property owner or the public to issue a stop work order. Um so I think we're probably um it's probably needs to continue until the project is complete. Um there has been work done. and it is making progress, just not at the rate that the city council had hoped for,

but it will be nice when it's done. It'll be an asset for the city. Lisa, um, having heard that um um update from staff and and reminder that um, April 1 was our extension deadline, um, I guess I'd like to request another progress report, maybe at our first meeting in June. So that would give you another six weeks and it sounds like you're hoping to be, you know, occupancy in June. So if we could get an update then what's that? I said if you want me to come back, I'll come back. That'd be great. I don't know first or second meeting in June. I don't know if my fellow council members have a preference, but just so we can, you know, hear the update and and make sure that it's um getting close to the end.

Yes. So, I'm the author of this um so I'd be happy to explain it. Um, our um, municipal ordinance allows us to establish a regular meeting time. Um, and we've had 7:00 p.m. ever since I've been on the council, I think, for many years. Um, since then. Um, from time to time, our meetings do go 3 hours, even 3 hours plus, and that gets to be rather late for, um, all of us, and especially, uh, people who have to work the next morning. Um, I've looked around at other communities in our area. Um um some of them are at 7:00 p.m. Others are at 6:30 p.m. Whitewater, Cottage Grove, Fitsburg, Madison. So I thought maybe 6:30 p.m. would be a reasonable um only half an hour earlier than what we have now uh would allow um people who are working to get home, have dinner, and make it here for the meeting um but just get a little bit earlier start in the evening. So that's my proposal and I'm proposing to start it at the in our first meeting in June so that it would give um a little bit of time to um make people aware of the time change. So I'd like to make a motion to approve resolution 26-20.

I' I'd like to uh make a point of saying this is not a reflection of the quality of services we receive from MSA uh professional services for building inspection and I'd like to thank them for the services that they have provided. However, we have an opportunity to bring uh building inspection and zoning administration uh in house um for an employee who was previously employed with the city and uh um uh performed excellent in that role. Um and so we my recommendation would be to proceed with termination of our current contract. Um thank MSA for their service to the community and then uh on the next agenda item approve uh my appointment of uh Troy Evenson uh to the position of building inspection and zoning administrator. I move to approve resolution 26-23 directing the city manager to provide notification to MSA professional services for termination of building inspection services. I'll second. Okay. Next on the agenda is resolution 26-25. City council resolution 26-25 authorizing the city manager and city clerk to execute an agreement for concrete curbing gutter and sidewalk maintenance contract LM1-26. Okay. So I turn this over to you Brian.

Yeah, appreciate that. Um just a quick slideshow to give you the information on the uh maintenance project this year 2026. So, our concrete we had uh you know we anticipated 148,000 that low bid we had two biders low bid came out in came in at 153861 so a little higher than we anticipated. Feel free to ask any questions as I go through this otherwise I'm just going to kind of keep rolling. So just to show you the history. So if we go back here. So obviously Schwagger I hope I said that right. Schwagger concrete uh was the low bidder very good representation here in the community. So um I think we're in good hands. U but for the low bidder if that's the choice. So as we move on so our asphalt so for the uh low bid price. So we were projecting about 117,000. And it came in at 152 220. So a little bit higher again than we we were anticipating. Um low bid though came in at 152. Again that is uh pain and Dolan as you can see the representation here in the community over the years kind of seeing the same trend. So and then as we get down to chip seal so we were projecting 264,000 that came in considerably less. So overall uh we were very close to right on. Um these are very hard to project. Um as we know there are things happening in this world that do affect this before we can um understand what those effects are going to be. So it is hard to project but again the front asphalt sealer that came in at again you can see the representation here in a few spots but they are a very good company very reputable. All three of them are very

reputable low bidder uh in the not only in our community but in the organization of um public works. So here is an overall budget. I don't know if if you want me to explain this I can. I don't want to go into the weeds if if you don't want me to. Basically, it shows our basically what the end of the day, what it says is we were $7,000 or $1,700 off. Nope, 7,000. Sorry, I can do math. Um, we were about $7,000 over um what we projected. Um, but it was still very close. So, I don't know if there's any questions. This is just information for you for a couple agenda items that are going to be in front of you.

Can you just remind us what that budget reserve is? Is that from prior years? Or maybe Sam is the one to ask. Um uh yeah, it's from coming in under budget uh in a multiple of prior years in multiple prior years. Okay. So, but so we're needing that um we won't have that um correct reserve anymore because we'll be using it to help pay for this year and

correct. The um the intent was to um provide a boost to the amount of maintenance that we're doing in this year. As as you recall, um we're coming up on the cycle. uh nearing of when we started the maintenance program and which included a significant injection of funds into the maintenance program. And so each year we slowly kind of fall behind on that rotation and this is um providing a little bit of a boost um to that. So, obviously, we're extending those roads, the the lifespan of them. So, we're doing our best, you know, and I think we're doing good work out there, and um it's going to really pay off in the end. Um, thank you. just bringing forward the 2026 Lakeside Force main sanitary sewer project again that was here before you earlier this year in February and basically just rebidding it and extending the time frame for the contractors to complete the work. Everything else in the project's the same.

Okay. We received no biders uh at the last bid. So that's the reason reasoning for relaxing the schedule um to try and uh fit into contractor's schedules. This also uh came up at the last public works meeting and public works unanimously approved rebidding the project that previously had no biders.

I would only note that the public works board recommended approval of the ordinance. Um, I'd just like to make a couple comments and I think this was shared when um, Dan from Strand gave his uh, presentation to us at the first reading. Um, this does bring our our ordinance a little more in line with the state standards, but it preserves a higher level of uh, water quality protection for Rock Lake, which I I think is really important for our community and I really support that. Um I had followed up with staff today on some questions just to make sure I understood how the ordinance would work and so I wanted to share with everyone else. There are um in the ordinance there are best management practices for construction site erosion control for all property is in Lake Mills. Um but they're u sort of self-implementing if your if your property is um less than an acre of land disturbance. And so the the permit requirements and the plan requirements kick in at 1 acre. And again, that's uh consistent with the state requirements as well. So I had to check on that to make sure that I understood it properly.

Um this is largely required by the DNR um because the city is recognized as a responsible unit for recycling purposes. Um we the city is is largely compliant with the directive of the DNR. There are some um relatively minor changes throughout. And then because I was going through the entire chapter of ordinance, I I made some um updates that are contemporary with uh regard to our current contract. The current service provider is John's disposal. Um they've been under contract with us for a number of years. They are compliant with regard to their um disclosure requirements under the uh DNR guidelines and our our current ordinance. Um so this reddrafting of the chapter um essentially clarifies some things um and then brings us into direct compliance with the DNR directives that are there. Anything that we we weren't um already compliant with has been minorly adjusted to complete compliance. So if there are specific questions, I'm happy to address them. Um I believe there's really good materials uh some of which have been uh provided on the agenda. You can also um visit the DNR website and there's webinars on the topic. Uh there's um really good information that's available and uh our ordinance will mirror the requirements of the DNR as we move forward. Uh there is room to to make additional changes if if you see fit um specifically in the interaction with the John's contract and the ordinance itself, but right now compliance is the goal. And uh correct me if I'm wrong, Dan, but there's like a variance from DNR. Correct. That means that we don't have we're not expected to meet that at this time.

No, not not with regard to the yard waist section and uh compliance with solid waste chapter. Um the yard waste collection point section of our code is likely to be reddrafted in the future as that yard the new yard waste site develops. However, there has been no change with regard to what they're willing to accept there in regards to construction materials. They're they're willing to accept rather small quantities. Um but it is a drop off site where you can uh leave such materials. Um John's does not accept those. It's not part of our bulk pickup or regular um garbage collection service provided by John's. I go back to your previous point about about foam. Um, I just wanted to add that plastic bags are basically treated the exact same way. Um, John's does not accept plastic bags. They really uh the um spool on which uh or or um um I guess the axle essentially that spinning in in part of their conveyor system really gets bound up by plastic bags. So, they do not accept them. But, um local grocery stores will. There are other recycling entities out there that will accept plastic bags. Right now, those also go into the the rubbish bin. Back to your point about construction materials. Right now, we're kind of we have good code um regarding the um yard waste center. It it is likely to change and I think it will be enforced in a different uh manner as as we move forward in the future, but right now there are no changes with regard to the uh drop off of construction materials at that site.

Yeah, I this is much more boring. I was when I first looked at it and I saw all the uh all the the numbered sections crossed off. I thought we were rewriting the whole thing until I realized, oh, it was just inserting the the severability section which bumped everything else down. Why? I This is more realistic than anything. I didn't want to put severability at the end of the chapter where it just kind of sits there. It's kind of an administrative function and understanding the the ordinance. So, as and that really made my job harder as I as I went through and drafted in that manner. I kind of got to a point of of no return and just continued on. I contemplated multiple times just moving it to the bottom of the list.

And, uh, there were questions for city attorney, I think, about um, expenditures that are listed for um, payment of child support and union dues. Now, normally those would be a personal expense, but I would imagine that if there's a collective bargaining agreement where we agree to pay union dues for employees, that would account for that. And then the child support probably as a result of a court order and I just wanted to get a comment.

My understanding is that those are directly related to payroll. The city isn't paying them rather they're coming out of a payroll process. I see. Um and and both we have an agreement with the union for that treatment and then with regard to uh child support or other levies or uh like a judgment in bankruptcy, a garnishment, something like that, we act as an inter intermediary regularly. There's al there were also some uh several small payments listed to named individuals for like $50, 39,24 and so forth. And I would imagine that maybe the uh um the uh finance officer, the treasurer would could comment on this. These would be uh reimbursements for expenses for employees of the city.

The $50 ones are usually security deposits given back for the community center rental. they have to pay a $50 deposit in for park rentals. Once everything's cleared, there's no damage. So, you you'll see quite a few $50 ones um refunds for rentals and the smaller other ones might I'd have to look into it, but are probably the election workers, but it's normally the responsibility of the finance director to approve those.
