Good evening and welcome. I call to order the Lake Havasu City Council regular meeting on Tuesday, August 11th at 5.30 p.m. Thank you all for being here. I will start with an invocation from Pastor Dale Ray with Lakeview Community Church, followed by the Pledge of Allegiance led by Patty Gilmore with the Western Arizona Humane Society. Pastor.

Just a couple of verses out of the Gospel of Matthew. You are a light of the world. A city that is set on a hill cannot be hidden, nor do they light a lamp and put it under a basket, but on a lampstand, and it gives light to all who are in the house. Let your light so shine before men that they may see your good works and glorify your Father in heaven. President's Heavenly Father, I pray your blessing upon our city council meeting tonight, upon our mayor, and upon each of these council members. We ask, Lord, that you would bless and encourage their hearts, Lord, that they may shine, that your light shining through them would make them leaders over this city. That would bless our city, bless our state, and Lord, we pray that Lake Havasu will be a shining light to all the world. Thank you for all that you do through us and through this city. Good evening, Council Members. Good to see you all for a good reason. Very busy at the Humane Society. We have construction going on. We are expanding the clinic, making it even larger with Lang's closing down. We have taken on a lot more at our clinic. As you know, we were offering, or we are offering emergency hours. This community asked for emergency hours. We stayed open till eight o'clock at night. For two and a half months, we've been open till 8 o'clock at night. Nobody shows up after 6.45. and I'm paying two doctors and six techs. So we are going to be changing our hours, offering five nights a week till six o'clock emergency care. Emergency care also isn't when they can't get into their own vets for an appointment, they come in to us for emergency care. That's not emergency care. So we are changing things up to help the community, but we're not going to have our doctors working 12 hours and people not showing up. It's not feasible money-wise, or it's just not fair to do that. So as I say, we're changing things around, but all is good. We are not turning away any emergencies during the day whatsoever, whatever clinic they come from, real emergencies. Okay? Any questions?

Thank you. All right, item 5.3 is resolution number 26-3935, approving and authorizing execution of an airport improvement program grant agreement with the Federal Aviation Administration for the design of taxiway C reconstruction project. Mr. Foggin.

Mayor. Vice Mayor, so we have been fortunate to get Taxiway Charlie. We met with the FAA earlier this year and went over our five-year basically capital improvement projects for the airport. Taxiway Charlie has been in really poor condition for a long time. SHARED THAT INFORMATION WITH THE FAA. THEY WERE ACTUALLY UNDERSTANDING OF THAT AND AGREED TO PROVIDE FUNDING FOR THAT PROJECT. SO THIS WILL BE THE ACCEPTANCE OF THE FAA WILLING TO PUT MONEY TOWARDS REDESIGN SO THAT WITHIN THE NEXT TWO TO THREE YEARS TAXIWAY CHARLIE CAN BE UPDATED. OBVIOUSLY WE'RE VERY INTERESTED IN THIS BECAUSE TAXIWAY CHARLIE LEADS TO UNDEVELOPED PROPERTY THAT WILL BE REALLY THE KEY TO GROWING THE AIRPORT INTO THE FUTURE AND SO ACTUALLY JUST FOR HISTORY THE TAXIWAY CHARLIE WAS PAID FOR WITH FAA FUNDS WITH THE ANTICIPATION OF GROWING IN THAT DIRECTION AND SO JUST OVER THE YEARS THE TAXIWAY IS SEPARATED WE'VE GOT SOME PRETTY BIG CRACKS IN IT AND IT'S IN PRETTY BAD SHAPE. SO HAVING THE DESIGN AND CONSTRUCTION OR RECONSTRUCTION OF THAT WILL BE REALLY GREAT BECAUSE WE DO OBVIOUSLY PLAN ON PUSHING DEVELOPMENT ON THE SOUTH END. SO THAT'S WHAT THIS IS. IT'S JUST ACCEPTANCE OF THE GRANT.

ARE THERE ANY QUESTIONS FOR MR. FOGGIN? YEAH, I HAVE A COUPLE OF QUESTIONS. SO, MR. FOGGINS, HOW LONG HAS THAT TAXAWAY BEEN CLOSED?

CLOSED I THINK SINCE FEBRUARY.

And what is the reason that it's closed?

Safety concerns because of the cracks and FOD is what they refer to, blowing debris from propellers and just aircraft in general. Also, not a lot of maintenance has been done on the shoulders of that taxiway because it just hasn't been used or hasn't been used really at all.

Thank you for that information. And I'm not against this at all, but... I was told that it was closed because we were applying for a grant from the FAA, which could be $3 to $4 million, and if we opened it up, we would lose that grant. That's what I was told from staff here and also some people that they were told that out at the airport. And so I had reached out to Kyler from the FAA in Phoenix, and he wrote an email, which everyone has up here, and he said that is not the case, that could be open as we get the grant. And then we got some information from the, I'd like to get some input from the other council members. We got some input from the velocity out there that is causing some issues with Airport, just flow of traffic, and even with the military has caused some issues. And I've actually been out in a golf cart and seen the condition of that taxiway C, and it's no worse than some of the other areas that we're using at the airport. So is there any possible way we could open that without having any issues? I guess the reason I was told is because the FAA will not give us a grant if we open it, but now I heard that that's not the case. So I wanted to get input from you and maybe possibly Mr. – CONNUTSON ABOUT THAT?

MAYOR, VICE MAYOR, I'M NOT EXACTLY SURE. I'M NOT SCHOOLED IN ALL THE FAA LANGUAGE. I WILL TELL YOU THAT OUR PLAN IS TO HAVE THAT TAXIWAY REEVALUATED. WE HAVE HIRED AN INTERIM airport management company. And one of the first assignments that the interim airport manager will be is to actually evaluate that. As far as rules for the FAA, I honestly...

I have an email from the FAA here. Yeah. And he says it does not have to be closed. He's our main contact here with this.

Yeah. Mayor, Vice Mayor, don't disagree other than I think in that email, I think I was copied on it. It says it can be opened if it can be opened safely. And I think that's the reason for the suggested closure or temporary closure was closed. to see if we could take care of some of those large cracks before we allowed aircraft on there. Again, with an interim airport manager coming on, that's the first thing we'll ask them to do is evaluate that.

How long is it projected to be closed?

I think the temporary closure was till December.

Do anyone have any other questions? I mean, Jim, do you have?

Yeah, I'm also concerned too, like, I mean, who made the decision to close it? I mean, is it documented of why it was closed? I know so we can say safety, but we can use safety for a lot of things to justify things. And I guess, you know, what were the reasons for it? And like I said, I would like to see, you know, it is important, especially with the military being able to come in there. Can we get the consultant onto this? I mean, do we have to wait until December? I think it's definitely a big thing, and I heard the same thing too, it was closed, we can't use it, and then if we, because we're getting the grant for it and it's not safe, but if the FAA says we can still use it while the process is going, we know it needs to be replaced, but I mean, our runway was getting pretty bad too, and we used it right up until it was replaced. So I guess my concern is, you know, if it was a decision made by somebody that's no longer here anymore, I'd like to see us reevaluate that fairly quickly,

Mayor, Councillor, as I stated, that will be one of the first things we ask the interim airport manager to look at.

When do they start?

We just signed the contract with them today, so within the week.

If I may, I had a conversation, I received this email yesterday, and so I had reached out and talked to Mr. Knutson, and that's the first thing that they're going to do, is have this new company that's been hired to evaluate it and based on the information in the email, if that's all how it's to be, it would seem that it would reopen fairly rapidly.

And I appreciate that. I just really like to make that top priority, like we just said, we just heard everyone say it's a top priority, and get that thing open if it's okay to open it in lieu of saying it's unsafe. I think the previous airport manager made that decision and then wasn't really... I hate to say it, not truthful why it had to be closed, but I've heard too many stories why it was closed. And then I'm glad we've got the information from the actual FAA that says it can be opened while we're waiting for the grant. And you're the director out there. They report to you, correct?

That is correct.

I would like you to stay on top of that for us, please, and make sure that that's top priority because I'm getting a lot of calls and other people up here also about how that's being handled, and we need to rectify that. I appreciate it. Thank you.

I want to say too that I have been contacted as well in a logical conversation came up as we had a lot of pavement preservation happening here back in March when the weather was good and if that was the decision in February to shut that down why did that not become a top priority to you if we are already doing a lot of pavement preservation or is those two difference I know that there's her funding is those are is that two different funds or is that something that we could have done if we had serious issues with, there's ways to patch or prepare a road with just some pavement preservation. Was this ever discussed?

Mayor, Councillor, actually there are two different funds. And the airport had already committed all of their money to the main runway ceiling project. So they were really, to get to the end of the fiscal year, they were kind of at the end of all their money. But there's really no way. Her funds aren't used for the airport, and airport funds aren't used for the roads. Okay.

I kind of figured that, that's why I wanted to ask you as well, but when we had all of the roads in town inspected through the PCI study that we did, and now we have the software for it, is this something that, can we incorporate the airport into some sort of program like that, or how are we just doing it? How are you going to identify, or how is the study going to identify the importance of getting this repaired, or if it is safe or unsafe?

Mayor counselor, so the airport has a PCI on all of the pavement surfaces don't know exactly when the last time that was done 20 and want to say 2021 perhaps. Obviously, Charlie scored really low. I couldn't tell you what the PCI is on that. Again, safety was the reason quoted for that. THAT IS SOMETHING THAT WE WILL ABSOLUTELY ASK THE NEW INTERIM MANAGER TO LOOK AT. AS FAR AS CONDUCTING THE NEXT PCI FOR THE AIRPORT, PROBABLY WE TRY TO DO THAT. WE'RE GOING TO TRY TO CONTINUE TO DO PCI EVERY THREE TO FIVE YEARS, SO IT'S PROBABLY DUE ANYWAY. BUT I MEAN, THE GOOD NEWS IS THAT THIS GRANT FOR THE THAT'S BEFORE YOU TONIGHT WILL PAY FOR THE DESIGN. AND THE FAA, ONCE THEY'VE PUT THIS ON THE FIVE-YEAR CAPITAL PLAN, WHEN THAT HAPPENS, THEY'RE BASICALLY GUARANTEED TO GET THE ACTUAL CONSTRUCTION MONEY IN THE NEXT TWO TO THREE YEARS AFTER THE DESIGN IS DONE. within three years the pci of taxiway charlie will be 90 or better so that's the good news on that are you doing it by human scope are you doing it through the same technology that we did the rest of our roads Mayor, counselor, great question. We will do it with electronic means moving forward. I mean, we did that with great success with all of our road system two years ago, and our plan is to continue to offer that, and we will do that as part of the airport evaluation moving forward. Now, I can't tell you if they did that to the airport, if there was some special technology that they used, but we will incorporate the airport pavement into what we're doing.

Thank you for answering those questions and thank you for pulling that because I've been getting a lot of questions as well. And I know we just hit you with a bunch of them, but I didn't know it was coming up. But if it was brought up, then now is the time for me to ask you those questions as well. Thank you. I appreciate that.

I do have one other question. I know we said we were out of contingency funds for last year. Of course, we just started the new fiscal year. Do we have money available to, if Taxiway C does need some attention, we have some funds we can put to it? Cuz I do think the concern, too, is that the military's using it. And if it is limiting traffic, it also means we're limiting the income the city brings in from fuel and all that stuff, too, that would offset and start paying for it as well, so.

Mayor, Councillor, to be honest with you, I'm not exactly sure what is in the airport budget right now for pavement or asphalt management care. Certainly, again, the commitment that we had made was to look and see what could be done for that temporary closure. So we will certainly look at the budget to see. If the interim airport manager deems that it's safe to use, we'll use it. If we need to make some corrections to have it be safe, we can look at that as well. The airport has generally been pretty tight on money. Safety obviously rises to the top every single time.

Vice Mayor Diaz. Mr. Fogman, just to clarify, when is this airport manager starting?

We just signed the contract today, so I would imagine that tomorrow I will call and can start engaging him on questions tomorrow.

I would expect you to be at that initial meeting so you could voice our concerns one-to-one to him and to Velocity out there and have a team gathering and Make sure it's not just him by himself, and I would expect you to be out there as a director to make sure that they're getting the message that this is an issue. It is an issue, and not just to make an arbitrary decision, and we're gonna keep it closed. I would appreciate that if you could do that for us.

Good evening, Mayor, Vice Mayor, Council, Neil Tinsley. I actually recently went out to the airport and did some due diligence myself on this matter. I was told by Velocity that we are now deemed unreliable for a fuel stop. And like Mr. Dolan said, we get a lot of money from the tax from that fuel that we're selling. I looked at that runway. Those military planes that are coming through there have huge tires. All the military guys have boots. There's no reason for that runway to be closed. I'd like to see it opened up ASAP. Thank you.

Good evening, Mayor, City Council. I'm really glad that this item got set aside because I did have some really weird questions, but I forget exactly how long ago it was. But during the last meeting where the airport item was discussed and set aside and Mr. Turner discussed his partner or his friend who was going to be repairing things at the airport, it was only going to take a couple of weeks to do the job instead of months, and that the taxiway, whichever thing he was fixing at that time was going to only take a couple weeks. The airport thing was going to be closed only for a couple weeks. And I think that was mentioned back in, I want to say March or February, And it sounds to me like it's been a lot more than a couple of weeks, but I didn't know if this project was going to take just as long. I remember Mr. Dolan asking about that back then as well. So I just was wondering how long this whole process was going to take and how long the taxiway would be closed down.

Yeah, thank you. Yeah. Yeah, two different projects completely. And that conversation occurred with Mr. Foggin just a few minutes ago. So it would be about three years total before funding would be available for this is for design, and then it would be construction through the grant. And then we're going to reevaluate the decision for the closure at this time.

Okay, so the closure is going to possibly be three years long.

No. Yeah, we're going to reevaluate it this week when Mr. Fargan can engage with the new interim manager.

Okay. And when it's reevaluated, then you'll know how long it's going to be closed for?

Possibly. We'll have more information, certainly.

But how long of a length of a time is it possibly going to be closed for?

Yeah, we'll know after they take an evaluation of it.

Would anyone else like to address the council on this item?

Don Wisdom. Every plane that lands at the airport, do they pay a fee? How do they get income?

Yeah, there's a variety of different revenue sources.

Or do the military pay the same as civilians?

It's a different fee based on the flowage fees for the fuel.

So a larger aircraft like this. Some of them I've seen out there, they do more damage to the airport than a little Piper Cub or a Cessna. I always thought about that. If you land at an airport, you have to go pay a fee for landing and leaving. Very interesting, thank you.

Thank you. Item 6.2 is our city manager's report. Good evening, Mr. Knutson.

Good evening, Mayor. Good evening, members of the council. Let's start this evening's report with a recap from what happened just yesterday morning as we celebrated an exciting milestone with the ribbon-cutting of our new municipal fuel facility. This important investment provides the city with a reliable, dedicated fuel supply for our vehicles and equipment, helping ensure our employees have the resources they need to continue providing essential services to the community both day-to-day operations and during emergency situations, such as a power outage. Beyond strengthening the city's operational readiness in emergency situations, the facility is also a smart long-term investment with an estimated fuel cost savings of up to $125,000 each year. We are spending about $1.50-ish less per gallon with the fuel that we purchased in bulk if you compare it to the prices at Smith's today. So 425 versus 560, I think, is at the pump right now, which is a very significant difference in fuel costs. And that's a savings to Lake Havasu City. A special thank you to our city employees whose hard work and expertise and collaboration helped bring this project from concept to completion. This project was a team effort with much of the site preparation and construction supported completely by our own city employees. We're also very grateful to the Campbell Ready Mix, Pioneer Earth Movers, and McCatlin Electric for their outstanding work, professionalism, and partnership throughout the project. A congratulations to Officer Josh Mezzarelli, who recently took his oath of office with Lake Havasu City Police Department. Officer Mezzarelli graduated from Oletta in June and is currently completing the field training program. We congratulate Josh on this important milestone and wish him continued success as he begins his career serving Lake Havasu City and our community. Lake Havasu City joins communities across the nation in recognizing August as Child Support Awareness Month, an opportunity to highlight the important role child support plays in strengthening families and supporting the well-being of our children. This observance recognizes the parents, caregivers, and professionals who work together to help ensure children have the resources, stability, and the support they need to grow and thrive. In recognition of this important effort, Mayor Sheehy proclaimed August 2026 as Child Support Awareness Month in Lake Havasu City, reaffirming our community's commitment to supporting families and helping create a strong foundation for every child. Lake Havasu City continues to appreciate the generosity of our community sponsors who help provide free open swim opportunities to the Aquatic Center this summer. Special thank you to Aloe Communications for sponsoring July 22nd, Anderson Auto and Power Sports Group for sponsoring July 26th, and Mount Olive Church for sponsoring July 29th. This annual community event provides local nonprofits, PTAs, PTOs, service organizations, and community groups with a great opportunity to raise funds while showcasing their programs and connecting with the community. It's a great video, and Steve did a wonderful job with it. This video does a tremendous job highlighting what it means to serve as Lake Havasu City Police Officer and showcasing the people behind the badge. A special thank you to Officer Cameron Bagshaw and Officer Gino Insulaca. and Officer Colton Hughes for doing an outstanding job representing our police department and highlighting the dedication, professionalism, and pride that come with serving our community. We also obviously very much so we appreciate Chief Troy Sterling, Lieutenant Frank Hayden, Sergeant Kyle Ridgeway, and all the officers who participated to help make this video possible. And of course, once again, I'd like to highlight the fact that Steve Blake produced, edited,

shot did all everything with a video other than participated in front of the camera and did a really great job let's take a look at what uh what came about what it means for me to serve as a police officer in lake havasu city it's it's something very special to me i grew up here in lake havasu so to grow up in a community where you know i felt protected at all times and being able to give that give that back to the community uh it's just pretty amazing

When I put on this uniform, I'm most proud of working hard every night to help keep the community safe.

What I'm most proud of when I put on this uniform and I put on this badge is to have that sense of guardianship and to provide hope for these people when they're in their worst times.

We live in one of the most law enforcement supportive communities in the world, in my opinion. Everywhere I go, you get thank you for your service. People want to help out. People are comfortable reporting things to us. And I don't think it can get any better than our relationship we have.

Our department encourages proactive officer, proactive policing. That's not limited to searching for crime. It's also building relationships with the community. They want you to be proactive. motivated as there is chance for growth within the department, and self-sufficient, obviously, as you need to be able to perform your duties to the best of your ability.

The Lake Havasu City Police Department is always looking to make well-rounded officers. Every opportunity that comes up, they're always willing to send you to any kind of training in the state that you're willing to go to so you can become the best officer possible.

We have several opportunities for growth in our department, such as community service unit, our street crimes unit, SWAT team, bomb team, dive team, et cetera. With that comes lots of training opportunities. And our admin is great with, if you find a training that you believe will be a benefit to you or the department, they strongly consider many recommendations that you have.

Great fit for this department is somebody that is willing to work hard and is eager to keep Lake Havasu City safe.

Personally, I believe somebody would be good for the police department. Somebody who's outgoing, active, or either has roots or looking to plant roots here within the city and our community.

There's so much to do in Lake Havasu City. I myself enjoy golfing, going to play softball. I enjoy going to the lake and hanging out with friends and family and just that overall outdoor environment here is just amazing.

I enjoy off-roading, camping, and I enjoy going on the lake, boating, swimming during the summer.

In Lake Havasu, there's always something going on every weekend, no matter what.

If you're seriously considering a career with the Lake Havasu City Police Department, I would say just do it, man. It's super supportive community, super supportive police department. It doesn't get much better than this.

For somebody considering to work for the Lake Havasu City Police Department, I would say that it's an awesome decision. Three years ago, I made that decision. I couldn't be more happier.

I know, Chief, I know you're very, very proud of the team and everybody that contributed towards that video as well as I am. So, Mayor and Council, that concludes my report for this evening. All right, we'll move on to item seven, which is our public hearings. During each of the next five public hearings, there will be an opportunity for residents to engage in the conversation. When we open up the public hearing and you have comments on that topic or questions, we encourage you to do it at that time. At the end of the meeting, we will have a call to the public, which will be an opportunity for citizens to address the council on items that are not on the agenda this evening, but we'll go over those guidelines at that time. Starting with item 7.1 is a class A bingo license application for Mountain View Property Owners Association. Ms. Williams.

Here in City Council, Sharon Poppin has applied for a Class A bingo license application for Mountain View Property Owners Association. The applicant is applying for a new bingo license with games of bingo to be played on Wednesdays from 7 p.m. to 9 p.m. at the Mountain View Property Owners Association located at 2635 Anita Avenue. Mayor, council, privileged to be here. I want to just walk you through a very short PowerPoint just to give you a feel for this project. So this is a design and bidding service for the terminal apron reconstruction project with CNS engineers. This project, just to help you orient yourself to where it will take place, it's that green shape there. IT'S BASICALLY JUST APPROXIMATELY 6.6 ACRES OF ASPHALT THAT IS EXTREMELY IMPORTANT TO THE AIRPORT AND SO HAVING THIS ON THE PROJECT LIST WITH FAA IS A REAL BENEFIT TO OUR COMMUNITY AND TO THE AIRPORT. A CLOSER LOOK, THIS IS THE AREA that is going to be redesigned, and the actual project is programmed to be reconstructed in fiscal year 29. So... Because this is FAA grant funded, total project is $196,189. FAA traditionally has covered a majority of it. That remains true. 95% of the grant will be paid for by the FAA. ADOT will pay their portion, 2.5%, leaving 2.5% for us. So just under $5,000 will be our responsibility for the design and construction management. And that's all I've got for you.

Thank you. Item 7.3 is a professional services agreement for the booster station 2A improvements project with NCS Engineers Inc. Good evening, Mr. Porter.

Good evening, Mayor and Council. So I've got a project bringing to you tonight for a design contract with NCS Development. This is for the booster 2A project. And here's a... So here is a map of the city showing our reservoir sites with an arrow pointed at the location for Booster 2A. Here's a little bit closer view showing that it's in the area of Havasupai and Kiowa Boulevard. So this is just an overall picture of the actual pumps and the direct drive gas pump as a backup. So this project entails new booster pumps with soft starts or VFDs, new valves, new piping to the new pumps, pump controls and instrumentation, electrical controls, SCADA systems with a new generator, a diesel generator and automatic transfer switch. So we would be getting away from the old direct drive system that's a natural gas motor. The design would take nine months, and we would be anticipated for completion in June of 2027. So Public Works negotiated a price with NCS of $217,280. This is for the design for professional services. Funding is budgeted in the fiscal year 27, and again, it would take 270 calendar days. So my recommendation would be to award professional design services to NCS engineers for $217,280. And with that, does anybody have any questions?

Good evening, Mayor, City Council. Just curious, when it says that the project is going to take 270 design days, does that include, like, to start, to finish, like, when it goes from paper to then shovel hits the ground, and then you get to have an opening ceremony for the station? Mr. Porter?

so no this was a this is for a design contract so this is a negotiated contract with the design engineers where they assess the facility look at the existing pumps they you know do their flow calculations and and look at the electrical that's required to the site is the service large enough do we need to upgrade the service and then with that we would have a a design set of plans that we could go out to bid, and then we would take bid for the actual construction project. So sometime after design is complete, we would advertise bid, and then we would come back in roughly a year from now with a proposal for the construction.

Thank you. Item 7.4 is the cooperative purchase of a new flight submersible pump for the North Regional Wastewater Treatment Facility from James, Cook, and Hobson. Mr. Yarbrough.

Good evening, honorable mayor, vice mayor, members of the council. It's certainly my privilege and honor to be here with you this evening to serve our community. More importantly, to present on behalf of the hardworking men and women of the Public Works Wastewater Division. Before you this evening is authorization or requested authorization to approve the purchase of a flight submersible pump. We have over 100 of these in our wastewater treatment and conveyance infrastructure system. This one is particularly important because it not only conveys wastewater from one location to another, but it's also a vital part of our wastewater treatment process, meaning that it takes what we reference as our mixed liquor and it returns it to the head of the plant to start breaking down the raw influent, which is high in ammonia nitrogen. And it starts the process of breaking it down into nitrates and then free-releasing nitrogen gas. This particular pump has been in service for 20 years. It's at our north regional treatment facility. And at this point, it's at the end of its useful life. So with that, we are requesting Your approval for authorization to purchase this new flight pump and I might mention as well that this is One pump of one of three pumps that we have replaced at the north regional treatment plant So this is the last pump That we reference as our mixed liquor return pumps that is slated for replacement this year out of those particular three with that i'd be happy to answer any questions thank you are there any questions from members of the council from mr yarborough yeah vice mayor diaz and then we'll go to council so you just destroyed my i'm not going to order any more mixed drinks but uh but what's the lifespan on these things that's a great question um 20 years you're certainly approaching the end of the lifespan and in particular because these pumps uh you know aren't just pumping from for instance one lift station to another they're actually uh recirculating the mixed liquor return at a much higher rate than you would just from pumping from one location to another. So over the lifespan, I didn't do the math, but over the lifespan of this particular pump, this pump has pumped billions of gallons of water. And when you start to get to the 20-year mark, of course, you can see that's a similar pump that we have up on the screen there. But when you start to get... to the 20-year mark, they tend to become more labor intensive and you typically will start seeing, you'll start spending more money on repair than replacement. Thank you. Yes, sir.

Good evening, Mayor and Council. I was hoping to bring this to you sooner, but the bids came in extremely high at 307 and 359 alike. denied those bids and went back out. I'm happy to come back and say we got a much better bid at $247,000. I'd like to move forward with that. These three intersections are Lake Havasu at Mesquite, McCulloch, and Swanson. It'll be repairing or upgrading everything except for the signal heads and poles. The luminaires will be new, the wiring will be new, the cabinets are new, the controllers are new. And that makes it easy for SAFE FOR PEDESTRIANS AND TRAFFIC FLOW. WITH THAT, I'LL TAKE ANY QUESTIONS THAT YOU MIGHT HAVE.

If most of you have not noticed, please notice that through the Acoma Pavement Project and other street projects, you'll see a side patch which is covering our making them safer. We used to just do the main road and the crosswalks would be just crumbling and anybody that has disability issues or walking issues or wheelchair issues. Good evening, Mayor and City Council. I had an incident a couple weeks ago, and I brought it to the attention of a couple of people at Site 6 that had to do with electricity issues on the docks. I did not know what the resolution of that issue is because there has been no posted updates. I did ask Ms. Bracamonte this afternoon, and she said something about solar lights. And I don't know if you guys have to go through a whole new order and all of that stuff to go from electric lights and electricity on your Site 6 fishing dock. Nor do I know how safe it is for people. But, of course, with... with electricity turned off, then that's obviously a lot safer. It was really funny because what happened, I had fallen and I was trying to get out of the water when I was there and I had to grab onto the dock in order to get up because of the struggles with disabilities. So I was able to walk along and that's when I found out that the dock was electrocuting people because of THE FEELINGS I HAD ON MY HAND. ALSO, I JUST WANTED TO MENTION AGAIN, I KNOW YOU GUYS ARE GOING TO BE TALKING ABOUT THE CALL TO THE PUBLIC ISSUE ON YOUR AGENDA, BUT I'D ALSO LIKE TO SUGGEST THAT DURING THAT MEETING, PERHAPS YOU SHOULD CONSIDER TALKING ABOUT HOW YOU HANDLE YOUR COUNCIL COMMITTEE MEETING REPORTS BECAUSE I STILL NOTICE THAT NOT MANY OF THEM ARE SHARED OR UPDATED AS MEETINGS HAPPEN OR OCCUR. This annual event brings youth councils from across Arizona together to network, exchange ideas, build leadership skills, and learn more about the programs and activities taking place in other communities. This year's members attending include students Logan Crook, JACKSON STELLO, AMAYA LYNN, AND EILEY LYNN. HIAC WILL ALSO KICK OFF ITS NEW SEASON IN SEPTEMBER. LOCAL HIGH SCHOOL STUDENTS WILL HAVE THE OPPORTUNITY TO APPLY TO BECOME MEMBERS OF THE COUNCIL AND GET INVOLVED IN A VARIETY OF ACTIVITIES THROUGH THE YEAR, INCLUDING LEADERSHIP OPPORTUNITIES, COMMUNITY SERVICE PROJECTS, VOLUNTEER EVENTS, AND PARTICIPATION IN THE ANNUAL YOUTH CONFERENCE. Yeah, the Gullick Habitat continues to look for a new, they call it a director now, no longer call it a CEO. They've narrowed it down to five. They're committed to come and give us a presentation. I know Council Member Lin's been working on it with City Manager Jessica Newton. He's committed to have him come here and hopefully sometime in September and give us an update on Go Lake Havasu, what they're doing. Thank you.

Mayor, I'm happy to say that we at RTAC sent out Letters again on July 30th to all the Arizona congressional delegation in regards to getting our fair share of funding based on population growth, not just on old outdated formulas. For the Build America 250 Act, it will be sunsetting on September 30th. We don't expect it to, we expect it to continue due to the elections, but we're very proud of the direction and the strength of that. Our tech is building along other legislative and we look forward to eventually getting our fair share of transportation funding back to Arizona.
