Thank you, Madam Mayor. So, um, as we have had our urban urban renewal agency for a few years now, we're starting to see funds come in that would, um, necessitate us creating its own bank account for financial transparency and accountability purposes. So, we would like uh, we are asking the council to uh, allow us to establish new bank account and designated the same checking authority that we use for the current city operations for the urban renewal agency banking operations. Okay. Um, [clears throat] does anyone have any questions or any discussion for that?
I'd like to make a motion. I move to approve resolution 2026-01 approving and authorizing the opening of one or more bank accounts for the Lafayette Urban Renewal Agency and designating signees for the agency's checking account. Thank you, Madam Mayor. It's in your packet. We have three items that were asking a surplus. Um we have the last um half of the water meters that we installed. The previous uh the first half was actually a part of the contract from the contract uh the contractors that did it before my arrival. They actually recycled them. Um, we think we can probably actually get some some more money for this going going the surplus route. So, we'd like to attempt to surplus it. Um, as well as a 1991 uh Sierra flatbed and then our old folder insitter that we have in the old bay. Um, we're cleaning out some old items and these items that we feel are surplus and we can um get some money and then um hopefully put this money into um sewer to have for future sewer operations. Yes. Thank you madam mayor. So um I spoke with herology yesterday. Um we had spoke originally 6 months ago. Um there was some language in the franchise agreement that we felt needed to be cleaned up as well as adding um language that would um automatically give us the cleanup day every year. Um Rockology did apologize. They did drop the ball. We did have a meeting yesterday and I to speak with David, our city attorney, today and we are asking uh if we can seek council's approval for a six-month extension to that franchisee agreement so we can finish negotiations and um what we would do is we would draft something up. We would draft up the one-page extension uh either tomorrow or Monday um with your approval and then we would have the mayor uh sign that so we can finish up the negotiations and get that done in the next six months. did talk with David about it today. Um, and he did agree that would probably be the best way to go so we could continue operating in our franchisees franchisee agreement um
under the status quo. Yes. It [clears throat] only be six months. I'm I'm asking for it to be retroactive. Um, so if you just say um if you all agree to that, I would seek a motion allowing um the city staff to execute an agreement for a six-month extension with the college um the college of services and the franchise agreement effective June 7, 2026 or January 7th, 2026 for 6 months. Yeah. And then I would have um Mayor Malcolm sign it on Monday after David uh signs off on it and RC's lawyers. So then we will be looking at July 7th for Yes. Okay.
Um any discussion? I move to authorize the city administrator to execute an extension with Rickology to extend the franchisee agreement for a period of six months. I'll second. Okay. Okay, motion passes. Okay, now we are on to 7D, which was originally 6B for those that want to find it. It's on page five. Um, so, councelor Hills, once you ask to pull this, I'll let you. So, I just um I had caught wind some stuff about this um resignation and I just wanted to get clarification on how it is we encourage people to resign from their positions because um I have been reached out to by someone who's concerned that this that um this person who's uh resigning was bullied into it. And so I just want to know how we go about approaching people who aren't able to attend all the meetings um into them leaving their positions. Okay, I can speak on that. Um I don't have them uh dates in front of me. I could look them up if you want them. Um based on our city ordinances, there's um statutes, is that the right word? there's rules about um showing up to the meetings and so um Sheila was not making the meetings. Um last month we um I I acknowledged or announced that we would be moving forward with a hearing to remove her which is the standard steps. Uh we did this a couple years ago with another um planning commissioner who um was not able to attend meetings uh in order. It's not always fun to have to go through a hearing or and it becomes more [clears throat] of a public thing than just a simple consent agenda. So, I um reached out via email um both of her emails to um let her know that my intentions at the upcoming city council meeting, which was last month, um that I
was going to um put out there that we'd be moving forward with a hearing the next month. Um but if she want needed to resign before that I or I said um if a resignation comes in before that then I don't even need to move forward with announcing a hearing. Um so it's my understanding she had a family emergency and she missed those emails. A process check. Can we can we stay on this is
I just wanted to make sure we weren't bullying somebody into just resigning. My understanding is she just resigned on her own based on what I saw. So, but if she's got a problem with it, I definitely recommend that she comes here and addresses that. Um, but my understanding is this was more than just one meeting. And I think we're trying to ensure that we're following the rules and people are showing up and participating to at least the minimum level that they commit to when they join these boards because if they're not able to, that's fine, but there's other citizens who can. So,
okay. So, and it was the same process that we um dealt with last year with a few members that the budget committee weren't they weren't showing up to budget committee meetings was that offer to that. Hey, this is coming up, but if you want, you're always welcome to resign if you want to. So, okay. Okay. Um, my uh uh I would ask that the uh meeting dates in April would be moved from a Monday night to a different night of the week. Okay.
Have a conflict. Um my concern with that is meeting nights have always been on Monday nights and the majority of the budget committee um have have joined the budget committee with the understanding that meetings are on Monday nights and that might change their availability. It's normally due Mondays and then the follow up on Thursday is very well that was just my request. Are you able to appear telephonically or? Uh, no.
Okay. My calendar is flexible. I'm just concerned that we have people on the budget committee that have know that they're available on Mondays and then we're going to run into more problems with more people that aren't available on a Tuesday or Okay. If just one's not available, then that's accept. Yep. Okay. If you if we we had a second date there if we had a second um alternative uh May 4th and May 11th if you don't want to do April but that would be up to you all. May 4th. May 4th and May. Okay. So the first meeting would be on May 4th.
Yes. But we would be doing a week which we feel that if we needed to we can confer something clear next week but that's a a second option if you all felt that was appropriate. It's also let's see if it's cutting the time. Yeah. Not it's not the days. It's the day. It's the Okay. Okay. Monday nights I have a prior commitment every Monday night. Um no it's not football. if you'd like, um, since you, um, it looks like you may not be able to attend, maybe you and I can have a meeting in a little bit and just kind of talk about some things ahead of time and I can maybe convey those to the board chair or whoever. Or if you wanted to do that in email after you and I talk when I do budget prep, I'm okay to do that with you, too. We can do whatever we can do to to make it flow and I know there's a lot of people involved. So, I just was requesting it. So yeah, unless there's further discussion, we can motion.

Okay. Um motion passes and committee please make note of the eyes and on record. Um we are on to discussion items 8A 2026 through 2030 strategic planning goal setting review. Brandon,
thank you madam mayor. Um, so council, uh, last month I said, "Hey, you know, we should probably have a work session, um, to kind of go over some of the items that you all discussed in October." Um, I thought after watching that meeting again and going through the minutes and going through everything that was discussed, I felt if we would have another two-hour discussion, we'd be going around in circles. So, in interest of fairness, I felt what what would be best to do is to give you the five major topics you all discussed as a council with a little bit of uh a subtopic there where you can all discuss, see if this is what you want to finalize and then the city staff will be working over the next month or two to provide a proper document with timelines with cost figures as much as we can. Obviously, I know the goal number one is contingent on our wastewater treatment facility plan. Um, but we can al we can also revise that at any time since this is a working document. Um, just for those who may not have this in front of them, we had discussed wastewater system capacity, compliance, and and financial sustainability to ensure Lafayette's wastewater system remains compliant, reliable, and appropriate scale to meet current de current current demands and anticipated growth. um strengthen long-term financial flexibility through proactive debt management. Looked at possibly ways we can utilize our current um financial standings and how we can pay back some debt. Um the conversation there was if we can pay back debts early and we have the ability to do that. Let's be smart, pay them off, take advantage of that. So if we need to go look for private or public funding, we have that ability to say we have some some dollars off our books. um strengthen downtown uh vitality, accessibility, and economic activity. There was talks about having a vibrant, accessible, and economically active downtown. There was also talk about walkability, parking, and supporting a reinvestment in vacant properties.
Um the fourth goal uh was evaluate long-term public safety service models which was to evaluate long-term options for both police and fire um to ensure delivery uh delivery remains effective, sustainable, aligned with community needs. And then last the last goal was maintain essential services while ensuring fiscal responsibility and affordability. Um that's what I gathered from everything from watching back the meeting and taking notes. um you all here if you have any concerns, if you have any revisions, if you want to go more into detail about anything or maybe you want to adjust this, we can. Obviously, just because it's goal number one doesn't mean it's the the most important goal. We just wanted to start with five goals to so the council can build on. So when uh those counselors who are still here in 2030 can say this is what we wanted to accomplish, this is what we did accomplish. These obviously we will look at these once a year at the end of the year to see where we've um where we've matured in our progress and if we if we accomplish one thing or two things which obviously it's really hard to accomplish something like this over a one or two years span obviously a deliverable being successful is what the community looks like and how you feel as policy makers when uh when this time has come. So I'll I'll leave it open to you all if you want to discuss this, agree to it, what whatever. Uh it's your strategic plan. I'm just writing it and finalizing it.
Okay. How about we [clears throat] is if anyone wants to discuss it, let's go in order like just one, two, three, four. Is anyone want to discuss it or is everyone okay with it? I think it properly reflects our position. I think it looks fine. Yeah, I think it captured it pretty good. Absolutely. Now, the document is not obviously going to be one page. This is obviously just, you know, notes of where we're at. Obviously, it's going to take a lot more high level um writing and looking at numbers and whatnot. So, I'm hoping to have something in February, if not March. March probably be a fairly big meeting. Obviously, you know, with bid openings and whatnot. So, March's meeting will be a fairly big meeting. So, I would plan for that. Yeah. Once this moves from discussion to action, it's going to be a little bit more
Yeah. more depth. I thought that was like you said cliff notes. I thought this was very well pulled out from taking into consideration everything we've discussed as a council. So if there's no further discussion but oh well actually since it is I want to make sure that every counselor is okay is or acknowledges it. Okay Joe is not an Yeah, I'm good. I'd like to see more of the word affordability but yeah I'm good. I miss you, Joe. He's actually in town. He's sick again. Just back from Boise, right? Yeah.
Um, okay. So, I just wanted to make sure that we got acknowledgement from every counselor since it's a discussion item and we don't vote on this. Okay. Thank you, Brandon, for your work with that and your dedication in making sure that we as a council move forward with this. Okay. Um, discussion item 8B, our antique water pumper, Brandon.
Thank you, Madam Mayor. Um, so it looked like last year we had forgotten to do this. Um, but we had done it in 2024. Um, we uh the council going back uh about a decade or so has memorialized the antique water pumper that's at Schmeck at a community college at the Brooks Regional Training Center. Um, since the last time you've all done a rededication or reagn what we call it, the wheelbarrow, the host cart. Host cart. We did get the host cart probably about nine months ago or so maybe. Y
they had delivered it that ask us, hey, do you have any uh do you want the water pumper back? And we're like, we can't fit it anywhere, but we can take this. And we were able to make that work. So, um, the antique water pumper is still at Schmecka Community College. It's still um it's still on the CIS insurance roles. Um and it is just there for public display until we have a proper location for it to be displayed in Lafayette. What? Yeah. I I know that we do this every year so that we don't forget it. Yes. What city is the SHMCA Brooks? Just Brooks Region North Branding Center. That's going to be it's north of Sale. Yeah. Okay. I was like sure I was that's meant Brook says in that not something else like near Kaiser. Yes.
Okay. Um and it's there for public viewing if everybody wants to see it. I was going to say I think I might take a field trip down there. I know that we've got some that were very sad that the fire station was unable to accommodate it after all the bond stuff. Um might be cool. And until we have a good spot for it. It's being taken care of by fire science students. I think that's great. Yep. I loved hearing that we do have the water card in. I saw that through the window. Okay, everyone okay with acknowledging and moving on? Yes. Yeah. Cool. Okay, we are on to nine department reports. So, Brandon, I will hand this whole section over to you.
Thank you, Madam Mayor. So, I'll go I'll go through a couple things and anybody has any questions, you can stop me. Um, you see we have our monthly reports. Just a couple things I want to touch base on. Uh, code enforcement had so um we fully converted over to gov. um this past year. So, we can chart things a little better than the Excel sheet. Um it's le ma it's easier to manage the code enforcement cases and um it was a better accountability measure especially since we're using it for communication device. We've got public works over there now on most items and we also hopefully will be planning to move over um community development um soon. But we had about 358 code cases last year um in the year of 2025. Um public uh public works. One thing that I know we've been working diligently on as um since I've been here is our water loss. As you can see in the public works report in front of you. Um now this isn't a totality. This is going to be water loss per uh I guess we can say per distribution. So obviously all those numbers don't add up together because they have to look at the totality of gallons versus how much was actually lost but waterershed we had about 5 and a half% joint water about 3.6 and city distribution about 3.7. Obviously we're going to be probably well under about 12% or so which is major stride since we first came on board. Um as a as you all as a policym body and myself as the manager um we've reduced it half from what this is now. This is just preliminary just like an audit. We do this in the city side but obviously we have gsi gsi and we have our we have the state who obviously has to go in and do the proper audit for those. Um but we're making great strides. Obviously a lot of that is due to the water meters which you all approved years back and then also adequate straining but also the support for um better equipment for um leak detection and um doing our best um I want to say Robert to uh to Greg's uh
probably sometimes um I don't want to say annoyance to like ah Robert again Robert since he does drive around quite often is probably one of the first people to report a leak outside of our residence. So, uh, we like to we like to joke saying that Robert is the public works manager because he sees all the leaks. So, we don't say that. I just want to see what Greg's face is like. So, Greg, thank you. Thank you, Greg, for you and your team for all the work with public works this year and the and the water loss. That was a major issue when I came on board. You and your team have done fantastic work. So, keep it up. I know it's only going to get better from this. So, thank you for you and your team for that. Um we do you do you have uh total water loss for the year 2025 yet?
So this so right here so what we have um under the water loss report that is going to be the estimated per system. So we have a broke down by by watershed joint water system and then the city distribution. Um we can look at the totalities and gallons um but um well I was thinking percentage we had you had set a goal if I remember right last year January last January like 15 or 20% I think. So I think we probably even exceeded that. So I'll I'll I'll double check that. I don't want to toot our own horn if if we weren't accurate with it. I'd like to look at some numbers and make sure that is the full unodudited amount before I communicate that. But it is significantly better than
Yeah. You had a goal and I think that the numbers that you just talked about were exceeding the goal that that we we had talked about. [clears throat] Yeah. If you want to find that and share that next month, Robert, that'd be great because if if we exceeded that goal, then I want to acknowledge that. Absolutely. Oh, and um uh Greg, myself and Gordon met yesterday to kind of talk over um the screen logistics for the biddings for the for the screen bids. Um I think we all feel pretty good. I don't know if you want to say anything on that that you feel comfortable talking about ahead of
Yeah. Uh so yeah, we we met yesterday. We discussed uh the various types of screenings that we could uh put in down there. Uh we came to a conclusion that we would go with a barre screen. Uh that seems to better fit for what we have down there as well as accommodate the future facility update. Um I don't know if we want to talk about pricewise or we want to hold off on that.
Maybe we want to hold off just because I think we have an assumption versus that. So, but we still have there's there's there's many different companies out there that produce these bar rake screens. Uh, so we still have to go out and now get three separate bids for that style of screen. Uh, so pricing is still not available at this time due to that. Uh, we have soft costs that I think we've talked about in previous council meetings. Yeah, the $700,000. I know there was some discussions about some some wants and I said right now it's not time. We Greg and I both said it's not time to look at wants. It's time to look at what we need to have.
Um and I and I and like I mentioned to the council, we've done really well, you know, with our fiduciary responsibility together. And I really I don't like going that high, but it's it's it's a need, but I I I want to make sure we don't go over $700,000 because then that hurts our ability to have some money for a future discussion. You know, obviously the pump station for Canyon View having matching grant funds and other items that may need in the system. I would hate to deplete all of our funds just on one thing and then I would hate to go and look at residents in midyear for a a rate review or something or a rate case because we spend all of our money. I don't I I don't want that. You ought to deal with that and I don't want to worry about depleting our fund. So, I'm sticking to the $700,000. So I like I like the idea that they will function then in the future improvements.
Yeah. Because we're right at first when we were talking that you were having a hard time with buying something and then it doesn't work for the future. So I think the biggest thing is just meeting DQ's qualification as like screen. Okay. Uh so that did limit us a little bit on what screen we can actually go with.
Right. If we don't put a screen in that's like the one that's in there as far as dimensionwise that will fit in that existing channel, then we have to go through this long dew approval process um design. Uh so that kind of limited us as well as determining what kind of screen we can put in there. Um but this this wasn't just all you know Brandon Gordon and Mike's decision. We pulled in our operators down there as well because they're the ones that that operate that facility every day. Uh so their input was was nice to have and uh they all agreed with the style of screen that uh we decided to go with was the best one for them and they were happy to uh give their input.

Okay. So, um, while I was speaking about public works, um, I did resubmit, um, a capital construction consideration request through Representative Elmer's office. Um, Representative Elmer and Senator Star as they get ready for the short session. They are both in House and Senate minority leadership. So, I've already been talking to them about applying for the Canyon View pump station grant again. I originally applied for general fund dollars through the state, but they said there may be a better chance if we if we do get the money in the short session, which is going to be fighting tooth and nail. We're going to be even fighting for a smaller pot of money in the short session that the the lottery funds uh may be a better opportunity. And with the lottery funds, that would probably give us a little bit more flexibility. Uh if we needed to call a special election in May 2027 or if we do an election in November 2027 based on if we if we get awarded the grant because as we Paul um even if we um even if it's a significant grant match, we still need to get voter approval um for that for that grant. So I will continue working through that. The short session starts next month. I will do my best to lobby a little harder this year um and see what we can do about solidifying those funds for the Canyon View pump station. I'm hoping that now that we're we're putting some significant investment into the headwork screens that maybe they can say, "Okay, not not only are they putting, you know, 3/4 of a million dollars into their headworks for the future, but they're also looking to put in a couple hundred,000 matching funds to make this um pump station uh rehab work. So, I'll be working through that with the state ledge. I may be reaching out to you for help on that. Um, while we're on water, uh, our water right permit, uh, was submitted, uh, to, um, OWD. Um, and that should probably take about a year or so for approval. Um, so, uh, that is a it' be fiveyear thing.
Yeah. But then we asked to extend it, what was it, 2037 or something like that? Yeah, because with all the with all the regional planning stuff. Yes.
So, we we've extended that out another uh another year after approval. So, it'll be a 11-year permit. Um, we will be Oh, so a few months ago we were talking about driveways and land use and what that looks like. What I have asked ahead of the budget season is for our city engineer Gordon to draw up a proposal for our public works design standards. Um, and maybe looking at redoing those. It has it's been about 14 years since the public works design standards were looked at and that's how we develop the new developments. I've also tasked um Gordon if there's a way we can address public work standards in old Lafayette as some of old Lafayette doesn't have some of the same logistics as new Lafayette and I know that was a point of contention a few months ago when we were discussing well I bought my property in 1970 how come I can't do anything
but guy over on 16th can and doesn't have the same limitations I do so I can't guarantee that can be done in some some of litigation or whatever but I've asked Gordon to see if what he can So, I'm going to get a quote um on that and see how we can work that into either this year's budget or two budgets so we can start working on the public works uh design standards. Um next week I sent you all the public hearing notice and staff report. We have the mobile food unit um public hearing with the planning commission. They'll be talking about that only in the C1 districts. So allowing mobile food units in only the C1 districts.
C1 is the downtown. Is that the red strip? Just a quick question. I didn't get all the way through that. It's pretty long. Um, would that allow for a special permit if you wanted a food cart to uh purchase park or that would still run through me. It's that's one of those things where since it's temporarily, I'm allowed to do that. You know, a temporary land use like 24 to 40 hours. I've done it in the past. Okay. Um, but in terms of permanent placement, uh, the C1 district is that C1 is the place for them. Yeah. Yes. So, I know the planning commission and um Kennedy, correct me if I'm wrong, I know you were at some of the meetings. There was some talk about it going in the residential district like RC, but I think there was some push back on that, right? And just focus on the C1 district right now.
Yeah. So, I think looking at the C1 district now and then maybe eventually what that looks like. Obviously, the public hearing is next week and that'll eventually come to you to eventually formalize that um LZDO amendment. Uh a couple more things. I know it's a big one. So now that we have theou signed with Dayton um so they can use the sand system I want to make sure that we have water when we need it. Um so in lie of giving um Dayton full access to our water just to be on the safe side since we do have that money for use for Mac water and light when the time does come since we don't have the secondary source. Um with your with your approval, I would like to work with Mac Water and Light in um expanding our um our use our demand from 500 gallons per minute to 760 gallons per minute. So when we do have that uh we have the ability to have that we have all the infrastructure in place. I think our goal was to get there eventually, but since we we have ceased a relationship with Dayton temporarily, um I would like to at least have that so our residents know and we know that we'll always have water um formally in a contract with Macwater Light. So if things were to hit the fan, we say it's in a contract, we can pull this. Um we've talked about maybe doing the 1500 gallons per minute um for later on for development as we talked with Gordon about 20 25 years out but um Macwater line said let's hold off on that because we'll need infrastructure upgrades to go that heavy um with 1500. So unless anybody disagrees um
and see how we get close to that. I know well forecasting out in terms of doubling our footprint if if we were to double our footprint in 25 years the need for water will be there. So yeah, I guess I guess we could approach that one. Yes, we approach that when when time comes. Yeah. Anywhere near future. So if any unless anybody has any concerns, I will be working with Mac water and light to get something in front of council and their board so we can have that we can have that water committed to us. So since we don't have that secondary source with Dayton.
Um and lastly, we got our special July 4th uh 250th anniversary direction uh decorations this week. So, we will be putting them up on Flag Day around Flag Day in June and keeping them up all the month of July of next year. So, we'll have 250th anniversary celebration decorations up for about 45 days or so, right? Um, starting around Flag Day.
And we only ordered four that say 2050 so that the rest of them are just patriotic ones and we can use them each. Yeah, we're going to book a mend them at the book ends of town and then so we'll have that we'll have them for about 45 days and we'll see what else we can do um as time allows us with PG and other festive moments. Um but just wanted to relay on that because I know 250th anniversary celebration is going to be a big one. I know um Mayor Malcolm's looking at trying to do some things too with that. oh I want to thank um public works one more time. Sher, I don't know if you all saw the city of Sheridan had a mess of water issue uh ear um in the middle of December. Our guys were able to our guys and girls were able to help out Sheridan on the weekends. Obviously, they paid us for that. Um but we were out there to help out um Sheridan. Obviously, if we had that same situation, I know that we can call on anybody hopefully to help us out. So, this is just being, you know, part of our brother and sisterhood of other cities. So,

I just want to congratulate our winners. So, for the volunteer that attended the most calls with 201 calls this year was uh Talon Bailey. Um he spends a lot of time at the station and puts in a lot of hours and I really want to thank him for that. But also um 201 calls is a lot of calls for one person. So um 10 years of service uh was for Rick Meyer. Um he's been here now 10 years. Uh probationary firefighter of the year and these were voted on by uh their peers. Probationary firefighter of the year was uh Madison and I I'm sorry I I mess her last name up all the time.
Okay. It's more I'd rather you mess it up than me.
Um, and then uh EMS person of the year was uh Jack Vande. Uh firefighter of the year was uh Talon Bailey. And then the Bill Murphy Award was is an award that we started not too long ago. Um Bill Murphy, if any of you don't know him, he has been here since 19 believe it was 1992. He's been here for a long time. He's put in a lot of hours on the Lafayette Fire Department and has been here for a very like uh super long and he um has just been super helpful, influential. And so we made this award in his honor. Um something to kind of uh he chooses who the the recipient is and he looks for somebody that has a lot of has put a lot of time and effort into the department. And so this year he chose uh Talon Bailey as well. So Talon did uh kind of swept the floor
with all of the awards but uh welld deserved. because thank you for all that you guys did through the month of December, especially when it's a busy time for family stuff and I know that you guys sacrificed on the on Christmas Eve bringing people to be prepared just in case that storm was Yep. We had a full crew staff for that possible storm that that never happened. Thank goodness it didn't. It you know the one that we had the week before or few days before was not fun. So, that one was much appreciated, but it didn't materialize. So,
well, I can't speak for council, but please, unless they want to join me with this, but please let them know that I'm specifically thanking them for holding that. Absolutely. Thank you, okay. Councelor Burroughs is going to join me with that and we've invited every entity that might join us for that. Um uh Brandon and I have also been invited to monthly meetings with the um school superintendent and some of her main um people uh she um just to be proactive in moving forward with us how they can support us and how we can support them. Um she had the superintendent has asked if we want her to come and give a school overall quick um presentation. Um if you guys are interested in that, I can schedule that for one of our council meetings. Um Brandon and I tomorrow will be going to Senator Mkeley's leadership meeting. And lastly, we got to celebrate that our bridge street project is done with the crosswalk working and I got to join Brandon and Greg and we strutdded our stuff and pushed the button and made sure it worked.
