I'll take a motion for the approval of minutes from September 8th, 2026. We will not be using Granicus today, so we will be having to either speak motions or raise our hand and all that good stuff. There are none today, so we'll move on to our next agenda item, 26-0938, request from Quick Trip to approve plan for the Quick Trip Way and Oak Street Intersection Project.

Can you? Director Gallagher. Sure. Thanks, Mayor. So what you have before you here is a concept being requested by Quick Trip to modify part of the public right-of-way and proceed with the process of splitting off some of their property and deeding that to the city that we would make public right-of-way to help accommodate some of the larger truck turns that exist out there. The map that was attached in Legistar that everyone hopefully saw shows the placement of a small island that would then allow pedestrian refuge crossing Quick Trip Way itself and then the right turn lane. There would be some utility work involved as well to drain their storm sewer overflow out to city facilities. This would be work proposed by and paid for and done by by Quick Trip, assuming that they would follow state standards, or city standards, and would be subject to approval by engineering. And I think Gabe is here for questions, if anybody has any. But we did work with them, had several meetings with their designer, and collaborated on something that I think is working for all parties here.

So if I may, because we've got a nice map, but there's a lot of dots and lines on this. So can you?

Sure. So for those looking at the map, the red sort of dotted lines indicate where the underground storm facilities would be. There would be an overflow pipe connecting from the rain garden or bio cell that's sort of up in the corner of their property that's in the upper half of the page and that would overflow into city storm facility. There are some some sort of dashed or hatched markings that'll show some pavement markings where the crosswalks would be marked. And the sort of shaded area shows pavement removal that would have to be removed and then replaced to accommodate this new sort of separated turn lane that would exist at Oak Street.

So that's this area?

Correct. Okay. Yeah. Most of the other facilities there are just existing. They also show the existing sanitary sewer in the green and yellow there, and then the water main. I think it includes keeping the hydrant or relocating the hydrant onto that island versus moving it further away. So staff have reviewed and recommend approval. Is there a rationale behind needing this to be done this way? It really has to do with the predominant design vehicle out there being the larger trucks, the semi-traffic that have to encroach pretty far out into Oak Street to make that turn. It's okay to encroach when making the turn, but it makes it difficult to line up on Quick Trip Way to sort of get a good angle to turn around. So rather than just put out a really large radius out there or make it really wide, this was a concept that, again, provided refuge for pedestrians and kept a sidewalk connection that exists out there already, but helps accommodate the larger trucks.

So I think it looks like the island there is multiple curb, so that helps with the large trucks as well. Or am I misinterpreting?

I honestly can't tell from here. It just looks like curb and gutter would be around it. Typically we do that as barrier curb and gutter, but yeah, it would be to whatever the city standard is.

Just wondering if we could have a small overview. This is the Badger Hickey Park, and it looks like it's a decrease in costs. Surprise.

So we've had to move this building to the north a little bit to accommodate some of the flood issues up there so that we gained some money on concrete work and it cost a little more on concrete work and excavation work. So it was a net reduction of about $6,000. Council Member Gagin.

Hello, Mr. Flatmire. Is there something in this homework that I read about 120-day delay?

Yes, we extended their contract because of having to move the building. We extended the deadline for substantial completion by 120 days. It's not stopping the work.

Yes, I'm Alex Lewick, community relations manager for Xcel Energy. We're redoing our gas main in this neighborhood, and this is part of the Lozi project going on, so we have to reinforce our gas main in this area. And we worked with the city staff to make sure we placed it correctly.

How long do you expect the project to take?

I believe it was six to eight weeks.
