Welcome to our meeting of the planning and zoning commission as a way to provide you with guidance to you. Our gas take a moment and explain what you should expect this evening as you prepare to participate in the meeting. Tonight, we have 6 items on the agenda, and then there'll be a special study session afterward. The special study session. I don't believe anybody else gets to speak except Diane and the commission. So, but we'll 1st, do the regular meeting of planning and zoning. There were three public notices sent out about the rezoning request. And there'll be time before we make any decision for people to talk at the end before we make a decision. And the only thing I want to remind you is you would be limited to five minutes of speaking time if you choose to speak during that time and you'll go to the podium, identify yourself and give your address in Princeville. Okay, now these are a lot of numbers, so I'm going to read them off parcel ID 1, 3. Dash. Oh, 9. Yes, sir. Good evening commissioners. I have prepared one staff report, even though there are three public hearings, because these lots all play together. The owner, who is here, Mr. Cummington, by the way, so if anyone does have any questions. These are vacant lots. As you can tell by looking at the map, two of them are land blocks. We have The one, hold on, let me look at this to be sure I stepped in on this. Two of them are zoned as OP1, which would be office. One is zoned as R3 multifamily residential. He would like to have these three, the zoning change to C3. If that is approved, he will be going forward with a lot combination. His purpose in this is for future development. A couple of things we wanted to call to your attention on this is that even though the future land use map shows it as public, semi-public, non-profit, because it was owned by a church, it failed to take into consideration if the church sold it as they could, and it did. One of the lots has Baltimore frontage. By combining them, there would be access to the other two lots. Franklin, I'm sorry. There would be access with the other two lots. Also wanted to point out, this property does lie in the floodplain area. Parts of it are more heavily into it than the others. Part of it would not be affected. Mr. Covington has already worked with land further south on Franklin Street, and he's mitigated it to make it usable land. I should also point out that by going C3, it would be... Fitting with the other properties in the area properties across Franklin street and properties to the South are already zone C3. And I had the zoning on the map in there for you. So it does fit with our comprehensive plan. It does work for the best interest of the city in that it would allow development on unutilized land, and it's a potential for development on land being in the floodplain that otherwise would never get developed. I'm happy to answer any questions. If there are none, our recommendation would be to approve the rezoning considering we're going to do a lot combination and develop the property.

Yeah. Good evening commission members and my name is Matt Covington, representing our Tara development LLC. I am the applicant and property owner addresses 5800 green gate lane, Columbia, Missouri, not a local resident here, but owned a few properties and have family in town. So do do frequent the area. Um, yeah, so essentially I purchased this property from the 1st assembly of God church, which is. Off of high street, I believe on the other side of the creek. So this was just a remnant parcel that basically was. Uh, you know, they just needed to bow and keep up and pay insurance on and they wanted to get rid of. So it came in these 3 separate parcels that are in kind of a. Non conventional configuration, not only are they 3 separate parcels, but they have different zoning. So my objective is just to kind of clean it up, combine them and have them all zone with the same to allow for future development. So I don't have any imminent plans as Diane mentioned. A good portion of these 3 sites are within the flood way. There is a portion on the South end closest to road tech that is outside of it just across from kind of where the sign exists there. So I just hope to make it more feasible for future development if an opportunity presents itself. So that's why. Purpose and happy to answer any questions about the parcels not at this time.

no my intent right now is actually not to disturb any of the portions that are in the floodplain being that there is a a significant portion on the south end that's out of it it would be a lot less intensive and expensive to uh to just develop that portion that's already out of it rather than do the full um the full engineering In order to disturb the flood area, um, have a no rise certificate issue. There's just a lot of. Consultant and planning hours that are involved in. Any type of volume change within the floodplain as I've learned on the track further down South Franklin at 2700. Between UPS and Baymont, and I did the full engineering survey. No rise certificate and grading plan to basically. Take material from along the creek bed on the with the West side and bring it to the front to raise the frontage. And I just don't think it's necessary to to utilize it on this portion. So I hope to not disturb any of the floodplain. Thank you.

There's certainly a broad array of possibilities within the C3 zoning code. Ideally, I envision some contractor bays with office and overhead door type storage in this area. That would be my priority if I do pursue development in this area. I haven't done a full market study yet. look at the feasibility of development costs, but I do think there's a shortage of that product in the market. I do think there's an opportunity here for something like that. I haven't talked to any potential occupants or any tenants, but just kind of trying to position the property to make sure it's... Yeah, so you can actually do something with it, right? Exactly, yeah. And right now, I guess forever, it's just been a field that's gotten mowed, and First Assembly of God has benefited from having their sign along Franklin just because they don't get as much traffic frontage along High Street. But I think the property was just a maintenance nuisance for them, so they decided to go ahead and sell it.

I own a few pieces of vacant land that I haven't developed yet. In my career, my day job, I work in real estate development and participated in the Baltimore Meadows and the Parkview Terrace apartment projects here in town. Otherwise, I own a few buildings downtown that are The Daily Express and the 211 West Washington building, which some of the bricks are laying on the sidewalk right now because of 209 that has been hit. So I'm actually in the middle of renovating 211 West Washington. I've done all the rough-in plumbing and started framing, and then part of the front of the building came down. So I'm trying to figure out what the next steps are there with the neighbor. Yeah.

So I'm just kind of trying to coordinate with all the parties and see how it plays out. But no, my wife is born and raised here. And so I've been coming here for a long time. And then we started investing in property here. We love the market with the college, great employment, great city leadership. So it's, yeah, we're very active here.
