Good evening, welcome to tonight's meeting of the Kirksville City Council. We'll go ahead and get started our meeting this evening with our vision statement and mission statement. Our vision statement, the city of Kirksville will create a welcoming and thriving community as Northeast Missouri's center for education, commerce, health, recreation, and culture. Our mission statement, the city of Kirksville offers opportunities for building quality of life and meaningful community through ethical and responsible government. I now ask that you join me for a moment of silence.

Please join me now for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America Go ahead and review the order of tonight's agenda. Mary, are there any recommended additions or changes this evening?

Move into our 1 and only action item this evening, which will start with city clerk reading the bill number 2026 dash 34.

Second from Council Member Mayberry. Our staff report tonight will be with Ashley Young, our Community and Economic Development Director. Good evening, Ashley.

Good evening, Mayor and Council. So, as the Deputy City Clerk mentioned, the owners of the property at 3915 North Lincoln Street are looking to do a minor subdivision with the land that is currently at that address and create two lots. I might be wondering why we're not just doing a lot split why we have to do a minor subdivision. Well, the code is such that if a lot has already been split after May 20th, 1985, it cannot be split through just a simple lot split again. It has to go through that minor subdivision process also. even though the water is adjacent to the property the sewer would not be adjacent to the new lot two which is why it's mentioned there in the background of the report that lot one would be draining the easement for the existing sewer line to the house that's already on lot two but other than those two things having been split already since 1985 and the sewer not being immediately adjacent it meets all the other requirements it's on by the street there's a fire hydrant within 300 feet etc And so pending your questions would recommend, oh, I would also mention it is zoned R1 and the prospective owners, in fact, they're actually on a closing schedule for tomorrow. Prospective owners for the newly created lot are looking to develop a single family home.

And the only other thing I wanted to mention is the airport ribbon cutting is on Wednesday at five, but planning and zoning is at six. So at least myself and Council Member Vancell, you're on planning and zoning, right? Council Member Hanley is there. Oh, Hanley. Okay. So anyway, just want to bring that to your attention. Very good. We will need to leave to get to planning and zoning.
