Good evening. Welcome to tonight's meeting of the Kirksville City Council. Pleased to be joined by so many folks who are here in the chamber with us this evening and folks who are watching at home online. We'll go ahead and start our meeting this evening with both our vision and mission statements. The city of Kirksville will create a welcoming and thriving community as Northeast Missouri's center for education, commerce, health, recreation, and culture. Our mission statement, the City of Kirksville offers opportunities for building quality of life and meaningful community through ethical and responsible government. Yeah, I went out and looked at the site, and to me, the way the property's set up, the way probably the container would be, the readily visible, not how we're trying to design that area of town. So to me, I think having had the opportunity to go look at it, I appreciate the council's opportunity for more study of that. I'm probably going to vote no, but that's where my concern lies. Good evening, Mayor and Council. I'm going to try to get through this without crying, but in full disclosure, I'm not sure I'm going to be successful. Jeannie began her career with the city on August 27th, 1993, and she was hired as an accounting clerk. She was quickly promoted to assistant to finance director. Again, she was promoted and she covered our risk management at the city for several years, ultimately becoming the finance supervisor in the finance department. Jeannie learned and could perform every task in the finance department. We always said that she was like the sun in our department and we just revolved around her like the planets. Um, Jeannie is going to be sorely missed. And while preparing for her departure, I pulled out her file out of my drawer and I started looking through it. And after 32 years, it had quite a trove of treasures in it. I was able to find her interviewing application and there were questions on there that I read through and I thought, you know, I just have to share this. One of the questions when they interviewed her asked her, what was your long-term goal? And she said, to keep working to the best of my abilities. Jeannie has done so. She has done that for us for 32 years. And then the very last question of the interview said, what are your criteria for your own success? And she said, number one, for her children to grow up healthy and happy. and number two, to work until she's 65 to 70 and retire on 80 acres, which Jeannie has done. So I would consider that a very successful life for her. Jeannie, in addition to knowing every job in the finance department, she has also served on the Kirk Tran board for years as our staff representative, and then she has even served as interim finance director when we have been between finance director. She has trained and been a mentor to the new hires, interns, she's served our community. She has also served every department because as the finance department, we interact with every department in the city and then we also called her our unofficial financial historian. Because if a street was fixed in 2010, Jeannie would say, oh yeah, I remember when we did that. And I'm pretty sure if you look at the records, we spent X amount of dollars and such and such was ahead of that project. So we will miss that in Jeannie's retirement, but we do wish her well.

Absolutely. Thank you for the service. It's a testament to the staff here. When you have folks that stay that long, that means something.

I'm always hopeful that a long career like yours will inspire folks who want to come and work for the city of Kirksville to recognize that this is a good place to take care of you and your family, but also to take care of your community and to mark that amongst values of success as well. We're thankful for your long service, but more importantly, the quality of the service that you've offered during that long tenure. So congratulations on your retirement.

Jeannie began her career with the city of Kirksville on August 27th, 1993 as an accounting clerk with the finance department was promoted to the assistant to finance director on February 27th, 1994. was promoted again on December 31 1995 to risk coordinator and effective August 1 2013 became finance supervisor. As finance supervisor she trained and mentored multiple city staff ensure operational continuity and could perform every position in the finance department, including serving as interim finance director. Jeannie also served on the Kirk Tran Board for many years as the City Representative, ensuring the availability of public transportation for the community. Now therefore be it resolved that the City Council, on behalf of the citizens of Kirksville, Missouri, extends its appreciation and admiration to Jeannie Ewing for her dedicated service, loyalty, and devotion to her duties over the past 32 years and 10 months of service to the City of Kirksville. Be it further resolved that the City Council congratulates Jeannie on her retirement on June 5th, 2026, and wishes her all the best in her future endeavors. Please join me in congratulating Jeannie Ewing. Jeannie, I'd appreciate it if you'd come forward with your family and Lacey, and we'll do a photo. Good evening again. Since the Finance Department likes to just rip off the Band-Aid, we went ahead, proceeded with two retirements. Marcia began with the city on January 14th, 2002 as a customer service clerk and that job has evolved over the last 24 years and currently that position is an account clerk. She has welcomed thousands of new citizens to the city of Kirksville. She has been our welcoming face to the city and she has done so with patience and kindness And for many of these customers, they're Truman students who this is their first experience of living independently. So she has helped many of young people navigate through the process of signing up for utilities, paying a bill on time, and reassuring them that it's gonna be okay. So we've been very fortunate for 24 years to have Marcia there as our welcoming committee. She can perform many, many tasks in the finance department and she too has a very long memory and has been a huge source of information for us. And in addition to that, Marcia has built quite a loyal fan base. In fact, we had a customer today who specifically asked for Marcia and when we told him she retired Friday, I really thought he was gonna cry. For a lot of people, Marsha is that communication point for them, especially if they don't get out of the house a lot, and she can remember what's going on in their lives, and they'll tell her a story and say, this is what I'm experiencing right now, and then next month when they come in, she'll ask how it went. And that's a rarity for a lot of people. And I also had a chance to review Marsha's personnel file. I went through it as well. And I was able to find her very first evaluation after she started. And in the evaluation it said, Marcia is patient with customers, and she has a willingness to be helpful to customers and her coworkers. That has never changed in 24 years, and we are really going to miss Marcia in our department as well, but we do wish her the best in her next endeavors.

Lacey, thank you for that report. Questions or comments from council?

I'll say it again. A quarter century is significant. I mean, so appreciative in having a 16-year-old daughter that interacts with the public for the first time in many ways. Dealing with young people, I'm sure you got a lot of blank stares and had to take people, well, this is how we're going to do this. So thank you so much for that.

Marsha, thank you for your service for the city. I'm almost wondering if we need a recording of your voice before you go, so that way we can have that as this intro for calling the city. Thank you. Thank you. We appreciate that.

I'm so glad that Lacey brought up the welcoming nature because my first memory of you isn't as somebody who was a bill payer, but as a young council member coming into this building, it was still a very new place for me, but you were the kind face who welcomed me into the building on that very first day, and that sticks with me.

Always had a smile on your face every time I walked by that window. Thank you.

Now, therefore, be it resolved that the City Council, on behalf of the citizens of Kirksville, Missouri, extends its appreciation and admiration to Marsha VanLandingham for her kind, courteous assistance and genuine interest in serving the citizens of Kirksville in her duties over the past 24 years and five months of service to the City of Kirksville. Be it further resolved that the Kirksville City Council congratulates Marsha on her retirement on June 5, 2026, and wishes her all the best in her future endeavors. Resolution of the City Council of the City of Kirksville, Missouri, authorizing the purchase and installation of radio infrastructure upgrades from Command One, LLC, the approved sole source provider of radio infrastructure equipment and services for the city.

Second from Council Member Bansal. Our staff report tonight will be with John Cook, our fire chief. Good evening, John.

Good evening. The fire department is responsible for managing the radio infrastructure, the fixed public safety infrastructure for communications. The current system we've got is about 12 years old now, so 14 years old. I'm sorry. So it's, you know, it's due for replacement. We've had it in the capital plan for quite some time and it's turned to get replaced. It's been functioning okay. There are some noted deficiencies that we've been working over the past three or four years to identify and come up with a plan to correct them. So what we've landed on is replacing the current equipment that's no longer supported by the manufacturer. The main things that we're gonna see is improved improved facilities for the receive equipment that are placed on the north and south water towers right now that equipment is housed in the base of the water tower which is not a very conducive location for electronic equipment so it'll be in a weather-tight enclosure outside of the base of those water towers and the most notable improvement is going to be the addition of an additional receive site a third receive site on the tower here at city hall so the The main issues that we have from a police and fire perspective are in building coverage and particularly larger commercial occupancies. So it's expected that the addition of that receive site is gonna help resolve those issues. We had originally kind of budgeted to do some sort of partnership with Truman. either add a receive site on their tower at Truman or a couple other options. But after a recent project of the same vendor at Truman, he thinks that we're going to achieve our coverage goals with just adding this receive site here at City Hall. So for now, we're going to defer that work with Truman, see what the real life coverage, you know, realistic coverage improvements are once the installation is complete. And then hopefully we can save that additional, because that was a pretty costly addition to do an additional receive side or a simulcast option at Truman. So Command One is the sole source vendor for all public safety infrastructure communications. They installed the current system we have. They've maintained it for as long as it's been in existence. So it's just the most streamlined, most affordable option just to utilize that existing relationship we have with them. And it doesn't have to all be redesigned all over again. The sheriff's office does have a channel on our system as well through an MOU that's been longstanding since this was installed or shortly thereafter. They're gonna participate in the upgrade as well. So they're funding their portion directly and they approved that at one of their commission meetings last week. Timeline will be relatively quick. A few weeks worth of wait for lead time for components, not several months. So hopefully by the end of the summer the installation's complete and we can see the kind of improvement. I'd be glad to answer any questions you might have.

John, when you met with the council last and you were talking about the buildings that we lack coverage, one was Truman, the other was Kraft. Right. So the tower, putting the...

receiver on the north tower that yeah yeah one one major component at least for for the fire department um where that in-building coverage gets so critical for us um as part of this we're also going to switch we've been using analog communications um for a host of reasons but with the improvement in the digital technology we're comfortable now switching to digital we've had the capability but there's a very specific operational things about digital transmissions that haven't historically worked very well for fire for the fire service They've corrected a lot of that with newer technology, so we'll transition to digital transmissions with this, and that combined with the additional receive site here at City Hall, we expect that's going to solve our issues at Truman, and the digital should help with craft. Because the receive site is not very far from craft, so switching to digital transmissions, which do better in building than analog, we expect that's going to resolve those issues.

thank you for that reading is there a motion in second to approve so moved council member bansal second second from council member handling staff report tonight we'll be with robin harden our parks and recreation director good evening robin good evening i'm obviously very excited about the pool painting you can tell i just wanted to talk about it um but this is not not something that's super exciting but necessary it's just time to take care of that asset that we have annually we have been draining the pool and spot painting and making minor repairs, but it is time to do that. We typically see that happen about every five years on the indoor pool, so we've gone just right about that five-year mark, so it's time to do that work. We also opted to add the sandblasting to give us a warranty on the paint. If it was not removed down to the bare concrete, they would not warranty the paint. So you will notice in the fiscal impact, it's a little bit more than was budgeted. That was a change that I wasn't aware of at the time when the budget was made. we've gone back and made that correction and we'll be sandblasting and then repainting the indoor pool if you guys have any questions i'm happy to answer those robin thank you for the report questions or comments from council i think robin just from the report those the additional money is coming from savings from another project from another project yes robert did you talk about timelines We can. The indoor pool will be out of service the first three weeks in August. Typically, we would do that closure during July, but we decided to shift it to August to hopefully not interrupt folks swimming as much. During that closure, we will make modifications to the water park hours to allow for lap swimming outside, so hopefully we don't displace a lot of folks. We'll also be doing different hours for aerobics classes and such so they can continue to use the pool during that time. It will be back in service before the outdoor pool closes. That's awesome.

So we have two changes. technically i'll say three changes but two are very similar and the reason for those changes are very similar the first change is just to clarify uh... we are required to follow the missouri sunshine law and in that law it states that a copy is ten cents in addition to the cost of the copy then there is staff time that uh... has been calculated into the fee so we wanted to make sure that it was clear ten cents goes to the copy five cents goes to staff time. So we made that, we're proposing to make that change. And then the other change is in the building permits. There are typically entities, businesses, individuals will get building permits and remodel permits. They cover a specific period of time. If additional time is needed, then there is an extension to that

permit and so we have added the cost for both of those extensions for both remodel and for building permits Mary thank you very much questions or comments from council on this matter I was just curious about the building permit extension is 125 and the renewal for the remodeling is 25 is that just because buildings are generally more expensive or

Well, John, I will tell you that's what has been charged. I don't know, Ashley, did you have any? Temporary construction.

the question was just on the discrepancy between the two costs right essentially renewal on both yes so the 100 includes a temporary construction water typically when someone's renewing a building permit construction yeah construction water right they don't yet have a meter from the finance department or utilities and so they're still utilizing that minimal but there's still some usage you know for that temporary construction water

motion council member handling with the motion second second from councilman for bansal staff report tonight we'll be with um there it is ashley young community economic development director good evening good evening and mayor and council so i should take a moment and mention that yeah the staff reports are say they're prepared by sarah and i her last day with the city was this past friday and so we want to wish her well in her future endeavors i know In any case, yes, the applicant is requesting variance from two sections of the code to cover a back deck at 2806 Weather Book Drive. That is necessary because both of those sections of code essentially say that if you cover Deck it has to meet certain requirements and this one would not were it to be covered The proposed deck cover would extend approximately eight feet into that required rear yard setback at 2806 were it to be covered it would also exceed the 60 square feet allowed by the code it would be about 220 square feet if covered neither of which the staff have an issue with and Of course, recommended for its approval by the Planning and Zoning Commission, which on May 13th they did, seven to zero with no abstentions and two absences. So barring any questions, we would recommend the same.

All right, Mayor and Council, so as the clerk mentioned, this is an 18-month extension request for an existing ordinance that you all had approved back on June 2nd, 2025. The property owner then believed that they were intended to construct a single-family home within a year. For economic reasons, they did not do so, and since then, they're actually in the process of relocating to another community. and they also have this property now under contract with someone who wishes to build a single family home as their primary residence on this lot, but they do need time in order to do that. So the property is under contract, and you notice in the supporting documents they have signed a contract as well with a contractor to build a home, and that contractor simply needs time to do so. so we recommended approval of this variance the planning and zoning Commission which also voted 7-0 with no abstentions and two absences to recommend it to you all as well and so again barring any questions I would do the same Ashley thank you for the report any questions or comments from council any citizens input on the matter

So the owner of the property there at the northwestern corner of US Highway 63 and East Illinois Street has applied for this rezone to rezone it from RP5 to C3, Extensive Business District, for the purpose of then selling the property to Casey's, who wishes to develop a gas station. And... so it's a fairly straightforward request there was a public hearing back on may 13th before the planning zoning commission one individual spoke in favor no one spoke against and then the commission voted seven to zero with no absences or excuse me two absences and no abstentions to recommend it to you all for approval so again barring any questions i would do the same thank you ashley i have questions or comments from council

Good evening. Keith Wiggin with CDA 4121 Northwest Urbandale Drive in Urbandale, Iowa, here tonight on behalf of Casey's. Happy to answer any questions you might have, but Casey's is excited for this project. They're excited for the item to be on the agenda tonight. I don't have details on when construction would exactly start, but the anticipation is sooner than later, and I'd be happy to answer any questions that you might have.

both ashley and keith i know the council received an email from a member of the airport and transportation commission who was just concerned about what traffic flow might look like at this location and particularly wondered if perhaps a cp3 was more appropriate than a three i was curious if either staff or our representative tonight had any insight on that one there as far as just ensuring that transportation flow through the area is unimpeded

Can I add one thing to that, and then we'll turn the mic over?

As part of the site's location being relative to the DOT right-of-way, we did do a traffic study, and that traffic study has since been submitted to the DOT for their review. In general, the level of service stays where it's at now. Anticipating even out to years farther out, there are no drops in level of service. So there has been a traffic study performed to make sure that We're looking at keeping traffic flowing the way it should. Very good.

So the development would be, would access Illinois Street from primarily an existing street, existing city street that currently provides access for the mobile home park to the north. My first thought is I don't know how adding additional plan requirements would actually address any potential traffic concerns. It's also under the domain of Missouri Department of Transportation. And so any improvements that they would require for their street would really fall with the State Department of Transportation. I don't know how it would benefit or how a planned district would really address that issue in any way. I suspect that, so when you rezone a property to a, you add that P, right, that planned portion to any zoning district in the city, You know, one of the requirements is that they have to submit a site plan, right, for what that development will look like and work with the city on that site plan. They've actually done that and actually have went ahead and submitted all of their building plans in the hopes that this would be approved and just to give city staff kind of a jump start, you know, a head start in that process. And I don't know how that would work. or how that really could substantively change by adding a planned district. Casey's a fairly straightforward type of development and stormwater detention and parking requirements and all of that sort of thing. So that that would be my first thought.

I appreciate the response. And I think it sounds like and I largely suspected that both the developer and the city staff are working to address some of the named issues already there. So I appreciate the response. Other council input?

You know, I don't think this is something that is solved here. I think we have had concerns about that location in terms of traffic in general. I worry about having more cars turning off and on that alternate route and potential additional dangers, but I think that's something to continue to take up with MoDOT in terms of the urgency of resolving the general safety issues we have at that intersection, I think. Um, I think having a cases there makes sense. I'm not against it in any way, but, um, I think we, you know, uh, it will have more traffic turning in and out of there. And I think that is potentially dangerous for community members and people just passing through. So just makes the case even stronger. It does. It does. And so I think that's just something for us to continue to pay attention to. Um, so.

Any citizens' input on the matter this evening?

Steve Montgomery, 809 East Jefferson Street here in Kirksville. Something for the city council to consider about that location is MoDOT is fixing to put what I call a flyover, y'all just call it an overpass, traffic circles and everything else down there. As far as I know, the traffic circles and everything were on the fairground side with just a curve to get up there. Has anybody thought about contacting MoDOT and make sure that the traffic flow is going to fit into their scheme of things for us to get the stuff we need to get to the playgrounds.

I spoke with the project folks when they were in town on their presentation, and all of the three plans they showed, all three of them would work with an existing right-of-way. The Missouri Department of Transportation already has, so it would be unimpeded by this project.

Okay. The other thing is, we already have three cases in town. Do we really need a fourth one?

Hi, my name is Steve Taylor and I own the property where Casey's is going to be developed in. In 77 years in Kirksville and 27 different businesses, their corporation has been by far the best in doing their due diligence and working on this project that I've ever seen. I don't know, Ashley and I kind of talked about this, and I don't think it's been mentioned yet, but when you talk about the traffic flow, I think the only concern I would have about the traffic flow is that the new Hannibal Regional Facility only have one ingress and egress out of that property. And I told Ashley the other day that my wife and I have offered to donate land down, is it Village? Is that the Village Avenue? to donate land down Village Avenue to get another ingress, egress, out of the Hannibal Regional Facility, which is gonna be, I mean, that's another stellar addition to Kirkusville. So, I mean, I think as far as Casey's concerned, they have been like, 100% all during this buying process, which has gone on for a few months now, but they have been just great to work with, and I think they would continue to be great to work with. And we do, on the east end of Kirksville, on the east side of Kirksville, it's the only gas station, really, and it's not on the east, but Hy-Vee, but I think it'll be a big asset to that end of town, and it's gonna be the project, the ones I've seen, I think there's one in Troy, which is very similar to this one. I mean, it is like drop dead. I mean, it's something that I would like to own, and I've owned a lot of things, still own a lot of things, but they've really, really, they've really done their homework on this, so I really think it will be a great addition.

Good evening, Mayor and Council. So as mentioned, the city entered into a lease agreement, our airport lease agreement with Corporate Flight Management, aka Contour, on August 1st of 2023. And it was a 36-month lease to terminate at the end of July. Based on the timeline, when we presented the proposal to select Contour Airlines as our central air service, we did that in a speedy, timely process. And we hoped that that would have been awarded by now. But unfortunately, that hasn't taken place. So that's one of the main reasons for this extension on the current lease agreement with the amendments to the rentable space plus the cost, because we like said, anticipated to have that awarded and could have just moved forward once they moved into the new terminal with the new lease agreement for that space. And with that, I look for any questions.

Do you want to explain when CONTOUR is moving into the new terminal?

Yes. So CONTOUR is moving in on the 24th of June. First flight out of the new terminal will be on the 25th. And yes, that'll be the start of their lease agreement with the amendment on that timeframe. First billing time will be in July 1st.

Yeah, so some of the oldest structures at the Kirksville Regional Airport is the soon-to-be-demolished existing terminal building and then a row of T-hangers that was built in the 1970s. During that time, airport staff has done a great job of keeping those functional over time, but parts are starting to become obsolete. There is currently only one vendor that makes some of these parts still. So the proposed plan, which aligns with our capital improvement plan, is to rehabilitate that existing row of T-hangers plus the row that aligns just next to it, but mainly focusing on that 1970s row, because the second row is a little bit newer, and the plan is to bring that 1970s row up to standards with that second row with motors and cables being on the bottom, easier to maintain, there's a lot more parts available, but also replacing weather stripping, walk-through doors, and giving both of them a nice clean paint job. And doing this, we will be utilizing some more of those expiring funds that were originally allocated for the terminal project through the bipartisan infrastructure law, also known as BIL. this will be a six hundred thousand dollar project with a five percent city match which will be thirty thousand dollars and it was budgeted uh and allocated in last year's budget proposal in line two eight seven eight seven one seven one six zero and if you have any questions i'm happy to answer any jeff will you walk the council through what a tea hanger is Yes, yes. So a T-hanger, one of the reasons why it's called a T-hanger, because most of your planes are in the shape of a T. And these older styles, that's how they were kind of made. So you can get more in a row of hangers. You can get more planes inside those spaces and offset each other as the tail of those would go inside those spaces. Nowadays they kind of switched more to a box structure because people are using them for also office space and putting their cars in there while they're flying. But this original row is how they used to be done back in the day with them being in the shape kind of what the aircrafts would be. And these are for smaller aircraft. You can fit a few small multi-engine planes in there, but they're very small for your general aviation pilots and a lot of our locals that still fly in and out of the airport.

Good evening. HFG Enterprises, also known as Hobo's Family Grill, applied for a business license in February of this year. When this report was completed, we had not issued that business license yet, but we have since done so. We issued their business license for their restaurant on June 1st. They would like to serve alcohol at this establishment as well, so they are applying for a retail liquor license and then a Sunday sales. And as you'll notice, all of the city's liquor license expire in July. This license will only be issued for two months, which is a prorated fee, is what we have charged them, for the two months, and it's mainly due to when the state of Missouri approve their liquor license one day before they expire for this coming year. So that is why it is only good for two months. They will have to renew their liquor license with the state of Missouri and they will have to renew their liquor license with the city in order for it to be good for the full year. But we are asking council to approve this liquor license. It is going to be located at 2801 North Baltimore, which was our Rosie's restaurant for those citizens in town that remembers our long-established business there. So it will be lovely to see a business in that location once more.
