do a job. Good evening everyone and what a nice video to start our meeting this evening. Um, welcome to the July 14, 2025 Town of Kouble Hills Board of Commissioners meeting. I call our meeting to order and invite everyone to please stand and join me in the pledge of
allegiance. I alian to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. Michael, I didn't get any of my lines there. I invite everyone to please join me in a moment of silence. All right. Our next item of business this evening is our agenda approval. We do have an agenda before us, but I believe one of the items in new business has been redacted. Is that correct, town manager?
Um, there was an item that was requested to be removed. Yes, sir. So, I'll um make a motion that we approve the agenda removing item new business number two. Second. We have a motion and a second. Any further discussion? Hearing none. All in favor, please indicate by saying, "I I."
We have an agenda. Now is the time we set aside for public comments. Uh this is an opportunity for anyone in the audience to address the board on any topic of their choosing that pertains to the town. We do ask that when you are called upon, approach the podium, speak into the microphone, and identify yourself by name and address. Would anybody like to take advantage of our first public comment period this evening? No takers. We'll move on. Uh nothing to respond to. No ongoing business. So we will move on to new business. Item number one, site plan review. 115 West St. Clair Street. proposed office building with enclosed parking in the commercial zone. Cameron,
yes. Good evening. So, under new business tonight, you do have a site plan review. Uh, this was submitted by Alamar and Associates for proposed 1848 square foot office building with 13 additional parking spaces, driveway connection to St. Clair Street, and associated site improvements in combination with the existing office building at 115th St. Clair. The pro uh the professional office is a permitted use in the commercial zone and attached you will find the site plan application proposed site and building plan county environmental health department approval storm water narrative non-conformities worksheet and applicants response to staff's technical review comments. The planning board reviewed this proposal on June 17th, 2025 and forwarded the board recommending approval with minor revisions which have been addressed by the applicant on the plans presented to the board of commissioners. Staff recommends approval of the site plan as presented and the applicant Mike Moay on behalf of Alamar Associates is in attendance tonight if you have any questions and I'm happy to answer any staff questions. All right. We'll move on to our next item of business, which is a appointments and nominations. We have a position coming available on the personnel board. And Jacqueline Jacqueline Rick's sample's term is expiring. She's expressed interest for reappoints. Um, Chaki's done a lot for our town in a lot of different capacities over the years. Been a real good citizen and very active. She's had the position since 1991. Wow. Wow. We probably got board members that aren't even that old. That's how fast. Yeah. Yeah. Easy.
So, um, well, uh, I'll look for a a motion for reappointment if someone would like to make it. I'll make a motion to appoint Jackie Rick's sample to the personnel board for a term that will end August 2028. I'll second. We have a motion, a second. Any discussion? All right. Got a few things for mayor's agenda this evening. Um, I want to thank our board for its support as we have recently shared the town's opposition on important issues facing our community, including the potential for offshore oil and gas leasing off our coast and the proposed ban on ship trollling that would have effectively devastated our shrimping industry. And I'd like to pause here and comment and thank staff and Rachel because we were really kind of quick to respond with our not just our consensus against the what the general assembly proposed but getting a press release out rather quickly that was broadly shared and on social media. So that was very nice work. So thanks everybody for
kind of jumping on that and and trumpeting our our opposition to that. Everything is very passionate. Yes.
Um, our Independence Day fireworks very special. Thank you to everyone who made our Independence Day such a success from our police and fire departments to public services and buildings and grounds. Uh the town did an amazing job and you know I one of the I got to visit staff at Avalon Pier for the mayor's greeting before the fireworks went off and it was a very festive place and chief and chief your folks were working double overtime hard that day. So uh thank you all for or kind of keeping chaos organized and the fun at a reasonable levels and it was a very fun night. So, everybody did a very nice job. And our first flight farmers market, every Tuesday through August 12th from 9:00 am to 1 pm at Aviation Park. Our first flight farmers markets has the best vendors. You can get fruits and vegetables, bread, jams, and jellies, incredible arts and crafts. It's all there. Please come out and see what's being offered. I think we've had a pretty successful participation. the feedback I get from people
uh has been really really good and uh so it's nice to see that they're a success and it's a nice area with all the trees and yes it's not so terribly hot because some markets are really exposed to the sun for us having the shade so and then spread out in a way that's pleasant it's very walkable
and last thing I have to um share for the mayor's agenda is national night out gonna be here pretty soon. Um, this year's National Night Out will be Tuesday, August 5th from 5:00 to 8:00 p.m. at the Lowe's parking lot. Our police department is planning another huge event and everyone will have a great time and get to meet our first responsor first responders from all across the Outer Banks. I encourage everyone to come out, participate. It's a lot of fun. I'm very happy that uh the board decided to sunset the dunk tape many years ago, but uh that it's a nice time for everybody. We've had some pretty good success, hit or miss, I guess, with weather, but uh we've had some years that wasn't terribly too hot and it's a nice time. It's well attended, too. So, that's all I have for mayor's agenda. Town manager's agenda?

Yes, sir. Thank you. Um the minutes from the June 9th, 2025 meeting, the May 2025 monthly report, budget amendment to appropriate um funds from the beach nourishment capital reserve to the for the 2027 beach nourishment project. Um planning board and board of adjustment members payment table. um the planning board and the board adjustments um salaries or stipens have not been adjusted for years and through consensus at the board there was um a desire and an approval to update those um stipens that's listed there in the email or in the um memo and the planning board meets monthly and at times twice a month the board of adjustment meets um an as needed basis and approval of consent agenda will record the board's consensus of this update um to the table and staff recommends approval of the consent agenda as presented and a motion would be in order.
