We also ask your healing mercies be bestowed upon former councilman Bobby Slaughter who's in the hospital at Odessa. and we ask you bless everyone that's in here and in attendance with us this evening. We ask all of these things in your most honorable name. Amen. Thanks. Okay, we'll start off tonight with a little light reading proclamations. Uh first one that we're doing proclamation tonight is recognizing the month of April as sexual assault prevention month. Whereas sexual assault is a serious and widespread issue that affects people of all ages, races, genders, and backgrounds with farreaching impacts on survivors, families, and communities. And whereas every 68 seconds an American is sexually assaulted and one in six women and one in 33 men have experienced an attempted or completed rape in their lifetime. And whereas sexual assault prevention month is an opportunity to raise awareness, educate the public, and promote strategies to prevent sexual violence in all forms. And whereas local organizations, advocates, and volunteers in Kermit and across the nation work tirelessly to support survivors engage communities and promote a culture of

respect, safety, and equality. And whereas prevention is possible when individuals, communities, schools, and workplaces come together to promote consent, healthy relationships, and a safe environment for all. And whereas the city of Kermit stands with survivors and is committed to supporting the efforts to end sexual violence and ensure that all people are treated with dignity and respect. Now therefore, I, David Hullbrook, mayor of the city of Kerman, Texas, do hereby proclaim the month of April 2025 as sexual assault prevention month in the city of Kerman and encourage all citizens to raise awareness, support survivors, and take action towards creating a community free from sexual violence. In witness whereof, I appear unto set my hand and cause the seal of the city of Kermit to be affixed on this 24th day of April, 2025. Those statistics are alarming. Our second proclamation, unfortunately, is recognizing April as child abuse prevention month. Whereas children are our most valuable resource and deserve to grow up in a safe, supportive, and nurturing environment free from abuse and neglect. And whereas child abuse and neglect is a serious issue affecting communities across our nation with long-term impacts on the health, development, and well-being of children. And whereas effective child abuse prevention programs succeed because of partnerships among families, social service agencies, schools, faith communities, law enforcement agencies, and the business community. And whereas promoting awareness about child abuse prevention and supporting families in raising safe and healthy children are key steps in reducing the risk of child abuse. And whereas the month of April is nationally recognized as child abuse prevention month providing an opportunity for all citizens to learn more about the importance of preventing child abuse and to show support for organizations and individuals that are dedicated to the welfare of children. And whereas telecommunicators are the first point of contact for those in crisis, providing reassurance and direction in situations that are often chaotic, traumatic, and life-threatening. And whereas their efforts directly contribute to the safety and effective effectiveness of police officers, firefighters, emergency medical personnel throughout our community. And whereas the city of Kermit proudly joins cities across the nation in recognizing the invaluable and contributions of our 911 dispatchers and emergency communication profession professionals. And then on page 36, we paid Tommy Gonzalez. Is this for the previous session or for a coming session? No, that was the um that was a wrap up of the strategic planning that he was doing for us. Okay. So, that was the meeting we already had paid. Yes. Okay. That was what he And just so you know, I'll be bringing in the next meeting another professional service agreement with Tommy Gonzalez, which will take us to the next level that we're talking about actually implementing and putting strategic plan in place what we needed to get that done. At the same time, moving toward that fiveyear budget that we talked about, talking about the CIP there as

Uh, first item under agenda is discuss and consider the purchase of eforce police citation system. citation system that our citation solution would be able to issue citations off our cell phone. This one is secured. All the information is stored in the cloud. Pretty much it would cover what we do right now. cops were numbers trying to get from a problem. So we started solution between this one and another one that we citation wanted to prove by the sergeant or the office integrated. So is that something that Cheryl also had? So what it

is replace what they currently have copying in copy there's an interface from that goes to the municipal court system the entire technology citation integration system but the concern that we have is that the current vendor that we have as mentioned has been in bankruptcy several times now to get in the support. Uh so that being the case they the start looking at different software system. That's what you have here. It includes an interface technology. So Gabby and Tor will not see a difference because they're just importing there. It's going to import right into the current system that they have. So they won't see a difference in it. It won't affect and it it has everything that they need to do there. Yeah. So right now what we have when they citations it goes up. It doesn't We're going to go back to chasing citation. No, we're not going to change citation. Understand that right now the way that the that the system is set up on the municipal court side with technologies what Gabby uses and to set do everything like that. The only information that she gets there comes from Cubs. Okay. And so it's once they hit the button, it's sent over to CO from COS to technology. This is going to be the same exact process. It's just we're using now it'll be through eforce. So again, once we get implemented, it's done and we get it talked into Tyler Technologies. Again, Gabby will see the same screen that she's always seen and the same information in there because it's being captured still but through a different That's all it is. So, we just be eliminating copyc and going over to and copy

expires in October. Okay, that was my next question. It expires in October in order for us to move and try to get on with a new program. We have to jump on it now so that we can go through the process. They come, they train us, they set it up for us and come September, beginning of September, October 1st, we're So, will we be paying for two programs at the same time? No, we'll start paying once we switch over. So, you don't you can terminate that contract early. It ends It ends at the end of Is this going to Is this going to take till And so we don't start paying We'll be making that switch right as it is. So we don't pay anything till then. Correct. Why do we want to keep something for another six months that we can't get support on though? So that we're not paying twice maybe because we're the contract's already there. The contract will see already in place, right? So we're bound to that contract until it expires October one. Okay. Yeah. What we're looking at the timing of the new system will begin when the old system ends. But it'll be ready to be implemented day one if we do it now. But if we wait, we're going to be six months. Okay. And then you said you had another one. This one you said you were looking at two. Is this the better of the two? This is the better of two. So I don't know if you remember in the March meeting it was on the agenda and then we asked for you to not consider at that point in time because we had another vendor come forward saying, "Hey, I've got a system." So the Okay, let's wait. Let's look at their system. They didn't like it as well as they liked Eforce. And because Eforce knew

It's like what what made the difference for you? So that one was not going to allow me. Next item up is resolution 256 which is to amend the contract use of the current civic center. I believe in the January there were discussion about the civic center and the cost that we were charging for it the rental fees and so I believe at that point in time was the consensus to the council was to look at the fee that we're charging and believe that Chavez was going to take on that task. So, working with her, we've gone through and she did some research and give her all the credit. I only feel like it, but I will. We're looking at changing the rental fees. So, basically, the main hall, which is the larger, would be $750 a day to rent. There's a $200 refundable deposit. And basically what will happen is that when they rent it, we're looking for them to simply throw all the trash away, kind of pick up some, not deep clean like we require them to do before. But on if they do that, they get the $200 back. U the cleaning fee will be eliminated because we do have Naomi Dado now that goes out and cleans. So that will be done away with and working with Diana and Naomi working together will determine if the $200 refund will be given back to them based on what they see when they go back out there. Uh we are looking at charging for the small conference room $150 a day because we have had individuals want to rent but they want just that conference room. We

didn't have anything for so now we're looking at having having that in there. Um the effective date on this will be May 1, which should be next Thursday. We think it's probably a good time to have it just in time for graduation parties start out and it's going to be less it's less than what it's been in the past. We think at this point we can be start. Do you know what the county's fee is? It's like five 550 300 required deposits 500. You get that back. Are we charging too much? Is my Yeah. Why don't you go up on the on the daily rental? You know what we were You know what we were charging prior to these price changes? 1250. We were charging 1,200 to rent. Right. I know because we rented it, but I mean that's why we were taking away the cleaning fee because it was too expensive. So why did we go up on the price? On what price? The main hall for 750 per day. But it was 12. It was 1,200. We went from,200 to 750 counties counties book May, June, July. Not going to tell you where I got information. And you said there 300 of the $500 deposit right there. The handwriting looks familiar. So it's 300. Go lower. 500.

You want to come out, you can vote in the actual election date next Saturday, which is Saturday, May 3rd. That's the actual election day. So on Thursday, May the 8th, we will the votes. Immediately afterwards, we're looking at having a KCD meeting and so we begin pushing that a little bit forward. I think that there's some information that needs to be put out to the committee in order to make sure that stay on target. So that just so you know that's going to happen. You mentioned earlier what time the special meeting will be at 5:30 and then the KC will meet will be in you mentioned earlier about the leadership training. I want to let you know that um the the executive team and I have been going through we finished already a book called Leadership. It's based on the race up in Alaska leadership principle from that. Um and so we finished that book. We're now about to start our second book that's called Be Our Guest. It's based on the Disney experience of what Disney has done in order to provide that customer service for all the patrons that go out there. We want to try to that same customer service principle here at city hall for our citizens because they

One of the things that they also going to go through in our first meeting with the executive team is I had them all do a dis assessment which is basically a personality assessment and so they they all did that. So we're going to go through it in our meeting in May and uh my plan is to give them some scenarios of how they would handle certain situations based on their personality type because if I give them scenarios they're all going to approach it a little different than what someone else will approach it. And so I want to kind of give them a scenario and see how they would handle it, how they would do how they would talk to one person who was a C, how they would talk to one person who was a D and everything like that and then give them those scenarios and know how to go out. That's one of the things that we're looking at doing. Um I will let you know also that um couple weeks ago I want to thank the council for allowing me to go but I was in Gettysburg Pennsylvania for the Gettysburg Leadership Institute and it was a leadership conference that we went to.
