City Council - Special Meeting

and to the for it stands one nation God indivisible with liy and justice for all hon the Texas flag I alance to thee Texas one State under God one and indivisible let us pray our most gracious Heavenly Father we ask that you be with us tonight lead guide and direct us through our meeting that the decisions rendered will be for the benefit and wellbeing of our city our citizens as well as this Council we ask all of these things in your own Divine name amen thank you sir he didn't trust all right thank you'all moving on to uh item number five we have any members from the uh public that would like to speak on any items that are not on the agenda tonight no one is recognized we'll move on to new business uh item a is discuss and consider resolution 2501 it's a resolution by the city council establishing a procedure for a general election in the city of Kermit Texas Miss di you want to lead us yes sir uh this is the order of election for the general election and also for the special election for the EDC and the M the election will be held on the same day for both of them May 3rd of 2025 early voting will be here at City Hall and will at so that's your discussion and

consideration do we need to call the order of the election Mike for the EDC it's in this resolution in the same resolution correct but yes we will have to call for the election or the election for The Economic Development Corporation and the municipal development District as well two separate motions yes two separate okay okay so any more consideration or discussion on the calendar okay so we're going to move on and we'll discuss and consider approving election calendar for 2520 2025 City officers election the EDC which is the Economic Development Corporation and the municipal double El District those will all three need to be separate motions Mr Mayor I make a motion we um accept resolution 25-1 okay we I have a second for that a second we have a motion to second to approve resolution 251 all in favor I any opposed all right then I'll hear a motion to call for order the election of district one two and three I'll make a motion to um call to order on items one two and three um concerning the election calendar as presented to us okay have a second I'll second I have a motion and second to call for the order of election of districts one two and three all in favor any opposed okay I'll hear a motion to call an order of election for our economic Development Corporation I'll make a motion to um call order the election for the EDC as well as the MDD it has to be separate oh yeah just the EDC it's just the EDC okay a second have a motion and a second to approve the order of election for the

EDC all in favor I any oppos okay then I'll hear a motion to call the order for election of the MDD which is our Municipal development District I'll make the same motion I'll second we have a motion and a second to call for order of election of our MDD all in favor I any opposed okay that motion carries thank you all so much moving on to item D under new business was discuss and consider the purchase of three fleet vehicles for school resource officers from salana Ford here in kit Mr M mayor council this is kind of a follow through of the item that was approved back in December to uh go into an with the Kermit ISD uh as informational purposes our school resource officers they began their work on February 3rd Monday February 3rd which is Monday so they're now on campus if you drive by there you will see a police vehicle in the front um which is right now we're having share vehicle make sure we have something out there because that was one thing we wanted to make sure of is that we were very visible in front of so we're making it work but this will actually uh allow us to purchase three vehicles uh that will be from salana a local dealer here you see the pricing on it they came in at a very good price for F150 you notice that one of them is 45654 think that's a four-wheel drive theyr have on stock and then the other f50s 41 that is D they'll we've already started working with the individual to get the wraps these vehicles so he'll be able wrap them and then the school resource officers will be using these vehicles there in the in the meantime we'll get everything set up and ready to go to go

ahead and up them the way they need to be with the inside because remember eventually they will also be doing Patrol and so we need to make sure they've got the AC camera they got lights everything will be there so we got make sure that happen but this at least put a vehicle in front to let people know that there is a c police officer in the schools and so that's what this agenda item is to purchase we'll remind you that the school district is paying 50% of this of spread years they can adule and way they need to but our is also do half of the um are they doing going in on the stuff to equip them on the inside okay on and just for discussion it has been all the has beened oh good and just for discussion the only reason that one's a four-wheel drive is so that we could get the three vehicles immediately that's what they had in St I moov to approve the purchase of three fleet vehicles from salana Ford Auto Group to be used for the sro's for mou with the Kermit ISD second motion of two seconds to to cons to approve the purchase of three Fleet three fleet vehicles from salono Ford Auto Group uh for our school resource officers under theou that we've entered with the Kermit Independent School District all in favor any oppos are these all wide or yes all they have a black they'll look exactly like our F150 good that he had them on St and and made us a good deal on them they really did they gave us the rebates and the discounts and then the rebate on top of the discounts is there going to be designated parking for them they're parking in the front in the front of the

building because I know over at Wing the way boy when you pull up the school you know that officers there I mean it's parked right there and right it's parked in the front entrance okay and so I believe the school is set up right now the only way to enter is to the front yes it is so that's why I just didn't want to set in the back so they will be patrolling proper it's great awesome it's great great our item e on our agenda is the discussion of our dog park uh and its condition at walon Park Miss Kelsey would you like to lead us off on that sure um I just drove by and there's no fence to keep a dog in I know we had previously discussed moving the benches maybe to behind the Animal Control building to uh create a space there to encourage adoption I just didn't know what we want to do with it do we want to take it out or do we want to put a fence around it or it just looks like kind of an niore I personally would like to see the fence restored and the park redone like they had originally I think it was a great idea at the time I do as well so there never was a fence there was the wind came through and blew it away so they took all the Met stacked it up at the it CCC it I don't think all the material was bought new I think it was it's stuff they had yes is it being used uh there's been people by there so I used near as much for that reason because you know you think of a enclosed just run around and it's not enclosed so I think is being used by some but not I think to the Capac yeah I would like to use it and do we have that contracted out or did we do that in in

house in house we did yeah do we still have some of the old Cyclone fencing that we could put around it I think it was sheet metal sheet metal it was a solid fence it was only about maybe maybe three feet yeah it wasn't very tall and I think we probably want to go back and see what would be much more lasting material make that happen as opposed to cut recy material we have now I don't if we've got enough of it of course as you know we enclosed the recycle center and we had a lot of stuff that was in there that was just kind of given to us and thr in there so we've cleaned it all out oh good we got rid of it all and so probably want to take a look and we can go through that and begin to start trying to find out what a fence would cost we put in there that we know that the dogs are in Secure it maybe a chain link fence that we're looking at but I think we're probably looking at maybe some type of rubber coated or plastic coated fence in order to make sure the dogs are not going to be hurt by it if they get up to it and decide on it have that plastic we may want to do something like that right and there's some other material some other equipment that we get for dogs that could be put inside there as well in this discussion item can we give you permission to seek bids and estimates and ideas I think chain link would look better personally sorry I think chain link would look better CL instead of a I agree whatever yeah that way you can actually see through it yeah if there's somebody in there or all want to go in and the wind will blow through that chain link a little bit and nobody can hide on the other of it right and I think that U mayor if if the consensus of the council they want to do something with it then that's all I need to know we'll move forward and try to see we can get done so it sounds like everybody wants to do something with that part so

we'll we'll start putting some plans together and bring I think it was a great idea previous so I'd like to continue that all right um I make a motion that we it's not action item okay the consensus so I know that very good okay so before we move to journ I'll ask do anybody have any comments concerns like to address Council public anything starting Pro can't really think of anything I just appreciate getting to go through the buildings tonight and maybe get them allall started on bouncing on that aome I I think we made a a wise decision purching by purchasing those those those buildings it's going to be a shot in the arm Force spark that down Miss Kelsey um the only thing I had to bring up was I uh don't know if you guys have been buy and seen the Girl Scout Hut it is uh really looking a little hazardous so I've talked to Mike about if we can find out how we can move forward on boarding it up or anything do you does anybody know I have been looking for the owners and I have not found them yet okay interesting so my next um call is going to be to El Paso to the girl Girl Scouts of America there's a a deal there and see if they they say they own it or if somebody could tell me you know who owns it I can't find an address on it okay which is making it really hard I think Mike may have some information I have some information around to on that you go speak now you um on your request I did get a hold of the U the CEO for Girl Scouts in this in this region we had a conversation and

she said based on information that they have the uh property back in I believe 47 was told to the Girl Scouts that they could use it indefinitely uh but there was never any deep transfer it was just you can use it however long you want but she says we have not used that thing since the8 they been Us in the schools so the responsibility we have now which we said that we get back with each other is she's going to look more in her paperwork to see if she's found anything that showed that they never actually purchased it or did it to them which means that that property May belong to us and if so then I'm going to do on my end try to figure out okay do we actually own that property makes sense because we have our the tanks there W and then we got the dog park there so it makes sense that it may beong to the city I told of the fact that we want to make sure that they that the building got secure because it's broken windows doors and that's the bled stuff that we worry about talk squatters and all the crime that could take place uh and so we're at that point now so now it's just a matter of trying to find do we actually own that build if we do then that's something that we can try and secure ourselves and we start that process on because we we also put in the skate park right so that's right over there so I mean we own everything around it so and then you've got of course Center which is Winter Park and they just put the Meals on Wheels there so I think it may be kind of a dual ownership between us and the county I don't know where those lines are at so that's that process what year was it 47 47 47 okay do you remember that no I do not thank you so much Mike I'll come back to you for so I guess I won't call them since got all that information okay that's good information I know the county used to do some upkeep on it as well as the city but I never knew who

really claimed that building it was kind of like the boy scout Hut well but the the county takes care of the Boy Scout Hut and so and they're not taking care of the Girl Scout Hut is why I really think that it might belong to it does belong to Girl Scouts it probably belongs to us anything else Mr no Miss Kina I just want to give kudos to the kerit police department and the ISD to working together to you know secure and make your kids safe that's really something to be proud of thank you guys great I second that on the school in the city and also I was at the cemetery and it's of course it's you know dead like everything but it was really nice I thought Miss I don't have anything what we make sure we get that in a minute Judy had nothing to say I did have did everything work out okay with the the issue that came up out at the at the dog Pan um we're working through it okay did it come out okay not for the not for the but I meaning through it did y'all have to put more down today I yesterday last count was but it's we we had a ration diser about oh 10 12 years ago I mean animal clinics and Monahans were were booked to I mean they had more than they can handle it was all people from Kermit I don't know why we had such a bad um time with with that and God only knows how it got to started but it's it can be air that stuff can be airborne it can be birds can I was just

wondering how our situation was there but there's nothing we could have done to the and it's going across the country right now you see Nashville all now you can give dogs a diser shot correct yes but they still have to I think it has to be when they're six between six and 12 weeks okay is when you start them it's a series I think of three shots and then you still don't know if that vaccine took you have to do another test to make sure that that vaccine took so it's unfortunate the situation is now it does get very expensive to try to vaccinate every we lost the dog with it and we carried it to the medic soon as we saw symptoms and we don't know where she came in contact with we to this day AC you got anything tonight the Ford Explorers are arriving this evening at 8:00 down at 10 this morning from the Houston area so we'll have our explorers loaded and ready to go the equipment for the new units have already been prepared and obtained so individ ready inst it is ready and the rapping individual thank you on beh of the P are we fully staffed on the PD or been holding interviews in a couple of weeks from that is that correct anticipated to graduate

anybody else before a closing a couple quick things um in a February meeting I hope to be able to bring back and have a discussion on the City Bank building so we can go and get engineering fired that process uh and then also probably in our March meeting if I can get if I can get done February well our March meeting we're going to bring some hopefully a bid on a new AC building we can some looking about a still structure building to put out there we're looking at about 60 by 80 building havean and we use that for for purposes of being able to take the dogs out but also be able to uh have possible adopting parents that would take the dog out and be able to come pay and see if they better so it's going to be based on the design that somewhat of the design that we and the layout C and everything like that so it's kind of over looking that but we've been working on that this week and so we kind of made some progress so hope to have that to you in February if not definely that process in the engineering firm they'll whoever it is they take care of hiring the construction well actually this one here we probably bed but this one actually done through some steel metal building no I'm talking about the bank I'm sorry oh yes sir I'm sorry yes yeah they part of what they would do is that they will cont yeah you're supposed to read my mind yeah I'm at the bank no no I'm at to bank after a year I will read your mind after one so you it's coming up quick yeah it is all that okay thank you uh we did get a card from U Mrs Rogers uh says thank you so much for the kindness shown for my dad Alvin Miner Rogers I am the last
