Roll call of supervisors, please. There are 20 supervisors present. Supervisors Bulski, Gent, and Robinson are excused. Citizens comments. Are there any citizens wishing to speak? For our youth and governance tonight, we have Jessica Kamacho, Kinley Denditzki, Dillian Dylan Hood, and Olivia Gorgon. So, thank you for being here. And moving on to supervisor reports. Supervisor Grady.
Uh, thank you, Madam Chair. We most recently had our meeting of public works committee and we'll begin this evening with our golf division report. We uh had a record number of rounds which you may be aware the uh total for the um 2026 rounds was uh excuse me 2025 rounds was 122 823. Previously it was 121615 and that had been set in 2024. So happy things there. Um, a few project updates. We're looking at the [snorts] final approval and construction when the weather is appropriate for that at the Wright andale facility. We're looking at storage sheds, some upgrades, and a uh cold storage building is in the works for that. We're also going for the uh seasonal positions are putting out feelers so that we can have people return to staff our golf courses and make us successful once again. The rates were approved for golf. And if you'd like a copy, I can make you a copy. Each supervisor can have a copy. [snorts] But the only pertinent thing really appears to be that for weekends and holidays, which have the most in demand play time, if we're looking at 18 holes with a cart, the fee is going to go from $60 to 65. So, a rather modest increase, but just based upon demand, that's where we're at with golf. Um, taking a look at the human services, we have an update. Um, director Billings was not there, but she passed along the information. They really are getting to the final outside stages of that building's construction for the human services. And the part that'll be the trickiest, I think, is when it comes to be July and we actually have to make the transformation from leaving the old job center in South
Sheridan Road to now this new one. It will be at least a month-long, maybe longer operation because it'll happen department by department. So stay tuned for that. It's a work in progress and we'll it'll take quite a bit of planning to make that all come together. Um, we're taking a look at facilities. Um we're about a third of the way through burkide carpet and window saw replacement. Um number of years ago the idea was to try to make the residents rooms a little bit more homey with very very low pile carpeting. And uh that was the trend back then. Didn't work out. That's gone now. We're actually going to go to solid surface flooring of the vinyl variety which I believe [snorts] will have better longevity, better for cleanliness, better for cleaning up, probably just better all the way over. We have 42 of 115 rooms completed. So, we're making progress on that. Um, public service building to the north of us here. There's a washroom remodel phase two which is done. That's completed. Brookside had a kitchen floor replacement. Again, a little bit disruptive for the food service. That's done. That's completed. uh KCDC the detention center parking lot had been bid and construction is basically done to complete that. Another project off [snorts] the list. Um what else do we have here? Not too much. I think that kind of wraps it up for that department. Um we do have upcoming though thankfully after many years of finally getting Kenosha County Detention Center um roof units replaced for the uh [snorts] uh heating and cooling. We're now going to have the roof replaced cuz that's the way you do it. You get the mechanicals done first and then when the workers are all done with their nuts and bolts and screw guns and so forth and they're off there, then we get the roof replaced. So that's going to be a three um phase project and the bids are going
to be due for phase one at the end of this month. So we're making progress on that. Um let's go on to uh parks division next. We've got Brightonale area 2. The playground is going to be slated for an upgrade. It's really aged out and in this day of litigation and so forth to make them not only handicap accessessible but safer for the patrons that is going to be put in the budget and completed. Uh Keer Center chapel repairs, you want to make that spruced up and that should have its bid packets going out this month. We'll look for those to be released and we should have work completed this spring for our summer busy season. [snorts] uh Keer Shoreline Repair. You're aware of the situation by Anderson Arts Center and Keer. It is kind of a lowerlying area. Um we've had bids come in in the past which were exorbitantly high, but thanks to uh the city's design, Supervisor Moresy kind of giving us a heads up. We have contracted with Red Barn for a study. There are two options, option one and option two. Option one is a $15.4 million bite. The other one is 12 and uh 12.3 million. And it appears as though at this point we're maybe leaning a little bit more towards the lesser expensive option which again would mimic what the city has done in their shore revetment and would probably be serviceable and do us do quite well. Um license plate readers, we have those at Petrifying Springs, south entrance to the park by the beer garden. um they've not been a part of the north entrance which is off County A. And what's happening besides vandalism and so forth is people are just taking um advantage of the um garbage facilities there and dumping off chairs, couches, this that the other thing. It's
like you know we just kind of had enough of this. It's got to stop. So I think that's one of the tools that can be employed to kind of tamp that down a little bit. um petrifying springs area number three playground that's one of the ones that's been prone to flooding in the past no longer so due to the Pike River reconstruction but there were some leftover funds in that account and we decided at this time uh to relocate that relocate that playground area a little bit and to upgrade it. So we'll look for an upgrade in that area and we'll look at u spring of this year for that to be complete. [snorts] um petrifying spring maintenance shop. There was some talk at one time at pets about having a combined facility for both golf and maintenance of the park. And although it might look good on paper, when they really got down to the brass tax in terms of having people shuffle back and forth and the time and transit and so forth, sometimes when you do that, you don't wind up as being as sufficient as if you actually have discrete buildings for each entity. Um the maintenance shop for the park itself is very old. I mean it goes back to I think almost the turn of the the century. So that's one thing we're taking a look at. We're just the design phase for that. Um [snorts] there's some petrifying springs beer garden parking improvements that's being talked about. Still not fleshed out, but one of the things we're talking about. And let's see here. Anything else? Uh highways a little bit somewhat slow. We've not really had big snowfalls like maybe some areas of the state, some areas of the nation. Had a [snorts] bunch of small ones, but most of the snow has been uh towards the east side of the county along the lake. So, we're doing some culvert work. Um we've got some uh plans to finish up on county A, county X, and county Z. Those are culvert replacements. um had a little bit of turnover in the staffing in the highway department and we're trying to get back on task
[clears throat] to be able to have those positions filled for when we hit our busy season in the summer. And I think I paddled on quite long enough. So, thank you for your patience. And that's my report. Thank you, Supervisor Gravy. Supervisor Gray.

Um, the Wisconsin State Fair and the Wisconsin Association of Fairs have partnered for 60 years to annually name a Wisconsin's fairest of the fairs to promote educational, social, cultural, and commercial benefits and opportunities available at the Wisconsin Fairs. Kenosha's own Kaylee Billingsley, daughter of Eric, and our director of public works, Shelley Billingsley, was chosen from 32 incredible county and district winners to fulfill that role for 2026. Kaylee plans to visit 60 different county fairs this summer and reign as official ambassador for the Wisconsin State Fair in West Dallas this August. While I personally have nothing at all to do with Kayle's success, I do feel pride in her accomplishments and um we we wish her well representing our county this summer.

Supervisor Noodle. Thank you, Madame Chair. Everyone here knows that when conference attendance came came up during budget discussions last fall, I was against how this item was presented. And when I first decided to put this item on tonight's agenda, my plan was to discuss how we can better proceed in the future. Chairperson Yuas must have read my mind and decided to broadcast my intentions to the board in an email last weekend, but I'd still like to make a few remarks here. During budget deliberations last fall, chairperson UAS presented their budget proposal for the board reducing the line items for staff development, mileage, and travel and other pdiums by a total of 4500. She did this even though there was not enough money available for supervisor supervisors to attend some of this important function last year when there was additional money that had carried over from 2024. In the finance committee hearing, I asked why she was making this reduction and was told that she put in enough money for two supervisors, the chair and the vice chair to attend the NECO legislative conference and for all 23 supervisors to attend the WCA. If that was the case, there was not enough money to do this. I made a motion to increase the staff development line from 18,000 to 27,000 and my motion failed to a lack of a second. I then told the chair that if only to supervisor could go could go to the national conference we should select based on seniority. When the registration opened for nl I asked to attend and later I was told that supervisor Brown and Kerbo will be going not the chair and vice chair. I
asked why they would be going and the chairperson say that they asked to go and that they had never gone before. Later I was told that the chair contact Supervisor Brown and Kirby and asked them if they wanted to attend the conference. I have a few problems with this and a few questions. One, what happened to the chair and the vice chair going to the conference? And why did the chairperson ask to supervisors who didn't seem interested at the time of the budget celebrations? And why did she bypass the only supervisor who was interested in going? Why did nobody even second my motion in the committee to at least say they might be interested in going to the conference? I could give many opinions on having be the only chair and vice chair allowed to go to the conference. I could give many opinions on what I think the reasons are for that. For now, I will not. I will only say that what the chairpaid at the committee turned out turned out to be completely false and I'm very disappointed with some on this board for doing things that are politically motivated. The chair's emails on Saturday contradicts what she said in the finance committee last fall. She now says she wants to send supervisors who haven't gone to the conference. Well, at budget time, she wanted to send the chair and the vi and the vice chair with the vice chair being someone who attended the conference last year. Sending the chair and the vice chair to the conference every year will mean two supervisor will usually be able to go to the conference for years in a row. That directly contradicts the chair's new idea of sending new supervisor to NECO. If nothing else, putting this item on tonight's agenda accomplished two things. One, it made this meeting last
longer than 12 minutes, unlike many of our other meetings. And two, it got two supervisor who are normally at each other's throats to come together for political reasons to bend against me for payback for not voting for the budget. If that's what it takes to get chairperson US and supervisor Decker together, then I did it. Thank you. That was uncalled for. Supervisor Nudo, I you should have decorum. You're in chambers. You keep the personal attacks to yourself. That's what you did on the Supervisor Noodle. You are out of order. I'm not out of order. You are out of order. Supervisor Noodle, you are out of order. I change you are out of order. I challenge I challenge your ruling.
Okay. Motion has been made to challenge the No, I I would like for you to ask the corporation council to rule on it. As I indicated, I don't make a ruling. Uh I can give an opinion, but I'm not even sure that that's appropriate. She's made a ruling at this point. Uh you are certainly entitled to uh challenge that ruling. Thank you.
