Seeing we have a quorum, I will call to order the 03/17/2026 6PM meeting. Number two, invitation address the board. We don't have anybody. Number three, proclamations, presentations, awards, and community spotlight. We don't have any. Number four, board members' comments. Dustin, would you like to start?

0:26Speaker 2

Good good evening, everybody. Go team USA.

0:31Speaker 1

We gotta be out here about seven. Right? We got deadline. Right.

0:33Speaker 2

I have a hard stop.

0:36Speaker 3

So I'll I'll just repeat. So thanks for coming tonight, go team USA.

0:41 – 1:14Speaker 4

And, thank you for coming. I attended the financial matchmaking that we were sponsoring this morning that Cesar and Patty and Tina put together. And I think they had a great turnout. I think they had about 31 participants and a lot of different financial, institutions showed up and the SBA was strong. So it was really people seem to be highly engaged, and I wanna say they got to see at least three diff is that correct, Patty? Three different lenders in the interview?

1:14Speaker 5

There were 12 or 13 there, so but I don't know how to understand.

1:18Speaker 4

So Yeah. They were rotating, and it looked like they would get to see three, maybe four different lenders to meet and see if there was a match. So I thought that was a really great event, so well done.

1:28Speaker 5

We had a participant drive down from Dallas.

1:33Speaker 1

Wow. You could do. That's something we need to advertise on this KCDC site or the city site?

1:41Speaker 5

We we did. We had

1:43Speaker 1

I understand about the results and somebody coming down from Dallas and

1:46Speaker 2

Yep. They'll do it. Okay.

1:49 – 2:19Speaker 1

Number five, president's comments. It's not really a KCDC, just so just keep everybody informed. I know there was a county bond that passed May '25. Kemah was awarded $1,600,000 in that bond for South Kemah between Anders and Meritage. The commissioner court should be going to approve the engineering April.

2:19 – 2:37Speaker 1

Then it'll have to go out for engineering, and then so we anticipate breaking ground probably late second quarter, maybe 2027. So just so everybody's aware. So you're just just in time.

2:37Speaker 2

Just in time.

2:37Speaker 1

Number six, city administrative report.

2:47Speaker 3

Evening. Evening.

2:51 – 3:25Speaker 6

Had a battle with the copier and the copier won just now. I do apologize. I wanna take a moment and, reflect on something that occurred this more earlier this morning. We did have a rather large group of folks who, attended this morning to our our lenders matchmaking event that was held at our community center. We had the pleasure of having, 14 lenders available, and up to 44 people had registered by the time that we left this morning, but there were still folks still showing up.

3:26 – 4:03Speaker 6

Pretty good turnout. It was put on by our SBDC, part of our partnerships. We had a lot of local businesses that came. We actually had somebody come down from Dallas that made the trip to partake with the actual program. So thankfully, that was a great partnership with our SPDC, we look forward to continuing that sort of partnership moving forward. I I did wanna take a moment too to reflect on, I guess, some of the things that have been happening. If I could take a moment of of personal privilege, miss Patty Jett, if you could talk about a little bit some of the events that we've got coming up over the course of the next couple of days or weeks, I should say.

4:07 – 4:23Speaker 5

Absolutely. So, on March 28, we'll be holding our trash dash, and, we'll be meeting at the, community center at 08:00. We're looking for 200 volunteers. So spread the word and let everyone know. They can volunteer.

4:23 – 4:55Speaker 5

They can sign up to volunteer on the the city's website. And, under events, if they just click on the events tab, it'll take them to, a list of events, and and there's a sign up sheet there. If they don't sign up, that's not a terrible thing. They can come anyway because we still want them there, but signing up gives us an idea of how many folks we've got coming out. Then the following day, the twenty ninth, from two to 4PM, we'll have the, Easter extravaganza at the community center as well.

4:55 – 5:41Speaker 5

We're going to be holding a sensory friendly hunt at 01:30, so people that want to come, if some kids need a little quieter time and a little less going on, They can come at 01:30 and and participate in a hunt then. And then the the main event starts at two with hunts starting at 02:15 for the little little ones and just going right one after the other until we get all the kids done. We've got 3,000 stuffed Easter eggs ready to go. There'll be some golden eggs with prizes as well. And, the Easter bunny, I think we're gonna have an aerial acrobatic acrobatic display there, pictures of the Easter banner, the Easter egg hunt, games, prizes, the whole works kind of things.

5:41Speaker 5

So we encourage everyone to come on out and and enjoy it. Cesar, was there anything else?

5:45Speaker 6

No, ma'am. That that does it for some of our upcoming events.

5:48Speaker 2

What sorry. What was the date for the trash bag?

5:51Speaker 5

The twenty eighth. That's a Saturday, the last Saturday of the month.

5:55 – 6:23Speaker 6

We are encouraging quite a bit of participation. Our goal, again, is to try to collect 2,000 pounds of trash. It's a pretty lofty goal for our first year, but we'd like to try to get a pretty good effort. This is a trial for us to do this. Hopefully, next year, we'll be able to be part of the official trash bash, which we weren't able to do this year. But by being part of the trash dash of our own, we're we're hoping to clean up some of our corridors and some of our trouble spots that we have with litter.

6:23 – 6:38Speaker 1

Can I make a suggestion, though, before everybody comes from, like, South Kimo all the way over here then dispersed from this spot if they started picking up trash on the way here and brought it to the event? That way we're cleaning coming this way unless any bags are

6:38Speaker 6

Certainly. For those that have their own contraption bags, big stakes, everything else.

6:43 – 7:01Speaker 1

I it's easier just to do it while you're coming and then coming here and then going all the back to South Korea. Coming back, I'm like For you sign areas, I'm saying when they sign up, if if there was a way to quadrant or sign areas, if you're interested in picking up from Lakeview Bend to the community center, which which street would you like to do before you got here?

7:01Speaker 6

Certainly. That's

7:02 – 7:18Speaker 1

We don't wanna just do the entertainment district like we've done in the past because what ends up happening is just be this side of town, and there's nothing on the other side. We have Park. We got Kema Crossing. We got Kema Oaks. We got Dargo Ditch. I mean, we got other a lot of other places that has trash. Promise you that pick up two or three times a week.

7:18 – 7:29Speaker 6

Absolutely. Great suggestion for those that do have some of their own articles with trash bags or pick sticks or whatever they may have. If if if they do have the wherewithal to do that, that'd be great.

7:30 – 7:42Speaker 1

And Or we just sit in quadrants, and you could pick a quadrant you wanna do or street you wanna do or and they if they get more than that, great. But, I mean, just kind of sign it. That way, everybody's got a plan of action, and it's not just a free for all.

7:42 – 7:59Speaker 6

Great. Well, the the whole idea is to be able to sign quadrant captains to to to to help facilitate that. We do need your help to push the actual volunteer effort, if that's at all possible. Patty does have a copy of of the actual flyer, and we look forward to getting some folks involved

7:59Speaker 1

with that. Can you email that to us?

8:01Speaker 5

I absolutely can. Thanks.

8:06 – 8:48Speaker 6

On the update for Joanne Blackledge Park, we do have an update. We wanna try to update every three months until the project was complete. So in your packet, there is a list of some of the things that we're trying to get done. We were able to get some trees donated. We'll talk a little bit more about that shortly. But as part of that process, 10 of those trees will be going to Joanne Blackledge Park. So we're working with U of H, the professor Peters, and the students to get those done. We hope to be completed with permitting through the April. Their fabrication is set to take place by the April. They will then start the finish finish the fabrication through June and start the on-site erection by June 15.

8:48 – 9:32Speaker 6

So June, hopefully, the structure will start going up. And then the site completion includes the the crushed granite and all the other facets and trimmings are said to be done by the August, but we're hoping to be able to advance all this further, and try to get this done before, June 1 total. That that was a challenge that that that I gave professor Peters. Always be done with this entire project, before June. So that's that's the hope. He is waiting on some pro bono services that have been offered to him from the form of engineering and some of the fabrication. And once that's complete or we get some type of concrete information, we'll be able to move that project forward. It was our report. We can

9:32Speaker 1

go If I wanted to move up the Eagle Scout, is that just 11 d and 11 e? Or just so the young man can

9:44Speaker 1

I don't even go to executive session and make him sit out here with no way up here.

9:47 – 10:07Speaker 6

I think that if I can quickly go through because they're all kinda tied together. I could do a b c and d and e very fast. If you allow me just to talk about them and then

10:07Speaker 1

Well, I need a motion to move 11 a b c and d e up. I'll make a motion to move

10:13Speaker 2

eleven a through eleven e up for executive session.

10:21Speaker 1

those in favor? Aye. Aye. Aye. Let's go to eleven a real fast. Considering possible action on support of a 57 acre park tree initiative.

10:32 – 11:09Speaker 6

Great. I'll be brief on this one. We've got over a 120 trees donated already. We've already picked them up from the yard. We are missing some help with some of the oversized trees. Some of them weigh weigh more than 12,000 pounds. We don't have the equipment with which to do it. But nonetheless, we already have a good portion of these trees. They're already on-site, and they are available, for us to actually proceed with this project. Having said that, this is part of our partnership with Scenic Texas. We want you to approve in this item to approve the initiative that we started. We talked about it at the last meeting. We're trying to get some stuff done. We were able we had to move quickly to get the trees. We've done that.

11:09Speaker 6

We wanna make sure that you approve of the initiative for these trees to be planted between Johann Blackledge Park and 57 Anchor Park. And then we can go into the other items one by one.

11:20Speaker 1

There's no action needed.

11:22 – 11:57Speaker 6

No action needed except for the fact that we wanna make sure that you're supporting this initiative because the rest of this initiative calls for us to bring the rest of these trees over, put some money towards mulch, put some, mulch and or rope and or stakes and or any of these items. The total project cost would be $30,000 to get this entire project completed up to, with other forms for which we would want to proceed with this. So I can talk about all five items, and we can come back and vote on them individually if that makes it easier. Is that

11:57Speaker 5

Yeah. Yes. So you're saying

11:59Speaker 4

the numbers 30 k get it done?

12:00Speaker 6

30 k gets it done. However, I have a way to get to the 30 k if that's possible. So if you could just allow me a little, liberty to kinda discuss the items, I can

12:09Speaker 7

come right back to that.

12:09Speaker 1

Do we have that liberty, Natasha? Or do we have to go 11 b, 11 c? I don't think we have that liberty.

12:17Speaker 4

Are you tabling that? What are you what are you trying

12:19Speaker 1

No. I'm just saying he's certainly he's one I'm trying

12:21Speaker 6

to talk about I'm trying to explain a through b don't

12:23Speaker 1

think we have that liberty.

12:23Speaker 6

Together and then come back and vote on the items.

12:26Speaker 4

No. We need to vote.

12:28Speaker 1

I would say we'd have to address a before we can go to b legally.

12:33Speaker 2

Make a motion to approve the support for the 57 acre park tree initiative.

12:40Speaker 1

Got a motion. Do I have a second?

12:42Speaker 1

Got a motion and a second. Do all those in favor?

12:46Speaker 1

Okay. 11 b, discussion possible action considering formal submission of community forestry grant application.

12:55 – 13:20Speaker 6

To try to cover some of these costs, we were able to apply for a community forestry grant. If funded, it will be $20,000 grant monetarily with a $10,000 cash match. So that same money that we just asked for, if if funded, only 20 only 10,000 of it would be necessary in the form of cash. This we had to submit it beforehand. It was below our threshold. Just wanna let you know that we submitted it, and that's our plan for paying for a portion of this.

13:22Speaker 1

So we need motion? You said it's already submitted. I do need

13:25Speaker 6

a motion because I would like it on the record that we got your approval to do so. We talked about the last meeting, but there was no item on the agenda. So we went ahead and did that.

13:32Speaker 3

Make a motion make a motion, to, approve formal submission of community for forestry grant application.

13:40Speaker 1

Do I have a second?

13:42 – 13:55Speaker 1

All those in favor? Aye. Okay. 11 c, considering possible action to approve proposal form oh, from LJA for tree project of 57 acre nature facility.

13:55 – 14:26Speaker 6

Certainly. Any attached, you have two work orders that are being provided from the our engineer of record right now for this project. One of them, the first would be a change order, which would be zero cost. What this first one would do, it would allow for a location or a diagram to occur of where we would put set trees that we put in place. Also making sure that trees are again, I've learned more about trees than I thought ever would as part of this project.

14:26 – 15:07Speaker 6

But so the light tree that are able to grow cooperatively around each other are identified and properly placed near one another and not in a way where they could infringe up upon each other. They would also lay out that framework and the staking, if you will, of which trees would need to go where by size as well so we can coordinate that all accordingly. There is funding available through the open work order that we have, from this project from previous. So those funds were allotted as part of the work order. However, as as Ryan let me know earlier, we did not roll over this purchase order, although there still was a balance of 17,000 and change.

15:08 – 15:31Speaker 6

I I don't I don't remember the exact number. We just talked about it yesterday. But this would be a that's what the first proposal is. And you'll see by the, imagery that's shown, it's identified where we're gonna put all these trees in these identified areas that we just had donated. The the first one is a no cost, request.

15:31 – 15:58Speaker 6

It's just a request to approve the change order. The second one, I recommend that we do not do at this time, do not approve at this time, but I didn't want you to have a number in mind of what it would be. We have applied for grant funding where this would be applicable for that. This would be for us to start clearing some of the past that's shown in that image. You notice the image, a lot of these paths that are labeled in blue and in yellow, have not yet been cleared throughout the park.

15:58 – 16:24Speaker 6

We need to make sure that we properly state those and identify where those are, make sure that they're following the exact path and state all the way through to properly identify where all these things are gonna go. This, I recommend that we do not approve today. It is it would be a $13,000 charge. I just want you to know what the charge would be to take the next step of the project. I suggest that we table this until we hear back about grant funding that we're hoping to hear about very, very, very, very soon.

16:24Speaker 1

So you're looking for a motion to approve change order number four and table change order number five until April?

16:30Speaker 6

Until further notice. Maybe it might go past April.

16:39Speaker 1

Can we do that, Natasha, till further notice,

16:41Speaker 4

Go ahead. Okay. Yeah. Go ahead, Pete.

16:47Speaker 4

So we're doing a motion for four, and we're tabling five. Correct? So is it two separate motions or combined? Do two separate. Go ahead. Yeah. Yes, sir.

16:57Speaker 3

Voting on on change order four right now.

16:59 – 17:12Speaker 4

Okay. So I'll make a motion for change order four to revise the scope for clearing the path tree location diagram and survey staking of tree locations.

17:13Speaker 1

Do I have a second? Second. All those in favor?

17:20Speaker 1

Second motion.

17:23Speaker 2

Make a motion to take change order number five until further notice.

17:26Speaker 1

Oh, second? Second. All those in favor?

17:33Speaker 1

Okay. Alright. We'll get that one. Discussion and possible action to approve partnership with Eagle Scout project.

17:39 – 18:00Speaker 6

I will ask Ryan to come up to the podium and and, introduce himself. We've blessed to have an opportunity to have a a Eagle Scout come forward. He is nearing the end of his term as an Eagle Scout. He's a resident of our neighboring city of Seabrook. He has chosen to come pitch to us his project idea.

18:00 – 18:43Speaker 6

When we met with him for this opportunity, a little bit about Ryan. Not only is he a high school student that is pursuing his high school diploma, also pursuing his Eagle Scott project, but also a volunteer firefighter for the city of Seabrook as well. A lot to be accomplishing for his age. I'm very, very proud of his efforts, but he's chosen this project for his troop and for his Eagle Scout project. And we thought it would be fitting and equally as important to try to get some volunteer effort to go after this Eagle Scout project through our tree initiative at 57 Acre Park and Johann Blackledge Park. That said, there's a book book and entire workbook that we would need to approve. And I would like to give you a moment to meet Ryan and for him to explain what his project's about.

18:45 – 19:04Speaker 7

Hello. My name is Brian Schrier. I'm with Trip eight four eight. I'm looking to do my Eagle project with the city of Kemah, and I was given the opportunity with mister Caesar to do this new park and plant all these trees. It's been a little more chaotic not chaotic.

19:06 – 19:43Speaker 7

A lot more than I expected in, you know, usual Eagle Scout project. You just build a bench or little small something to just get by, but I've been looking to do more than what's required of me and help with this project. Now with this project, it can open a lot of opportunities for a lot of scouts that can do their their evil project. So I think proceeding with this project could help a lot with both the community and boy scouts and everybody. That being said, we've discussed two different things with helping with funding.

19:43 – 19:56Speaker 7

We've talked with people at Walmart and Home Depot that can give us a better deal or donate some bags of mulch that could help us. And we've just won your approval.

19:58 – 20:23Speaker 6

Ryan's being modest, obviously. With this opportunity, it it also allows him to learn about leadership, obviously, coming before a body like this to speak, so public speaking. But also from the fundraising side, he'll be able to go to a lot of these agencies to request some of the materials that are necessary. What we're seeking tonight is your approval to officially partner with him in his endeavor. His hope is to get this project done within our project timeline as well.

20:24Speaker 1

I guess my only question, I guess, for Ryan was, is there any liability for insurance purposes or since he's gonna be on city property doing a project? It's just curiosity. I mean,

20:35Speaker 2

I'm trying to I can reach out.

20:36Speaker 1

I I'm just trying to make sure we cover.

20:38Speaker 2

I can reach out to CML and see. Do we need

20:40Speaker 1

put a rider on it or something where we cover ourselves just in case?

20:44Speaker 2

But I think we'd fall in, like, maybe, like, a volunteer or something like that. Well, I

20:48Speaker 1

don't know. I just wanna

20:48Speaker 2

I'll reach out I'll reach out

20:50Speaker 1

to our insurance cheap insurance, but, I mean, just to make sure that we don't have an issue.

20:55Speaker 2

Yeah. I'll I'll I'll email him right now.

20:57Speaker 4

Ryan, also, if you check with the Boy Scouts, they typically have a policy, so it may not cover the whole

21:07Speaker 1

I just might be putting city of chemo on there just to cover us.

21:10Speaker 2

But there might be a

21:11Speaker 1

rider from their side covering us just as he ain't gonna be on our property. I mean, we have to do the same thing in oil and gas. I mean, we have to put riders on our insurance. Put on their insurance. They put what the scope of work

21:22Speaker 3

You want the city as additional insurance.

21:23Speaker 1

Right. Just just in case. I mean

21:26Speaker 1

I want anything bad to happen.

21:27Speaker 4

Yeah. When you think of the scope of the project, how many of the scouts do you think that you're gonna have working with you?

21:37Speaker 7

The number for now is unsure. Okay. But I have a good feeling that can get a good amount.

21:42 – 21:58Speaker 4

Okay. But that would also, Ryan, you would need to just think about how many scouts that are covered on that or how that's written. And then do you have a goal for fundraising as far as what you're trying to accomplish?

21:59Speaker 6

We would like to talk about that in the next item. Okay. That's fine. We have part of that initiative to cover.

22:04Speaker 3

What is it you need from us?

22:06 – 22:20Speaker 7

We mostly just need your approval to know we have the funding and the opportunity to pursue our project and get everything done with time and good budget and make sure everything's done on time.

22:21Speaker 3

You know, I I was a life scout. You know? And we were just talking earlier. I a week couldn't go by. I don't tell my wife something I learned from scouts. So is there anything we can do to help you guys out? We're here.

22:30 – 22:43Speaker 4

Thank you. So have are you waiting for us to give you approval as the sponsor and then you go back and submit it to the Eagle Ford? Or have you already submitted the idea for approval?

22:43 – 22:57Speaker 6

The the idea has been submitted for approval. We have had a preliminary meeting between the city and them to make sure that we it was viable on on both sides. They wanna verify the project with us and then us verify with them that it would be viable. The next step is to get approval here so he can then go back and formally

22:58Speaker 4

And then you're the one who's signing off Cesar on approval of the eagle. Okay.

23:02Speaker 6

Pending your approval. Yes, ma'am.

23:04Speaker 4

So we just need to make a motion?

23:06Speaker 6

Make a motion to approve the project.

23:08Speaker 4

Okay. I'll make a motion to approve the Eagle Scout project that's being submitted.

23:13Speaker 3

And I'll second that.

23:15Speaker 1

All in favor? Aye.

23:19Speaker 1

you, young man.

23:20Speaker 3

Yeah. Congratulations on making Eagle. By the way, how many merit batches do you have total?

23:27Speaker 7

I haven't counted a while. I've been just trying to get everything done on time. I'm trying to make my Eagle Scout before I turn 18. So it's just

23:35Speaker 4

So what is your deadline date?

23:37 – 23:48Speaker 7

My deadline date is my birthday on September 23. Okay. Get two more badges done in this project and then my meeting with the board, and then I'll have my project done.

23:49Speaker 2

Outstanding. Thank you.

23:52Speaker 6

Thank you, Ryan. Good job. Thank you. The next item is also tied to the tree initiative, which is the adopt a tree

23:58Speaker 1

initiative itself. 11 e, discussion and possible action to approve adopt a tree program with the request up to 30,000 for initial kickoff.

24:07 – 24:49Speaker 6

This was already technically covered with the 30,000. This is a way of paying back up to the 30,000 in this initiative as an ongoing project. We've talked about naming rights for different street and or buildings and or benches. Would be a similar project in which we know there's a cost of value per tree where folks would hopefully have ownership and also build a a volunteer effort for Rhymes project to where if we had all 120 folks, all 120 trees donated by a person and or a family within Kima or a business or anybody else at a rate of $250 per tree, miraculously, the math works out to be exactly $30,000 raised. Now we don't know that we'll be able to get a 120 trees.

24:49 – 25:22Speaker 6

We have a a skeleton of what the project would look like, which is laid out within your packet. It would take effort from life, from the city, and folks that would wanna come forward to maybe do one and and actually donate one or be part of one for their family or for their sake or for somebody who may have passed in their family to honor them. But the idea would be that up to a 120 trees, should we do this at $250 per tree would be equal to the $30,000. So one way or another, we found a way to pay for this project, hopefully, whether it not be all between now and the end of it, but at least it gives opportunity for all these trees to be properly accounted for.

25:30Speaker 1

So I'd like to make motion. Is in the budget.

25:36Speaker 6

No. We're not asking for any money. This is not a request. You've already approved the 30,000 towards it. This is the

25:42Speaker 2

message to try to pay it back

25:44Speaker 6

as part of that project should the grant not be able to be sustained.

25:51Speaker 4

So this is the fundraising component of the Eagle Scout?

25:56 – 26:21Speaker 6

And should anybody else pick up with it to go forward? Right. Obviously, as we know with trees and maintenance, there's an ongoing maintenance to these trees with watering them. And I've learned again about trees, tree diapers or tree bags. I'm sorry. That's what they're called. They're called tree diapers or tree bags, but they're they're they're definitely not expensive. And being that they're in a facility that has no running water, there will be some ongoing expenses with gradual continuous mulch and so forth.

26:21 – 27:05Speaker 2

The only thing I wanna say before we make some motions that we have a Patty, not it's not a question. A statement. Just make sure we have a significant or substantial plan to advertise this program to not just keep. I think there will be people in our several of our neighbors would be intrigued by this. Lake City, Seabrook, the Lakeshore, Dickinson. Dickinson. No. I mean, there's a there's a significant amount of people in the city of Kemah that have agreed to them far more than I ever would that really care about this stuff. I just don't want it to I don't want all the effort into Monterey. I know he's got a lot of lifting to do as part of his project, and that's just kind of part of it. But when it comes to fundraising effort, I I think this would be easier.

27:05 – 27:18Speaker 1

Wasn't the the lady with Texas A and M Ag Extension in Galveston County? Her name was Julie, I think, and she retired. But she's League City. I can go back and find it. But

27:18Speaker 6

I know Charis. I know

27:19 – 27:37Speaker 1

She's Green Thumb Green Thumb, and she's really active in the League City, all of that stuff. So she's retired from Texas A and M Ag Extension or whatever, but she's still very active in planners and all that stuff. She might be a good contact because it would give her something to engage with because I know she's retired and got time.

27:37Speaker 1

Certainly. I'll go back and find her name.

27:39 – 27:51Speaker 6

Actually, just in pitching the idea to Ryan, I'm sorry if it's okay for me to disclose this, even Ryan's mom mentioned that they would probably be good for one themselves to honor a family member or two is what I remember in our conversation.

27:51Speaker 5

Grandparents, I think.

27:52 – 28:03Speaker 6

And we we we we do think that it's something also, remember this body has applied for a five zero one c three. So once that's fully obtained with the IRS status, I think that would also entice folks to participate at a rate.

28:03 – 28:23Speaker 4

The other Ryan, another area is speaking to rotaries because they typically have funding for girl and boy scouts on projects that if you'll get in and present and it's you know, and that's the public speaking part where they typically have funding that they will help donate.

28:24Speaker 6

I will also make sure the

28:26Speaker 6

talking about lions club

28:27Speaker 6

different things.

28:29Speaker 5

Park had an original appeal. This should have a regional appeal as well.

28:35Speaker 6

Good point. Alright.

28:38Speaker 1

So we're make a motion. So

28:43Speaker 4

are we making a motion to establish a foundation for adopted tree?

28:48 – 29:06Speaker 6

Well, the foundation's already been started through the Friends of Kyma that you've already started through the five one c b process. What you're giving us liberty to do so now is to use the adopt a tree mechanism to start raising the funds to pay back essentially for what k d KCBC would be fronting the cost on so we can get these trees in the ground and plant them before they pass.

29:06Speaker 1

I think on five one three c while we're waiting on is the number back in the government. Correct. The paperwork's been filed.

29:11Speaker 6

Yes. It's already been filed. We're just

29:13Speaker 1

My daughter just went through it with getting more foundation.

29:16Speaker 6

I've I've been told this three or four weeks, and it's waiting every day to see

29:20 – 29:32Speaker 1

He's gotta get online, though, because it does not send you a notification. Can see from a experience. You've gotta go on out every day and figure that out. And the tax number and number comes, like, two weeks after the fact. I can just take it. My daughter went through it.

29:32 – 29:46Speaker 6

So Yeah. I mean, I I talked to Ryan about it, last week or week before. Excuse me. They were waiting for it like hotcakes. So we got the letter, and we're just checking on it like it's Christmas every day. That includes our report for those items.

29:48 – 30:15Speaker 1

Just something we wanna make a sign for at the 57 acre park and show progress? Absolutely. Or or somewhere where so people can see that there's progress, and Evergreen World's got tons of traffic. So a big trash, I'm telling you. It's Highway 96. So but, yeah, I mean, I I would think I don't know if that would be part of his project or if we just need to do something like that, but I think it'd be a good idea to have some sort of this is the goal and where we at

30:16Speaker 1

Winning or losing. I would like to

30:19Speaker 1

I'm winning or losing.

30:19Speaker 6

I agree. I don't know if we had a motion. No.

30:25Speaker 4

So the motion is for advanced funding?

30:27Speaker 6

No. The motion is to approve

30:28Speaker 2

the project.

30:29Speaker 4

Okay. So I think

30:32Speaker 3

not adopt the adopt a tree program.

30:38Speaker 1

Do I have a second? Second. All in favor?

30:43Speaker 1

you, young man.

30:45Speaker 3

Thank you, Ryan. Thank you.

30:46Speaker 1

We're gonna go back to eight. Thank you all for sitting around. I apologize, but I wanna make sure you only got go back to eight a. We're gonna run an executive session. We'll get these interviews out of the way here.

31:20Speaker 1

We put the coin on who goes first. It's been jumping or whatever.

31:27Speaker 2

Alright. Just stop. Stop. I think

31:29Speaker 6

It was it was, but it was, like,

32:29Speaker 1

working. Bro.

32:32 – 33:13Speaker 2

I'm gonna see if the. It's not working. Live streaming. And I and I tried to get all that one and then to have a thing. That's what I'm saying.

33:13 – 35:00Speaker 2

Like, something Oh, yeah. It's something that I'm doing a active livestream for. She sent an email to support. But the bullet is kinda not IT. It's it's more 2025?

35:00Speaker 2

Uh-huh. Yep. It would auto produce.

35:03Speaker 4

So there'll be Well

35:05 – 35:20Speaker 2

it would be Four months. Yeah. So please, we have to apply some email or a letter. Seventy days.

37:02Speaker 2

I think he's a multiple. I don't think he

37:08Speaker 4

just He's one of those things. He's like, oh,

47:56 – 1:38:06Speaker 2

No. I'm just looking at the names. Oh, I think the chief had it first, and then the chief in with city administrator there. Oh, signature? That's he was.

1:38:08 – 1:38:32Speaker 2

I don't know who sits in there now. Oh, break room slash conference room Really? Slash training room. So area. I know we've got it was the chief of police office, and I moved

1:38:32Speaker 1

him right the door there.

1:38:34 – 1:38:50Speaker 2

The office right there, and then the city manager. City administrator, not a manager. City not oh, big enough to have a city manager. So That's interesting. That that's history.

1:38:50 – 1:41:26Speaker 2

I haven't heard about those, man. Because I was a genius You never got interest in that. But I hear some some old stories about going past midnight. So I'm like, wow. Well, I guess if you're planning a project and people present their plans and financing.

1:41:54 – 1:42:05Speaker 2

Unless there was some really, really like, waterfront, things like that, some some big projects other than that.

1:44:05 – 1:44:18Speaker 1

And, John, just so you know, there won't be any decisions made tonight because council makes that decision. We just make recommendations, just so you know. I don't know if your expectations were to get a result tonight. We don't have that 40. No.

1:44:20 – 1:44:33Speaker 1

We just have the authority to make recommendations back to council. Putting people on the spot out here. I just

1:44:33Speaker 2

I didn't like that.

1:44:35Speaker 2

Yeah. That's the city council's job.

1:44:36Speaker 1

Yeah. I don't agree with that. I don't know. They

1:44:39Speaker 2

have to cheat.

1:44:39Speaker 1

This is this is a learning curve for somebody going to city council in my opinion. I mean, kinda get you acclimated to it because it's a different world when you get to the other one.

1:44:51Speaker 4

K. So we have two more.

1:44:54Speaker 1

Two Caesar. 1233.

1:45:22Speaker 2

Jacob replied already.

1:45:24 – 1:45:58Speaker 1

Call of meeting back to order at 07:45. Nine a and nine b, no action needed. Item 10 a approval of minutes from two ten twenty six KCDC special meeting. And commit sixty day comment period. Little background on this.

1:45:58 – 1:46:29Speaker 1

Back in 2022, this was declared a project by KCBC, went to bid, got to counsel in Wall Street too. This this project's been brought to my attention again by the Marriott Courtyard and, Eculent and Barry has said something about it as well. So we have three businesses on a little little stretch of road here that has two big potholes, and it's getting worse and worse. So I know it's not in the budget this year. I don't anticipate it being on this year project, but I know that's such a long process of that, Caesar.

1:46:30 – 1:47:09Speaker 1

Could we start the process now, and we'll budget for it next year because there's no way we're gonna get it done between now and October. So that was kind of my thought process. I put the the old stuff. I think I gave everybody a copy so you could kinda look at it. Yeah. They went back with asphalt. This is something we finally talked about is do we wanna go back with asphalt or do we wanna go back concrete? Because concrete's got, what, thirty year life and asphalt falls in. So I think last time, if my memory serves me right, we were, like, a $120,000 to put new asphalt down. The engineering was already done, so I I would think the engineering would still be applicable or somewhat.

1:47:09 – 1:47:31Speaker 1

But if we go with asphalt, if we go with concrete, it'd be a whole new engineer design. But so I guess that we have to put it out for sixty day notice, and I'm sure there'll be some balking with this with the community. So but I gotta get the feel question. For economic development. Rhoads? Don't be doing what? We did Anders.

1:47:32Speaker 7

We did a green memorial.

1:47:35Speaker 1

I mean, we've done roads. I mean

1:47:36Speaker 3

developed Europe.

1:47:37 – 1:48:03Speaker 1

I mean, it's sitting there. That's what I say. You got Marriott, which is our largest hotel Yeah. Yeah. In town. You got T Bone Toms, which is number two, probably, in alcohol sales, three. And then you got Equulence doing $350 meals per person with a road with potholes in front of it. I'm like, I mean, what kind they our clientele doesn't expect to come to a place that's got potholes in front of them, the establishment. So that's that's my thought process because David does a great job. I know he's got the winery.

1:48:04 – 1:48:43Speaker 1

He's got the Speakeasy now, and then he has a little confused on what's acuvette one point o and acuvette two point o, I'm calling it, but I'm not sure exactly what that is. But, like I say, it's $3.50 plus if you want alcohol, it's $4.25 per person to sit down and have dinner with David. So, I mean It's what we have dinner here. But he's got people coming in from DC. I mean, he showed me his log. It's crazy where people just fly in, have dinner at this place and call back. So, I mean, he does have people flying in from all over the country coming to experience. I think it holds 19 or 20 on the front end and 32 on the, what I call, the speakeasy side.

1:48:43 – 1:48:54Speaker 1

So 50 total, you can type front and back, and then they've got a a bubble bar upstairs now, and then they got the laundry. They keep changing their concept. So, I mean, it's it's actually a really cool place.

1:48:54 – 1:49:18Speaker 1

And then they got a second story that's not even utilized where they got a a table that actually comes from the ceiling, and you can have events in there. If somebody wanted to do an event, you'd to pay off of him. But, I mean, there's there's another place that they could open up for events. So, I mean, there's a there's a lot of cool things in that place that most people don't even realize. I think when I posted about Acculin, I got 256,000 views on Facebook.

1:49:18Speaker 3

Well well, need a motion.

1:49:21Speaker 1

I need a motion to declare the project, mister.

1:49:24Speaker 3

No. I'd, like, make a motion to declare Harris Avenue a project and commence the sixty day comment period.

1:49:30Speaker 1

Do I have a second? Second. All those in favor?

1:49:33Speaker 2

Aye. Alright.

1:49:37 – 1:49:56Speaker 1

11 g approval of transfer from I might get my glasses for this one. O6Dash510Dash8552 Beautification to O1Dash530Dash8335. Landscaping for mulch application to Cedar in Foster Park.

1:49:57 – 1:50:18Speaker 6

Actually, this one is just for Sienna Park. I do apologize. Foster Park. And after speaking to Richard about it, the amount that's necessary is very minimal, because what we put in last year is still holding pretty strong. But CN Park, have had some some concerns because of how long it's gone without getting what's called playground mulch or kitty kush or whatever it's called in many different places.

1:50:18 – 1:50:47Speaker 6

Essentially, it's a specially engineered wood fiber mulch that is specific for playground to absorb impact should a child fall or have some type of impact. Right now, CN Park, the playground side on the right needs approximately 69 cubic yards to have it to be where it needs to be. The playground on the left is still in bad shape. It still needs borders to maintain the mulch before we can add mulch. That is an expense.

1:50:47 – 1:51:25Speaker 6

It's about $2,000 as well. And then at that point, it'll need some mulch as well. There is some equipment that we need to move and tighten up on the playground on the left. Our goal is to try to get that playground fixed and hopefully get a couple more years out before we have to come before this body or council depending on how the budget is allocated then to either remove the smaller playground and replace it with another one or remove it, add something else, make it green space, whatever you'd like. But a decision has to be made at this point as to what we'd like to do. But immediately, the biggest concern today is the mulch necessary for the playground on the right side, which would be the west side of the two forward facing playgrounds.

1:51:25 – 1:51:37Speaker 1

Is question is why is there such a big variance in the the product that's needed? Because one's at 53 cubic yards and one's at a 160 yards and, like, the they're not appearing apples to apples.

1:51:37 – 1:52:16Speaker 6

We actually that's one of the things that Richard and I have been talking about. The vendors that went out there took different measurements. We went ahead and took our own measurement. Our measurement is actually mostly aligned with meeting roughly 69 cubic yards. The company, NOVIS, has the lowest cost. Does not include installation. We would have to install it, but we would need half of that delivery fee. So roughly, we need half of this amount, roughly $2,500, give or take, to get the kitty cush added to that to open that playground. Well, it's already open, but to make it safe safe completely safer play for for the for our residents and the children to use. The others have different amounts based on different measurements.

1:52:16 – 1:52:58Speaker 6

I went out there and measured it myself. Richard measured it. We compared measurements, and we were exactly the same. So 68.5. So we're round up to 69 cubic yards. We need we probably order 70 to be safe, but that's what we would require. I do know there's been discussion from this board whether we wanna be the pseudo parks board or we wanna put this towards the city budget in the future. One of the things we have recommended is that we have some form of a line item added to the the budget, whether it be this budget or the city budget, whatever you deem wishful to do for this next budget cycle. But these are regular maintenance needs that we need for these playgrounds. We need approximately $2,500 worth of borders to fix the other playground and probably another thousand to $1,500 worth of mulch.

1:52:58 – 1:53:33Speaker 6

If you want us to get this thing kinda up and running where it needs to be, we could do it. Again, according to these estimates plus the math that I just shared with you, give or take, $7,000 gets it all operational, gets us probably two more years out of it. But at a very bare minimum, I'm requesting tonight, please, assistance to get $2,500 minimum worth of mulch to get that thing fully safe. Right now, we keep putting those fences up and everything else on the one left. I would love to get that fixed as well with another $5,000 for a total of 7,500. If if possible, like, we can get to that number. Again, you guys know how frugal we are. We're not gonna ask for something in

1:53:33Speaker 2

that we're not gonna meet.

1:53:35Speaker 1

So, Richard, what's the difference in three bids? Because they're so drastically different. So educate me.

1:53:43Speaker 8

As mister Garcia said, some of the measurements, were just Different materials?

1:53:48Speaker 1

I mean, because they're not the same materials. I mean, you're not No. No. Apples at all here.

1:53:52 – 1:54:04Speaker 8

So the the materials are the same. It was just a matter of the measurements, that is different. And I actually had some different numbers, but I didn't bring that sheet with me.

1:54:09Speaker 6

Different parts. Different vendors have different measurements. We just went ahead and took our own measurements.

1:54:14Speaker 1

So what's your recommendation? Which one do I

1:54:19 – 1:54:45Speaker 6

The recommendation would be the vendor would be to go at this time with Novus, which is the lowest responding vendor. They do charge delivery fee, but this is without installation. What we'd like to do is the excess funds that are requested if if if this board deems it feasible for us to do that to get some borders and some additional mulch for, the playground on the east side. So when you're facing the parks at the left.

1:54:45Speaker 1

This is more of your alley distance over Volley.

1:54:55 – 1:55:09Speaker 2

I mean, I'm fine with buying mulch right now. I think we could I don't know if I wanna throw in borders and more mulch for the other one. Think I'd rather see a more complete plan to get that other side other playground up and running in one field sweep what we're

1:55:09Speaker 3

gonna do with it. K.

1:55:11Speaker 2

Personally, just because I don't wanna talk about it again.

1:55:15Speaker 2

Not to be that guy, but Oh. I'm kinda tired of Band Aids around here.

1:55:19Speaker 2

fix something. I'd rather recharge to

1:55:22Speaker 2

The material, the stuff, and the team. Just go do it, and move on to the project because everything else is falling apart at the same time.

1:55:29Speaker 6

I just wanted to ask, when you say that, did you mean to get us a couple years out of it or complete teardown to put in a brand new playground or another function or whatever?

1:55:37Speaker 2

you should just get it open so the community can use the asset that they paid for. Right.

1:55:41Speaker 6

But I meant for the one on the left, for the one on

1:55:43 – 1:55:56Speaker 2

the East side. I think you should get it open. Get it to a place where it can get open. And if it needs if it I I think you didn't need to show us map on both. I mean, if it's so bad that it's gonna cost savings putting in a new playground. I understand. Yeah. But I think we can have that discussion. But

1:55:57Speaker 6

I need approximately needs to

1:55:59Speaker 2

be a mixture of budget.

1:56:00Speaker 6

Okay. Well, the one on Personally, I feel free

1:56:03Speaker 2

to anybody else can argue

1:56:04Speaker 1

and tell me I'm wrong.

1:56:04 – 1:56:30Speaker 6

But From the two units that are there now, the five to 12 unit, according to these quotes and the measurements we have, we need roughly $2,500 for the mulch to get that one open, which is already open now, but to be given as safe as possible. For the one in question that's on the east side or more eastward facing when you're facing the park, we probably need another 5,000 to $5,500 to get that one where it needs to be. That would include borders, mulch, and whatever replacement of parts that we need to hold it for another two, two and a half years.

1:56:30Speaker 2

I mean, I think right now, I'm fine with getting mulch to get the one the ask now. I think if we're gonna worry about both, that needs to be a separate item

1:56:37Speaker 6

for Absolutely. And we're okay with that.

1:56:40Speaker 2

Next month with a real more complete package, then a real cost estimate of what parts we're showing up to order.

1:56:44Speaker 6

We we just know that spring is upon us, and we wanna make sure we have the park ready when many visitors come in as safe as possible.

1:56:50 – 1:57:01Speaker 2

If I remember correctly, the last part we installed stuff on not too long ago, the vendor did it all jacked up, we had to go back and fix it anyway and take cut down bolts and everything else to take safety ashes away after they installed them.

1:57:01Speaker 6

What was that?

1:57:03Speaker 2

Did y'all have to

1:57:04Speaker 1

go do it over?

1:57:06Speaker 8

No. We no. We just took it all out when before they reinstalled a new playground. Yeah. We demoed it. It's basically what we did.

1:57:14Speaker 2

So I I mean, if you're gonna go into your playground and all that stuff, I mean, it's gonna a separate item. I don't wanna talk about that tonight.

1:57:19Speaker 6

Where is that? Personally.

1:57:21Speaker 2

Think Sure. I'm fine with the mulch now to get the one up, but the with the measurements y'all took. Because if you're wrong, you could done that mistake instead of, like, the others.

1:57:29Speaker 6

Correct. And worst case scenario, the best part about it is it is material that can be used at multiple playgrounds, whatever the case is. And we know that that's what it needs for that playground based on our measurements.

1:57:39Speaker 1

Get a motion and all

1:57:40Speaker 2

that? No. The I I just wanna say, oh, there would there need to be

1:57:45Speaker 6

a transfer. We can pay it straight out

1:57:47Speaker 2

of that beautification account so we don't have to do a transfer to the general fund.

1:57:53Speaker 4

So it's 2,500 for mulch on the left side coming back next month with a complete

1:58:00Speaker 1

I think it's 5,033. Right?

1:58:02Speaker 6

No. The ask right now for the mulch would be that. If you give me the 5,000, I'll probably get damn near get close both of them up and running or a good portion

1:58:10Speaker 1

But then it fix the problem.

1:58:13Speaker 1

If I go buy mulch, the delivery is gonna be cheaper to buy one hump than it is to

1:58:17Speaker 2

Well, for the mulch. But he's talking about $5 gets everything else fixed too that we don't really have a list of what's actually messed up.

1:58:22Speaker 6

Gets us pretty close.

1:58:25Speaker 4

And then you're done.

1:58:27Speaker 2

I mean, you're telling me today $5 gets me done on top of this part

1:58:32Speaker 6

7,500 gets it as much done as possible. 2,500 gets the one on the right.

1:58:38Speaker 2

But can you take can we take plate ground notification?

1:58:40Speaker 7

Take a little

1:58:41Speaker 4

transfer. Mulchous notification. Mhmm.

1:58:44Speaker 2

But plate ground equipment's gonna require a trench. There's Detroit there's $25,000 in this account.

1:58:51Speaker 1

That's what he's asked for. Said Oh. Budget amendment for unification is only 69. That's one.

1:59:03Speaker 2

You got the money in beautifications that that was off your transfer? Yes, sir. So are we moving over park improvements, and that way it stays in KCDC's

1:59:13 – 1:59:27Speaker 1

budget? Well, from an accounting standpoint, it's a stay in parts improvement because the is gonna be transferring it later. Yeah. So I I don't want What's to the what's the account number? What's the account number then if you transfer it?

1:59:29Speaker 2

One thing I didn't write down.

1:59:31 – 1:59:47Speaker 1

So we do this right one time and not do it either. And while he's looking that up, I did ask Ryan for next meeting to have us a mid mid year budget review just for the word. We're done with six months.

1:59:49 – 2:00:16Speaker 6

Also, while we're while Ryan's researching that, I wanna remind everybody next next week excuse me. Next month's meeting would not be the third Tuesday. It is the second Tuesday. So it'd be April 10. Please mark your calendars accordingly. I believe the calendars you're looking for are on the on the actual agenda form.

2:00:31Speaker 1
