Next, your mayor's comments. I know it's hot out. I hope you're all staying a little bit cooler these days. If you... Decide not to venture out to any of the beaches. Be aware of the red tide situation and a high-risk respiratory irritation is possible over the next couple of days. The Galveston County Health District is monitoring the situation and is advising residents and visitors to use caution along the county beaches. We're not anticipating a significant impact here in Pima locally, though. Our Texas Municipal Court and the Pima Police Department have been conducting a warrant resolution this week, which will go on all week. During this initiative, law enforcement agencies will be actively seeking individuals with outstanding warrants. Those willing to voluntarily appear to court will be afforded safe harbor from arrest, and the court will be open during normal business hours, as well as 8 a.m. to noon on Saturday, September 19th. So, pass that along. We've also been getting some much-needed rain lately, so we wanted to remind everybody about our Adopt the Drain program. Residents and or businesses, they can adopt the drain along their street and help keep that drain free and clear so that the water and the drainage keeps flowing quicker and smoother. The opportunities that we have today, all of our items have gone to the state. The next step is to go to the state. uh also shared with the council is As I know more detail, I'll share more. I'm just kind of curious, you know what I'm saying? Can you say it again? It starts Monday the 21st. We have a chance to host a monthly meeting here today. Thank you to the staff for helping forwarding that. Today, we're also having the 30th anniversary of Pokemon. The party is not going to be able to do it on their own. They're going to have to commit to it. We're able to get them on a project. We're looking on a project. If you want to participate, if you want to promote that project, we want to also thank so far for being leaders in that sense, but also I also want to just take a moment and just say thank you to the entire staff. It's been part of the budget, part of everything else going on. We have had some things that have been asked of us to pay back. We can't get them done in the exact time period, the exact time of the week. I'm happy to report that one item, a particular discussion with a situation, or if we want to have a discussion, it might be Wednesday or it might be Friday. I am happy to report that not only do we have that comment for the second, but I'm happy to do it too. We're bearing a report on that. So we're excited about what we're going to do and how we're going to do the answers to the process themselves. And so we can answer a lot of questions on software and the machine. And then for those of you here present as well, so I want to make sure that that's something that we want to have. The other thing is, is the question I gave on the holiday day, we are working through that, and we should have that at the next meeting, but it didn't happen in time. Well, we had four candidates come in last night, I'm sorry. We did an interview process, and before we got the candidates in, before we got together, we did another task, figuring out what our needs are. which candidate would fit those needs the best. All four candidates were very capable. Some of them were brand new faces. I mean, I've known that before. Some of them were old faces. They've been on for 35 years. So we do appreciate everybody coming out and showing interest in the position. There was one that stood out to us. I collected you as a group. I mean, there was one board member that actually had somebody come here with a recommendation and changed his ideas. It could be one of the boards. that were given to us in the process. So we will start to move it over.

But to the candidate here to answer those questions .. The way the board kind of voted, the way the board voted last night was to make the recommendation of as the mayor of .. Do we have a motion?

Well, everybody knows I'm looking for a working board. And we want people to champion projects. And we're looking for what we're missing in the board right now. And she definitely fits the bill for what we're missing at the board today. So I think she's a great asset to be just important.

couple people to help Megan, because it's going to be such a large project with already 1.6, 1.7 million being granted, and we'll shoot another 1.4, 1.5 this coming year. So hopefully we'll all be awarded, and we'll be dropping it over to like 3 million dollars, so it's going to take a lot of effort. But probably staff doesn't have a manual for us, so I think KCBC can actually step in and assist with that project in a lot of different ways. So that's going to be a recommendation we're looking for in KCBC to try to and then we'll have to, so. And we have Mark back there, so.

did utilize that and i think we're going to try to modify that a little bit because i mr conrad scored very very high i won't say that because he's been around for 30 years and he knew all the processes but that's not what we were looking for um I think we were modified a little bit because the way it scored out last night was a little, I mean, if I was to come back 10 years later and it would score very high, I know it might not be as important, but we were modified a little bit so that the board had a little more leeway as far as who was selected in that process. Now, maybe we can improve on that process that we've started. So I appreciate Mr. ,, that we're starting the process, and that people are seeing modifications. We'll talk about that after the interview that I made last time as well, and how to make it easier for the future boards to make the recommendation. And not always. People are always score high just because they were out 35 years ago. But during the transition of the EBC to ACBC, I mean, we've got a lot of knowledge. And all those questions relate to knowledge. And that's why we do score high as far as the scoring system itself. But for us, we really need to put somebody that works with the business in mind. We've got to get started. We should stay on the B, G, I, and C council a little bit. I think it's gaining a lot of traction, and it seems to be being effective. a lot of small businesses are asking for help. So it's something that we need to be addressing in the case of usability.

That was the question for the week. Don't you have to have a reason to abstain from that? Well, I'm just saying, I think you have to have a reason, a conflict of interest.

I mean, if you have to go one way or the other. This was actually a couple of the things that I thought, because I left, but I thought the math didn't work out for me, but I could be wrong. The score is now. and how it was being transferred, and I could not find account 10540860123 at all.

So the reason why you, and I don't want to do that in terms of lying, but what the reason why you may have to define that is this public amendment is a creation of a set account, and we need that to be a version of account 4.0.

And we also have this... But that's where the math, again, I could be wrong. The math didn't add up with what was allocated for the budget. We're ending in, what, two weeks? The math didn't add up. And I could be wrong, but that's why I just wanted to.

But before you reach the end, some of them didn't come out in line with the budget year. So that's why I thought it was going to be the same year. The math didn't add up. now sure no anything and theoretically in the case of a match if you don't pre-confirm and we didn't know on october 1 we didn't know we didn't get that grant for the city we applied for it we couldn't budget for it so we didn't know the decision to create it so since we put that in there So the math has never been matched according to the defensive because of that. Now, in hindsight, it would be the kind of budget amendment that would have reported the expected rate of purchase, and then on the reinvestment content, we have an expensive account and a revenue account. Of course, the expensive account is going to be higher than the revenue account because of the percentage of the match. Essentially, the match, if you will, has been given to you because of the receiving ground because of the excess of what your expenses were. So your expenses are going to be higher by whatever that 83.3%. So if you're higher, if you're spending higher, it's going to come in at lower. It probably will never match.

It probably will.

We don't have it when we call it a contingency account. But in theory, that's why it's set way up that way.

I do. And I do not do that. They allocate. again i would ask that's what i was going to ask could you clarify for the help okay i want her to clarify for everybody i have been i've been for a long long time and when i explained i had the conflict of interest i had to lie for her to be and i had to leave the the meeting chamber to a extent. So I would really like for you, while the whole board is here, to clarify voting and the procedural, how do you understand, what is the proper procedure? I would like that. Okay. So do you want me to go back and do the vote that I did previously on the case?

Well, I'm saying there's no vote at the end of the day. Okay, so then it works. But you should have that reason, too, I'm saying, because the voters put us up here to make hard decisions.

You want to say anything, Cesar? Certainly. RFP, both of these, for this opportunity, there is a foundation that they're in front of you. So the virtual assistant, the higher storm is actually one that is way higher than the country. And that's the reason we go to that foundation. We come out of the foundation. So that's why I think it's important Should it fall within the budget or not, . That would be thing five, which would be our assistance. We recommend that recommendation to KCDC that's right. And that's the recommendation to come through .

Usually, we're aware this is something that KCDC has been talking about. And we don't have an EDC director that we pay at the free level. And we have a lot of small businesses that have been asking for help. through social media. There's so much new stuff that I'm not even aware of, honestly. I learned a lot from my daughter, and she's a little bit younger generation. I ask questions all the time because it's something that I'm just not familiar with. But we want to use this as a tool to help us social media platforms and then also help us hopefully create more businesses and put packages together if the developers are looking at certain properties and helping us with that transition of information we can overburden sometimes. I'm not sure it's going to be used in that capacity because we don't have water so we're not going to have a lot of people coming knocking on our doors because we don't have water for a couple of days. So, but We do think this is going to be a trial thing. It's budgeted. It's well below what we paid a semi-EDC director in the past. I mean, we have one that we've teamed up with on a part-time basis. But I can tell you, in dealing with virtual assistants in my personal business, it is an amazing experience for me. There's going to be some groups, and we're going to have to overcome some of that with legal, and try to figure out how we're going to deal with legal problems with it. But we have learned that when they start emailing, a lot of it was a junk mail that keeps coming from the buildings, and then it's actually showing up at the website stores for this. And I've done that at Costa Rica as well, so I mean, this is something that's coming out of the country, with, I don't know, firewalls and protections on the United States side, and people who are trying to crack in from the outside, so... To do some stuff like that, we're going to have to figure out. But I mean, it's really important that our board is willing to take on. So I think this is going to be a huge asset to the KCBC board.

When this was first brought to town, I made a statement about building money to use primarily for basically farming land on the road from the city to the police points. And then I was more concerned about how we would some of the research I've done actually says that certain funds can not be used for a marketplace in general funds for a case of use to be made. But it's more of an accounting thing.

Yeah. So the best part of this is we're going to be asked for a solution that probably goes with that separation. We didn't specifically work out the preferences. But we wanted to make sure we followed that. So that allows us to do that. Because some of these are grant funded outside of just KCDC. They might be KCDC funded. They might be federal fund funded. They might go out to a police grant or a case that's a project case. They'll be able to support the services before the project begins. Obviously, it was good for me because we might think it's going to take longer. We might take longer. We might take more time. I will say thank you Cesar for introducing us to Grant so that the city did not understand Grant's part of your appearance.

It's much appreciated, and I know how important it is because I've assisted you in several of these things. Yes. You can only understand how much paperwork's involved in all of this, but it's, I don't know if they signed some of it, so I don't know how the paperwork's getting submitted, but they might sign it. So, I just want to say thank you for your efforts. We've got several more coming, and three more we're going to get, so I just want to say thank you to the public.

we have a lot of great applicants. I will tell you, you can see a lot of great applicants. So we're going to give you a suggestion. I heard that before. If you're looking to get part of the incident or present it in the house, that's where we start. If we're getting five on the other one, I think that's very impressive. It shows really, really good work done by the staff. And obviously, very competitive. We're going to do this for a very long time.
