Also, over the pre session of December Park Marjoration Board meeting. We have made it to December. We wanna welcome our newest members
to the Park Board who
are now officially newly sworn in. That's why we're starting just a little bit late because we definitely need to make it official so we can get started. I do have a question about this sheet right here. I'm not sure we provided this sheet. The ultimate one at all fit through the same week. Yeah.
And we'll get that fixed. Legally. Alright.
So If you wanna turn that back in then, you can. And I
I won't even allow anyone. With me or one of the the just trying to see if I was paying attention. So what I'd like to do is, Nicole, since you're the one on here twice, I'm gonna ask you to introduce yourself first. And so if you would just tell us a little bit about yourself and and what led you to tell us, you know, how long you've been here, what brought you to Parkport, if you have family, hustle a little bit about your family.
Okay. So I'm Nicole Holra. I I have a husband and a son that goes to ISMS. He's lived in Keller proper since 2013. And, yeah, I I just thought it would be good to serve. I love living in Keller. I I like our parks and rec, and I like to help out as much as possible and do volunteer work. I am our architectural chair for our HOA.
Oh, I'm sorry.
I know. This
will be a lot It's a lot more fun than
that. Yeah. Yeah. I get a lot of complaints. And then I'm also on a board for kids with genetic disorders that my sister founded. So
Great. Well, welcome. Thank you very much. You're welcome. Okay.
Hi. My name is Luz Rodriguez. We moved to Texas 2020. My husband works for the for the railroad, BNSF, so we've moved moved quite a bit. Hopefully, this is we're we're we're gonna end, but we will be moving in June. But, hopefully, we're gonna come back. Oh. So we're not even gonna sell our house. We wanna come back. I have two daughters, 10 and 13. I'm a licensed architect. I've worked for planning and zoning, zoning board and law adjustments.
Thought you looked familiar.
I know.
I thought you looked familiar. I mean, your name is familiar too. So okay. So you've been on a couple other boards before. Well, none like this.
Okay. No. I've got great expectations. People say that this is the fun itself. This is the fun
board. Yes. Well, actually, the furry transition to tell you a little bit about the group of before we do that, what I'd like everybody on the in the room to kinda introduce themselves so you know who's here. So I think you've all known Cody because you got a chance to meet with Cody and have an orientation with Cody. But why don't we, Michael, you wanna go around Sure. Tell him we are, and then we'll kinda work our way around the room. My name is Mike Vieber. I'm the manager at the Keller Point. I've been at Point for eleven years now. Been the manager for three. And yeah. So if you have any point needs, I'm the guy. So I come and represent the point here once a month. And if you have any complaints about the point, make sure you see someone else. But no. Yeah.
Love working for
the city of Keller. Grew up in Keller. Went to Keller High. And here I am.
I'm looking for it.
We'll go to other side of the railroad.
Okay. I'm Arjory Sutton. I'm the assistant city secretary. So y'all will see see me at these meetings. I just run the meeting to make sure that we stay on the agenda and keep things going smoothly and try to keep Felix online as best I can.
It's a difficult time. Yeah.
And I'm the assistant city secretary.
I'm Mike Queen. I'm the manager over at the Keller Senior Activity Center. I've been at center for one year as a manager now, but I've been with the city for about five.
Alright. We're gonna solve something here now. So do you guys want Mike or Michael?
I prefer the beef. Do you like
Yeah. Beef. Yeah. Probably won't say that on air. You could you could call me Mike.
Oh, I can email to you.
Oh, yeah. You could call me Michael. Mike. Michael. Which one do you prefer? So do it just you want Which one should buy?
Or you can just do Mike or Michael. Either one works for both of us.
So much clarity. No. It's it's
for my preference. When we work together, we went by our last names. So it's really no.
It's fine. Yeah. I'm not going there. I just wanna make sure that I'm not, you know, addressing it the way you want me
to go. Thank you.
Mike, do you mind passing a coaster?
Sure did. Thank you.
I just was trying one on the side, but I really do need a coaster.
To see who
was Okay. Yeah. Let's go around the room, Peggy.
My name is Peggy Wansworth. I've been here twenty six years. My husband and I when we moved in, we're cattled down at the street. So it was kind of interesting. There's now we have a straddle. But I was on the senior citizens advisory board as vice chair for three years. When they disseminated that, and then I
was, Kelly gave me
an email and said we'd
move you over to Parks and Recs.
So that was last December, I'm a year ago. And but most important thing going on in my life at the moment is my grandson got into A and
M. So it's awesome. That for next fall, be a freshman? Yep. Mhmm. That's great. My son graduates a week from today from Aden.
Yay. My
neighbor has two. Thank you.
Knock over. Thomas? Thomas
Hixson. I've lived in Keller since 1978. Been on the board about ten years combined. Retired. And this like I said, this is the fun board. We do the fun things. Let me see. So
This is your second stint on the board.
Second stint on
the board.
I served from
o five to o nine, I believe. And then I don't know how long it be on this time. Total of ten years. So, yeah, I enjoyed it. Love Kelly. Yep.
Switch back across the table, Ashley.
I'm Ashley Wallace. I've been here in Keller for two years. I have two kids, one in elementary school and one in pre k. I really like it here, and I plan to live here a really long time. So being on this board is about helping Keller be as good as it is, if not better than when I got here so that I can continue to be excited
about listening. Awesome. My name is Caitlin. I have been I don't know if this I'm going on my third year on this board. I came from the library board prior to this. I have been in Keller for five years for California transplants, but don't hold that against me. I have two kids, five and nine. And when we first moved to Texas, I moved to Fort Worth, and we I was absolutely miserable. So my husband drove around. We listened to patients. And someone's like, go check out Keller. I was like, man, that's far away. Mhmm. So we drove, and I drove down. And it was actually town hall, and we walked the lake.
And I was like, we're moving here. Exactly. And so we I mean, made one cross state move, and then one year later moved forty five minutes out of Fort Worth into here, and it has been like the best decision of our life. But it was, yeah, town hall, hall, and walking this. And I was like, I don't wanna live anywhere else. Here we are
forever. Awesome.
I'm Jenna Lee. I grew up in Fort Worth, moved to Keller in 2017. My dad and stepmom have lived here since 2000. That's not what the reason why we moved to Keller, but it certainly influenced it. So we have loved it. My daughter graduated from Keller High School. My son is at ISMS in the eighth grade. And I'm an avid runner. I love the trails, and that's my big my big thing, making sure that trails have water fountains, bathrooms,
are are good to go, Park Road
Park Road and all the things. So we love Keller.
Jay Blakey. I've moved to Keller in 1985. And been on the
hardboard for a hot minute. Man, I was hoping you'd say how long so I would know how long I've been on. A while.
Probably too long. Of course, with some people.
Twelve years, I think. Yeah. Yeah. Oh, there's more to tell. And Jay brought have you heard about if you haven't heard about Park Run, you will. But Jay brought that wonderful event to tell her that he's done so much. And and we have a little order of business to talk about here in a minute related to Jay, but currently serves in his term as the vice chair. He served as the vice chair as long as I've served as chair. So but Jay and I have served multiple terms together. My name is Felix Mira.
Served on this board. I actually went through a leadership program in Keller, and then one of the challenges coming out of that is to get plugged in and get involved. And I've been very involved in rotary and in serving on the Keller Soccer Association board for many years as a soccer coach. And been very passionate about I moved to Texas in 1988 to work at TCU, and I handled all the marketing and promotions for the university. And, you know, we used to sell the t, the c, and the u. Mhmm. So I used to sell Texas, and I've handled the Northeast since I originally came from that way. And and then you tell people about Texas, and then you tell them about Christian, what that meant, and how they're affiliated with Christian church. And then we talked about the university. But when you're talking about Texas, we always talk about Fort Worth.
And then Go for it. And I meant and and we talked about and and I was told when I first moved here that Fort Worth is where the West begins, and Dallas is where the East peters out. And they also told me that I would never be cons I'd have to meet three criteria to be considered a Texan. I'd have to live here for twenty years consecutively. I'd have to marry a Texan and I'd to make Texans.
So. When was the last time you make Texans?
So I did I did all those things. I I married a a Texan. She's a permanent Texan, and I'm I'm I'm made three of them. My my oldest graduated from Texas Tech and my middle son my son will graduate from A and M next Thursday, a week from today, and my youngest will graduate from Tech in May. And and so I never got anything from the governor when I hit those milestones, but my state representative did make me an honorary Texan.
So that's probably the one of the greatest accomplishments of my life, and I do love being here. And I love the city and love this board. And and it is a it is a fun board, but we, you know, we're fun and we're a working board. Just to tell you a little bit about the some of the things that we've done and we do a little bit different than the other boards is we have created subcommittees. We're gonna talk about that here in a minute. You'll see that's number two on the agenda. We and we're we actually ask that you jump in to one of those subcommittees. I'm gonna pass around if she can get a chance to read a little bit about those. I wanna press you for your assignment tonight. Oh, you've got one already. Oh, yeah. Okay. Great. So you you gave him that during the organization. Yep.
See, that's that's because Cody so often He's on He's on it. So so I won't pass this up. But you may have already thought about that and if you're interested just talk to me a little bit about that afterward. But we these are working committees. We do have the Texas Open Meetings Act, which I'm sure it's been explained to you. And so the subcommittees by design are three people. So we don't violate the Tomah rules. But that way, the three people can go out and work on substantive things that they can bring back. When you walked in the room, you saw I was meeting with a stakeholder. We were working on a sports park project we're gonna talk about here in moment.
And as you build things and have new things going, you know, then that opens up opportunities for people to have opinions about things. And so we are working towards just some of the you know, we're working towards user agreements and fee structures and things and and having side meetings and and and the subcommittee structure enables us to actually do those things. You would know based on being on p and z and and, you know, zoning board adjustments, all those others that you, you know, you can't have those meetings at least with your entire group. Or or you'd be you'd be violating some rules because you have to publish those things to the public because, you know, we're on TV right now. And, you know, next to Yellowstone, we're probably the most watched show in Kelvin.
We get at least two views of my family.
Or land man as it would
be. So
but we we actually, you know, we we we get a lot accomplished through that subcommittee. And and and so you're gonna hear a lot from those folks tonight, and we just wanna plug you right in and and how do you hit the ground running. One of the first oars of business that's not on the agenda is that the the council does appoint the chair each round, and they ask that the board appoints the vice chair. So I would like to I would like to open the floor for nominations for vice chair of the park board. So I well, that's the be the first order of business.
So I'll entertain a motion to nominate
Jay Blake. I
have motion to nominate Jay.
Okay. I have a motion to nominate Jay. Do I have a second? Second. Second. Do I
any other nominations? Did you get that?
Okay. All in favor Jay. Continue as great. That went exactly the way I wanted it to go. Alright. So perfect. Thank you. That was close. Yes. Thank you. Yeah. That was that was close. That was that was a close call. But so let's move on into we're gonna what I would say is if you have questions as we're going through there, we like to so this is another qualifying statement. We don't get hung up on who's in what place and who's serving as an alternate because everybody here gets an equal voice.
We do even ask for you to vote even though, you know, alternate votes really don't come in as a county vote if someone unless someone's absent, but we don't look at it that way. I mean, Ashley served on this board as an alternate until she was moved into a permanent slot this year. And so and and so is Peggy. Right? Both of you were in that that that role, so you now have a permanent slot. But I don't think you would have ever known the difference because even we're even working on subcommittees and and to a degree Peggy was even chairing one as an alternate. So we we're all equal here in that regard, and and everybody has an equal voice. And so I just wanna set that stage right from the beginning. So with that, I'm gonna turn the floor over to Cody, and and we'll start with agenda item number one. And since Jay's doing this, please eat the food.
So we go ahead and grab additional food while we're I wanna thank Jay for bringing the dessert.
And so please Thank bringing the food.
Thank you. Yes.
I hear you.
I'm good to this.
Merry Happy holidays. That's that's what we like to do of our treat. And if you have not signed the card, those gifts over there are little color thank yous for Raelene and for G. We're rolling off. Judy moving to the library board and Raylene moving to Keller Development Corporation. Sad that they couldn't be with us tonight, but those are Keller themed gifts, and there was a thank you card in there. So if y'all would just sign your name to it, that would be outstanding. Jay has them, I think, if he hasn't talked to you about that already. So now, the floor is yours.
You. I'll
start with trails. I'll wait for Jay to come back to start with that one. That one's important to him. Playground, shade structure is complete at the Killer Point.
I don't know you've seen this.
So this wrapped up, I think, last week. Like, we got the final okay to to unveil it to the public.
The green is stunning.
I like it.
It is green
and the It's the right
now. Those poles don't actually slope in.
No. It's just optical illusion. Yes.
Yeah. Thought so.
That'd be a little disulfurment.
If you go run park run and you do it within if you do it under 20 and you go up and look at a post, they'll slope it. There'll be sun, you'll be oxygen, prime, and stuff like that.
So because the playground is so large and the span was so tall, that's why we have the gaps in there and have three sails. So there will be areas that get sunlight, but it's gonna move throughout the day and throughout the year. So, we couldn't do the entire thing for the price we wanted. Like we're gonna
do at Chase Oaks.
We're doing that. That was PO has been issued for that playground, shade structure, and we anticipate that taking till probably April for all the material to come in and then getting constructed. Constructed.
For the benefit of our new members, can you give them an idea of what the investment total investment was here?
So this was a $100,000 just for the shade structure. The playground was replaced two years ago for around 150,000. Same thing with Chase Oaks. It was around 150,000 for the playground, 100,000 for the the shade structure. So projects are not cheap, and that comes from that half cent sales tax that we we talked about that we can only use on parks and rec. Mhmm. We can't fill your potholes or fix your water lines, but we could do anything parks and rec related.
You could pay someone $50
a year
to hold umbrellas.
Plastic would be very
Cody, before we get asked the the decision not to put a triangle over those two slides in the foreground. So the that this third triangle goes off of the main structure, but there's no I
see what you're saying. Well, the
of four, but it looks like the trees throw shade under the
Correct.
That's what that's the way I'm gonna
Yeah. I don't have the aerial layout to show you, but there is there is shade from the surrounding landscaping trees.
Okay.
Keller Sports Park, we're 86% complete. They finished the conditioning on the, synthetic turf, and they've started on, Line Drive Parkway.
Do we have any pictures for this?
I have some pictures on the
murals. Yeah. Thought I saw didn't we start with an overview
of this? We did. I'll I'll do that in just Yeah. A
Oh, this is work
in progress. Yeah. This is work in progress of the eight murals. They've started two of them are complete. They're working on four right now. They've been out there hand painting everything. It looks really cool.
Felix, Peggy, and oh, no. Felix Judy. Judy and I were on the
Subcommittee with the parts board to select to do the artist review to review the artist
and then to finalize and then Really nice.
Love these.
They're so
cool. Awesome. Lot
of awesome.
A lot
of online comments. Yeah. Anybody's noticed.
My heart. That was amazing. Really?
So there's, two that they haven't started. One is the, football players holding up the trophy, and then the other is the boy running alongside the train. Mhmm. They'll I guess they'll do those two last.
Love it. Yeah. We're great.
And then as part of the sports park project, now that we've been open, for several months and find out what works, what doesn't, Staff was asked to, obtain pricing for additional elements to the sports Park, and we presented this to city council last week, and they approved it. Part of this was a, extension of our sidewalks on the soccer side from the c pad to the d pad. We also had our additional restroom. This took the most, discussion, throughout the the evening. It was either anywhere from a two seat or or two stall, two seat, two stall, up to eight, and all the pricing that came along with that.
Mm-mm. So you guys should almost How many times did it get the whole part design? Is it did we get the issue resolved?
A long conversation. Two times over. Yes. It's gonna match. This is the restroom that's at at the Equestrian Arena. It's gonna match the same style. So it'll look like it was done at the same time as all the rest.
Except it won't have a storage, though.
Right? It will not have storage. No. But it will have a little porch on the front. I don't think it'll have the the big ceiling fan on it, but that that's what a two unit would look like, and then that's the six.
We ended at six.
We ended at four. Four.
Oh, leave that.
Oh, we did see. I'm even confused. Yep. We ended at four.
We went round and round and round.
They wanted to save a 100,000.
Yeah. They wanted to
save a 100 Right. We did. That's right. Yeah. I should've.
So they they talked about this for a
long time. That's right. Because we wanted to put it toward the okay. Yeah. That's right. Put it on the team.
We're getting additional signage on the soccer side for field identification. This isn't exactly what it's gonna look like, but it's just a concept of on
that price structure, which I'm sure it came up. But a two stall was building two two stalls was less than building a four stall independent structures. $2.96 to 7 something. Technically, no.
I mean, it's just we I mean, you would have had to there it is. They they if in other words, you're saying you're go put two stalls somewhere else?
Yeah. Well, yeah.
Could you do two two stalls?
Did you have location of sewer line and those things like that?
It's not in there. Right.
So you
have to factor this was landing on the same spot where you had accessibility to Understood.
Yeah. So you
you couldn't just go put a two stall on the other end of the field Mhmm. Because you'd have to put infrastructure to support.
And that was the the whole discussion was, you know, if we're gonna do four, we might as well do six or eight because the delta in between those is so narrow compared to the two.
Then and then at where my thing landed, you know, since since we came down to this four six thing and then and then it was like, okay. But then a 100,000, we could do something with a $100,000, you know. And then and then it talked about capacity and and the fact that there's gonna be so many people over there. You know, and, I mean, you cannot say that it wasn't fairly deliberated. It was you know, we we certainly exercised every possibility.
But I at the end of the day, it would be very nice to have a facility there. And I think if you get too big where we're putting it, personally, I think that's a problem because it becomes a a line of sight issue because it's right there at the road. And it could I wasn't concerned when you get to something like an eight stall that that would be too big in that particular location. So if you're not familiar with it, you know, where that multi purpose field is now, it's most you know, it's it's toward Golden Triangle. You you know, that you're that is
a busy road on on
a Saturday with all the soccer games going up and down there. And you have some big obstruction there. You can't see people running on either side of it. And so I'm kinda happy we landed what we did. So
How many restrooms are there on? Not not seats, but like No. Buildings.
How many go there again.
In Texas, we call them home.
But how many restroom buildings are there? Do you happen to know?
Eight. Okay. Yeah.
And we had The equestrian
one I was in today, and it was very clean and very nice.
I mean, we started with four before the well, five if you count the old field house.
Okay. Okay. And they're gonna be open during park hours.
Yep.
Except for runners. Well, that's
they're they're open they're supposed to be open every morning at six by staff and then closed every night as as a janitorial crew comes through and cleans up. So
real quick, by staff. So how many do they have to open
on on one throughout the city?
Throughout the city, there's these seven. There's two at Bear Creek. There's two at Johnson Road. There's one at Overton Ridge. There's one at the activity node.
It's a lot.
It's a lot. It's usually not a problem.
Them up every evening.
Mhmm. Yeah.
But in the winter, we have to winterize them.
In the winter, if we're gonna have freezing temps, we close before that. We winterize them, drain the depending on how cold it's gonna get, we might actually drain the building of all water.
Pretty labor intensive. It's very. Mhmm.
Because they're they're not climate controlled or or geared towards the elements. They're all open to air. Yep. Okay.
Locks or Wi Fi locks, they could all be opened at the same time without taking the staff.
Well, you just gotta get Wi Fi at every location. Yeah. Let's just do it.
Maybe someday. Maybe someday. Right now We're working on that in other fair areas. Right.
Sprinklers and lighting are getting automation. Right? Correct.
We're working on that with those type of things and other gates and things. So it's just wanted to it's a, you know, kinda grow your way into that stuff. There is a not there's not a wireless infrastructure out there or Wi Fi infrastructure out there. So there's gotta be the technology that's got other capacity for it to come.
So But I guess it's still good for staff to go there because
They just they're not sure. Yeah. Yeah. Right.
They have to take out the trash anyway.
Yes. And restock.
Library had a soap issue with that soap bandit too.
It's safe to
say that then
it everywhere. They took the soap out of the bathrooms of the libraries for, like, a year.
Was there a homeless person? Nope. One.
You? It's kids. Kids. Yeah.
A $25,000,000 project, $800,000 ad. Not too bad, all
things considered.
Well, when you factor in the interactive water feature and the all the roads and all the underground infrastructure that we did for Alonzo with water and sewer, we're at 40,000,000.
40? 40,000,000. What was the original budget? What's the current name?
We don't wanna talk about
Interactive water feature.
Yes. I know.
I saw it.
Water. It's not a splash pad.
It's not a splash pad.
So just respecting time and with all we're gotta go in here. Let's keep plowing through this. Yep. We're ready.
We're also looking at vehicular bollards. We have some areas where we realized cars can drive all the way through, so we wanna deter that with something that's removable so that staff can get through with equipment when they need to. Or if we're having a big tournament and we want something to drive up to a building, we can do that. But, the other thing is there are, there's one pitching lane and three batting cages out there. We're gonna be redoing, all of those as well. Yeah.
They're pretty open
right now. I am. My son plays.
And then, the original the last original, field from the nineteen seventies, we're gonna be replacing the, fencing on that. Just the fencing. The most strip. So yeah.
And the backstory there for our new members is that that's in a floodplain. So Oh, yeah. The amount of work that can be done on this
Very minimal.
Limited. Yeah.
Very minimal. We played on that field.
I played on it
in the seventies.
Because it was close to mine.
But when we when we, you know, when we had that miracle peel ribbon cutting, you know, it was just and we all go out there for this nice, beautiful new Right. And then you look and you're like, we gotta do something.
It's ugly. So we we
so we're all happy that we made that choice. And so it'll all look nice now. All the colors are new.
We're also getting, acoustical, treatments for the field house. It is a concrete box, and if you try to have a conversation in it right now, you you can't. It's it's just echoes. The everything bounces off everywhere. So, we'll address that issue. We're also adding a monument sign on the north end, right as you enter off Golden Triangle near La Crosse and Sovereign Pad.
Can we call that? One?
I've asked the architect to so we got a mini task force of some council members and and Felix, and I sent this to them today and to to get their input on it, and two like this and two like that. So our and then our two liked a modification of something else. So I've asked the architect to go back and and make these tweaks and send it back to me so that I can send it back out.
So the pole is still gonna be in the way?
Or The pole will be moved.
Oh, what?
Gonna be moved to the other side of the
intersection. Perfect.
Just waiting for Tri County to do that. Good. And it'll go there on the, the corner. We'll have extensive landscaping Nice. Out in
front of
it as well. So this was the the price, for all of those items, just under 2,400,000.0.
Can you tell me where on the map the the maintenance yard wall is gonna be?
Yes. You're you're adamant about that one. Actually, when I saw the measurement of the trees, I was like, my goodness.
So yeah. For context Yes. As a tree lover and and and as you're certified arborist. Right?
Was certified arborist for eighteen years. Yeah.
I had a question when I saw that to Cody about what trees were being put in because there are some non native trees already there that have had issues here in town hall. So we didn't wanna
Right.
No offense river birches, but you're not being added. Well, it's been added. But I mean, again, ideally. And then also spacing is important for their long term
growth.
They'll end up basically cutting each other out if we put too many. Like, I want it to be filled in, but not so filled in that they.
So she posed that question this this week or last, whatever it was, but did we get an answer? Yes.
They're twenty five twenty five feet apart.
feet apart, but what I'm I'm talking about the species.
Yes.
Cedar. On the too. Yeah. It there's more the mainly cedar elms.
Are you
cedar realm?
Where are they going?
Where are
your cursor? I
see. The wall where did it go?
Just trying to get a little bit of an aesthetic to that wall. Yeah.
The wall is gonna hide this area here. It's going all the way down here.
Gotcha. Good call.
And so it's gonna be Shumar's? Yes. No. No. Sorry.
I was wrong.
It was chink the chinko
Chinko pin oak.
Cedar elm and the Chinese pistachio. Those
are all good.
They're all medium to large trees.
They'll find
not as big as a shoe barn, but
What is that, like, dump site
that So it is a material storage area for public works. So, when they do a a water main repair in the middle of the night and they've got all this excess dirt, that's where they take it.
Okay. And
then when they if it's good, they keep it, and then they use it if they need extra dirt
for time.
Or whatever. It saves them, staff time and money to take otherwise, they'd have to drive, like, to Denton or to Dallas to do that. And so they've they've been doing it out here. Yep. And that was part of when we were going through this process, that was one of the things that council brought up is we're gonna have all these improvements, and we're gonna look over and see piles of dirt. We don't wanna do that. So they they said, we want a wall. We've been working on that with Public Works, trying to get the pricing to the right point. And then the last bit of that was to add, the landscaping portion.
So is there a water over there
for that?
We're gonna run?
They'll run water.
Good. Yeah. Verification. Okay.
For trails, the trail along, Mount Gilead is still going on. They've rounded the corner. They're it looked today like the concrete is connecting all the way from one end to the other. They just gotta go back and do the final dirt work. There's gonna be some railings put up
Oh, no problem.
Because if there's a significant drop off
And neighbors are gonna be in same way.
Neighbors are not too heavy with that. So
But we're not gonna go in over those crazy strikes and stuff like that. Are we gonna No.
No. No.
Are we are we gonna look to ribbon cut that one at some point?
We can.
Yeah. I think we should.
Okay. Yeah. And then the other trail news is that the bridge over here by Rufe Snow is gonna get replaced on Monday, the decking. So so we anticipate five days for that.
Under under roof snow?
It's right as you come out from underneath roof snow on the West Side. Oh. There's a small footbridge.
Soft.
It's
Like a trampoline.
Yeah. It's the tear the decking was deteriorating. Okay. I'm not sure why. Well, maybe. It it was installed differently than all the other ones.
Right. You know, Tom
And that was I think that was the first one that Gary had done when we started before we did all the other ones. So
Tom, we have Park Run and you're and you're down there
with Marshall,
and we have It's gotta be a 45% of people don't come back.
It handled 5,000 people Thanksgiving morning. Did they go?
They went that way?
The tin pad. Tin pad did, man.
Yep. Five k did. Five k
did. It'll be closed for about a week. We'll have signage up. We've already posted it on Facebook and put it out in the.
Mess up here. Will it No.
Monday. Saturday? Monday. Monday through Friday. Atta boy.
With hope.
Yes. If they run into glitches, Saturday might be an issue, but I'll keep you posted. And then the last thing is the survey for Johnson Road Park Playground is live. Oh, okay. As of today, we've had 530 respondents.
That was awesome.
Good job. How many are you guys expecting?
We've never done this before Okay. On this part. When we've done a vote for this or this, we've had over 2,000. So this has only been up for, like, a week and a half.
Yeah. Yeah. A lot those And it asks more questions than just this or
this. Right. Mhmm.
But she put the kel. When she put
the Yeah.
Kel, the out there and look out the the Yeah. Tell this elf on the shelf looking at it over the bar. Thought that was a great
on that.
That's subcommittee a subcommittee on on
that? The offices.
That's what I'm missing.
I think it was just me
and Ashley. Yeah. But not yet. That's it for park construction. Not yet.
Not yet.
Alright. Is that it for construction? Okay. Let's move to subcommittee. Speaking of subcommittees, then we brought that up. So I did pass around a new one. So even though you had a list at
This is new. Correct.
Even though you had a list at your orientation, I went ahead and removed the members. And then we had a couple people who asked to shift around. And so this should be accurate now. And as you see this sports bar oversight, so the meeting you walked in on was sort of a part of that. We're we're trying to meet with you know, we're still we're gonna have to do some supervision out of these user agreements. So Tom, Jay, myself, we're on that one. The trails, Jay is leading that one with generally and Ashley doing an exceptional job on that one. The senior affairs of senior center optimization, They that work is just about to get heavily underway. Yeah. And they're we're gonna talk a little bit about that.
I'm assuming right with the with the the survey results here because you're done. Right? You they've come back. So we'll get to that in just a second. And then so I'm we are I like these to be three people.
Mhmm.
So there would be one more person that we hire. We have an open slot there for that committee. The Johnson Road Park playground, which you just heard about right now has Ashley and Caitlin on that. Ashley leading, and we could take one more person there. I'd love for one of the one of the since you have younger children. She's architect. So you're an architect, that would be interesting. Yeah. Mhmm. So if you're if you're so inclined, we'll plug you in. Pavilion Park amenity rentals. I'm a lonely member of that community
by myself. There's one Sounds so exciting.
Well, our people our people left.
They did a lot of work, though.
They did a ton of work, and then they came and left me.
I can come back.
Okay. Well, that was a bunch of.
She left her mind. She left her mind.
She got she she wanted to she wanted something
else. Okay.
I can join you on that one.
So that would be great.
Yeah. So
if you'll stick around for a little bit, and then that that way we that's great. Because what will happen there is that one's gonna go away pretty quick. Because all we have to do is settle on some budget numbers and things, and then and then we're done. Because they've they've done a lot of that work the leg work there. And then, Luz, you said you're gonna do what? Johnson. Mhmm. Okay. And then loses at l u z. Mhmm. And then
then flip the page, Northeast Park Vision Committee, which actually kinda works out well, Caitlin, because we're gonna kinda wrap the the the the rental thing. And then,
you know Before that one.
And this and this is like a long term, long Yep. Down the road study that involves Caitlin, Jen Lee, and Jay. It's a good group to have on that one because there's a lot of history that goes into this, and they've been studying that. So love to plug you in. So right now, we plugged you into a couple. We've got senior chairs that could be normal person. And then we can actually we can actually move some people around too if you want to. We can we can try to, you know, plug you into some other ones too as we as this progresses.
So I can do senior affairs
and senior citizens.
Good. I would also like to be on the Hartford and
Alright. So what we're gonna do is this. I'm gonna plug you in there, Luz, and then I'm gonna ask Jay. Since Jay is the the vice chair to sort of when you guys have a quorum where all four of you are available, then maybe he would step aside and let you guys meet. But then if you have if you don't if you're so inclined, if you're willing to do that. But if you if you end up with one person short, that he would step in. But I would ask, and then he could kind of just kind of have over you know, kind of just, from a sidebar, just stay connected to what you guys are doing.
I would not want to kick anybody out.
Jay's got a lot going on. You know, the other things he's got. So and then and then trails is a big deal, and the sports park thing is, more than than that is a lot. So so I didn't ask him just now. I sound like I just kinda told him that
Well, you
I'm glad you said one person short instead of one short person.
Okay. So
Well, I'm there with you.
I'm short person too.
So, you know, if I need to step aside too because Jay has a history on Northeast Park.
I'll let you two fight that out.
Yeah. I mean, I
know some
of it, but
he Well, I'll let you guys I tell you what. Since we spend a lot of quality time together on Saturday mornings, you guys decide to tell me. Alright? I'm not gonna work that up for you, babe. But in our rules as chair and vice chair, we can kinda come in and on and off of these committees based on need and demand. So but you guys figure that out and you tell me. Anything I missed, Cody? I think we got them all right there.
That's all of them.
Now this doesn't mean that this is you know, we're starting a new year. Right? And so something could come up because some of these committees sort of developed throughout the year. Ashley with the Johnson Road, Mark, that's relatively new one. And and so, you know, this subcommittee, as I've mentioned earlier, it it this this does work and and so if we if if if there's a we're tasked with something by city council or if we are tasked with something by citizens or we're a conduit council and we hear there's something out there that we need to solve for, then it might warrant that we create a study group, which is a subcommittee.
And then we'll get people assigned to it, and we'll tackle it because like we talked about at the beginning, we're a working board. Mhmm. And so that that's that's kinda how those things kinda they they form out of sort of organic opportunities. Alright? Any questions about that? Thank you both for being willing to jump in. That's awesome. Appreciate that experience. We we I will say this, that being on the board as long as we have been we've been very blessed with our new members that we've had in the last couple years because I you know, enthusiasm. You guys have jumped, you know, what, Caitlin and and Ashley and just coming in with and Peggy all of you know, like, We're we're in.
We're gonna do it. So this is cool, and that's that's the right spirit on this board. So the next item on the agenda is well, first, any questions about sub committees?
We have board I think we have subcommittee updates.
Okay. Let's do that then. Subcommittee updates. Go ahead. You you might have one since you mentioned that.
I might. So for Johnson River Park, besides the survey, we do have a memorial there on-site. So I have reached out to that individual's father, and he's excited to be included in the project. So as we get a little bit farther along in design, the thought is that he would be included so that he could bring to him with us a good place to incorporate his daughter.
Love that idea. So right now, is it
a marker? Right now, it is a marker for the pavilion that's kind of in the center there. Mhmm. That shade structure that a lot of parents sit under and enjoy. So we'll brainstorm with him as we get farther in design of maybe a feature aspect of the final product that makes sense maybe with her personality
or passion. Great that you do that. Thank you
for doing that. So Awesome.
I'll stay in touch with him. That's the only thing for Johnson Road. For you guys, the survey is open throughout mid January is the current plan. Rachel will continue to help us promote it. And and then I'd ask everyone in this room, if you can think of five people you know who might have thoughts on the playground. If you can just send the link to them and encourage them to take it. It only takes about five minutes. Everything that's required is multiple choice. There are text fields, but those are optional. So it's very quick to take.
So if you know a group of parents, you wanna share it within a group me if that's Mhmm. Where you are in life. And if that's not where you are, if you just happen to know a few people that you think might be interested.
Well, is that neighborhood Facebook app?
Yes. Whatever whatever you have access to in your social network.
Like a QR code that we could put? Is is it up at the park?
Yes. So we have it Okay. We have it not only at Johnsonville Park, but at at more of our popular parks. Okay. The signage is up. I actually got a phone call from a resident near Overton Ridge today that was confused and thought we were gonna
redid up the ground. Yeah. That's just a
no. Or maybe even at daycares that are in that area because they really visit that park.
Like Spanish school crowd.
Yeah. Right. Because that's right there. And the library doesn't The library
was nice enough to promote it for us on their social media. Yeah. The library does know about it, and they were kind enough to share it on their social media page too. But, yeah, if
you know anyone in your own network, PowerPoint, because they have
We we have them out at the playground in front of it.
Yeah. Okay. Yeah. We have a database. This is a question. I'm sorry. That's not that's not like a statement. But do we have a database of prior rentals of that pavilion where we could send it to the people who have rented the pavilion? Possibly. That idea. Probably do. I mean Can we people have actually had functional use of that, you know, from a pavilion standpoint. Be good to get their feedback too.
Here's a here's another good one that we can put it on the the killer app when you click on parks.
Oh, the killer connect?
There's no well, it this is an app. And I guess it's called. Yeah. Yep.
A new one.
So when you go to the parks, and maybe there's a place we can go click on the QR code there or something.
Ashley, are you taking these as
Yes. I assume, Cody, are you it seemed like you took notes about
I am.
The pavilion, Rachel.
Yep.
Do you want me to reach out to Rachel about the app? Or Okay.
Want I
mean, if you want
to, you're welcome to. But I
app can send out a message too. Yes. Because I got one for Thanksgiving, I think.
Yeah.
Is Rachel who would get you the email list? I'll leave you Jordan.
Jordan. Jordan and and That makes sense. Don and Elena. Yeah.
Because they
If you
want me to do it, I'll reach out to Jordan about the pavilion list, and I'll reach out to Rachel about making sure it's in the app. I know it was
in the newsletter. Yep. That's where I took
it from. Before I forget this too, I'm I'm gonna pass this around, and I just if you all didn't put your name and your home address on there, please. So if if we're mailing something to you, it wouldn't mind. We may have that info, but I'd like that.
I got I am.
Does it only come up
with Nick Linscott? It didn't come in on that?
It was in the newsletter. Yes.
I have to read them on the news.
It was last last last day.
Oh, the one before. Mhmm.
It was in it was I thought it was in today's as well.
I just haven't opened today's. I yeah. I can't speak to that, but it was a 100% the last one.
I was gonna say the
same thing.
Thought it was I'm supposed to vote on the Christmas decorations. Okay.
While while we're worried about that,
let's see. Yep.
The next thing, do you wanna talk about trails.
Are gonna do?
Oh, wait. It's his gun.
I mean, why don't we move I'll continue if we roll, we'll we'll roll into regular session. If we continue if we so go ahead and start your it trails a long discussion?
Yeah.
Okay. So let's save that one. So get inside there. Any other shorter subcommittee discussions? Senior,
I don't Survey. The senior survey was complete, and staff reviewed that with some members of city council and and Felix who had orchestrated, us performing that survey. And we've sent it to the, to Tom and Peggy on the Yep. Subcommittee. Sent that last week, getting them a a preview before we bring it before the parks board in January.
Have you guys so with that, have you talked have you sat down with Michael or mean, I know you've given us a little bit of a highlight of what what what you've seen there, but you're not ready to kinda report out on that yet. Right?
Not yet. Okay. I've been up there a lot. Michael knows that three or four times a week, probably. And just looking and watching it, counting people in the bingo room and the people in the doing an airplane, people playing poker, every room, counting heads, and trying to get my own.
Is it is it fair to say that that that one of the outcomes and I'll ask you all three of you this, but but is it fair to say, Michael, and, again, that that that it was clear that there was, like, desire for, like like, balance and some of those other classes that that were lacking maybe some things in that regard. Go ahead.
Yes. There there was. It was mostly for the wellness classes and programs like that is what the biggest desire was. I don't have the numbers off the
top of my head. So so I think I think a benefit for the park board because we're getting some pressure from some individuals and some email. And a lot of that traffic was probably at least two or three a day this week. Mhmm. You know, about why does it take so long? Why is this such a process? Well, I think if we're it is a deliberative process, we're gonna make good decisions. We can take our time. Right. But I think, you know, if you guys can come back as that subcommittee Yep. Work with Michael and say, hey. You know, this is what we've learned and talk with the staff and optimization and looking at the facility as a sub subcommittee based on what we've learned. This is what we think. And then and then bring that to us. And then so my question to you guys, do you think you'd be prepared to do that at the January meeting? Sure.
Yep. Yeah. Mike,
you've been talking.
So I think we
think we could do that.
We have what? We've
done what?
2,200 members? Ended
last year at 2,600.
So so we have we have a small group of really active members, mostly are not active members. It's being not active. They do more things like puzzles and cards and bingo.
None. Active Physical activity. Physical activity. Physical activity. Activity. I'm sorry. They're present they're present there, but they're not Correct. Physical activity. Not using Right.
They're there, but they're not real active. And there's probably 50 that are.
So that'd be good if I we probably decide how to sort of segment the place and say Absolutely. Gym access. Yep. Yep. Yeah. So that that'll be I think it's gonna be educational for all of us, but I think it'd be good to come back in in context because and then, of course, what you're what you're recommending. And, you know, based on what you're hearing from and you're gonna have to bring Yep. Bring the poll up to speed here.
And I'll I'll send you the survey
Okay.
Yep. Results so
you can look at
it as well. I'll try it. Yep.
Incorporate it. Bring her in. Maybe get a chance to meet with Michael. Have you seen the have you been around the center?
I haven't been inside it, but I
So maybe if I'm
not been around it.
I'm not volunteering you, but if you're if you're if you're able to Get a badge for her.
My employees are coming to town
soon, and
they should consider moving out here. I can take them.
It's a it's a great it'd be a
great addition. So real real quick.
Jay did a survey here, what, two, three months ago. It was spot on. I did all the hours of this survey spot on at Keller Point, the amount of hours that was used for one deal. Remember? Mhmm. Anyhow, it's pretty spot on. I'll be done.
So it's coincidence. Man. So just so you know, so if we at times, we will get a little further in the weeds on some of our work session items, and we'll we'll hold to the clock and and we'll adjourn, and we'll move and carry the item into the chamber. When you go next door, you'll see you'll see a name tag that'll tell you where to sit. So Luz, for your benefit, Luz,
or the other Nicole question. I'm sorry.
Thank you. Somebody tells me. So What happens? So, Luz, we're gonna adjourn here, we're gonna carry over. We're gonna continue the subcommittee reports into chamber.
When you go next door, you'll see your name over there. Sorry. We will call to order the December session of the Park and Recreation Board meeting, the regular session. First up on the agenda is persons to be heard. This is a time for the public to address the board on any subject.
However, the Texas Open Meetings Act prohibits the board from discussing issues which the public has not been given three business days notice. Issues raised may be referred to city staff for research and possible future action. We are going to carry over an item from the work session, which is continued reports out on the subcommittees. Before we do that, I would ask if we would just go to item F, is consider approval of the November minutes, which the board members that, not our new members, but the prior board members that carried over will have those emailed to them. So I would open for a motion to approve the minutes.
Don't be shy. Motion to approve. Motion to have a second.
Second.
All in favor. Aye. Okay. Any discussion, any changes? Okay. Meeting minutes are approved. Alright. Before we move back to the subcommittees, I was derelict in my duties for not recognizing you and having you just want you to come on up here and just formally introduce yourself real quick. So you're you're if you just come to the microphone, tell us where you live, who you are, and and what brought you here. You were you were a student and TCC. Yes, sir. Okay. So go ahead and tell us your name. Introduce yourself. Yes,
sir. I'm Diego Gutierrez. I'm a student at TCC. I live at Keller. I've lived at Keller for probably, I wanna say, six years now. So since, like, seventh grade. Past that, so I'm just trying to get my credits over to UT Arlington. So hopefully, that's where I'll be going.
So you're observing tonight as part of class?
Yeah. Yeah. So, it'll be part of my Texas government class. Yes, sir.
Government class. So, so this doesn't violate Texas Open Meetings Act, but we can talk to you about this. But, what do you have any questions about what you're observing? Now we do understand that we're a board that works. So we're a we're a we're a board. You know, there's boards and commissions. Right? Actually, you probably heard Luz introduce herself in the different boards she's been on and and Caitlin's been on a different board. Basically. But you know, they're and we're appointed by the city council. Yeah. Right? And so we're kind of a conduit between the citizens and
The council.
The council. Right? So do they explain all that to you?
Yeah. So that's actually our part of our local government portion of the unit. So that's actually my finish my final unit for that. So it's been kinda going over all that. As well as, like, subcommittees as well, which, I mean, you all kind of went into depth a lot. And that so that helped me a lot with my research at least. Yeah.
Good. Well, great. Well, I hope it was beneficial. Do you have any questions of us? Any questions about what we're doing? You live in this city, so did you learn anything tonight about the CoolTube? Very much a lot.
I will say that that bridge over there is really mushy. I'm glad you're there. I think something about that.
Good deal. Well, it's nice to meet you. Thank you. Luck in your classes there and good luck in your matriculation over to UTA. So so you said UTA is where you wanna go? Yeah. UTA. Alright. Good for you. Do
you need a picture up there at the podium? I do.
If I could get Mr. Meer's signature, that's sign it.
You bring me but why don't we get you got a phone with you. I think that's a good idea, Tom. We'll take a picture. Okay. Or you can You wanna Maybe one of the staff, why don't you You can come up why don't you come up here and then Why don't you guys all come over here and
sit right here and he can
Heck yeah.
Tom just wants to get himself in a picture because his holiday cards went out without him this year.
I don't get it enough.
Move the chair. Oh, sorry. One,
two, three.
Awesome. If you give me what you need me to sign, I'll sign it.
Get a name for that.
Idea, Tom. College class. Yep. Alright. Thanks for coming, Diego. Yep. Diego, nice to meet you. I'll take care of that signature. Any spot? Alright.
Alright.
You definitely won't be able to read my signature. So if you need to know how to spell my name There you go. My card's there too. Thank you. Nice to meet you. Have a very happy holidays, you and your family.
Thank you, sir. You too.
Alrighty. Let's move now to carry over to the subcommittee reports. Were you guys finished with seniors? Were you finished with them?
I think
we're Okay. Okay. Let's go to trails then. So, no, no, no. Go
for the new spring, winter and spring. Mike and I have been talking back and forth in regards to the information we're looking for on the survey. So, yeah, we're in contact. He said he was gonna do his finish for the year, and then we would work with this right after Christmas. So we would be ready for your your target of January.
That's great. I have one thing that I owe you still, which is that cyber deal that I told you about. We still have not found somebody to teach that class this new cyber attack that's out there. I did talk to attorneys about that that brought this to our attention. Just in context, I was updating our cyber security insurance policy and just trying to work through.
You know, I'm just trying to find somebody that could help facilitate that class that that could actually be available to you too if you wanted to incorporate it and actually have a class at the center or offer something related to this topic. So I did find a link though that, that actually summarizes it really well, and I'll send that over to you. Okay. But the, it's.
You're asking to do it,
No, no that's no, it's somebody would have to, it's a subject matter expert you would need. Because it's a, it's new data, it's a very, it's, this is like fluid and, and it's affecting all of us in the healthcare space. It's related to HIPAA violations and AI and Mhmm. People manipulating Medicaid, Medicare. It's it's scary stuff.
And so, I think it's a real it'd be a real service for us to get out in front of it. But we just it's so fluid that nobody knows enough to be a subject matter, true subject matter expert on it yet. But I did tell him that, you know, we would I've kinda volunteered Keller to be a beta site to sort of teach a class and offer it up and Okay. But we'll we'll We just I'll send you the link that I found that tells you a little bit more about it.
Okay.
And then And I'm trying to find somebody to teach it for you.
I might have a contact.
Really? Good. That'd be great. Anything else from senior subcommittee?
Well, I think we're done now.
Okay. Good. Alright. You just need to, you know, kick Tom under the table, keep him in line there. So, alright. Trails.
So the trails subcommittee forwarded to the park board some of our work in progress. And the first thing I'd like to do is give high praise to Jenna Lee and Ashley for their research review and production of the document. They've done the lion's share of the work. And then I wanted to point out some of the major themes before we got into discussion. The major themes of the document are a passionate argument for the importance of pedestrian access and mobility, both the plan and the execution of that, the popularity of the trail amenity by, the community at large, the, epiphany that the subcommittee has has had regarding the existence of something called the major thoroughfare plan that, public works, updated in 2022.
Fourth, that, that epiphany of the ability for the work that goes on to execute the major thoroughfare plan and the trail master plan have not been coordinated to their highest and best use. And we offer up a suggestion about how they can work together. We call that, for lack of a better term, the North Star approach, which is coordination between public works and the park and rec the park board to execute to the best of its ability, to create connectivity within the community. A, we make a suggestion regarding a new aggressive way finding program that can improve utilization and assure user safety. And finally, we make another passionate plea regarding the protection of the funding and the max, to be able to maximize the opportunity.
So we provided this document to you guys upfront and hopefully it is it promotes discussion and questions and improvement on our work product to date. So
I will just for Nicole and Luz for your benefit. When you have a question, if you'll hit that little button in front of you so your microphone is live so we can hear you. If not, Tom will be upset. He will get No. We actually have You actually They can't They wouldn't be able to hear you. I'm kidding about Tom because he got mad at me after the last meeting. But you actually, the folks at home can't hear you if we don't have, if we don't, if you don't hit that button. So if you do have a question, let me know and then hit that button so we can hear you. So any questions?
Can I yield to my subcommittee members? Sure. Yeah. Go ahead. Because I didn't do, I screwed up.
No you didn't. Go ahead.
But at the last meeting, we we proposed those three questions we wanted you guys to think about answers to.
Alright. Refresh everybody's memory, Geneleave.
Why are we here?
Yep. What does success look like?
What does success look like and
What are we trying to accomplish?
What are we trying to accomplish? Sorry. I don't have them in front of me.
Anybody think about those or have some specific answers? I think I have a couple, but I'm gonna let some other
people jump in there. Ashley, did you wanna add to what's been said to this point?
I think just to make sure everyone's clear about kind of the intention of this document is we're looking for y'all's feedback before we meet with Alonso and make sure that we've incorporated, public works so that we don't propose we be aligned and not be aligned walking in and then share it with city council before we make edits to the trail. We want this document to convey the type of changes we're gonna make to the master plan before we update it and then potentially have a disconnect on what the what they thought the strategy would be. So the goal of this document is to help give them a taste of where we think the new master plan should go, especially aligning with public works' map. And then and then once we are in alignment with council, our next step would be, as it mentions in the document, to update our trail plan, have a wayfinding strategy, have our top trails from the new plan, and then represent it and make sure that we have buy in. So instead of just a big bang, here's everything, and then we not be in alignment about the strategy, we wanna just make sure we're all aligned about what the vision is before we go try and execute what might not be a shared vision yet.
So on the same wall that the trail hike and bike master plan in the in the workroom, on that same wall, there's another map called the Keller Major Thoroughfare Plan. And that plan recognizes or is drawn such that the major thoroughfares in the city are identified and the what sort of trail or sidewalk should be accompanied with that thoroughfare by virtue of how many lanes, how much traffic, how many intersections, blah blah blah. There major thoroughfare plan identifies what kind of trail or kind of sidewalk should accompany that major thoroughfare. I didn't didn't know until two weeks ago that that even existed. And it is it it will be influential to us to work with public works so that, a, we are more readily assured that the right kind of trail or right kind of sidewalk is exist as those major thoroughfares are updated.
And that will help us in our in our planning of additional connection trails to those major thoroughfares so that we create the pedestrian access along, along with street improvement that is in some cases sorely needed.
Another thing to go along with that is besides just a public works plan, we will also be double checking floodways and utility easements, especially where the city already has an easement because those are good off road opportunities for safe passage where we might already have owned the land. Whereas in some of these other places, we might have to spend time and money to get the space to build the trail. These could potentially be spots in the near term or that we could strategically be working towards to give safe passage. So that's, on a smaller note, just something that when we look at it, we'll be doubly double checking those as well because that was something Alonzo brought to our attention.
So for my naive mind, you're now instead of taking this one map, we're basically taking four, overlaying them, and then reprioritizing what we're gonna propose counsel as the new updated version of the hikes and bikes trail with the four cross references as opposed to the one we initially went into this with?
So we can all we can always we have a plan, but what has what has come to life is that there are commercial and residential development products that happen along the way. We're trying to create with this North Star strategy, which is just a placeholder name, but working in concert with public works so that we are, the hike and bike trail committee, subcommittee, the park board is in lockstep with and taking advantage of every opportunity that avails itself when there's street improvement or commercial projects, etcetera.
Yes. Okay.
So is it like I feel like it's like three parts here. Like, one is retaining the funding, right, in a justifiable way. Then the other one is unifying what the the trail system with the major major thoroughfare plan. And that way, like, what do we have, and then what can be improved based on that. But first, we have to have clarity on how to mix those together.
Right? And then the other one is improving the ease for the public to way find because I I mean, I feel like, ultimately, if I want to go run, I have to, like, probably, like, look at apps. If there would be a Keller app in Keller Connect that could help the public make the best use of the trail system, I feel like that's the most justifiable way to, retain the funding. And, also, like, if we have an app, it's gonna help us quantify who's using the trail system and how this can this this can be changing in the future, and there's gonna be data that we can analyze with it.
You better be careful, you're gonna find your way on the trail subcommittee. You probably said it better than it's been said heretofore. That's absolutely the case. And just for the new members, there has historically been an a dollar amount in every annual budget to improve or to create hike and bike trails and that it's been that way for a number of years. We wanna make sure that that's protected, but we wanna we think that there's opportunity by working with public works to multiply that because sometimes street improvements can also include sidewalk or trail enhancements or additions.
Again, looking at it big picture, trying to create connectivity to your first point, wouldn't it be nice if a citizen was able to reference a app or, in some way know how to get from the eastern most portion of the city to the western most portion. To do that safely, to do it on trails and not in the middle of the street, that's that's what we're trying to accomplish. Accomplish. And if you know how to do an app like that, that'd be great.
So, I've got a lot, but I want to make sure everybody's had a chance first. Nicole?
No, I agree with the app, especially with the now the Color Connect and you can mark if there's any issues too. I think that would be good for the trails as well. If there is a bouncy bouncy bridge or a railing that has been damaged or something like that, I think that's good good information to have too. But also the rules on the trails, I've had I live in a community that has trails that goes through it, and we walk our dogs, and I see people out with little kids on little bikes, but there's a lot of e bikes that are going through those trails, and it's hard to see, you know, when they come around around the corner, you know, they hit they're zooming on those things. So just some reminders of the trail safety and and being able to see, you know, what's coming up around the corners.
These new members are the bomb.
Yes. It's good stuff. So first off, I want to compliment the trail subcommittee on the work product. I thought it was outstanding. I hope you all took time to read it.
I think it was like a shining example of what the subcommittees can do and what Park Board can do and the substantive just work and, you know, the thought and just the talent that's assembled here. And and so I really think that the why that you're here is because you bring passion and the experience and a great deal of thought to this. And and and I think that defines, you know, why are we here. You know, what are we doing? I think that's a little bit of a murky deal.
Right? Because if you break it down and you read that report, I can almost see subcommittees within the subcommittee. Because you your discussion about the app, that can be one thing. You know, the way finding, that can almost be a separate subcommittee. Because this is a big elephant to to to try to to try to you know take on all at once.
And so I think there's an opportunity possibly to compartmentalize this and share some work here We and and and so that the what I think was the idea of of, you know, looking that to me the what, the mission was looking at that master plan and deciding is it is it enough, is it representative, is it you know and I think you've clearly you know shared that it's it's doesn't fully represent sort of where we are today currently. Especially in light of the concurrent projects that are happening that you've mentioned. And there was just one that was announced that it wasn't fully promoted again today, which is that pedestrian deal. The folks that were out there at Flannel Fest that had the tent up, they put another post out today and asking for people and public feedback, which here's another concurrent path survey program that's kind of, I think that what ends up becoming, what exactly are we talking about? How do we define a trail?
And what is a trail on a sidewalk? And how we determine what this North Star really, is it, what are we connecting? What are the points of the star and how are these elements drawn together? I do commend you on the branding concept because I think that's key to success in something like this. The North Star, the only concern I have related to that is that there is a bit of a North South mentality in Keller where things across seventeen o nine, like, so is this only focused on North Keller then?
Which I think is if I understood the intent of everything that you're doing there, it's all of Keller and it's a star and that star is pointing to all facets of in multiple points within the city. So I would just caution you, I love the branding. And so I think that would encourage that to continue. I just think that that could be misconstrued as limited to North Of 1709. Well, how do you determine, I'll I'll I'll I promise you, I'll run this through and then you can take shots or whatever.
But the success piece, I think I think the success piece is gonna be hard to put a pin on that right now because I think you're uncovering what potential successes could be as you define the process. As you start to find more collaborative opportunities with public works, with Alonzo, with the meetings that you've had with him, as you come back and you update us and you present more data to us in the park board. I think that the you know, what you're doing though is you're an arm of this board. And so whatever recommendations are made forward needs to be collective. We all are making that recommendation together.
So at some point, I'm I'm kind of expecting that you guys are down there and you're presenting to us and and you're going to share with us and we're going to get our heads around kind of coalescing around what, what you really see as this vision. And then how we might actually update a plan with some definitions as you kind of outlined in that report. The elements of it too, I think are are somewhat, I don't know if they're dated. I don't know, you know, like I I keep going back to things like SafePath to schools. Are we still talking about that today?
Are there still grants out there today? So, you know, do we go out there and look at all the elements that exist that are contributing factors like SafePath to schools? And do we pull those things? Are you pulling those things in?
So, to comment on that, that's actually something that Alonso's actively working on with sidewalks, which is why it's so important to partner with him, so that we can be in alignment so that maybe he was planning on creating a safe sidewalk, but that's actually maybe where a, hike and bike trail should be. And if we're not in partnership, we miss that opportunity. So he actually has an active project right now in community survey where people are putting down pins, and he's working on the sidewalk aspect of that. But if we were partnering with him more closely, then hike and bike trail could benefit from that information as well.
Is there a desire? So I know that we have done, we've applied for grants before for some of the trail projects. But are they interested in doing that as well? Or are they looking to do that?
They're looking from a sidewalk standpoint for their grant applications. But like Ashley said, if we can coordinate, we might be able to piggyback on them and do a bigger project get more bang for our buck.
And that these again, I'll lay these all these questions out and you guys can. And then the this pedestrian plan thing, which is this third party group. Who is the sponsor within staff? You know, who's sponsoring that from City Hall?
It's someone from every department. I'm on that committee as well, but so is Alonzo's team is really spearheading that with the engineers and the planners.
Are you so you all understand what that is? Because I'm still a little confused about that. I mean what's that?
Is it the ADA?
No. The ADA transition plan is what I'm talking about.
I'm talking about the one that they put out there today, folks that were at the Flannel Fest that had the tent.
That's the ADA transition That's
what they are. That's the focus is kind of principally around the ADA
deal. Correct.
That that does tie to I mean, because ADA is an accessibility piece. Right.
It's it's making sure that the trail sidewalk. It's making sure that everything we have is ADA compliant. And if there's anything that's a barricade to ADA that we're alerted of it and it's addressed in an appropriate time frame.
So it is the third the third party that's been engaged, that's been contracted. Are they doing some sort of analysis of now I'm getting kicked over here. So, on the is is was that a hint or was it was was the third party doing a deep dive like an analysis on the
They are and they've got 30 miles of sidewalktrail that they will prioritize with this round. And that's what Alonzo was saying is how to identify which 30 miles do we do.
Okay. So that hasn't been determined yet? No. Okay.
They're still in the very early planning phases.
And the last question. So I would like to hear from you guys as to what's next. So what I read that document. I think it's great. I think it was excellent work product as I said from the beginning. But where do you see we go from here? What do you think the next thing you know, what's your next action item?
In the list, we have sharing this with you guys and getting your input. And then, we've already met with Alonzo, but it was before we created this document. It was that conversation inspired the creation of this document and sort of going beyond the original question from city council about the budget and where the next trails would be over the next couple of years. That exciting conversation inspired this document. We wanna take it back to Alonso, make sure we're in alignment, make edits where we're not because the whole point or a big portion of the document is working with Public Works, and so, obviously, we don't wanna speak on behalf of him.
We wanna make sure that this is consistent and achievable from his perspective, and then present that document or a PowerPoint presentation that summarizes it to city council. Because we don't wanna update the trail we don't wanna propose a new master trail plan without knowing if city council is support, like, we don't wanna go too far down the path, if you will.
But isn't there a work session step before you get to council where you take that PowerPoint presentation and come in here and kinda
Well, sounded like that's what you were suggesting. I don't Yeah. I'm not opposed That's to
what I'm asking. That's what I'm saying is there an opportunity for that. Because still trying to get my head around, you know, what all we're proposing, you know, because I think it's a we, you know, what that we're as a board kind of proposing. But I guess what my, you know, also just trying to understand too what again, how much this is a lot of work. I mean, so you guys have this other stuff on here, the way finding and all these other things. How can we parse out and and get some other people to jump in and help you?
So when I heard you say that about that there's maybe more subcommittees in here, I don't disagree that's a really great suggestion. I think that when we get to the step where city council has given us feedback or says, yes, we agree. Let's explore wayfinding. Yes, we agree. Let's update the master trail plan or no, yes or no.
And then the app, maybe that's where it could become instead of a subcommittee of three, we break into pieces. And we stay on one of those subcommittees and ask y'all to join us on the new subcommittees. I think until we get past this, we've not authorized to work on signage for way finding or an app or or to Yeah. No budget for it either. But Yeah.
So is there so
is your proposal to to to to kind of distill this and next present to counsel and see what their appetite is for the project? And then and then if they bless it, then go forward with the rest of this? Is that
what you Yeah. We don't want to get too far down without knowing which pieces or if they want the whole thing or they want a tweak.
So I'll ask one last question, then I'm gonna and then I'll we do have precedent with something of this scale where we've done like a work session type of setup with counsel, where, and I'm going to ask Jake because he's participated in those before. Does this warrant something like that? Or do you think you need to do the step that you're proposing before you get to that?
So correct me if I'm wrong, Cody, but three or four months ago, a council member or council members pose the question, do we need to have an ongoing budget line item associated with trail improvement or expansion? Correct. So I would I'd like to get over that hurdle first and appreciate where council's head is relative to the existence of continued investment in hike and bike trails. This document, I feel like, in in, coordination with the 15 to 20 trails that have been identified on the existing master plan that could happen or, are at least viable. If we don't have any funding, then why fiddle with it?
If we're continue to have funding, then our suggestion is or our recommendation is that we work in concert with public works to make sure that the investments that we make from that, from that line item in the budget are in coordination with what's known by public works to be happening in the future, near future, or not at all. So that we don't end up with trails to nowhere and we, continue to leverage investments that the park board has for trails with public work street improvement that may magic, sidewalk may magically appear, that if we had spent the money on that trail, that creates additional connectivity that that helps us to improve the pedestrian access. So to summarize what I just said, I'd like to get clarification from the from council about their appetite for, in continued investment, a. B, acquaint them with this, and I agree with you, the branding, the North Star thing, if it brought up a north south deal, I would be that'd be terrible. So somebody come up with Ashley's worn me out with acronyms, but we need an acronym to define this this project.
So we brand it, and that branding, communicates our desire to work with public works in such a way that we are coordinated in what we do. We are we were very encouraged with Alonzo's willingness to and he thinks that's best practice to work in concert. So, it feels to me like he will, he'll be a proponent of this document and what it's intending to convey.
So so I'm hearing that needs to get on a work session for counsel at some point in the near future then to get that appetite figured out. They're pretty close to being ready to present it from what it sounds like. So are you guys thinking that could happen January?
We need to meet with Alonzo, right? And I think we'd want to turn this into a PowerPoint deck. I'd be willing to take the first stab at a PowerPoint deck if we think that would be better than a Word doc.
I have a question, question. So sorry. The document is fantastic, and the work that you guys did is fantastic. And reading through it, I think, is really good. The presentation is really good.
I think that maybe we're getting lost in the action items, which is what spurred this conversation because we are pulling from a lot of different places and, for lack of a better term, getting a little bit wordy in the rationale as to what we're doing. So if just for somebody that listens to presentations often, the we would like to make a proposition to counsel and the idea is overlay so I just try and distill these down so that I can see what, like, the bite size steps are, and I think the distillation is maybe a little bit missing from all of these pages. So the PowerPoint, I think, is a great idea, but, like, the intention is we wanna work in alignment, which we keep saying, but, like, what does that mean? So we wanna bring Alonzo into it. We have these four maps we wanna look at.
We wanna utilize these four services, and this is how we're gonna merge these to create the potential of anew. I think it at least in my mind, when I word it with we're taking five maps now or three or two and outlining specifically what those are, what entities, and then unifying those in this group of people which then will distill it into a map to be proposed makes more sense than when we just keep throwing out all the acronyms like we gotta be ADA, we gotta do this, but like I think just a more streamlined approach and maybe your distillation into a PowerPoint would be that, but I think we're, at least me, is getting lost in the overall overexplanation of the rationale, which I think they just need to know action items to see if we wanna continue like, what would the outcome be? And the outcome is a new map, ultimately. And all of this stuff is our rationale to getting there, but, like, let maybe pare it down a little. Just my suggestion.
And I don't mean any negativity with that. It's fantastic work.
So towards the end of the document that we shared with you guys, it says next steps for the board, for the park board. Number one, obtain your feedback and ensure that there's alignment there in the direction. Two, obtain feedback from public works on the strategy to assure a to
update the hike and bike master plan to make accurately reflect current infrastructure and revise proposed trails and enhanced sidewalks to align with the major thoroughfare plan, parks, floodways, and utility easements, and pattern with public works to identify proposed next sections for investment. Five, define the wayfinding program. And six, present the updated strategy and funding justification to city council for alignment and support.
Proposition of the sorry. The proposition of the whole document like, the sequence is fantastic. The document itself just feels lengthy, which I know that they want lengthy, but is it are we gonna get lost in in all the pages?
We can pare it down.
I'm I'm just asking if other peep like
But this document is us. Yeah. To have this conversation to make sure we're in alignment before we start doing those next steps. Because our next steps are to to get with Alonzo and then create a presentation for city council. Council. We wanna secure funding for the trails. That's ultimately our goal here. Before we do anything else, we've gotta prove that the trails deserve that funding that's already set aside, number one. And then and then we can go into the why and how that's created.
So so so I think let's let's let's do this. Let's address the alignment question. Based on what we've read and what we've heard and the discussion we've had thus far, are we in alignment with the work that they've done and what they're proposing? I think we are. Yes, so it's fair to say you received alignment and positive feedback.
Perfect.
So you got that, check that box. So then I would say then go forward with the next, know, your your next action items. My my only remaining hang up is this. You know, I sitting on k KDC and looking at SIP, I don't want this work is so important that the discussion and all these things that you talk about need to continue and the work product that you're trying to produce needs to be produced in in see if I this makes sense or not. But I don't want somebody to shut it down and stop the discussion because they're gonna say there's no budget for it.
I don't want them to say SIP says two fifty this next year, two fifty the year after that. You guys are in there saying there's other maybe creative ways to do this. Might be partnering with public works. Maybe we, you know, we talk. I mean, you always hear me saying public private, maybe there's other opportunities.
So if we can make sure that we take your quality work and and continue to progress almost in spite of the funding conversation. I know it's important because you want to argue to retain it and grow it and maybe, you know, argue for more, right? So you want to protect what's there, ask for more, which may be a tough ask because you might not get it. But you might Or you might find other sources for it. But And I think you do that.
But you but you also don't want them to discard or ignore the bigger picture and the more substantive discussion because they're going to say we're never going to get there. Because it's just too big beyond the means and we have to wait till we cycle through sports park debt or some of the other things and the SIP regenerates in five or ten years. Is that you follow what I'm saying? I mean, yes.
Regarding the document itself, which thank you. I I loved going through it. I would only include more data as far as usage because that translates to people and votes. And I think that would be an argument that justifies things.
Yeah. Let me give you a little bit of background though on my comment there because there's some context to that. So, we have so we made a lot of you know, so the sports part takes a lot, took a lot of resources and we to develop that. And so, some of our funding and some of our priorities is some of the things that we, you know, kind of are, it's kind of limited the next five years, ten years? Fifteen.
Fifteen years as to what we could do in in in what we've been historically accustomed to doing. Right? So it narrows our focus a bit because of the debt structure and some of the other things that that that that have, you know, that we are now, that current situation we're in. So the context kind of behind my comment is that one could easily take that framework and say, well, that we would limit this discussion. But this discussion is critical. And this discussion will live through that fifteen years and beyond. But I just don't want it to wait for that fifteen years to pass before anything's done. Does I that make
also want to point out with regards to data, if we do turn this into a PowerPoint deck, I think one of the opening slides, in my opinion, and I'd be happy to shuffle it or everyone seems to think it's appropriate. But the 2024, community survey for Keller listed hike and bike trails as the number one investment priority from the residents survey, and the number two priority for where the city should devote more time and resources. Second only to parks ranking ahead of the library, special events, the Keller Point, sorry, the senior center, sorry again, and the Keller Sports Park And Public Arts. So, far as data, unfortunately, we don't necessarily have the strips they put down where they know where someone's traveled on a road from a public work standpoint, but the residents are telling us, and I think that will be an important slide, is this is where the residents have said in the most recent survey they want us investing our dollars. And, you know, if this committee continues on, I don't know when the 2025 survey will happen and when those results will be available, but certainly if that and that message was not just a message in the 2024 survey, that those results are consistent with the prior two survey results, which were made available in the 2024.
That was gonna be my comment of the past surveys. Even back when I was on the board, we did a phone survey. It cost $100,000 to do a telephone survey and pretty much the same results. That was $20,052,006. So our surveys reflect what the people want and it's usually parks and trails on the number one, open space
and trails. And so I'm not disagreeing with anything
that No, I just said want to
share based that. On But I just want you to know this. So even with all of that, which we've known back many, many years and multiple part boards and surveys. Right. We have still done these other things. Right? And it's still put funding in some of these other areas with justification which is fine. I mean, we're not arguing that we did we're not saying that was wrong. But what I just and I hope I'm making myself clear, and if not, then then we'll we'll save that discussion for another day. But I just don't want somebody to shut down this work.
No. Because they're gonna say, well, you know, but the SIP is not gonna support that. We're not gonna do do you follow what I'm saying? Do you do you this what you guys are doing, I think is critical. And I think the funding piece needs to I think the work that you're producing will make everybody look for more creative ways to fund it.
Does that make sense? It'll be an impetus for us to get more creative in finding collaborative ways with public works, public private, other opportunities to fund. And protect what we have, as limited as it may be, and then find other ways because of all the data that you have and what you just said. But we just, you know, and and so so again, I I just I would I would say that I just don't want somebody to shut it down in suffice. I wanted to acknowledge that the one of the potential outcomes of this is that we might need to get more creative in the way we find funds because we're constrained in for these next several years. That's
your point.
That makes sense?
I think one of the things, reading the document and and, you know, I live near a walking trail, so I have easy access to get to a walking trail, and I I use the trails. But I think we could probably focus a little stronger on the why, the why we need it. We've had development that has occurred, the connection from one part of town to another part of town or the new restaurants or parks to get from point a to point b, but also the running club, you know, maybe you wanna expand that and don't wanna run the same trails every single week, you know, maybe we wanna expand that. So I think the why part of of like why people people know there are trails. There's trails, but you can go down to Bear Creek and you can park and you can go and and run and bike or whatever, but why why the investment?
Maybe showing some examples of how the trails maybe not be conducive to ADA standards. Maybe show, you know, there's no fountains for x amount of miles when you're running, stuff like that that really hones into why this focus needs to happen because we do have beautiful trails. I just think it could be better and I think that's where we need to show how it could be better.
Yep. My opinion real quick. And the number one priority in the city for administrators and and us as boards and city council is the safety of our citizens, and that's police and fire. The next is the health of them. We have our own wellness program right here. We got the Keller Point. We have KSAC. We also have our trail system. And I'm I lived as far north as you could get, and I moved from there over here by the trail system and by Keller Point. That's why I moved.
Yeah. It
it really is. So so people use these trail system for their health. We have a lot of healthy people. We have an older generation in this city. I don't know what the average homeowner is, but I'm sure it's over 50, maybe 55, the average homeowner. And they use these trails. They may be retired like me, and I use them almost every day. It's for my health. That's a big deal right there.
I think to your point about safety too, it ties into safety as well. Sure. The trails giving people a safe path to hike and and bike and Yep. Kids to learn. So
So let me ask you this. Did you guys get what you need? Do you have anything else you need? Are you ready to take your next steps? What else do you need from us?
I have notes on updating. I'm sure they do as well. And then meet with If
it's okay with you and the board, the answer to that question for tonight is yes. We've accomplished the next step number one to obtain your feedback and get your make sure we're in alignment. Now we're gonna go meet with Alonzo and, see if we can further create a vision for what, those two entities working together might accomplish or be ready to accomplish if and when, the budget allows. Sounds good. And then after that, we'll check-in with you guys and report back, and then we'll move on to number three, which is to seek city council guidance.
I like it. Sounds good.
Can I can I say one last
thing? Sure.
So after working with planning and zoning and the board of zoning and adjustment, There's we do a lot of variances or there's things like plan developments that change the the zoning and change the plans that have been specified for for the city to grow, and that also affects trails. So, also, it's important to have that what we have that what we want to have clear so that we can also justify not giving those variances at some instances where it's not, and it's not costly, it's not, I mean, it's just us having a plan in mind. And the other thing with the app, there's already apps out there. And if we have people in Keller using maybe the same app, that's gonna clarify what trails are being used right now.
Great. Excellent. Okay. Any other questions? All right. Just one other thing on subcommittee. We, Tom and Jay, we need to get together on the user agreement. We have some work to do. So Cody I are going to distill a little information, some feedback that we received from KYA based on reaction to some of the costs of the rental agreements. And so I'll be I'm going to reach out to you after the holidays probably on some of that because it might take a little bit to get before we're prepared.
But so we'll probably right soon after the first year, we'll reconvene to address some issues there. Any other subcommittee updates? Alright. We're going to move on to the agenda for the regular session. And then first up is the senior activities center yearly report. Just to let new members step out and if you need to take a break, can do that kind of on your own accord. Don't worry about that. Just step out as you need to and then come back and join us. Like, while you're setting up, I'm gonna mute myself.
Alright. I guess Jay's gonna step out. So, I'm Mike. We talked about introduced myself earlier. But I'm the manager at the senior activity center. Been there just about or just over one year now. So back in October was a year. So this is our end of year report for FY '25. I did throw in just a little bit of snippets from 2023 and 2024. Just, I don't think I did a end of year last year, so just to kind of give a little bit more of context of what we're doing.
So I did give out a snapshot page to everybody. Snapshot is really just a condensed version of this PowerPoint. So that way, you have any questions or anything going through there, throughout the PowerPoint, you also have it on here. It does not give any trends or anything like that, that's why I want to be through this PowerPoint. So, make sure
I get the right one.
So our mission stayed the same. We have not changed our mission yet. Really, our goal is to bring groups of people together or individuals, and by being able to create friendships or build a healthy lifestyle with customer service, having that welcoming environment, and having a wide variety of programs. Our programs, we'll talk about that a little bit later on, but we have for the size that we are and the staff that we have, we have an immense amount of programs. So our hours, and I have them up there, it's typically not a big thing that anyone wants to talk about.
Back in July, we changed our hours. So originally, we were open Monday, Wednesday, Thursday, and Friday from 08:30 to 04:00 in the evening. Tuesdays were gonna be 08:30 to 08:00 at night. We were staying most of the time on Tuesday nights. Majority, if not, maybe two people, they were all leaving by 07:00 on Tuesday nights, leaving the center essentially vacant for the last hour that staff were still there.
So seeing that and knowing that what we could have done to balance out those hours a little bit, we changed them to this new one. So Monday, Wednesday, Friday is gonna be 08:30 to 04:30. Tuesday, Thursday, 08:30 to 06:30, and it's still closed on Saturdays and Sundays. Having that Tuesday night, we retained the same with these hours, we're retaining the same amount that we did prior. We actually gained a little bit, not an immense amount, but it was just a little bit in there.
And then we've been able to adjust some of our programming to reflect to these hours. On Tuesday nights, we still have pickleball that runs late, and that's really the only open play activity that's going on. Thursday nights, when I left to come over here, we had our house band playing, and they had a nice little crowd gathered in there. So we've adjusted a little bit, and this also helps us in the wintertime, so it gets darker earlier. And as we were coming out of the winter last year, we started thinking about this, most of our people were leaving around 06:00, getting home for dinner.
So this is a good way to of balance it out based off of what everyone's looking for. Membership is still twenty and seventy. Right now, I no have vision of changing that. So a little bit about membership. So, compared to the point, our membership is small.
But compared to other senior activity centers around the area, we are one of the higher ones. At the end of this year, or last year, we were sitting right at 2,600 members. That's what we ended the year out with. And most of those were obviously residents, so it was about 68%. And 32% of those were going to be non residents.
So when I say residents and non residents, that's going be talking about anyone that lives in Keller proper. So if you pay your taxes to Keller, not Keller ISD, but Keller, you're considered a resident. And then if you're a non resident, so anyone else through the entire country, is going to be $70 for that year. We do have a program that we work with UnitedHealthcare, so we always tell everyone and try to encourage this, is if you do pay into Renew Active, and that program is a lot like SilverSneakers, just a different version of it. You could have free access to the So your insurance may pay for that membership, and it's free for you.
So does a piece of $7.06 $2.06 2 get pulled into your teleresident? So you got the 68%, but you got eight per 8.4 in 76262, and 61 point 4 and 76248, so I'm assuming that a part of that gets carved in?
Correct. Yeah. Part of it does. I I don't know the map as well, but It's just a sliver of it. Yeah. It's not a lot, but there's some in there. And then as you kinda look at the boundary lines and how they've changed, and how people have always talked about, I used to pay for Keller. Or they'll get confused with Keller ISD. It's that one, because the ISD is so large, a lot of people still consider themselves thinking it's Keller.
Mike Michael? Just cover all my bases.
Either way works.
What did you do, or what did United do to create an affiliation that others aren't?
So that's gonna be prior to May. So that that honestly is a fantastic way that they were able to what they were able to do to get that built up. I think that was even back, that was back when we were at the old building, and they were working through that. I don't know what manager did that one. But it is a partnership that we agree on, we work through it every year with them.
And as individuals sign up for this membership, and they come in, they scan in, we submit those at the end of every month. So we submit it to United Healthcare, then they turn around, and then we do get a piece back. So we do get a monetary amount back per scan, up to four scans. So, someone comes in five times of that month, the first four times we are accruing some kind of funds in there. And then at the end of the month, they do pay us back up.
So, is there if it's a United member that's under that program, are they creating more revenue for you than $20 of a year?
I It's pretty comparable. I don't have the numbers off the top my head completely. It's been a little bit since I've looked at that contract. But they do make a We make a little bit more because it's per month off of them, compared to if you just pay straight a $20 fee. So it definitely helps the center if you have that, and as you come more, but I don't have all of those.
And you're not actively pursuing other Medicare plans?
At this time, no. No, we haven't. We have just yesterday yesterday, I was approached by one of the members, and they had asked if why we don't, and if we could look into it. So it's something that's on our board to look for future, I just don't have, I haven't done any research on it yet.
I have some background in that area, if you need
to I'll definitely reach out to you for that. Jumping back into this just real fast, just to kind of give some clarity for the next slide, there's gonna be some bar graphs in there for you. Our average daily scans is 234. 234 doesn't sound like a lot, but when you see the facility, and you see really what's happening throughout each day, and the next slide, you'll be able to see it, which we'll go ahead and go there.
Can I ask a question about that? Yep. Do you know what your building capacity is? Like your fire code number?
I was afraid you were gonna ask that. As I was sitting there, I was like, how can I find it? I don't have that number off the top of my head. I do know that each of our multi purpose rooms can hold a 100, so we can get 300 in that area, and we also have another couple 100 in the gym, so we have quite a
bit of
room that we could spare.
Fair. Thank you. So,
this slide is going to be going over that membership comparison. So, on the right hand side of the screen, you're going to have the total scans per year. So you've got FY '23, we're at 48,000. Last year, or two years ago at this point, we jumped up to 54,000. Now we're at 58,000.
So if you take that information and you look back over on the left hand side of our memberships, So the tall bar on all that, the middle one, is going to always be what our membership total is. So if you look at our total scans from last year, and our membership totals, we have less members, but they're far more active. Obviously, in '23, were a little bit less, but this was compared to last year. That is, and we feel it, I can tell you that right now. Every day that in the last year, as we've kind of moved forward throughout the year, it's getting busier and busier every day.
So, which is fantastic for us. We know we're doing something right. And that's where this survey comes in, to kind of help us as we're moving forward, and thinking about what the next steps, and the next future plan for the center is going to be. We are going to have to grow and adjust, not all of the same activities and all of the same programs are going to still hit as we move forward. But moving back to that membership total.
As you can see in there, throughout the last three years, our resident membership total memberships have gone up, and then our non residents have gone down. We've seen a bigger swing in that this last year, and I can tell you that's mostly from for people seeing that they're paying $70 for the month or for the year, and they're not getting into programs like they'd like. Our programs, most of them sell out pretty quick anymore. We can get 14 people on a bus to go to a trip. We can fit, currently, 70 people in a balanced class, which it typically would sell out in a day.
How many again? I'm sorry. 70. Seven zero? Seven zero. That's 70 chairs, that's all the chairs we have to store, plus it takes the entire gym. So our waitlist do add in there. We have adjusted for that a little bit moving forward, and we'll talk about that here in a second. But, you know, we do have a it's a very popular place, to say the least. And we're only growing even more popular as the year and years go on, and more people understand what we are and what we're doing there.
To confirm, you mentioned that events book pretty quickly from the point that you published them and that nonresidents, that number has decreased. I want to clarify, a lot of those activities residents get priority. Is that correct? And that's why non residents struggle to see the value, because there's not space for them in those events?
Yes, correct. So our resident members have the chance to sign up for programs and activities on Tuesdays. So we publish all of our activities as a quarter basis, so our activity guidebook is in a quarter, but you can register monthly. So each month we have a registration week, which was this week actually for January. So residents of Keller receive it, they get their chance starting at 08:30 on Tuesdays, and the non residents have to wait until Thursdays.
So Thursdays at 08:30, that opens up. So it does give Keller residents priority to sign up for activities, and meals, and everything else earlier than non nonresidents. Going back to kind of what Ashley was saying is, if you are a nonresident, some of the activities and items were selling out well before you could even get onto them. We did see kind of a dip in people not wanting to renew or saying, hey, I'm not going to renew because of this, you know, going forward. So we've adjusted a little bit to help with that.
Now our biggest issue that we're running into is space and time. Honestly, being able to accommodate for everyone and everything at all times.
They register online, or they have to Great. They can register. So they don't have come in to register.
No, they don't have to come in to register. We did see an influx in the last couple months of that. So to combat that and kinda help those people, because I can tell you, I was working with one of them. I was checking or getting people signed up for things. The second person I saw already was wait listed for some programs now.
That's because there's a 2,600 well, probably half of that is gonna be residents gonna be signing up. They're doing it online, calling in, or at that front desk. I think last month, for resident registration, I think we saw about 60 people within the first thirty minutes try to come in and register on in person. So we've started offering how to register classes on for online, to kind of help ease that that gap there and also help teach everyone, you know, this is going be your quickest way. If you can sign up online at 08:30, you're probably going to get in faster than what we can do it with waiting in line or potentially over the phones.
I got a quick question. I believe we talked about this. I don't think we talked about it in there. So you offered a balanced class already, right? Correct. And we had what was the limit on it? 70. And how many people we have on the waiting list?
You would typically see another fifty Fifty on on You'd see that on average.
70 can be in the class with 50 on the waiting list?
Correct. Okay. So if someone couldn't make it, we've, you know, we definitely have tried to make sure everyone's aware, give us a call, let us know, so we can pull you and get that next person off that wait list. That's how we're currently doing it. Which, I guess, I think I have that later the slide under programs activities.
So we'll hit the rest of that. So our current partners, we have a fantastic partnership with a lot of businesses and organizations throughout Keller and throughout the Metroplex. We had about 48 sponsors within the last year, and then with those sponsors and just general donations, we saw right at $16,000 in donations that came through the center. Those funds that we're taking each year, we're turning around and putting it right back in. So that's going to be either they're sponsoring meals, so if it's a special luncheon, so a 112 people, they're sponsoring that meal cost to pay for all those individuals.
The Keller Community Senior Fund just purchased two benches that we are putting out front. We're just waiting on those to arrive and be able to be installed. You know, in other games or prizes or activities that throughout the year that we run, a lot of them is going to be bingo, is going to be your biggest Speaking about that Keller Community Senior Fund, there's a lot of things that we could not do without them. So they are our friend group for this center, it's our five zero one c three, I think I got that right. And they are a group that they meet on their own, most of the time it is at the center, but they are coming out there to saying, you know, we're gonna sponsor these things.
So they they bring in revenue to this, to their organization, and then they turn around and send it right back just to the senior center. It does say Community Senior Fund, so it sounds like it's bigger, but they are Their mission and their goal is to help everyone at the Keller Senior Center, specifically. And lastly, we had about over a 100 approved volunteers in the last year. So we only have six staff members for the whole center. We have four full full time staff members, and then two part timers.
The rest of all what happens and how we can make everything run, some of our classes, a lot of our just general help with activities, or even our special events, are going to be based off of all those volunteers. So they are between the Kellogg community, senior fund, our sponsors, and our volunteers, that's really what makes the wheels go for us, and keeps us going, moving forward. So the next few slides, we're going be talking about programs and activities. So, going back to that bounce comment. So, in the last year, we had over 65 or we had 65 programs and workshops.
So that's gonna be a title of the class, it's not the individual sessions. But on top of that, we had another 55 special events that we held, so those are gonna be your themed luncheons, dances, game nights, all those partnerships. And on top of all that, you have 29 trips. So in FY '25, we ran a total of a 149 programs through the center. And that's going to be, like I said, the next few slides, and we'll kind of jump through them all just a little bit, but they're going to be all of our actual activities.
So when I say those trips, and kinda go into that a little bit more for you, we take day trips. The city does have a 14 passenger bus, so we will go really anywhere somewhat local. We try not to go too far into the Metroplex, but, you know, we have a trip coming up to Amon Carter Museum. We took a trip to the National Medal of Honor Museum. We'll do baseball games.
Really, if you can think of it, we'll probably try try to make a trip there. We are limited by how many times we can take that bus out, but they have a fantastic time on that. Then those extended trips. This one's a little more fun to talk about. Michelle and myself, or anyone else that's within the Parks and Rec department, so far, we've gone on trips, extended trips.
We work with Diamond Tours, so they are a tour bus company that they cater ideally to senior travelers, but you have to have a, I don't want to call it a chaperone, but a trip leader on those. So anyone within the parks and rec department, but typically Michelle or myself, we will go on those trips. And I can tell you, we just took a trip out to I'm just drawing a blank all of sudden. It was the Smoky Mountains out in Tennessee back in October. Pigeon Forge.
Thank you. It was in Pigeon Forge, so we got to tour all out there, Smoky Mountain National Park, going to all the shows, and everything else like that. That was a week long. So we left on a Sunday, and we got back on a Saturday night. It was a long trip. But Cody's got plenty plenty of good stories. I gained a few on this one. But they're a fun time. So if you ever get to hear us talk about it, or if anyone ever says anything or mentions it, you just know that they're in good hands with us. We do have a trip coming up to Colorado in September now, so we'll be running out to Colorado Springs. Mike, Michael.
A program or workshop? So if you have if you have something like balanced class, or pick a ball, or what, is that considered program?
So your programs are gonna be anything that is gonna have an instructor of some sort. So that could be a Both programs and workshops will be that. So our open play stuff, pickleball, is not included in that.
What what does that fall into on the pie graph? Is that special? What is that? How is, where
is That's going be under health.
That would be under health. That's under health. Okay.
Yeah, that would be under health. So, you know, it's Make sure I'm thinking that right. Yes, it would be under health. So, those programs, well, here you go. So our health classes, you have your regular programs, so those are going to be your bounce classes, they have basketball open play in there, pickleball open play, flex and stretch, circuit training, those are your typical They happen every week or every month throughout the year, and we're continuously doing that.
All of those workshops in there, those are gonna be those one time, or maybe even quarterly classes. So they're not happening all the time. Our next one's going to be special interest. So, the one I love the most, and this is the program that I love to go out there and go watch them, It's going be in the upper right hand corner. It's indoor aviation.
So it's a smaller group, for sure. But they come in, and they'll bring all kinds of different RC planes, or different things that are going on that they can fly, helicopters. And they'll take over the gymnasium, and they'll get to fly them around for that space. It's a good time for them to be able to come out and have a controlled airspace, technically, and not having that wind or anything else, especially if some of them may not have the reaction time that they used to, and being out in the open, you may struggle with that a little bit more. So it's a good way to keep keep their mind then high end eye coordination going on that.
So arts and crafts. We have our ceramics class, which is our biggest. We In the last year, we did increase that class. It was only two. Now we've offered three options for it. So 16 people each, and it sells out completely with a wait list. So it's a pretty popular class. Miss Elaine and Rachel are fantastic teachers for that. They are both One, they're both on the Community Senior Fund, but they're both volunteers. So, they're volunteering their time to come out and teach the classes, all three of them.
Whoever named the classes is a genius. Chatty Crochet and Get Drew Bling On.
Lot of these are gonna be Michelle. So she's our program specialist, and she's really built a lot of these programs up. She's been there for some time now, and she owns it for sure. So she's really good. So these special games, or regular programs, and your bingos, and then you're have your social activities, is what we call them.
So, Domino's, Hand and Foot, Mahjong, Party Bridge. There's a poker group in there that's playing for no money. I'm telling you right now, there's no money being handed on that. And then all of our social games too. We do have our special events for that, so we do partner with a about once a year, every other year, we'll partner with a casino company. So they'll come out and have table games or different activities that the members can come out for. Family Feud, those game nights, those are gonna be held on trivia night, and Wheel of Fortune. I just started to roll it all off. Those are all held through the library. So it's a partnership.
So we have our members come out for it, and the library puts it on, which Colin over there. He puts on, if you've never been to an event hosted by Colin, come to one of these. These are fantastic. He puts them together very well, and everyone has a really good time coming out of it. They always ask for him to come back, and we're more than willing to always have him show up.
So we have all of our social activities too. So we do have those typical activities that you would see at every other senior center. Your coffee talks, your veterans and friends group, and then we have our special events that come in there. It's gonna be hot chocolate bars, ice cream socials, our sock hop and our summer bash. Those are the two dances that we do a year.
We adjust them throughout the years to kind of change, but that's what happened last year. And then we partner with AARP to offer driver safety, which is open to anybody, and then also tax aid. So tax aid is, they book up of our multi purpose, or two of our multi purpose rooms for multiple months, but that's an option for anyone in the area that they can sign up for it and come to it for free. So you don't have to be 55 plus, you could be any age. And those individual That group is It's a great service to have come out.
Lastly is gonna be those Eats programs. So we have our Metroport Meals on Wheels, so that's what the MMOW is. And then our birthday breakfast, so we hold that once a month. If you have a birthday, come on out, it's a great time. You could get a free meal out of the deal, if it's your birthday month. If not, it's $2. It's a pretty good deal to get a breakfast. Our lunch and learns, our luncheons and snack and chat. So on your sheet that I gave you, on the bottom right, I said the highest attendance programs. So, you know, I can say in there, hey, there's an increase here, and there's an increase there.
This slide gives you just a little bit more information on that. So, our circuit training class, that was a small class that started out with, from what I remember when we first started, it was about 12 people was our max. We're up to 40 now. So we've, in the last year, we were able to serve just over a thousand people with that class. Now a lot of these are gonna participants coming back, but it gives you just a little bit of an idea of how we're serving these.
Bingo, our average for that is gonna be 62. So in the last year, we had 62 people come out every week, and that's held up one time a week. Our balance class jumps up a little bit more. Our average was 57 per week, and it was held once a week. That does have a maximum, though, of 70 people.
So, before our survey went out, we were seeing that our wait list was growing continuously, and people were not getting into the program. We started looking at all of our trends, everything that we could look at by pulling, you know, our rosters, our wait list rosters, and then just how many people are showing up that day, just hoping they get in, and made some adjustments to our schedule. So starting in January, we'll have two sessions of bounce. So we'll have one at nine, and then another one right at 09:50. So that way we can serve up to a 140 people in one day for bounce.
So instead of 70 only, we're jumping that up. I can tell you, with our registration week happening this week, happily and thankfully this worked out for us in our favor, we have two sessions. So the first session, already three weeks have sold out on session one, so the 9AM. So our average is 68 in there. Our session two already has an average of 45.
So we are serving more anticipated. Most of our session one was taken by residents. So we already had two weeks sold out of the four for January that we're gonna be running it. So we're glad to see that, that makes me feel good that would go in off just raw data that we were able to make some adjustments for moving forward. So going up here, we have our circuit training, bingo, and our bounce program.
Those are all gonna be free programs. So all of that is offered for free, no charge, we're not looking for anything for it. It's just a service for Dart members. Our next couple, though, are going to be paid. So our gentle yoga is a paid class.
We have 36 per class, typically, and class is held twice a week. So we are That one has grown considerably. It was being held in the multi purpose rooms, so if you've been to the center, in the rooms that we hold the lunches, that's where yoga's happening. They were crammed in there, they were tight, it was kind of a bad bad situation for almost everyone, which also limited the program. In January, we moved them all out to the gym.
We had to make some adjustments to the gym schedule, but with doing that, numbers went up. Not only did the numbers go up, we're able to expand that class, they would get some more space, and they're not sitting right on top of each other. Then lastly, our meal program. Our meal program is held three times a week, so it's in partnership with MetroPort Meals on Wheels. So our members will pay a registration fee with us, and then we turn around and that registration fee immediately gets paid out to Metroport Meals on Wheels.
So that way we can guarantee that, hey, we're not getting extra meals or nothing's going to waste. If you pay for the meal, then it's it's going right back to Metroport also. Our average for that is 67 per day. So now, some of those may be higher, some may be lower, but we average right at 67. We were able to serve over 11,000 meals in the last year. That was a pretty big feat. The years before, we were right around 9,000 and then 10,000. So we've gone up, but now we're at over 11,000. So, that's all I have for you. Do have any questions for me?
Yeah. Real quick. What is the the charge for the yoga?
Yoga is gonna be it just changed, so It bear with was went up to 25 for the month or a $4 drop in. That's for a month? For a month. Correct. Wow. Okay. So two classes per week, it's for the month.
So is it is there confidentiality? So if Tom signs up for that Yelligo, can you let me know?
I'll let you know. Okay. That way that way you can come out. I'll make sure to make give you a camera too.
I I do have one more question. Yep. And is it December 22 for Chili Dog still?
It is. It is. Was gonna tell
you that in staff
announcements. So, yes, Chili or Chile is coming up. Excellent, Michael. Questions? Great job. Thank you.
We do have that survey, and like we kind of talked about in pre meeting is we'll start working through that and be able to talk about that at the next meeting.
Yep. We're anxious to hear about that one. Good deal.
Hey, great job on the PowerPoint program or what you presented. Good job of everything you do up there, all your staff.
Thank you.
Been going quite a bit lately, and I'm loving it.
Good deal. Well, thank you. And if anyone ever wants to come out and just check it out, just let us know. We're we're always there and available. Thank you. Great job. Thank you.
Staff announcements. Just loose and Nicole, we saved the longest meeting till the last one of the year. We had
a lot of information on this meeting. Apologize. Real quick, holidays was last Friday. Haven't asked Jordan what she thought the overall attendance was, but it was pretty well attended. Little chilly, but we had a lot of people and a very successful event, beautiful tree lighting. Thank you for those that made it out. The holiday yard decorating contest is underway. Staff is out tonight doing the tours and making their selections. December 18. And then sensory Christmas is a Saturday from eleven to noon at the senior center.
And a really good note on this is that the Keller Lions Club donated they paid for everybody that had registered for their registration fees. Wow. So we were able to refund everybody for that. So we thank them for that generous offer very
Who did that?
Killer Lions Club. That's great.
Is that the first time they've done that or is that that's great?
So real quick on the decoration contest. I see we on the Killer Connect weekly newsletter, the citizens can vote on them also? Yes. Okay. Oh, yeah. But is Jordan and her group gonna make a final decision?
Or They're doing I don't really know how because I think
because I've got a call from somebody People's Choice Awards.
Yeah.
Yeah. How
was he gonna do?
What? Citizens do People's Choice People's Choice Award. Is that what it is? Okay. That's one.
Yeah. Yeah. That is the rest of them.
And that that's the Ed Spiekman People's Choice Award Gotcha. That the public gets to vote on. Okay. Yeah. But they've got the addresses all listed up. It came out on the Keller Connect All listed. Today as well. And the Johnson Road playground survey was still on the Keller Connect. I checked.
Perfect. That's it. That's it. Any other staff announcements? Michael? You just hung out with us for fun? Of course. Okay. Is that it?
So I I one real quick thing. So is it okay? Oh, I'm sorry. You're going again? Okay.
I'm back. Hey, everybody. More long winded stuff. So just real quick, we have our Chile event on the twenty second being held by our Keller Community Senior Fund, so they're providing everything for for that event. What time is that? That is going to be I was trying to look that up. Like, 01:00, I'm pretty sure. It was 01:00. And then on the sixteenth, so next Tuesday, we have our Winter Wonderland luncheon. So it's we have our lunch.
It's a special luncheon, so it's a special meal. And then we also have decorations throughout the throughout the room. And then after the event, right immediately after, is music bingo held by the library. So if you want to come listen to some music, and kind of hang out with a little bit, and check out really what what it all is about, please come out to that. That's going be starting at 11:30, and it'll go to 01:30.
So if you are there between twelve and 12:30, you'll catch the end of the meal and the start of music bingo. Then lastly is going be our New Year's luncheon. That's going be on the thirty first. Again, starting at 11:30, and then we're going to have live entertainment for that. So I don't know off the top of my head, Michelle's keeping that a secret, so we'll see what our entertainment is. But last year we had, he was an Elvis impersonator. So it was a good time. He worked the room. He worked the room for sure. So we'll see what we end up with this year. So that's all I got.
Awesome. Questions? Okay. Just I would like to if you guys didn't sign those cards for Raeleen and Judy, if you would do that before you leave. And then, Cody, if I can I give you those gifts and we just keep them in the parks office maybe? And then if you are hungry, please take some food so I don't have to take it home before you leave. And then I would just like to wrap up by saying welcome again, Luz and Nicole. Great feedback and jumping in like you've been here all twelve months with us. And so thank you. We're looking forward to your contributions in 2026 and to all of you on the Park Board.
You guys are awesome. This is a great group and and really hard to believe that that that that we've put another year under our belts. I got one more quick one more comment. I hoping Jordan would be here.
I was like, I was wrapping it up. It was nice. It was all bow there was a bow tied on that and everything, and Tom just like
No. I was hoping Jordan will be here tonight. Her group put on about 22 special events this year. Just every one of them are pretty much flawless. Just did a fantastic job. All the parks workers, I wanna thank all those guys that keep the parks spotless. I mean, we'll have a storm come through, and the next morning, they're out cleaning it up, and it's ready to use by noon. So the trails are always in perfect shape to just pass along to everybody. What a great job everybody's done, Jordan's crew and just regular parts worker guys. Everything is great.
I'm glad you brought that up, Tom, even though you're to ruin my clothes there. No. Jordan, we she was recognized by council, but she's busy tonight. So hopefully, we'll get a chance to acknowledge her award that she received when she comes to the next meeting in January because she'll be giving us an update in January. Right? So we'll get a chance to congratulate her in person. And then Craig James, right, he retired. So he rang the bell over there, and he's certainly one of my favorite people that works on the staff and I love him and and gonna miss him. So we wish him well in his retirement. So thanks for bringing that up.
And now I will entertain a motion to adjourn. Go ahead, Tom. You're ruined though. You're ruined to close. So why don't you just
I can motion to adjourn.
