We've got a special meeting tonight to canvass the election and also soar and administer the oath for City Council Place 6. But before every meeting, we start with a prayer. And with that, I've asked, reverend Greg Will to, lead us in prayer.

17:46 – 18:21Speaker 2

Thank you, mister mayor. Almighty god, creator of all things, we ask for your blessing upon our community. Grant our leaders the wisdom to discern true justice, the integrity to act with honor, and the courage to uphold the truth even when it is difficult. Give them a heart for the people that they may serve with sacrifice and compassion, keeping your will at the center of their actions. May they work to build a nation that is a beacon of hope and justice for all generations to come. Amen. Amen. If you can please stand for the pledge.

18:39 – 19:18Speaker 1

Honor on Texas flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible. Okay. Thank you all for that. Next item is the c c one. This is persons to be heard. This is the time for the public to address city council on any subject. However, the Texas Open Meetings Act prohibits city council from discussing issues, which the public has not been given three business days notice. Issues raised may be referred to city staff for research and possibly future action. Each speaker is allowed three minutes to speak. Does anybody wish to speak on the persons to be heard? It's like that wedding, know, this is your one last chance. You wanna know? Not yet? No.

19:18 – 19:34Speaker 1

Okay. Alright. Seeing no one, d one under elections. Consider resolution canvassing the general election duly held in the city of Keller, Texas on the May 2026 for mayor, city council place five, and city council place six. Councilman Duberle.

19:53Speaker 1

you have that?

19:55Speaker 5

Alright. Yes.

19:56Speaker 1

Let's just do it for the record.

19:57 – 20:44Speaker 5

results from the May 2 city council election for the position of mayor, Ross McMullen had 3,624 votes. That's 57.86%. Tag Green had 525 votes, 8.38%, and Ed Prem had 2,114 votes, 33.75%. For place three, Ned Brown received 1,185 votes or 19.24%. Ashley Stone Hernandez received 1,348 votes, 21.88%, and Chris Watley received 3,627 votes or 58.88%.

20:44 – 21:12Speaker 5

Place four, Zane Cupper received 2,269 votes or 37.03%, and Charles Randcliff received 3858% or 62.97%. So the results from this election are for mayor Ross McMullen, city council place three, Chris Watley, and city council place four, Charles Randcliffe.

21:12 – 21:25Speaker 1

Thank you. And I think place four is place six, but we'll make that change. So place six is the Charles Randcliffe insane. So with that, we've got the motion and the second. We'll take a vote.

21:36 – 21:55Speaker 1

Okay. That is unanimous. So that is passed on to item d two. So this is to administer the oath of office to Charles Rankley for city council place six. And with that, we've got our judge, resident judge, Alex Kim, who's also a Keller resident, who's gonna go ahead and administer the oath.

21:55 – 22:30Speaker 1

Before we get up real quick, I just wanna say that, Charles, we're really looking forward for you to continue to serve our community. You've already done that at the school district, and I know as someone has collaborated with you, everybody on this council has worked with you on many initiatives, school safety programs, things like that, and and that wouldn't have happened without your leadership at the school board. And so I'm excited to see you as someone that's gonna be one of your constituents here pretty soon, looking forward to your leadership as well on this dais. So if you want, bring the family up. And judge Kim, you've done this before,

22:30Speaker 3

so we'll go ahead and do that.

22:38Speaker 1

And I'm just glad that city council place six is gonna get much more handsome.

26:43Speaker 3

Councilman Deverley? Yes. I second that we approve item d three as presented. Alright.

26:47Speaker 1

We got a motion to second. Any additional discussion?

26:49 – 27:24Speaker 5

Mayor, would you like me to read the results for Place 4? Please do. For city council place four, Eldorado received 1,183 votes or 19.22%. Russ Maderos received 2,566 votes, 41.69%, and Jared Armstrong received 2,406 votes, 39.09%. And because no candidate received over 50% of the votes, we will need to send this race to a runoff election, which will be called in the next agenda item.

27:24 – 27:35Speaker 3

And, mister mayor, I think we have two of the candidates here if we give them a round of applause for running good races. They wanna stand up. Awesome.

27:37 – 28:04Speaker 1

Okay. So we do have a motion to second. We'll take a vote. Okay. So that items have passed unanimously. Fourth item, d four, consider resolution ordering the runoff election to fill the unexpired term. City council placed four for the city of Keller, Texas, and that is to be held on June 2026 as set forth by the charter and the Texas elections code. Do we have a motion? Councilman Dobberle.
