Yes, we have everybody in attendance except for Keith Hall, who's absent. Uh Wyatt Ervin is joining us online. Excellent. All right. Item number three, the consent agenda, uh approval of minutes from April the April 13th meeting. Move to approve [clears throat] the minutes as presented. Second. Any questions or discussions? All in favor? I. All opposed? All right. New business for a um the Church of Latter-day Saints parking lot expansion site plan. Uh yes, so uh look I'm going to I'll switch the uh agenda down to the site plan drawing just for reference. And there's a location map on the screen of the existing site at the corner of Southport Drive and West 19th Street. 202 West 19th Street is the address. And this is a good page right here. So, the Church of Latter-day Saints proposes a 2,000 square foot building addition, and that will be located at the north end of the existing building, uh plus a 61 space parking lot expansion on the east side of the existing parking lot. On this page of the site plan, you see the addition in the shaded gray area of the east side. Um and then also a detention basin will be located between the uh proposed parking lot expansion and uh Southport Drive. Two existing sidewalks along 19th Street will remain, though there is a sidewalk from the building that meets the sidewalk at 19th Street, and where they connect does not seem to be ADA

compliant, so we're asking that they replace or relocate that connection to meet building code and ADA requirements. Um, the landscape plan There was a landscape plan included for additional landscaping, although the landscape plan did not identify proposed plant species. Um, so we'd like them to update that to include of the species. Um, also, we use a point system for our landscaping, and if you use native plants, you get some you get additional points. If you use non-native, you get fewer points um, based on the number of plants that they are proposing and trees and shrubs and and and the like. Uh, staff is requesting that they use native uh, tree species to ensure that we meet the meet the uh, point system requirements. Staff recommends approval of site plan with the following conditions. One, submit revised drawings per the following. Replace relocate the sidewalk connection on the west side of the east driveway entrance for ADA compliance. Revise the landscaping plan to identify plant species and include native shade tree species. Other revisions if necessary if the board requests. Two, city engineer approval of site plan revisions and any changes, modifications, or alterations required by the same to the site plan revisions. Three, submit a DNR land disturbance permit if required. They are less than the the one acre threshold. Four, install and maintain sediment erosion controls during construction. Five, install a key box as required by the Carbondale Fire Rescue Protection District if they if the building doesn't already have one. Six, submit a building permit application prior to construction. Seven, develop the project in compliance with all codes, conditions, requirements, approved plans, and payment of fees. Typically, that last note includes taxes, but because of the church, I think the taxes that so we remove that from the condition.

This application before the Board of Aldermen for consideration. Um in the audience online, we have David Frawley who's been the contact person representing the church. Who has questions? He's available or I can if needed. What's the addition being used for? Do we know? Um David, do you do you mind answering that question? Yes. And Josh, you can you can chime in here, too. This is going to be a new stake suite addition. Um the the church is made up of multiple wards. And all those wards and and several buildings are under one stake, kind of a smaller region. And then they have one central hub where they come back to a couple times a year for a stake conference. This will then become that building where a couple times a year they'll they'll hold stake conferences inside the building. But on a day-to-day basis, they'll have um business operations that go on out of there. They'll they'll have meetings in the in on that side of the building. Um which is why [clears throat] I have the plans ready to submit, but it has is that the addition is being considered business occupancy for only this type of occupancy, so And then the parking lot just to add on, yes, it is a 63-space parking lot addition, but there's only a net change of about 40 spaces because we're taking out a good chunk of the existing parking lot to make way for the addition of the building. Yeah, David, I'm showing that there's the footprint I'm sorry, yeah, the building footprint that you the floor plan, sorry, that you submitted. So, I've got that sheet on the screen for them. And so, that addition is This is the north end of the building. So, it's basically two big meeting rooms up at the north end of the building, and then an entrance new entrance here. All right. Is that A100 that you're showing or A101?

Now Okay. I guess I could share the screen with you, David. Perfect. It might be better. So, basically offices and a a meeting room. Yeah. There's the So, there's the That would be the addition. The steeple is existing. All right. So, [clears throat] it'll be the main entrance there. Yeah. So, they bought Yeah, exactly. Offices. And it will all remain brick to match existing. The same detailing around the windows will be used. [clears throat]

And the idea is that we salvage and reuse the fiberglass columns that are around the structural support on that back porch. Um so, we can just repurpose those and use them on the new addition. David, how much dirt work is there going to need to be done? Um it looks like that's pretty pretty steep. Yeah. They'll have to bring some import in um to fill that hillside up. Um there will be a small retaining wall. I believe it's You can double-check, but I think it's under that 4-ft threshold that'll will be around the detention basin. Um, but we won't have a retaining wall up next to the parking lot, so we won't have a fall hazard of somebody getting out of their car or walking off the front. There'll be 3-ft of yard between the parking lot 3-4 ft of yard between the parking lot and the retaining wall. And that will have It will all be compacted up.

We will absolutely put one in if need be. Yes. I mean, building code wise, you're going to need it. If you want to add a We can add that as a condition just to verify.

You got it covered under meet all other codes and as applicable, so I just Yeah, it's too close to the walking surface without one. It's too tall. So. But, the only other question I had is for the applicant, um, city staff had quite a few uh conditions of approval there. Are you in a in a agreement with all those? They're already all picked up in the plans that I have ready to submit. So. All right. So, I think um David shared the letter with me of of the conditions that would be required, so all that has been incorporated. We do have like even since that submission came in, the civil engineer has been working on incorporating more updates, so um we have the the retain the retaining wall is [snorts] moved away from the parking lot and it's not as it's not as close to the back of sidewalk as what you're seeing on that plan, so but we'll we'll get a handrail added to it. We'll do the study and verify if one is needed, if it's far enough away from the sidewalk or not, so. Yep.
