Call the meeting to order and please stand for the pledge of allegiance. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.
So, have you had a chance to take role? I have taken role. Jerry is gone this evening. You have corn. Thank you. Uh we'll move on to public hearings, personal appearances, and new employee introductions. Uh we first uh this evening have a new employee introduction, Officer Bryce Mentor. So, I will turn it over to Chief Thomas for that introduction.
Thank you, Mayor. uh board of alderman uh our newest officer that was just sworn in today as a matter of fact uh is officer Bryce Mter. Um he's here in the crowd. We uh welcome him. Uh Bryce is a 30-year veteran of the Independence Police Department. He finally got down there and came to work for us. So it's a we've got a guy with amazing amount of talent. Uh he did all kinds of uh uh criminal investigation work at while at Independence. He's worked uh homicides with the metro squad unit. Um and he's going to be coming to us local guy lives here in Carne and Greenfield. Um his daughter is uh one of my granddaughter's really good friends and so they're get along really good. So uh but we welcome him and we appreciate him coming on board. Thank you.

And and I I'll say, Chief, uh he he is already a Carne resident, and uh him and his wife uh I I've played against them in our own pickle ball leagues, uh Carne Parks, and Rex. So, he he does have some skills on the pickle ball court as well. So, uh you can't you can't leave that out. Okay. I appreciate that. Welcome, sir.

Next under personal appearance this evening is Mr. Bill Schaw, our local pyro expert at Beverly Park, wanting to talk about his annual uh amazing display that he puts on at his residence. Mr. Schaw, I it's that time of the year and the reason for the season. I'd like to get the permit the permission of the board to do my display on July the 3. Uh I'm going to try and make it bigger and better than ever. So, and any of you would like to come, you're more than welcome. Thank you, Mr. Troll. Thank you. It's hard to get bigger and better.

Thank you. Uh, last is the McConnell and Associates pickle ball court update. Yep. Uh, Mike Mafy with McConnell and Associates. Uh, I would like to present to the board of alderman um the um from American Sports Builders Association the outdoor pickle ball facility silver award for the Carne Pickle Ball Complex for 2025.

Thank you very much. You know, I'll I'll say we we're extremely proud of the pickle ball facility. Uh just a couple days ago before I left town, I I drove past the facility and in between all the rain. Uh even on Easter morning, I noticed there was a lot of families out there uh spending family time together. And you know, we can build a lot of sidewalks and do do cool things, but you know, when we're seeing the improvements in these infrastructure and uh the parks rather, you know, it's already amazing to to sit back and think the hundreds of thousands of hours of quality time our residents and visitors have been able to spend at that facility. So, appreciate you uh sharing that that recognition and extremely proud of of our facility. Uh, Eric or Ryan, do you guys have anything to to add to that? Or a part board leazison. Go ahead.
I'm good. Um, if you'd explain what the um the award uh from the company is, what it entailed. So, this is from uh the American Sports Builders Association. They basically get um applicants throughout um every year. It's it's a yearly given award. Um they get take it within 3 years of the project being completed. Um so they get I I want to say there was probably like upwards of 30 um entries of this year for outdoor pickle ball facility. They have outdoor tennis different type of facility awards. Um so definitely high on the list. Um well welldeserved award here for sure. Awesome. Appreciate you guys letting us be a part of it.

oppose. Consent agenda is approved as presented. We'll move on to ordinances. The first item this evening is a motion approving bill number 19206 presented by Sheila Ernsen, our city administrator. An ordinance approving an agreement with Gilmore and Bell to provide arbitrary calculation services for the city of Carne, Missouri. Sheila.
So, whenever a city or any public entity issues taxexempt bonds or taxexempt financing, um, one of the things that the IRS requires is an arbitrage calculation be done. And it is time for the 2020 certificates of participation um, that were issued to have that calculation done. and the city has used Gilmore and Bell um to do that in the past. So, they have all the information and recommend approval. Thank you for that report. Are there any questions from the board on the proposed ordinance or our city administrative report?

So, this item would approve um Jeff Place, who is an attorney at Jackson Lewis, PC, um as a special attorney to provide services specific to collective bargaining. The only resolution this evening is the motion approving resolution 28206 presented by Eric Marshall, our parks and recreation director, and provide an update from the Jesse James Festival, Inc., A resolution approving an agreement between the city of Carne, Missouri and Jesse James Festival, Inc. to provide public service support for the annual Jesse James Festival in Carne, Missouri in September 2026. Eric, thank you, mayor. Uh, this resolution is something we've done the last three or so years. Um it outlines um specifically what the city is uh going to undertake during the Jesse James Festival preparing for it um along with the other departments um within the city. And it also outlines um all of the act uh excuse me all of the uh requirements and things that the Jesse James Festival will take care of uh during the festival. So um that's what it is. and mayor um the president Dan Colt of the Jesse James Festival Inc. he we planned that he would be in attendance tonight but unfortunately he is was unable to make it.
Okay. Did anybody else from the festival committee respond on their behalf this evening? Do we have anybody here on behalf of the committee? No. Okay. Um, Lord, I I don't know if we want to possibly postpone this resolution until maybe the committee could be present to answer any questions the board may have or or what is the board's desire here? Um, is this the same as last year?
It's pretty much the same as last year. Dan was uh coming to give the board an update of or a recap of last year's festival and an update of what they have planned for this year uh specific to their activities. But this agreement um signed by Dan um is basically what as I mentioned earlier the the city staff, the different departments that um uh help prepare the festival grounds and the parade and things of that nature and what uh the festival committee itself is responsible for. So that's strictly up to you all. Has Dan seen this? Pardon me. Has Dan seen it? He has signed it.

Correct. Eric, it do we know? And without maybe getting too much into detail, I don't know what what is public or not at this point, but I was hoping maybe a representative of the committee would be here so we could maybe get a little detail about the event itself. Um, you know, we heard a lot of feedback last year about no carnival and and and no, you know, just how some changes and things. So, I was hoping maybe to kind of get an update on on kind of what what it's going to be this year and to possibly see if there was, you know, anything that maybe the city could continue to help with or or offer to help with or or to see what we could do there. Um, that was my thought. Um, besides obviously just the legal binding uh agreement is to maybe get some of that information. I will say real quick that he said he if we needed to him to be rescheduled um to put him on the next meeting via a text I just received um early this evening. So he will if you want him to I can ask him if you would like him to come to a a different meeting. That's how you want me to do.

The only thing I have is that the next board meeting will be Monday, April 20th at 2020 or 2026 at 6:30 p.m. And that is the night that new members of the council or reelected will be sworn in. Great. We'll move on to alderman discussion. Alderman Leeman.
Uh just want to encourage everybody to get out tomorrow and vote. U obviously we have a very important issue on the ballot um potentially save the citizens $31 million um with a yes vote. Uh so just encourage everybody to get out and exercise their right to vote.
Thank you. Alderman P. Uh, same thing I was just going to mention about the election tomorrow. Make sure people uh are aware that some people don't even know that we got election tomorrow um surprisingly, but uh we do have a very important election tomorrow. So, uh I just encourage people to to vote. So, I absentee ballot uh ballot voted before I left town and there were several Carne residents down there doing absentee uh voting. So hope hopefully we get a good turnout. And Alderman King, do you have anything to share? Nope. Just vote.
All right. Well, that concludes alderman discussion. And we do have an executive session notice up this evening per RSMO61021 subsection 1 for legal actions or litigation involving a public governmental body and any confidential and privileged communication between a public governmental body or its representatives and its attorneys in RSM 61021 subsection 2 leasing purchase or sale of real estate by a public governmental body where public knowledge of the transaction might adversely affect the legal consideration therefore and RSMO61021 subsection 12 to discuss matters pertaining to negotiated contracts. And last, RSMO61021 subsection 13 for individually identifiable personnel records, performance ratings or records pertaining to employees or applicants.
