[Music] mhm wasn't so cool in here I would have to have a heater under the desk 71° no it's not it's colder than that what's that one over live good evening everybody uh it is Monday March 17th 2025 this is a Carney Board of alderman meeting calling meeting order please stand for the Pledge of Allegiance IED flag of the United States of America and to the for it stands one nation God indivisible with liy and justice for all Su have you had a chance to take roll I have taken roll everyone is present you have the quum we'll move on with the agenda as published this evening we have no public hearings uh do we have any Resident that would wish to address the board under public comments do you okay I'm going to read a quick statement and then come forward uh during the O open public comments section of our meeting agenda we invite residents of Carney to step forward and directly address their Board of alderman each resident is requested to clearly State their name and address for the record and will have three minutes to present their statement this session is specifically designed for residents to express their views or concerns it is not intended for dialogue debate or question and answer interactions with the board all statements made during this time will be formally recorded in the public record we urge participants to keep their remarks respectful and focus on matters relevant to Carney and we thank you for adhering to these guidelines and helping us maintain the decorum of this process there will be a timer on the screen and it'll advance

from green to Red the timer will be green for the first 2 minutes yellow the last minute and then when your time is finished it will turn red so anybody that wish to address the board please come forward to the podium state your name and address for the record and then your time will start hello this we are board members of Cedarwood subdivision which is west of ice 35 and nor 9 highway this is RI Emmery and I'm Nancy woods and we would like for the city to consider help advertising a citywide garage sale like other communities do um we are having ours this year May 1st through 4th which happens to be the weekend prior to the trash pickup making it convenient whatever s go the trash pickup um but we would like to know if you would be willing to support us in advertising that or um posting information about that on the website um and I think you know even we could possibly have maybe two a year each before the prior cash pick up we just like to that's consideration thank you ladies so much for being here um I'll be happy to I'll piggy back off of that under mayor's remarks um but but I would be happy to see what we can do to support that all right thank you so much thank you uh consent agenda as the next item

for disc discussion any questions on the consent agenda this evening from the board seeing no questions if we can entertain a motion to approve the consent agenda as presented move second all in favor oppose consent agenda passes as presented we have no ordinances this evening no resolutions this evening first item up for items for review and presentation is the hall Park design plan options presented by Eric Marshall our Park director and Larry Reynolds who is here this evening with our uh consultant Verio Eric you have the floor thank you Mr Mayor and Bo um I've invited uh Larry Reynolds um from Viro he is our consultant architect uh for the hall Park project uh just to give you a a brief rundown of what has been uh transpiring um uh we've met with Larry and the team um about three times um he has come to City Hall and discussed the the options that we've had uh with Ryan and I um he brought us our our first option and we dissected that and uh wanted to make some changes and so on and so forth and he brought us back a couple of options um last week um and he is here to discuss these options we do have a park board meeting tomorrow night and we are going to be discussing um our recommendations uh with the park board and get a final uh design phase that way we can start to advertise for bid and follow the lwc CF guidelines so with that want to turn it over uh Larry

and if you do have questions for uh Ryan I or Larry uh please feel free to ask okay thank you good evening is even so I thought yeah Eric kind of gave a a rundown of of where we're at um like you said he started a kickoff meeting early December mid December is um and then met a couple of times in January and February as we implemented the master plan under the site again to identify any challenges and create some opportunities uh we presented a couple of options uh to Eric and Ryan and um talked through some of those we're here tonight to show you those um there's really very subtle differences between the two options that you see tonight and the real primary difference is is where the um th tables are uh I don't know if there's a screen that you have thing pulled up or everybody have the things in front of them oh it [Applause] is Eric so tonight is this just informational purposes only for the board it is um why we're I'm sorry uh reason why we're um Coming do you first um we want to show you this um and then go to the park w with your feedback um based on what you see this will save us about a month down the road because we always follow you very well the following meeting makes sense yeah so just kind of an overview of of what's what uh this park is obviously

it's U um geared towards adults older adults uh we have an older um adult Fitness area a variety of different size equipment we've identified some vendors um and tried to kind of lay it out there to kind of see how much space is it going to take up how much can we get in there in terms of actual pieces of equipment uh so we don't know exactly whose product it will be or how many we can actually get in the end but we have an idea and we have a footprint um to to go out to BU that's the yellow that's the yeah area in the yellow uh there's a a large Shelf uh that big Square Blue Square in the center kind of area and then off to the kind of the top right there's three uh tables there uh that's the primary difference between the two options is we have them located right there and then option two they're off uh to the right of the shelter uh there's some pros and cons to that it's it's nice if you got some tables kind of Cally centrally located next to the shelter uh available to all amenities uh but if you're uh if the shelter's rented it's kind of nice to have those tables off to the side uh so that you know if you're sitting there you're not feeling like you're part of have to be part of that uh event birthday party or whatever may be going on uh so that's really the main difference between these two options uh there's some subtle other differences but um those can like there's some benches on the north side of this option two that weren't shown on one those can be added in uh let's see there is a a cornhole area that we

show there's two one's um a regulation size and one's a little shorter for uh Youth and kids to play a little bit easier uh and right now we're looking at considering that Synthetic Turf so it could kind of be a multi-purpose sort of thing you could have yoga in the park out there uh or you know what have you um there's a prefabricated restroom be similar to what you see in in Lions Park currently uh that footprint is the same size as that's the Lions Park Resturant um along the uh souths side of the property there is a fence uh that kind of parallels Highway 92 you can see a photo example of that down below we looked at a monument sign and you'll see that kind of close to the intersection of Prospect and and 92 we looked at a few options for that one being a little bit further east more centrally located um one of the challenges we have is is the Highway 92 right away sets far back and um so it really kind of felt collectively we we talked about that it almost appropriate right there at that intersection it'll face the highway so you can see it coming from either direction on 92 and it really kind of cues you into the parking [Music] Tre um storm water um is a little bit challenged in this site simply because the low the nearest Inlet that we can tap into is on the East End of the property right out on 92 highway so the parking lot is pitched sloping to

the East and we'll catch that water run off into a rain Garden so we have sort of a a treatment train if you will for uh storm water best management practices run up from the uh parking lot will'll enter into the rain garden and then flow into pipes to a um a vegetated Swale along the north side of the property down into another rain Garden where it's picked up and taken to on 92 uh kind of towards that that East End is a small perula with a porch swing um bench uh centrally the walks kind of make this uh loop around the Hub of activity that's happening within the park so whether you're there to do Fitness or just kind of walk around walk the loop uh that's also an option that's really it let uh Eric Ryan did you guys have anything to add yeah from option one to option two I made uh Ryan if you want to flip back and forth um the on option two you can see the um the extra concrete right there at the uh parking lot as compared to no concrete um in option one um that's what well I won't give you my personal opinion but um there's concrete there for them um easy access for any cap accessibility um to getting on to the um concrete right there and easy access into the park and one thing um I don't know if you mentioned um that small shelter with two

other um uh picnic tables under there it's the light blue rying yeah um we really like that because um not only that we can we can rent out that shelter as well um uh in addition those people can be right there if they just decide to play cornhole or as Larry mentioned our fitness activities whether be yoga or just exercise fitness um activities that we want to have to take place in the park so anyway our fence um and I I think Dave's going to have a comment uh for our conversation the other day uh the fence is a decorative fence and it's worked out really well and and it um it sets off Lions Park as well it's not your typical chain Ling fence or anything of that nature um that type of fence has worked really well and with that I'll I'll let um if Dave or you have any other questions you might want to add Ryan you want to add anything before I turn it over well yeah I just wanted to comment that um we're doing a pilot uh senior yoga program this summer uh the intention is to take it into the park uh Hall Park next year and uh it would be likely in this cornhole area in the morning so it's kind of a dual use that's big synthetic tur there for that one more thing I might add is the bathroom we we mentioned uh the two stall bathroom um we know how expensive those things are but because they're solid concrete um we looked at um different models that are even more than the cxs that we have um and we also looked at just making it a one stall restroom and the price difference is not that much different different

um uh between the two uh so we thought we would still stay uh stay with the two uh stall restroom yeah I want to say was about 30% what's the difference if you had two singles and and the reason I'm question is I'm thinking of old people okay older people sorry older people for them to walk all the way around the pickle ball or the uh cornhole to get to the bathroom I didn't know about putting one on one side one on the other I didn't what's the cost difference on that so the restrooms themselves uh for a one stall restroom is it's about 120 for the two right someone in that neighborhood yeah um so it's about 90 for the uh sing for the single so that's pretty talking about 50 Grand 60 Grand just them up well plus Plumbing plus Plumbing that's that's a big plus though um yeah and not only that I think it might go Ahad um not only that when we had the public open houses uh the comment the neighbors to the north originally our restroom was to the north it's in this little pocket right here yeah and that was one of the comments from the neighbors up there they did not want to have a restroom up on the North End so in the original drawing that was up there and we moved that um through the public comments of the people to move it to the South Eric I got two comments uh two things I'm going to seek some feedback on one is it it goes back to that same public meeting uh our neighbor to the north here Mr Rusty I thought we and I I see some Greenery here but to me it just in general doesn't appear to be

a lot of shrubs or trees or any really Greenery at all in the park I thought that there was going to be more of a buffer like the city would typically require you know developers anybody else there appears to be no buffer between the park and our neighbor um we would require anybody else to have some sort of vegetative buffer um so and then thoughts of I'm just concerned that this isn't enough parking about maybe moving no matter what option shifting this over a little bit we have this green space here that's is that because of the swell no it's more because the site is really at the top of a hill right and the the crest of that is right in the middle of of where that um cornhole is so if you drew a line north south from middle of that cornhole it's splitting and falling generally to the west but it's more steep to the east so um there might be room to to add a little you know maybe one or two yeah I thought maybe back here or maybe getting rid of some of this green space here we need that from a storm water perspective I just think 14 spots and only two handicapped spots is a little light for a park a senior Park so okay that's my only feedback anything else from the board so one of the things um that that Eric and I had a comment on um or I had a discussion with Eric um if you look at the big one of the big differences that I saw between option one and option

two is option two has five benches there's three on the fitness court side there's one over by the cornhole Synthetic Turf area and then there's one back on the east corner where option one currently only shows one and that's the one on the east end is Clary is that by Design or did we just we add more more inches in to the other one we sort of got to a point uh when we presented this to uh Eric and Ryan that realized we needed to come to Council on Park Board and so it was kind of a tight turnaround to get to get it in packets and stuff so uh things like that are easy to to add um I I'll note that we're about 50% of the way through construction drawings so we're just mid midpoints is sort of a midpoint touch also we're understanding better what our costs are and where we're at in terms of budget so some things may need to peel back in terms of finishings or features alog together um so the quantity of things like that um we'll have a better understanding of as we develop one of these two options okay my concern is obviously this is a a park for seniors and you know to to only have one on the Far Eastern side of you know if they get walking and get wind want need to sit down option one doesn't doesn't have that option um so that that was a concern for me um I also have had a

the owner of the property directly to the east of this park um would be directly east of the rain garden and and the pergola um has expressed some concern uh that even though this is supposed to be a senior Park we all know with middle school right there by it that there's going to be middle schoolers there too um and and her big concern is is not necessarily the seniors but with the with with the younger kids trespassing on her property she realizes that there's a sidewalk along 92 she's more worried about the kids coming down off of that Hill uh toward her house so um I she's a longtime family friend and and and so I made the uh promise that I would bring that up that uh it'd be nice to have a an extension of that fence from North to sou or south to North along that East uh property line uh to make it a little bit harder to for the for the people to get and trespass onto her property um the other comment I had you you've got a lot of Synthetic Turf here and having prior EXP experience with Synthetic Turf uh the big deal with it is is drainage um I assume that we've taken

that into account and getting rid of the drainage off of that Synthetic Turf there will be under drainage uh below so it'll have turf on top an aggregate base and underd drainage below that that would would carry out to that vegetated soil carry it to the east to the north oh take it that way so it falls to the north at that point it generally Falls Northeast the site does so depending on the location the elevations we run it out to where it will daylight into that ditch okay yeah that was that was one thing that with Synthetic Turf the the under drainage and getting rid of the water underneath it is is critical so so Dave you were saying um you would like to see a the decorative fence at the um Southeast Corner go um basically straight line North you're saying yeah behind be east of that rain Garden along the the property line to the the uh I guess it' be the northern property line one does she want that as a fence or like Shrubbery to where there's a sound barrier too or I think her main her main thing is to keep people from coming through there she's not so much worried about sound because it sets up so much higher than her house does um she's worried about people coming across and trespassing cuz her house is going

to set like right about where that park bench is um so um that was her main concern Larry the other question I know lot or option two shows that concrete right there beside the handicap parking is is in option one that's not there is that parking lot flat enough that uh it's handicap accessible without that concrete so how that would work if I'm walk over the Y looking at this one primarily there'll be a a ramp right here so that will serve both of these okay it'll be a landing as you come in it'll ramp up over generally in a dead end parking situation like this people tend as we've seen walk down the center over to down the main aisle so we've provided this as an option to kind of come in and enter the site that way so that's more of a walking area rather than access for handicap yes yeah the the main handicap route will be here okay so essentially only one of those this accessible correct okay makes sense that's the case why I guess using that same logic why isn't that considered for option one it is it's not no I just feel a little rush to be honest I don't I mean I'm not going to lie I feel like this was rushed and put together for it

um but uh I think the board knows where I stand and my feedback are there any other uh comments um keep in mind no decision this evening it's it's got to go to the park board Park Board will make a recommendation and then it'll come to the board just be careful the sign there because that comes up on that Hill any obstruction of site on there going to be a problem so I'm glad to see the sign said this way instead of this way so that's my only concern with that I would just like to say that I like option two better for a couple of reasons I like the more seating and I know they said we could do it the other way but I just think more Community areas more places to allow people together I think is just good I mean that's kind of what the park is for um I like the the little bit of access to the parking I kind of when I first looked at the first one I was like and how did we get to Park without walking through the rain Gard so I do I do like that um I like that you're choosing to use elements that are consistent with our other Parks because I think that gives us a way of kind of branding our parks and so I like I like that as well so that's all I had to add to the conversation is there a big price difference uh not a huge not enough to make a difference very simar um and you know be a lot more concrete on this second there's a little more concrete it's sort of I think it appears that way uh just because of the orientation there might be a little bit more but not as significant enough to make an impact what is the fitness base uh that'll be the same as like a a Synthetic Turf or port in place is is like the playground that's over here in

the PL Park so it'll be a soft R material will have drainage B Mr Reynolds thank you for being here this evening much appreciate it thanks so much next item is a February monthly financial report presented by Stephanie Harris our finance director Stephanie you got the floor thank you good evening mayor and board uh this is for our financials for the 11 months ended February 28 2025 we are 92% through our fiscal year so um in looking through here again we've just been running really on par for the entire year compared to budget um couple things that I would point out um our intergovernmental revenues is uh 64.99 uh so uh third line down under the general fund revenues um mainly that's because uh there is a body camera grant that we haven't received funds from that we were anticipating um so that's what that is related to uh they're still planning on getting those funds but now it's been a bit delayed um the only other thing noted um in the park construction fund which is fund 51 um the lwcf grant is a reimbursement Grant and it as well um is is delayed because our construction hasn't gone gone as fast as we had anticipated therefore we haven't asked for any reimbursements yet so that makes our

bigger um citywide garage sales that being the city of North K city um and one of their requirements and and I believe we have in place already was that um the the residents that are having that garage sale have a garage sale permit um and and so it wasn't it wasn't that it was a Hu because it wasn't a huge Revenue source for the city but it was it was also a method to uh kind of eliminate those Gage sales say staying up for two or 3 weeks uh because with that garage cell permit we knew where their signs were going to go and the the permit actually said that they had to be taken down hiden 48 Hours of their garage set so um nobody likes to see our streets cluttered but um it was a huge um economic impact uh for the city of North K City and I believe if I remember right they actually did it twice a year spring and Su spring and fall um and U it it was it was a huge economic impact because we brought in people from outside the community that filled up their cars they ate at our restaurants and so um I'm I'm strongly in favor of of the city helping with a Citywide gret thank you Alderman Hol I just want to say that uh last Thursday when I was taking my trash cans
