The first item this evening is a public hearing to receive public comments regarding a project pursuant to the K353 redevelopment corporation redevelopment plan along with a written statement of the impact and adarium taxes that such abatement or exemption will have on such public uh political subdivisions rather. So, if you wish to speak for or against the proposed uh K353 redevelopment plan, we'll have you come forward to the podium. State your name and address for the record. An ordinance approving a redevelopment project at 211 East Washington Street for Dustin and Lorie Hampton under the K353 redevelopment corporation redevelopment plan and approving an abatement agreement for the project. Thank you, mayor, and good evening board. Uh before you this evening is an ordinance and abatement agreement authorizing tax abatement for a project located within the city's K353 redevelopment area. Notice of the public hearing was provided in accordance with state statute. The applicants Lori and Dustin Hampton are present this evening. Your project represents a $512,000 capital investment for the construction of a new single family home at 211 East Washington Street. All required application materials are included in your packet, including a rendering on page 43, which complements um the existing architectural character of the redevelopment area, which is also known as original carney. With the capital investment of $512,000, the project qualifies as level B market stimulating investment under the policy provides for a 12 12 year abatement term. Tax tax impact analysis which is found on page 50 estimates total abatement at $82,598. The K through board approved resolution 2026-1 on February 3rd recommending approval of the abatement to the board of alderman. I'm happy to answer any questions.

The only thing I'd add to it was in the board, we there was lots of excitement about the project because the lot's been vacant for a long time. Um, and and Dustin and Rory are going to bring it back on tax rolls and and I was just talking to them. the house that they're getting ready to build is is going to be a huge huge addition to downtown Carney. So, it's uh nice to see see this happening. We were excited to see it come before our board. Thank you, Alderman Leman, for uh you are our president of that board, so thank you for your uh input there as well. Next item is a motion approving bill number [clears throat] 15, 2022, presented by Mark Thomas, our police chief. an ordinance approving the interlocal cooperation agreement for the Klay County Sheriff's Office special tactics and response team buying between the city of Carne, Missouri and the Klay County Sheriff's Office. Chief, thank you mayor and board. This is a [clears throat] great opportunity for us to work with the sheriff's department. We were approached about pardon me [clears throat] about uh two months ago by uh captains Wilhelm and Johnson with the sheriff's department. They're looking to increase the number of officers that they have assigned to their star team. Uh and so they came to us. They're coming to some of the other municipalities to be able to have a couple of officers assigned part-time uh to that team to be able to train with them. Uh and there's a lot of benefits here for us. Uh it's another kind of career path for our police officers to be able to uh work on a SWAT team. Um we're a long ways from having a SWAT team of our own. uh I mean many many years but with that experience that they get and that training that they get they'll also be able to bring those things and those tactical uh advantages back to our our police department and help us train better in that regard. uh you know we will they will work out at uh have to do a uh uh selection process which will include a very vigorous uh uh mile and a half run all the push-ups and sit-ups and all those fun things. Um and then the team themselves will choose that person that they want to be on their team. Uh we anticipate having two uh officers that will uh end up being on the team and we we're going to probably open it up to the officers on the police department that have enough time on and that um you know are are suited for that sort of assignment. I'm excited about it. The guys are excited about it um and

everything. Not to mention the fact it's it's great to work with our our brothers at the sheriff's department. Um and uh we've got a really great working relationship with them. This will only increase that. Chief, I got a one question and then uh while our attorney is here, I just got a point of clarification to our counselor as well. I assume so anytime there's a call out all that, Carney would pay for their own officer responding to those events whether it's in Carney or not. Standard mutual aid agreement type. Okay.

And then we would also pick up the overtime that they they incur in that regard. uh there's some some uh expenses uh for some equipment. Uh but we're going to we don't have to have it all right at the same time. And so they'll allow us to kind of go through and we'll we've already made arrangements that we can with withstand that in our upcoming budget as far as anything that they need to get that's additional over what they've already been assigned like it's a helmet and some other high-speed stuff. Okay. Mr. Patrick, the agreement. Yeah.

Uh, mentioned something specifically about having your own insurance and stuff. I assume obviously would our insurance we already have cover anything where we need to do any special endorsements or anything there? Uh, no. What is stated right now in the contract is the insurance is the insurance that we already have. It just extends to while they are working in this capacity which it already would under the extended premises kind of liability for insurance coverage like that. But obviously after this agreement is executed, we'll reach out to NPR to confirm everything that is already in place and we don't need to take any additional steps. But it is not common for NPR to not already provide that level of coverage.

There's also overflow parking um over by the basketball courts all the way up to the um house that is on uh corner there. [clears throat] Um all of that is cityowned property um from the basketball courts north. Um and also um it's not hard surface parking though. It is not hard surface park. You are correct. Does the city own that up to that house? Yeah.

Yes. Yeah, we require everybody else to have hard surface parking. So, I'd like us to follow our own rules. Well, people park there anyway when they go and play basketball. Um, we just it's not quote unquote a parking lot, but people park there. And we don't have we haven't had any objection ever since that land was purchased um for people to park there, go play basketball or to enter the park from the west side um in between the creek. Are you concerned about size? I mean, it used up almost the whole parking lot at the old education center.

Ryan and I actually went out and measured that today. And there were supposed to be 10 by 10 spots, but we put some grace in between it like a twoft gap in between them. And on the um the first uh longer area is 125 ft. So if we put 10 stalls in there um that gives um about a twoft barrier in between the tents. Um and then it'd be 2 and 1/2 ft on both ends. And then the other on the east um excuse me on the west side is 66 feet. Um, and that would give us um, uh, five to maybe six stalls there. So, we're looking 16 stalls. Do we know how many vendors they have typically at that event?

I can't remember what um, Stacy had told us. Um, you know, there was just some different things. sometimes people wouldn't [clears throat] show and so on and so forth. But um I think Sunday is um when she prevent uh presented this vendor agreement proposal, we looked at it about letting us know if they're not going to come or something of that nature. This way um there could be a possibility of someone that's on a waiting list as well. But um right now we just discussed uh on First Street um we don't like to use all of it. One good thing is it's not a Saturday. Um this would be on a Thursday. Um and when we have m a lot more parties are on the weekends. We do have shel shelter rentals also during um the weekday, but it's it's not as many as that are on the week.

First and foremost, I appreciate staff uh this event was at the risk of not coming back to the community. So, I appreciate staff looking for a a solution to keep our farmers market and artisan fair uh rolling. Um, my intention is not to micromanage the process, let alone the selection location, but I think I do share some of the same concerns as Alderman King about parking and just the area in general, but um that that's my only concern I I share with Yeah, I get that we're trying to keep it, but also I don't want it to go backwards either as far as the vendors and not as many vendors and being a hassle and a pain in the butt for them to get a spot. Not enough parking. It's on a what you said Thursday evening.

Mhm. 4 to 7:00 p.m. I can tell you on the parking, you know, we state parking. We don't have parking out of Jesse James Park either uh for concerts. That's grass parking has been since it's been built. Have we thought about the possibility of closing First Street while this is going on?

We haven't, but it's [clears throat] a great idea and I think maybe we should figure out how much interest we have in vendors. We're really hoping that we not competing with Liberty's farmer farmers market that we will have more vendors um especially providing fresh fruits and vegetables to residents um having it on a Thursday evening. Once we are able to release the application and get some numbers and figure out how many people are actually interested, um, we'll be able to have time. When Sunday is the application period closing,

What a great idea to be able to close the the road if we had enough people that wanted to participate. I I hope we do. I think I'd rather see us close First Street and leave Second Street for parking. the parking and the splash pad's going to be going too and people at the park and all they got to do is walk across and and they can go to the farmers market and the park splash pad and everything. It's all ADA compliant now so they can get from one end to the other. Yeah.

Would they be allowed to have the have the vendors lined up along the walkway?

HDR presented the preliminary findings and policy options to the board of alderman at the December 15th meeting and then presented their final recommendations at the January 20th meeting this year. As part of the public process, the city held a public open house at city hall on February 3rd with city staff and representatives from HDR Engineering available to answer questions and a public hearing was held on February 17th at the board of alderman meeting.
