Authorizing the City Manager to execute a lease, non-relocation agreement, development agreement, community impact partnership agreement, and funding agreement with the Kansas City Royals or an affiliated entity for design, construction, and operations of a new stadium, team offices, and supporting infrastructure (the “Project”) in the Washington Square Park/Crown Center area; authorizing the execution of additional cooperative agreements in connection with the lease, non-relocation agreement, development agreement, and funding agreement; authorizing the City Manager to execute intergovernmental cooperative agreements with the State of Missouri and related entities; establishing Fund No. 3459, the Special Obligation Downtown Stadium Bond Fund; estimating and appropriating bond proceeds in the amount of $20,000,000.00 for the purpose of providing the City’s contribution to the Project; providing direction to the City Manager on the funding sources for the Project and future debt service; authorizing the execution of additional agreements as necessary to comply with the directives of this ordinance; reaffirming the Council’s intent to waive the contract solicitation and Article IV, Chapter 3, requirements otherwise set out in the Code of Ordinances as to the agreements authorized in this Ordinance; waiving the requirements of Section 88-586-01 through 88-586-07; and recognizing this ordinance as having an accelerated effective date.

Authorizing the City Manager to execute an amendment to the Community Investment Agreement and Escrow Agreement with Community Builders of Kansas City, a Missouri Nonprofit Corporation, to provide for a one-time release of $525,000.00 to pay the cost of City infrastructure supportive of the Overlook Tax Increment Financing Redevelopment Area and the Offices at Overlook Planned Industrial Expansion Authority General Development Plan Area.

Authorizing the City Manager to execute Amendment No. 2 to the 2026-2027 Transit Services Agreement with the Kansas City Area Transportation Authority to increase the contract in the amount of $11,000,000.00 to maintain transit service levels, for a total contract amount not to exceed $97,278,976.00; appropriating $11,000,000.00 from the Unappropriated Fund Balance of the _______ Fund; and recognizing this ordinance as having an accelerated effective date.

RESOLUTION - Directing the City Manager to collaborate with area school districts, nonprofit organizations, educational institutions, philanthropic partners, and private sector employers to evaluate the feasibility of reestablishing the Exchange City educational program for Kansas City-area students and to report recommendations to the City Council.

Authorizing the City Manager to execute a Hosting Requirements & Bid Proposal to host matches and tournament events of the Men's Rugby World Cup USA 2031; stating the Council's intent to provide funding for certain City services in connection with the 2031 Rugby World Cup if the City is chosen as an official host city; and directing the City Manager to include funding for required City services in the 2028-29 and 2029-30 annual budgets to cover City services, including but not limited to police, fire, traffic, EMS, airport, transportation, sanitation, and all other contractual obligations to support the Men's Rugby World Cup USA 2031 tournament and all related events and activities.
