And we're also, unfortunately, I would have liked to hear it, but we're gonna hold the Public Works Department annual street resurfing plan until next week as well since in the in light of our budget discussions coming up. Wanted to have some remedy in this. With that, we will read the one and only ordinance we have on the agenda. Thank you.
Ordinance two six zero two four two authorizing amendment number three to the design professional service agreement with Crawford, Murphy, and Tilly in the amount of $542,670 for the 31st Street from Lynnwood to Van Brunt Boulevard project for a total contract amount of $1,695,741 and recognizing this ordinance is having an accelerated effective date.
Good morning, mister chairman and members of the committee. My name is Nicholas Paceveiro, city engineer. And today with me, I have Amy Bunnell, who's the district engineer for Districts 3 And 5. And we have Jerry Bollinger with CMT. They're the design consultant that's designing this project.
This ordinance gives a contract amendment to CMT for $542,000 to proceed with the design of this intersection at 31st And Van Brunt. As you probably know, this intersection is very convoluted right now. There's a lot of it's a lot of signals, a lot of traffic, a lot of things going on. So we're trying to redesign it to make it safer and, you know, better organized and, you know, make traffic flow and operations a lot better. It also incorporates a lot of transit elements.
There's a transfer station there at 31st Van Brunt. We're going to relocate that. And we're also working with the KCATA to for future considerations for the East West streetcar expansion and for transit facilities. This project is very well funded. We have about $28,000,000 in funding for this project, which makes it one of the largest capital projects that we have at this time. We've gotten a lot of PIAC money. Thank you, Councilwoman Robinson. And then GO bond funds. Thank you to the council putting GO bond funds available. And as always, we go out to MARC and we try to get grants to leverage the local funds.
We were able to allocate to secure $13,000,000 in federal funds, which is also one of the largest projects on the MARC TIT. All these fundings is coming online, and that's why we're doing the contract extension. We have, at this point, the estimated cost of construction and design and everything is about $24,000,000 We have about $28,000,000 So we have plenty of funding, which is great. The only issue is that we do have to do right of way acquisitions. We have about 1,000,000 point dollars of right of way acquisition, but none of these funds can be used for right of way acquisition.
Federal funding can only be used for construction, and G. O. Bond question one funds can only be used for construction. So while we have $28,000,000 none of it can be used for the $1,500,000 So that's the only thing. With the STP funds at mark, those funds are in federal fiscal twenty seven, and the TIP is fiscally constrained, which means if we don't hit that mark for federal fiscal 'twenty seven, that $13,000,000 that the region could lose those funds.
So it's imperative that we hit the schedule. Our schedule is to finish right away, which allows that. And to
Ballinger and and Amy Pannell here to answer. Do Thank you. And Just have a statement. I I would say this is one of the, more, diverse revenue, project you know, cost. The way you've broken it up and gotten the federal dollars, it's impressive. So thank you for doing that. I assume within that is a, what, $2,600,000 match from the city on that $13,600,000 Where is that coming from?
Yes. So federal funds do require, as you said, a 20% match. However, since the project costs are gonna be about 24,000,000 the federal funds really cover about 50% of it. So we're we're above and beyond matching it. And like I said, we have the geobond. So we're in
the bond counts as a Yes, Okay. Any other questions for my colleagues? Congratulations. Know it's a great project for your district.

We know that this intersection has been challenging since before I was born. And so I know that the residents and will hopefully lead to more development along the corridor in that in that area. So thank you for all your hard work on making this happen.
