New business, ordinance, e-bikes, scooters, first one. You guys, that was number two, 2026. Did we make adjustments to that?

So I have the notes in here, but I figured after we had this meeting, we were missing, who were we missing? No.

That we would need some more discussion. Yeah.

It was just the one section about not wanting them to be written after dark.

The adequate lighting.

Yeah, but then some people said, well, dark. It's dark, awful early around here. So then we had more discussion about, well, maybe if you're over a certain age or if you have a waiver because for work or lighting. Personally, if it's open for discussion, I like the 10 to 6 like we have for the park. I don't see a reason why you really need to be doing between 10 and 6. We already have those times. If you do work second shift, you've got to ride a normal bike to get a car. I'm sorry. But I feel like that's reasonable. I don't think people are really upset by people if they're riding them at 8.30 when it's dark in the winter. It's in the middle of the night when they're disruptive. And if they have adequate lighting and they're over 15, I think you can be riding them at 8 in the winter. I just don't think... I think something more like that, and it'd be easier to enforce, too, rather than having waivers or age cops or... How can we do that?

How do you do that? You're telling people they can't ride an e-bike if they go out and buy an e-bike. I mean, I don't think so. Now you're talking like this. Well, I just don't.

I also had a question thrown at me about the Greenway. How can we patrol the Greenway when we don't own it?

That's part of the problem.

So I think we need more discussion on those parts.

Well, but I mean, you don't own my property either, but you have jurisdiction over it. Like jurisdiction and ownership are two different things.

But I think we need to maybe have the attorney look into it before. Okay.

We have a comment. When I was on the police force, the Cardinal Greenway had the police department had requested us to do patrols on it and gave us permission to patrol it. So where are you coming at? We can't control it. They can't patrol it.

As long as we have permission, yeah, I mean, it seems like. So, I mean, Greg, I guess to answer your question, it was my understanding that people were complaining that these are loud and disruptive and there are teenagers riding them at midnight or 1 a.m. And I don't disagree with that.

So do we go after the teenagers between those hours versus somebody that, you know, wants to go to work? And when we were talking about the last meeting, You have to come up and get a special permit. That's crazy. Yeah, I don't like the specials. That's crazy. I don't like the specials. I want hours. Yeah, do we do the hours and we do an age thing? I mean, at those hours, I think the curfew should be part of it too. I mean, that should cover them being out at that time, right? Yeah.

Right, because what's any different than like a four-wheel, you know, altering vehicle or something that you don't, you know what I mean, like a hobbyist? kind of thing, motorized.

The only thing I worry about with the curfew is that it's like, what is it, 1 AM, somewhere around there? Do we even have one? I thought the state was 11. We had one many years ago.

There is a state curfew, I believe.

Last I remember, it was like midnight and Sunday through Thursday, and then 1 AM Friday and Saturday or something. That's what I have in my head. So Greg, you don't want to say none between 10 and 6. For everybody, you want to say justice. For me, yeah.

I mean, I think adults are adults. I don't think we can take that away from them because they're going to have to work. I'm sorry, but I think we're giving too many restrictions. I mean, you know, I understand what we're trying to do here, but so how do we do it so it doesn't affect everyone, the people, the law-abiding people that really need that for work or whatever?

So the ordinance already says no one under 15 can ride one. So what age? I mean, that was some of the back and forth last time is... Do we say 18? Do we say 21? And then there's an enforcement question. You know, police officer pulls someone over at 10.30. Do we have trouble on their end because he thought they looked 20 and they're 22? You know me, I love freedom. If we struck that whole thing, I'd probably be good with it personally. But this is what our citizens are concerned about. So I want to try to do something. So what do our citizens think?

They need lights on.

A lot of them don't have lights. Then they can't be on the roads. And the minibikes. The biggest problem we have is getting it enforced.

So, I mean, isn't it true that the lights, adequate lighting is already a law? So I don't know how passing another law will help.

And the 15 years of age only applies to the Class 3.

Well, I'm fine for adding, you know, a 10 and 6 restriction for those under 18. But if we don't, our officers don't enforce it, if we're not enforcing or whatever, then that doesn't help. I think part of our problem is we don't have coverage later on. Right. We don't have to help that, but, you know. get people off the street after 10, you know, if there's a second shifter, they can, you know, between 10 and 11.

Well, just kind of, not to interrupt you, but kind of the same-ish kind of thing with the park, you know, after hours. You know, when people aren't out, you know, there's givens, like my parents used to say, some things you just don't do when you think as adults, that's a given, and it's not that way, unfortunately. And so, okay, so then what? You know what I mean? Sure. I like us to be able to live and take our kids to the park and not have to close up the bathrooms because some... Idiot? Yeah. You know.

So when you were doing the research, was there anything age-related that you saw?

The only thing that I saw was what I have in here. The 15-year-old? Yeah. It only applies to the Class 3. So you can have a 12-year-old on a little...

I don't find an issue. When my son's 13, I want him to be able to write something. Right, absolutely. As long as they act right and don't impede on others. Yeah, if it's 4 p.m., a lot of people that I talk to that are in this room, they enjoyed the days in Jonesboro when you were a teenager. You could ride around and do stuff. And that's how we'll have a vibrant community. And I don't want them to have to get a permit to do it. So... Well, at the same time, in our area, when...

It's 4 o'clock in the morning on a weekend, and there's a group.

Yeah, Race Street and 3rd Street are really bad. They're really hanging over, and I think that would save you guys a lot of time if we could do that. The only thing is, there's one tree on 3rd Street, Felgers, and she's got a mark that she wants to save with a ribbon, okay? So if we could just somehow let them know. Is it yellow? No, it's all different. It's multicolored. And I told them hopefully they could stop and talk to the Felgers if they were home before they did that. Yeah, that would be great. And then he also mentioned that He wants to plant grass and mow where we mulched all that up. Miller, behind his property there.

Who Mr. Felder does?

Yes. So 3rd Street, you know, we did went in and they mulched all that. Yeah, but he says he can't mow it because they're stumps. And he said Quentin promised to bring something down there to dig those up.

Yeah. So he wants to plant seeds after that? Yeah, he would like to get in there and start mowing it and maintain it, but he says, I can't do it right now because I don't have anything to take those roots out.

He just wanted to maintain it, and I'm going to go down there and get it out of there because that cost us $4,000, and we don't want to come back like that.

Quentin told him, I'll be back, but that was three or four weeks ago, and he was just saying, If they get that done before the fall, I could get grass seed in. He said, I'll maintain it going forward. So not all of it, just his part, I think. Second Street, Third Street.

Now, I don't know if the bridge down there is the county's on Second Street or not. Is it the county's? Well, they'll come back for sure.

Yeah, but I just thought maybe we could, hey, we'll pay for your gas or do something. Oh, absolutely.

Go support them. They're good for the community. All right. Let's go ahead and report. Mr. Bradley Klein from the Public Works and Safety, would you mind coming up again?

Good evening. I updated the Board of Works with the It basically tells how much water we pump, how much we build, and the percentage of loss. So I'm glad to report that in 2023, the city, well, I'm not glad to report, in 2023, there was a 33% water loss. In 2025, we're down to 22%. And Clayton, I know you mentioned what Gas City, what their average loss is. I did talk to Scott again. they're at around 15%. So we're not out of that range. I believe in the next upcoming years with the new water plant, with the new metering, and the recycle tank, that number should come down. But, I mean, as we should always be doing, you know, it's checking for leaks and those types of things. But inevitably there's going to be water loss. But we just need to reduce those numbers. So that's good news that we're Having said that, the water plant, it is done and up and running. There is one adjustment that the contractor is coming back in a few weeks and it pertains to the recycled tank because the way the pumping is right now, it's pumping too quickly and they're leaving too much water in the tank, which doesn't allow for enough volume for a full backwash recycle of the four filters. So we're going to adjust the floats in the tank, lower that to where we have more capacity, and be able to backwash all four filters. So that's hopefully the last thing that we need to do up there.

One question, when they do that, do we get 100% of that water back into the system once it's processed, or how does that work?

Yeah, there's a blend. We blend back 10% of that water out of the tank back into the system. So to answer your question, we use all of the recycled water. So yes, it's a great thing. The CCMG 2027 is coming up. The round is opening up September 1st. the mayor and I, and I believe Biggie, we're going to drive the streets and look at what streets we want to include in this round. I kind of lost my train of thought. So that's up and coming. So we're going to look at the streets, prioritize them, and then try to do as many streets as we can because we don't know how much longer that funding is going to be available. And then... The sanitary sewer, we're still pursuing the annexation. We've scheduled a public outreach meeting for August the 26th at 630. I encourage everyone to be there for that. As you know, that's a hot topic for the city. We want to continue and expand the city to the west as well as the area to the south that needs the new sewer system. That's kind of on our priority list right now is to get that ball rolling. So we're setting dates and we're moving forward with that. So, Mayor, if you have anything else to add to that.

Well, about the annexation, we're not the only community doing that. Fort Wayne's doing it. I mean, they're bigger than us, but they're still doing it for the simple fact that we have to survive. And I want to add one more thing about the clamps and the hoses. Greg, we are looking at getting a backup pump

I know originally we had a spare chemical pump that was used, and then they replaced it. So I guess I need to find out what that is. Save me here. The smaller, it'd be a smaller property. I'm sorry. I finally remembered the old business I wanted to talk about. So I have two things. Number one, regarding the $75,000 from the county. I assume we haven't received it yet still, but the invoice is there. And the minutes. We've got the minutes. And we've had discussions. And I got the budget from the auditor showing that the line where Joan Burrow was assigned $75,000 and showing it hasn't been played. So that made me feel a little bit better. That's gonna have to be paid out by the end of the year. They can't not pay it. For whatever reason, a note was made there. It says Jonesboro demolition slash MOU. And I will say too, there's some clarity. I proposed an idea at one point that was for moving the electrical, but they were more comfortable just saying, hey, it's for demolition. So because we at that time weren't sure if we were gonna get the OPA grant or not, so we said if we can't do JC Knight, we'll do these other buildings. So it was for the demolition. And I went back and watched the meeting to confirm that. And I was like, where's this talk of MOU coming from? I don't think they ever sent us one. Well, one of the emails I got from Beth Winters in November says, are awaiting the memorandum of understanding from our attorneys and are working to determine an appropriate amount that will cover the expenses associated with the transfer. I think it was written down. They were thinking that their attorneys in Indy would need to draft an MOU, and then that never got drafted. So we're saying we never got one, and they're saying, where is it? And I don't know. I also sent a copy, if it is at all helpful, of the agreement we had with the King's Academy when they granted us the land and the purpose for it. I sent that to Brittany along with that budget. I am hopeful that we will get this money. I'm still very annoyed, but I at least have seen under the hood a little bit about where exactly the miscommunications happened. And it is just 20% more complicated than they told us they'd give it to us, and they aren't. So I don't know who dropped the ball, but we need to figure out this MOU thing. if we or you can talk to them or whatever and say and i can forward this to you if you want to be like as of november that's the last time we heard of it that you guys were writing one and we were never sent one but it's here approved on the budget and the project is over and we're coming up on december 31st when you have required to have this spent please send it to us because they can by law have Any questions or thoughts on that?

I got a comment. I talked to him personally. He said as long as we had the invoice and the minutes where they voted, the commission voted 3-0 and the council voted 7-0. It's right in their minutes. It says Jonesboro is $75,000. That's all we needed. Lo and behold, guess what? He's gone.

It's on the budget. I think the trick is, because if someone just looks at it, it literally says the line item is Jonesboro Demolition Project slash MOU. So someone made that note to themselves to say, we need to get the attorneys to write an MOU, but they never did. And now in their mind, thinking there's an MOU for this that we're not producing. But we never signed one. It's 75 grand. You had millions of dollars to spend. Anyway.

And we weren't sure which way it was going to go. So the brokerage for that, you didn't have an avenue to delineate to that.

And it was encumbered to Jonesboro. And that's in the meeting. If you watch, they said, this is to the city of Jonesboro for the purpose of the demolition. It's not to a company. It's not in a trust. It's to the city. So I think we'll get it. We just need to keep having these conversations. And hopefully that'll help you, Brittany, and let me know if you need more help with those. Another thing I wanted to mention, I would like to set up a meeting about the budget. We need to have a special meeting whether it be an executive session if we need to talk about employee salaries or maybe we have both where it's like we have a section that's executive to talk about salaries and we can have the rest be public or something but we need to schedule those I think we need to schedule one ideally jointly with the board of works I think or at least have them invited so that we can talk about it before our official public hearings and everybody can understand so if we could when we have the budget hearings?

September 22nd is the public hearing. We make sure that that date is considered.

One public hearing, and it is the 22nd. And then adoption is October 13th.

so we could go out one more meeting for the adoption but after that you can't get your budget right yeah so i think it would be helpful and maybe we just put it on maybe we have a special meeting i think it probably applies to have a special meeting um so can we on our agenda for next week. It's some kind of alliance that if we do this, we become like a I don't know what I want to call it, panacea for the library, the way I was explained by Ken, right? So we're helping them, and we're going to try to get the grants, and then we'll say, here we go. Like a patron? Yeah, I guess a patron would be a good word for it. But as far as the building over there, I don't know. We didn't think much for it to fall down. I mean, there's one beam on the basement.

So if I go mow it over there, then we'll talk about this. If I go over there and start mowing it, and that, when you guys get together, we can discuss about the parking next time.

I want him to explain everything. And I want questions. He said he'll do a short presentation and he'll take questions. Because... We, you know, as another taxing agency, we do need to understand what the goal is. And I'm hoping, and I said this the other day with Brad and those at the meeting, this Senate bill, well, that's not what I'm getting at. I'm sorry, I'm losing my train of thought. I'm blocking Brad. I think after this, goes through, if it passes, I think the state found that $3 billion they've saved, I'm thinking they're going to come back and give the schools their money that they lost. I really believe that's going to happen. So I think all this we're going through is just going to be a wash. Because if they really found $3 billion, like they said they did, and they put it out there, I think they'll make the schools right. I really do.

Well, I know he doesn't, but that's my take on it. I also have a comment, especially after the lit meeting. I want to encourage our citizens, especially in those listening, go to the county council meetings because we have some authority here and our budget we passed But most of your tax bills, both local income tax and property taxes, are more influenced by what's done at the county council than what's done here. When is that? What was that? When is that? I believe those are Wednesdays at 6.

Every Wednesday, 4th Wednesday, 5th Wednesday?

I don't know. It should be on Wednesday. It's on their website. It's on the county building that's connected to the jail in Grant County, and especially budget hearings. And especially the next couple years, they'll be setting the local income tax rates. They're the ones that approve the budget that we send in. And especially if you're at the circuit breaker, what we do as a Jonesboro, which doesn't affect your property taxes that much, it's actually a lot more what the county council does. Feel free to come and give us your opinions and heat here, but also go to county council because they're kind of sort of our ruling body. Very good.
