ALL RIGHT, GOOD EVENING, EVERYBODY. LET'S GO AHEAD AND GET THE CITY OF JONESBOROUGH BOARD OF PUBLIC COURSES TO CALL THE ORDER FROM MAY 26, 2026, AT 6 P.M. ROLL CALL, PLEASE.

0:205

BOB. URGENT.

0:2211

HERE. ALL RIGHT. APPROVAL OF THE AMENDMENT FOR MAY

0:299

I'll make a motion to approve the board work minutes for May 12th as written.

0:4011

I'll second that motion. Roll call, please.

0:445

John? Aye. Bob? Aye.

0:49 – 1:0111

You can see our other board members not here, so it's going to be a second. REQUESTS FOR PAYMENT PLANS? NO. THANK YOU.

1:0312

THAT'S FOR YOU, GEORGE.

1:04 – 1:1611

UTILITY CUSTOMERS, REQUESTS, COMPLAINTS, OR QUESTIONS? IF ANY OF THE CROWD PLEASE COME UP AND SAY YOUR NAME AND THE NAME OF THE CLASS, WHO YOU ARE, AND YOUR ADDRESS. ARE THERE ANY OTHER POINTS OR REQUESTS? REQUESTS? YEAH.

1:28 – 1:484

And I'm requesting that you guys allow our neighbor, Erica Jeffries, to attach to the sewer line that is in our backyard, which is the end of the sewer line. So it needs to take effect so that she

1:54 – 3:4911

And I'll leave that one to you too. I understand the thought. He come up and paid the fees today. I see it too. All right, let's do it. Thank you. Thank you. Anybody else? ON THE WORKS PROJECT, RAD FINE HAS GOT A MEETING HE COULD NOT GET OUT OF TODAY, BUT I'LL GIVE YOU AN UPDATE. J.C. AND I WENT UP HERE TODAY TO WALK THE PROPERTY. WE'RE DONE WITH J.C. AND I. THE FENCE ALONG THERE, THAT'S OFF OF OUR PROPERTY. THAT'S ON THEIR PROPERTY. THEY'RE GOING TO GET CLEANED UP, BUT THE PROPERTY THAT'S IN THE CITY OF JONESBOROUGH IS CLEAN, SEATED, AND READY TO GO, EXCEPT FOR ONE HIGH STICKING UP, AND I'M GOING TO FIND OUT WHERE THAT HIGH GOES. CCMG for 2025 is progressing on Water Street. The sidewalks are almost all done. It's looking pretty nice. They're doing a lot better than they did in the last project. And also, I'm proud to announce that CCMG Community Crossing Grant for 2026 has been approved and the timeframe for the paving of Gulick Boyd and North and South 4th Avenue from 6th Street to 450 South has been approved. They will start painting. Construction will start painting June 1st. So if the time frame goes right, the painting, they won't be doing sidewalks out there. The painting on that territory will be done before the 25th. So very happy about that. Okay. And so I ask for that report. Street Superintendent, Mr. Clinton,

3:50 – 6:2710

I gave Johnny the list. If you guys have any questions, we'll have them. Just a couple things I want to talk about is the North Water Street plant. We just had a major catastrophe there. As you know, one of our ten horses is down getting fixed. Was that last Thursday? Yeah. The 25 horse power pump, the backup pump, if we have a big inflow, it kicks in. me i've got it looks like someone flushed a mop head and it got tangled up in that when we got there thursday morning we was at 16 foot and a 10 horse pump trying to keep up with that between gas city fairmount bright and mance electric And myself, we spent nine hours down there pulling the pump, cleaning it, putting it back in, and it is back up and running. We don't have to do anything right now. Everything's running right. But the other pump, I talked to Ted Sims. He's hoping within the next two to three weeks that will be back in. So hopefully that doesn't happen again. Um, and then the other big thing, other than what you got on your list, if you have anything is the park bathrooms, which sounds like we're not the only one. Sounds like acid is having a big problem too. And they got a big Facebook thing going. Uh, we had someone go in and fill the stools up with pee gravel. Uh, so that's why they're locked closed until we can get in there. We're probably not going to replace the stool. Cause I imagine it's so clogged, we're probably not going to clean it. And that's, I don't know how much they flushed before they filled the stool up. So until we get in there, we can clean it and see if it's even going to work. We do have a couple different videos we're looking at because we don't have an actual time frame. The day that we found it was the day after the big storm came through. We just cleaned up the tree on 6th Street, went over to go to the bathroom, and found them. The day before, we was hanging a banner so we didn't get down there. So there was a day and a half span there that we're looking at the videos. If something comes up, I'll go further. But Jim's looking on the big screen to see. It's hard to see on the phone, but he's looking at the big screen, seeing if we can see someone going or coming. Because they had to carry him or something. But I'm in a stool full. So it wasn't just a handful. Other than that, what you've got, if you've got any questions, that's pretty much it.

6:289

For us up on Main Street, when is Psalms excavating on compactors?

6:3410

I know Bob's talking. We've talked to him. He claims the guy that's going to do that cement, they've already got to hook it in. It was supposed to be here, what, two weeks ago? So I have no idea.

6:44 – 7:0311

He's got someone coming to lay the cement on that corner, but who it is, I don't even know who it is. I don't either. It's the one that's done back here. It's the same guy. Same guy. I don't know. He was real good. I'll follow up on that, John. Okay.

7:049

Because I noticed when we had a lot of rain, it was flooded. It went down. It went down quickly. But it still was flooded open. That would have never happened. Right.

7:15 – 7:3311

So. Well, we would have wanted it under this one. I think this is where we should do the extension for the sewage. I don't have it on any other place, so I'd like to bring it out of the press also. It would be recommended by the staff here that we extend the sewer.

7:4310

We had them come up today.

7:47 – 8:2311

They want to extend their suites. The boss has been very kind about it to let them have the right of way of easement to their property. And we're going to extend the prices when we do the work. They've archived their permits and everything. Everything's been approved by the zoning department. So I'd like to have that. the sewage from, excuse me, wastewater from 1015 to 1101, that's not.

8:249

I'll make a motion to extend the wastewater westward toward 1101 from 1016, 1015.

8:3411

I'll second that motion.

8:372

Do they have water, Irwin? Yes.

8:5210

Everyone on that side has either water or sewage or both, except for the very first house. Aye. And the last house. Aye. Motion's carried.

9:0411

On the fire side, eight calls, three of those

9:19 – 9:4210

fire and then the other five were medical trucks are all up and doing all right we have a class tomorrow morning with the fire department city's workers and county highways come over doing a chainsaw class through ltaf so that'll be from about 8 to 11 11 30. i think i brought it up before

9:45 – 10:0311

THROUGH THINGS THAT THESE GUYS DO THAT THEY NEED TO BE TRAINED ON FOR, YOU KNOW, JUST LIKE A FIRE, AND THEY WALK THERE UNDER THE TREE DOWN, THESE GUYS RUN OUT IN CHAINSAWS, AND THEY START CUTTING, AND MOST OF THEM HAVEN'T BEEN TRAINED ON IT, SO WE'RE GOING TO START DOING THAT STUFF. AND, OF COURSE, THE CITY WORKERS NEED TO BE TRAINED. SO WE'RE GOING TO DO A LOT OF SAFETY, AND THEY'LL PASS

10:04 – 10:2310

is free and they come here to us and that's really a good thing so i signed up for also uh traffic trains seven cones and on sanding and plowing i haven't got any word on that dates and stuff but that's the three we signed up for this year so

10:28 – 10:557

Our vehicles are both up and running. Since last meeting, we had 110 calls generated. Nine of those were assisting agency. 24 traffic stops with eight citations. And then approximately 20 ordinance tags have been placed. And again, most of those, I think about 50% of those have mowed or got the weeds. And then a handful of golf carts still, a lot of people still come in to get those registered.

10:5711

Any from Chief, anybody?

10:59 – 11:5512

Can I break protocol for a second? Protocol? We don't have any protocol here. Oh, yeah, you do. Please. George Blycher, 213 East 8th Street. Chief and Street, I'm glad you guys are here, because this is about you, and I want to honor you back. Last meeting occurred during National Police Week, and we failed to honor these two gentlemen that every day their gear on come out here get to see the ugly of our community and then they have to go home and try to be normal and uh that's that's quite a challenge to do and so uh i want to say thank you and i want to give you applause george all right you might invite miles from chief or yeah can we uh

11:560

Can we get a handheld?

12:00 – 13:0011

We are working on that. Dave Jernigan is working on that with the moose right now. The chief sent me what he would like to have. I sent it on to Dave Jernigan, and we're going to get something done. And we have some other things tonight we're going to probably move right after real quick. Yes. Thank you. Thank you. That's it. Court treasurer. OK, she's off tonight, so I'm going to be the bearer of bad news. I need approval for the, this is just for us, I need approval for the rough cuts for all the leaks we've, all the digging we've done around here, and all the, over the winter and everything, we had some severe leaks, and there are several, several places, but Case, who does a good job, has given us the quote of $16,584.70. Six or seven rough cuts.

13:0110

One of them is the whole road. I mean, it goes all the way across. That will be paid out of water.

13:07 – 13:219

I'll make a motion to approve case construction to repair the rough cuts amount of $16,584.70. I'll second that motion.

13:28 – 14:4911

roll call please john hi bob hi john i'd like to have this a request for me i'd like to have up to two thousand dollars i'm not sure exactly how many i can get but i'd like to approve two thousand dollars will be taken out of mbh funds for blighted stop signs at 8th street and 6th street we don't got a good quote on it yet but i think i get them all four for two thousand up to two thousand dollars and uh i think we get those nice ones they're double-sided they flash from both sides both sides and that's that's the key to them you get the cheaper ones for one side but we want them on both no it won't be an exception but please see them run that sign it's it's sparkling yeah see he has one on can't get them all done so i'm asking for up to two thousand dollars to buy this live stuff how many up to four if i can get four we've been searching all day the prices and it's just fluctuating a little bit here i think some of them are seven hundred dollars a piece that's cheap that's cheap condo signs for 124 by 24 is 2090. see if i can get somebody to give us a better deal

14:5510

Those are so cold. Just like the ones we got sitting up there by the splash pad?

15:0011

We have a problem with these things. And hopefully it'll slow down between there and everything. So we're working on this. So.

15:099

Make a motion to approve up to $2,000 for NVA's lighted stop signs.

15:18 – 16:0211

I'll second that motion. Last item I got here, John, is it is a blower that will, for the park, basically the park, baseball field, Brock House has requested that. He'll pay half of that if we approve it, and the Board of Council approved it tonight. It's a Honda-powered blower that we could use for city, you know, on our streets and stuff, and we use it on the ball fields. Through the sale of candy and concessions, we're asking for everything. That is $2,022.25. $2,025. Yeah.

16:029

Any questions, let me know.

16:0411

Make a motion to approve the nine-horsepower billy goat blower in the amount of $2,025.

16:139

I'll second that motion.

16:42 – 18:4011

inside the baseball field. We'll have movies June 20th. July 18th and August 15th. We've got two movies picked out right now. One of them is Angels in the, what's that called? Angels in Water. That's gonna be the first one. We're gonna do it inside the fence. where people can come in if they want to sit in their lawn chairs or bring up their golf carts. We'll have it on the backstop. We have it kind of all figured out here and everything. We'll have the concession stand open for popcorn to be served, and the rest of them will be available. First will be June 20th on Saturday night. Also, I'd like to remind the public, June 13th is cleanup day for the city of Jonesboro. Please bring your utility bill with you and make sure you live in the city. Most people will know offhand, but some people try to come in that day and everything. That is a Romney sale day, so I'm sure we're going to get the leftover Romneys and everything. But June 13th is our citywide cleanup. We will have one this fall. We're going to have a larger drop off this fall. We've got an agreement with the public, with the downstairs. They'll bring one. I think that's all I have for right now. And the attorney has also, he had a litigation in Indianapolis and stuff. He won't be able to make it, he doesn't think so. So if not, we'll move on. Let's move expenditures. We're gonna do the qualified. The amount of, I don't know, this will be good. $14,588.79. And I'll make a motion to approve the water fund.

18:419

I'll second that.

18:4811

Aye. Missed water fund?

19:02 – 20:029

I'll make a motion we approve the wastewater fund amount of $8,438.50. get my notes from the boss she's not here i think that's it okay questions from the board yeah we talked about road cuts and i noticed i drive down nine street all time two of the road cuts gonna get fixed what about the property there are they gonna i know you're short-handed the driveway and right there at the corner of uh Fairmont Avenue, part of that yard is still got gravel in it that needs to be.

20:0310

Yeah. The driveway. Right.

20:069

Behind the ball field.

20:0810

Yeah. That, they're going to go, I think, three foot into the drive and pave three foot into the drive and what's out in the road. And then we'll fix that area of grass there.

20:199

After they do the cuts.

20:20 – 20:3110

And then the same thing on up by Fairmont Avenue. Up there. Okay. They straightened it out a long time ago, but we've got to get it. We'll probably use that machine and cheer it up. Right, cheer it up then.

20:3311

Questions from the general public? Anybody got any questions to the board or me or anything? Oh, hello, sir. How are you doing today? Oh, you good.

20:41 – 22:2112

George Blanchard, 213 East 8th Street. Has anybody taken up? to offer invite to run along with the police to see what his job entails okay i mean if that still stands yeah that has to go up to my advice as well right it's pretty important for insurance purposes and just liability and all that stuff exactly but i would encourage members of the board and or city council You take him up on that invite, you're the governing body of him, and you get a better picture of what all he's got to go through. And you can learn about his shortcomings and learn about the positive things that he does for the community that often go unnoticed. So I know we're all busy trying to keep some food on the plate, gas in the tank, I think the city would benefit from taking them up on that. The other thing, Quentin, thank you for the banners. Perfect. But to Quentin's issue with the bathrooms, summer's upon us. Do we have curfew?

22:22 – 22:4511

We have a plan about the restaurants, George. I'm gonna have extra keys cut, and there's gonna be some people in this room who's gonna have keys, and somebody's gonna lock that up tonight. Because sometimes the chief's not here, sometimes the other officer is in Fairmount or whatever. We're gonna follow up, we're gonna get a plan together. I talked to Quinn about it today. Everybody we can trust, firemen, John Pearson, myself, we're all gonna have

22:53 – 23:2012

I agree with you. But part of it is we need to have a curfew for our younger citizens whose parents aren't going to supervise them. So talk to me. There's a curfew by the state. So then we don't have any issue with the sheriff being out here enforcing a curfew.

23:22 – 23:341

11 o'clock Monday through Friday, and then 1 a.m. Saturday and Sunday. Or maybe it's Friday and Saturday.

23:347

Yeah, it's the same thing.

23:37 – 23:5111

They can't be up before 5 a.m. Another thing for New Jersey, we're moving the camera to be closer. Not all the way up, but we're going to move the camera to actually see who comes in the park, who reads the license plates. and see who goes in the restroom.

23:512

We will have outhouses.

24:01 – 24:3612

But with summer, the problem's going to be broader than the bathrooms. I think that's just the easy target. We've got a lot of stuff comes in off the Greenway at night, infiltrates into town, causes us issues, and then they fleet via the Greenway as well. So I'm just curious, do we have a... care for you, and I know we have this unique situation with the Sheriff's Department. If they would help us enforce that. It sounds like you've got a plan.

24:37 – 24:5011

It's a working plan, but first of all, I'm going to make sure the restrooms are locked up at night. Because these guys are busy all the time. The police are busy all the time. And I think it falls back on us. If anybody wants a key, let me know.

24:5910

I told them before, I'll shut them every night, but they're getting shut about 8 o'clock. I'm not sitting up the house. I think the park should close.

25:06 – 25:2311

Until 10 o'clock. When the park closes. I think the park closes at 10. If I'm not mistaken. That doesn't mean we can't lock the restrooms at 9. The park and the restrooms are separate. We're on this. I understand that.

25:237

I'm tired of fixing things up.

25:25 – 25:5311

I understand that. What they're saying, though, is IT FELL DOWN. WE DO NEED TO POST THAT. THANK YOU, GEORGE. OKAY. WE'LL GET ONE MADE. ALL RIGHT. LET'S MOVE ALONG HERE. NO MORE QUESTIONS FROM THE PUBLIC. WE WILL ADJOURN AND RECONVENE FOR THE COMMON COUNCIL AT 630. SO MEETING ADJOURNED.

25:586

Why did you call us a common council? We're not common. I'm kidding.

26:05 – 26:380

It was a joke. Thank you, guys. Thank you.

26:5511

I can do that. It could be used for.

26:576

It starts out.

27:18 – 28:130

I think you can get there more . So we used to live like three miles from Tennessee when we lived in Kentucky. .

28:39 – 29:110

Good to see you. What are you doing? Nothing, trying to keep my health up. What's wrong? Well, I got a stone blast right next to me, watching all of that. You all right? Yeah.

30:0611

City of Jonesville and our City Council meeting for May 26, 2026, call with order at 6.30. Roll call, please.

30:155

Andrea? Here. Rex? Here. Clayton?

30:185

Daryl?

30:200

Here. Okay, we'll all rise, say the President leads us, and the flag behind us, make sure you know what's up.

30:2711

The prayer will be given by...

30:48 – 31:413

Good evening. I wonder if we could have a moment of silence. Today is John Wayne's birthday. He's a great American. Let's pray together. Gracious Father, thank you for this day. Thank you for your many blessings on us as individuals and on us as a nation. Lord, as we think back to yesterday being Memorial Day, help us to be mindful of those who sacrificed their lives, their fortunes, and their sacred honors so that we could become free and remain free as a nation. I think of those who gave their lives, who served in our military over the last 250 years. We pray, Father, your hand upon those families that grieve, especially in these recent years. We pray, Father, you lead and guide us in this meeting tonight. Bless each person that's here. Bless our community as we seek to bring peace and prosperity and through be glorified. This I pray.

31:4111

Amen. Thank you. Thank you. What's that?

32:200

Andrea. Aye. Rex. Aye. Clayton. Aye. Gerald. Aye. Craig. Aye. New business.

32:265

This really doesn't fall on me, right? She's not here.

32:476

We would appoint a secretary, generally, according to Roberts.

32:52 – 33:1411

Roberts says yes. Okay, new business. Did we paint this room or something? No, Brittany, we, what'd she change this for? I don't know, I wasn't here. We had a meeting with some other people from Gas City the other day, and she took all this stuff and moved it around. Are you married? Yes.

33:186

I really like the mass on the law.

33:2011

I mean that they are going to be hopefully be updated a little bit fresher code or something might be done. She's not sure what she's going to do, but I do enjoy it.

33:302

Okay. Yeah, let's go. I feel like everybody's staring at me. They are. It was a little creepy.

33:3711

We kind of moved the camera around.

33:399

It's all you guys. You're the stars of the show. If you were looking at the flood, you wouldn't have seen them.

33:46 – 34:096

It's kind of new business, but when we met with Baker Tilly, we discussed having a working session between the council and the utility department to discuss together some of the things we've discussed. So where are we on that? Do we need to schedule that? We have to fill those out for the

34:16 – 34:3911

they recommended that we see if anybody would be interested in it and we feel like that we need to see what happens after that conversation if there's any interest and if there is we're going to have a working session we're not going to move forward unless you guys are involved in everything so yeah it's it's it's there but we don't know where we're going to go

34:5112

Well, what's everybody's schedule next week?

34:5411

Because I would like to have a working session on both of them. Look, she's looking out to the air.

34:598

Some days they go to four wings, sometimes they don't.

35:0211

So that's what I'm thinking. Greg, where are you at next week? I'm here. Okay. I'm here. I can control my own schedule. Clayton?

35:116

Yeah, I mean, I could do next Tuesday probably.

35:1511

What time? 6.30. One day. That'd be fun.

35:30 – 35:456

know that in bakertill that was the zoo meeting that we had right now one time about six thirty six which one was that the one when he was here and gave us his study oh yeah yeah

36:002

in the park are you going to discuss that under your your thing or you do business well they're doing under uh okay okay because i gotta appoint somebody to make sure

36:32 – 37:4211

nobody has anything outside our own business we'll move along to what a public board of public works and we'll give you an update on the we all see what's going on water street right now they're moving along it's getting it's looking really good hopefully when the product's finished we will be happy with it uh the drains i've walked i talked to brad again last tuesday or wednesday to make sure the drains on the places where it sits all the time um but uh it looks like it's going to work this night like i said our meeting is it's clean it's ready to go except for that steel pipe coming out and uh ccng 2026 will start june 1st and i think they're starting with usually what it is between the They're just milling down and paving, so they'll be done in two days if their mother's right.

37:42 – 37:555

So that's a... North 4th Avenue to... This is 6th to County Road 450. And then Boy Street will be 10th to Douglas, and Goulet 6th to 9th.

37:57 – 38:4911

So those roads are highly traveling, and after that, we'll have to look. Next year, I'll have to see the CCMG for 2027, so... that curve does that look weird or is it just me well i'm not a man i couldn't get anybody anybody in charge but you know i went over there and i'm taking that tree out earlier because that tree is going to be right up against the new sidewalk we can't have that it's just splitting in any way i will follow up with that there's no way because they're going to curve the curve so when i understand they're going to go out against that sidewalk and if it curves that way why

38:502

I don't know. This thought looked a little strange. I just wasn't sure. I'm just going to ask Brad about it.

38:5410

With the frame behind it, yeah, so go for it, yeah, so. Sure he's supposed to come down tomorrow. He said he'd be here first thing in the morning, is what he told me.

39:032

Is George going to be changed?

39:28 – 39:466

like some fences and stuff. Is Kings Academy, are people allowed to use that parking lot now again? That's the question I've been asked. Oh, the back part of the building? Yeah, where they were parking before. I don't see why they can't. Okay. They're fencing it.

39:4711

He's got a project working with Kings right now. Oh, yes. Yeah. That parking lot, we don't, we don't, we don't, whatever's on their half, we can't say.

39:586

Just from the contractor perspective, it'd be safe and they're allowed to, I mean.

40:0311

Well, he still needs to clean that up a little bit. Somebody needs to. There's a lot of travel in there.

40:08 – 40:396

If we, and it's actually, this request actually didn't come from King's Academy. It came from parking lot be available again. So if we could get the green light or have an idea of when or when they could start using it and that again, that would be great.

40:3911

School's out now, isn't it? Yeah.

40:426

Yeah. I mean, which will help, but there's still employees. They have events and stuff.

40:4711

We need some clarification on the property size, too. Not because we're probably like, this is all

40:57 – 41:146

And on the annual inspection, we'll need to be able to competently say this is because they're going to see a parking lot and a driveway, and we're going to have to say, well, no, it's actually only this parcel that the green space applies to. So, yeah.

41:14 – 41:322

What part of the parking lot do we own? Do we own? About seven feet, I think it is. Yeah. So do we need to put some parking, some concrete there so they don't drive into our new grass, muddy area, or do they actually park there?

41:32 – 41:4311

That's not a bad idea to listen to. But we'll put it up further where they can park, but make sure they don't get into the grass. That's not a bad idea. But I've got some blocks out here I'm trying to get rid of. You see those big ones out there?

41:492

We got all your work.

41:50 – 42:4011

Yeah, we will. Okay. Thank you. Okay. Anything else on the public course? Any questions from the community on how it works? No? I'm going to move along. Mayor's recommendations and comments tonight on what house the park moves. Here. June 20th. We'll let people sit in the infield with their monitors. The backstop will have a screen up. And we'll play, the first one is Angels in the Outfield.

43:07 – 43:192

Will you be putting something out on the general rural thing? Also, since I'm the one who wants to get that out, I'll copy that.

43:200

Who's running the concession stand? It will be the park worker, the cows.

43:26 – 43:4611

They donate all the money back to the park. I'm really kind of excited about it because the girls talked me into doing this. I was busy in my career.

43:462

It was fun. They wanted to bring junk houses and stuff. Is that still a possibility?

43:543

That's a possibility. I need dates so I can get them to a children's pastor and see. June 20th.

43:59 – 44:3911

Let's start there. July 18th. August 15th. We will need help. That might be a good thing to do. We might just incorporate back-to-school events. What time? That's a good question.

44:3910

I know when we were building the fire department, most of the time you couldn't start until almost 9 o'clock because it just doesn't

45:01 – 46:2411

about in the next meeting. Okay, for Treasury report, the two things that I brought up in the, two of the things that I brought up to be purchased are under the Park Improvement Lawsuit, and that's the park equipment. We're splitting it with the Park Fund, that is basically the concessions, and we'd like to provide a large sweeper When we tried to clean the street today, we could probably have done a little bit better job. And by the way, we've got to get on that again. So it's $2,025, half of it will be paid by the city and half will be paid by the concessions. And I'll ask it for approval.

46:5510

We got the sweeper on the bobcat. That's what we use today.

47:016

That's what we use the sweeper for if we got this.

47:07 – 47:2611

Baseball fields and stuff out here. Putting the parking lot out here. Hopefully sidewalks and stuff. We can't clean them off sometimes. Bob asked me to bring this up, and I just thought it was a good idea to have some equipment.

47:27 – 48:086

I guess I just don't know why it's not all coming out of TARFA, maybe if there aren't THE PARK FUND. IT'S THE CONCESSIONS.

48:0911

THAT'S WHY BOB WANTS TO USE THE CONCESSION MONEY BECAUSE HE'S RAISED THE MONEY. THE CONCESSION MONEY, 75% GOES BACK TO THE

48:346

four or five, then they wouldn't be able to cover this whole thing. If that's all that's there.

48:4611

Motion to move on.

49:045

Clinton.

49:085

Gerald. Aye. Gray. No. Good.

49:12 – 49:5511

The next thing on there was the $2,000 for the lighted stop sign. I'm sorry I didn't come up with a better quote than that. We just decided we needed to do something about the stop. Just put it this way. People are using the excuse they didn't see the stop sign because they stopped them. So we'd like to have, especially 8th Street. I'm sorry. I've been down there. It'll slow down on Wall Street. We need to buy those. I'm sorry I don't have the exact amount, but up to $2,000. And I'll get you a better quote. I know I can buy two of the higher priced ones. They're double-sided. They're really nice. I think it's a good safety idea. I think it's assembly-informed. I think it'll really help us show the public that we are interested in safety.

50:0710

6th and Main, if we can get enough.

50:128

Are they, I mean, have they been proven to be effective? I mean... You're going to gas it all that way?

50:198

I'm going to splash out.

50:2010

You're going to splash out? Mm-hmm.

50:21 – 50:4511

That's the kind of model I'm going to get. So, I'd like to have you splash in the neighborhood. I see. Now, the neighborhood may not like it very well, but he'd like it in his bedroom. Oh, that would be a good idea. I tell you what, it's bad too, Bob. It's right over here, 6th and Water. You guys two years ago put the white line across . They blow across that intersection.

50:452

Both way, I don't care what direction they're coming from.

50:496

I guess I'm skeptical that visibility is actually the issue. 100%.

51:1011

How could you not see that?

51:162

Is that part of it that's being widened right there? Is that going to make any difference? Probably not.

51:2510

It's only a couple feet. It's actually, to me, it's going to make it more harder to see because you're moving it back farther behind them trees.

51:342

And I saw you guys trimming trees. I see you trimming that one around that one.

51:38 – 51:5010

Ashley Earl went over and even cut one of the big longwinds came in over water street down. I think it's Friday Thursday last Thursday Friday come and done that Go make a motion that we approve the 2000.

51:512

You guys are done. If you're not, I'm sorry. That's okay.

51:54 – 52:226

Maybe we can discuss after a motion to and technically I'm supposed to discuss jail after a motion second, but I mean you were joking but the light pollution like is not a joke to me it's a nice quiet community and just another set of white lights i i don't know i love it well here's what i look at i've heard i've heard both sides of it i understand the financial part and maybe

52:22 – 52:4811

but as far as the mayor's position is i've got to pay attention to the safety because it brought to my attention if something happened to the little kid down there and we did nothing i'm sure there'd be some people very upset with me so i'm just looking at it from safety and but i understand your point too but you know if if it doesn't work out i would be shocked right i think i think there is one i know c8 street right

53:0210

They have them at 38th Street and Stone Road too, right there at the bridge.

53:06 – 53:1912

So what's going to happen is with the new water street and the widening of that road, you're going to see your speeds just jump. They already have. Even though they're working.

53:190

The workers are like, oh my gosh, these people fly into here.

53:24 – 54:0311

That's what I said about 60. something we you know what we're gonna have to have some funding from the state on this so this could be something that we may get some work through them if you just want to purchase two and just see how it work I mean it's up to you guys it's already been approved by the board of the board of board so it's up to you guys I would like to say I'm kind of like Clayton as far as that first of all I'm all for

54:04 – 54:328

Exhausting all means for safety, the safety piece of it. At the same time, I didn't see, I mean, I get that because we become so accustomed to it. At the same time, when does that end? You know what I'm saying? Like, how many of you did your arm better? If you get 10, take it to my, see it next time. At the same time, you have to exhaust your safety piece. So that's the balance that it's very defined.

54:54 – 55:166

I just don't want five years from now every stop sign to have blanked lines because we say, oh, safety. We don't have that much traffic. People know there's stop signs here. There's a point in saying, okay, we did our best, but there's also a point in saying, we have a nice, quiet community here of less than 2,000 people. We don't need blanks.

55:59 – 56:4211

And my comment about 2028 going around for all of us, if I'm still sitting here, that road closure, they're going to have 20 to 40 days closed at that bridge over there. You think we're going to work blinking lights? We're going to have to have roadblocks. We will be working with Gas City on the days of closure. We've been working on what it would take us that we can start collecting our traffic tickets here. I'm going to talk to you guys at the

57:1210

a road count on that. Put out the road count. You can see just how many people we

57:41 – 58:1911

and then he goes somewhere else during the summer meal we may not have the traffic but thank you again for being safety minded on that let's move along to attorney's not here he still didn't have to see this text he apologizes special committees uh i don't have anything at this time other than i'm gonna next week i might announce somebody may take over the from the CD after the meeting, or finding somebody, because I think it'd be better if somebody else runs this. What equipment are we using?

58:19 – 59:2410

Stuff that we used before. I'm trying to find, I got the speakers today. I got the actual audio part that you plug in to get the sound. I'm looking at the player for tomorrow. The guys were already set up for our class, so I couldn't get where we think it's at. screen i've got the blower i just couldn't find the big screen but we think we might know where it's at otherwise they're just going to hang a big sheet like they said on the back stuff okay you have to be everything we already have as long as everything's still where we haven't had movies in the park for about three four years five years i wouldn't mind being involved with that before but i need to consult department's biggest deal and we was running it. If we ever had a call, we all had to leave and there was no one there to watch the equipment or concession. There was no one there.

59:28 – 1:00:3711

When you get that consulting firm, let me know. You're a great man. One thing I want to bring up, I forgot to bring up earlier, the around they say hopefully it'll go down if the gas prices go down but right now all the salt and all the additives we use for there's going up ten dollars per it's not a lot but it's going to be a lot if it keeps going on because it'll be 20 next month they said this would be double triple in the next few months if the prices doesn't come down so just just note that we may be paying more for our salt better Approval of claims. Approval of claims in the amount of $178,000 while they're making $5.42 for your approval, please.

1:00:426

Looks like most of this is grants instead of insurance. That's why it's so high. Yeah.

1:00:472

Did we ever get our money from McKinley? No, I didn't. I thought she said no.

1:00:57 – 1:03:0911

No, but Shane Millsworth called me and said it was coming. It was approved that the auditor had to come and check again, but I don't know if she's received it or not. I don't know where Rusty's at. They took him to the hospital and he's the guy behind the cement. He's in the hospital? It's going to be a nine month process either way. I think what sold him up that Rusty told me one time is all the members, they had to get a letter out to all the members and the members I've not heard any more about it. They've not come back. I sent a letter to the area plan and all of them and told them it was okay that we had no objections after they approved it. I've not heard anything else from them. I do have a problem with... Does anybody know anything about the Presbyterian insurance company?

1:03:170

I can't believe they have to approve that.

1:03:1911

I think it's within a thousand feet.

1:03:4610

They can't be within a certain amount of .

1:03:48 – 1:04:0211

I don't have anything more, any questions from the board, I should say. I have a question. Yes, ma'am. Remember when, so I was approached by my neighbor, Alex and Jerry, who live in the old,

1:04:168

Machine shop is now a house. Do you know where I'm talking about? On the other side of me, across from the old water department.

1:04:2611

Okay, you're talking about the old house? Yes. Oh, yeah, the old house, yeah.

1:04:30 – 1:05:028

Okay, so they showed me the other day and asked me about, remember when we had the water main break? Yeah. Not this last year, the really bad one in front of my house? And remember the people on the other side had damage and stuff? I think they had a lot of dreams. They had to do something. They paid for their own stuff and everything. At the end, it's so it's not their party. I'm thinking it's this the road, obviously our property or the easement. There's a whole like this big from that.

1:05:05 – 1:05:318

You know where the fire hydrant is? It's like, so here's the end of their driveway, and they have that chain so people can't go through. It's like, on the other side of the scene, like, it's pavement. So I'm thinking, they pointed out so they weren't sure what to do. I mean, they would fix the reverse, but, like, if that is something. It looks like it's, like, melted in, but that's when it happened.

1:05:3211

That was a bad break.

1:05:338

That was awful. That was awful. That was so awful.

1:05:3611

That was cold that day. That was the coldest day I've ever had in my life. Because I had to go to the mud hall because I had to go around. And I seen that guy was freezing.

1:05:448

And then after they fixed it, it froze. Remember? It was a bit off.

1:05:482

Hey, there's also a pretty good chuck hole coming up the hill on 2nd Street there. I don't know if you've seen that quite.

1:05:5610

It's coming up too many. It's like something. Yeah, it is right up to the top of the hill. I think we still got some cold next to the building.

1:06:12 – 1:06:562

on water where they put the new sidewalks in. He's looking for some dirt because it's a huge drop off to the west side where they put those new sidewalks in. And Brad was going to get us some dirt. He's not here. He said he would the last time. Do we have anything we can offer him to offer some dirt so he can fix that? We do have some. Yeah, I don't know how much he needed, but I thought, you know, even if we use some of that leaf compost or something, if you dig some of that out or something. We can fill that in. Okay. Thank you.

1:06:57 – 1:07:2111

Make sure you get that metal. I'm just not because that stuff's heavy. One of the trailers. Yes, I noticed it. Well, let's go along and help these people out. If any business comes to town, I love it. I think it was fantastic. That's the best $400 we spent.

1:07:216

Yeah, it makes the street look so much better.

1:07:2311

And that sign is a good sign now. It's posted and everything. It's a great sign. I'll keep you happy.

1:07:292

Yeah, they had Main Street block today when I was over there. I was going to go yell at him. It must have been the sign.

1:07:42 – 1:08:0411

I want to thank Quentin the other day with the sewage thing. I learned so much that the expertise he has sometimes is very valuable in fixing that sewer. He probably, with his knowledge of getting the right people there and working there, he might save us $10,000. I was infested. Yeah.

1:08:052

So do we need another back out?

1:08:07 – 1:08:4310

Or do you think once we have two other places, Matthews, Dave White at the county told me they had a couple on their shelf. The problem is the bracket that they slide on has to match the rails that are there. Fairmount told me they had a couple that they would even willing to let it, maybe not buy, but use if something was to happen. But yeah, I mean, the backup would, maybe we could trade those two from down here at the water plant for one of those if we knew where they was but uh but i'll i'll uh i'll stare at the side well he did save this on his money and also

1:09:0111

I saw where his connections were. Fairmount is going to be very bad. There's some great guys out here that do work in Fairmount. I forget their last name.

1:09:11 – 1:10:1310

I don't remember. One guy, his name was Buddy, and I can't remember the young kid's name. They both come. I mean, they all done a great job, but I want everyone to know what Bright's did. I called three different companies to come help get this thing pulled. none of them could come i called brights he said where you at i told him he said i'd be there in 20 minutes and he was there in 10. wow and had that thing pulled it probably took another hour hour and a half just because how big the truck was he was trying to get in there to get it forward so he never has he was there in 10 to 15 minutes after i called him and if we wouldn't have done that we were right about 14 and 15 it's catastrophic failure we problem is running a 10 horse to run this whole city why do motor and almost 38 hours well like I said Fairmount said they made me sell this one Dave Fairmount and Dave both said they had some sitting on the shelves we need somebody that can weld to build the frame for a slide down

1:10:3011

We could do some welding. No, he's not a real soldier. There's no welding.

1:10:376

I'll tell you something, man. We've got a one-feet-one dollar.

1:10:4011

Don, we're going to talk to Don. Me and him are going to talk to him. Anyway, I want to thank Clinton. He did a great job for the city of Jonesboro.
