Okay. Approval of the minutes from February 10. Make a motion. I'll second that. Motion in a second. I
new business.
I have nothing. I have nothing. Old business. Did anyone find a company for quotes for cameras? I have a name. Okay, I will get you. Okay. I'm sorry I didn't for that, but yes. No, it's okay. Okay. Just to have that additional just anything else. Easter. Are we doing Easter this year? Easter Bunny. When's that coming up? It's in April. April 5th. Like April first Sunday of Aprilth.
You want to do with the fire truck? As far as I know, we're in Do we have any willing to help? Yeah, we do. Okay. So, what do we normally do the Saturday before? And I will look at eggs and candy and see where we're at. Okay. Okay. I think we're go then if everybody's okay with that.
Anything else for old business works and safety? Good evening, mayor and council. Um, just an update on the water treatment plant. I did give the board of works a copy of the reduced punch list, the items that are left. Um, it's down to just a handful of things. The electrician needs to finish um, as well as artisian, the filter supplier, but they're ensuring me next week those items will be finished up. I do have good news. the chlorine smell that was in my opinion would knock you down when you went into the place. Um they have they were in last week. They adjusted the the amount or how the not exactly sure but they adjusted the amount of pre-cllorination which is basically eliminated all the chlorine smell and a combination of that with adjusting there there's a hatch inside that all that water goes into and that hatch was adjusted. So whether it was a combination of the amount of chlorine as well as a hatch, we've now eliminated that problem, which was in my opinion, it was pretty pretty substantial. So
it was bad.
Yeah, it was. Um, so anyway, we're wrapping that up. I know I've said 30 days, but we're down to a handful of items. I think we can we can get that accomplished. Um the uh water street paving project we're still on schedule to start the 1 of April weather pending. The guys were in took those three trees down I believe without any incident. Seemed like everything went smooth at least I didn't hear anything. So did you get George? Did he chain himself to any of the trees? Yeah. So we're on schedule for for that project to start. Um and then the JC night project um Thursday and Friday the contractor's coming in and moving the dirt to get that hole filled in. So that should be in and out get that done. So
So we need to get that settled that.
Yes. Um and then what I've handed out I'm I'm kind of this is kind of this is a snapshot. I've taken the utilities. Um, I guess first off, this map shows on page one the proposed annexation area on the west end of town. Um, that's 9inth Street, Winston Road, and then the area north of West Sixth Street. Those are the areas that we're proposing an annexation. Um, keep in mind I haven't met Ken and I haven't met with the mayor to to to nail these areas down, but I I at least I have these maps ready and I didn't get we didn't get a meet with the mayor this week. So, I at least wanted to for the council and everyone to at least have an idea and take a look at that. But that also shows um what that'll also show you is what areas or residents that have water that don't have water that have sewer. Um it kind of lays everything out. So rather than looking at a list of utilities providers, it kind of gives you a better indication of where those people are in the map. So, and then page two um is also an area that we're looking at and that's the area west of North 4th Avenue and north of West Sixth Street. So, it's the area on the west side of North Avenue as well as the area down um south of West 12th Street. And then the third page, um, this kind of rolls into the sewer project, but it gives you an idea, um, looking at all of the residents, um, on Douglas Street and south of Douglas Street who, um, currently are on sewer versus water only versus no water and sewer. So again, it's just that's the the last page is moreformational
just to kind of give you guys an idea of when we do put sewer in that area, how that affects the residents and who would be uh who would need to hook up to that. So um and I do have on the sewer project, the PER is due April 1st. So we're we're working on that pretty hard to get that PE done um for the grant submitt because announcements in July on that. And then as far as the annexation, Ken's a little bit more educated on that, but it's basically a 60-day process. So once we start that, if we started in March, um it's a 60-day from from the time we start. So, um whether we start that process in April or May, that's that's totally up to you guys. So, but we're we're just want to let you know we are working on that. The goal is to get this grant submitted for the for the July announcement. So with that, I'd answer any questions if you guys have there's something on that map that I've missed or it looks like it's
I've got a couple questions. Okay. But we can do that. Okay, that's fine. And like I said, these are all kind of preliminary, but you know, we may take some of those areas out, we may add some areas in, but that was kind of the initial. You know, we've we've all been talking about these area. So, I just wanted to get it on paper and we can start. Have we heard any more about the Brit gas in Jonesboro? I haven't. And I I don't know that the bids have come in on that yet. I think they start March. Yeah. And I think the bids the cost will determine whether it's a one lane or complete run. So,
so no, I haven't heard it. Thank you. Thank you. Take this home with you. There will be a test next. Thank you. I wonder how like the farmland like on this first page that's owned by how do they treat like farming if we brought them into the city? Is there any different rules as far as plant corn and doing that kind of stuff and farming it? So what I've read with um pain because he has the horses and all that and that he was grandfathered in to be able to continue doing what he's doing. Okay.
And I would assume that we would treat that the same. Okay. So you guys have talked pain already. No, that was years ago. Okay. But things that he's not in the city, right? He has city water and sewage. I think the line through his property. But part of it is, isn't it? As far as I know, everything on that side of Fourth Avenue County everyone on that side county. So, so I believe the county has an a zoning that it would still fall within that. Okay.
Um I I can just speak for Gas City. I know when when we when we bring agricultural areas into gas city, we don't have an agricultural zone. So we then define it as B1, B2, I1 and you got to go through area plan like since area plan. You'll have to go through them and have them change that up county for Okay. Well, I don't even know it'll happen. I was just wondering. I just thought he said that got to be changed stuff like has to go through area. We can say we want it changed but then it goes through there. What if the homeowner or the property owner doesn't want it changed? I mean obviously they could vote no. So
I didn't know if they could farm it the way it is without us changing something by the church. I mean I mean that's agricultural That's That's Randolph's. Yeah. Okay. That's You can land far and the house would be in city limit. Well, the house is separate. It's from the house to the attorneys back there. His property at six. That's what I think it's called. Okay. All right.
Anything else, Britney? I have a resolution. It's just the transfers at the end of the year. Nothing major. It's resolution number one. Looking for a motion when you guys get ready.
I'll make the motion we set resolution one 2026.
Have a second. Motion in a second. Andrea. Hi, Rex. Hi, Gerald. Hi. And Greg. Hi. Anything else? Britney,
Mr. Attorney. Well, we talked about alley vacation. I don't know if you I don't have much to say about that, but if you want to address that, I think there was a question about whether the city could vacate in that. Yes, they can ordinance and typical ordinance process. I think that that was the triple K or whatever.
But if we vacated that, we would I guess we give it to the new owners, but then there's an alleyway in behind there. What do you do with that? How do you It doesn't go the other way, right? It just comes like that. Well, you can go if you coming in the park you're talking about vacant, you can go all the way around and come back out on race or you can go the old circle K in that house. But you don't want to vacate that because that's got main sewer that goes all the way through. Okay. But if it was vacated, it would go half to Circle K, half to the other property. Yeah.
Do we know who's coming into that place yet? I don't have a name. We talked to him and we turned the water on. He wouldn't give us a name, actually. Oh, wow. BT if it was going to be a He wouldn't tell us what it was going to be, but it's going to be a normal convenience store. They're going to sell hot food, drinks, everything is what he told us. We have his personal name, just not the business. Yeah. Yeah. They were supposed to be open by the 18th is what he told us. Now they're saying about another month. So, we want to wait for the redevelopment to talk about that or
I think that's why you brought it up, wouldn't it? I I would like us to wait to a redevelopment meeting if that's okay. I think if we vacated, we open ourselves up for other request. Yeah, we definitely would. And then the biggest house vehicle is going to get in to go to the I mean, maybe we just talk to the new guy and say, "Hey, look, you know, we talked about vacating the alley. We don't really want to do that. It's going to affect you, but we maintain it." Yeah. And if we can restrict traffic so people don't take their motorcycle.
Yeah. Because that opening there would be split in half one and they have to survey itself. We'll save that for the next meeting. Anything else, sir? That's all. All right. Thank you. Special committees.
Let's do the approval of the claims. got a name plate coming. Yes, it's ready. Y
I'll make the claims as is. I just have to print the check for it. I don't know if he's worth that much. All right. I'm sorry. We have a motion. I'll make a motion. Second. I'll second. We have a motion in a second. Britney. Andrea. I. Rex. I. Gerald. And I. Public comments or questions? Um, step up here. State your name and your address. You got three minutes. Social security number.
Dominique King, 111 South Second Avenue. So, I was texted by one of my friends last night. She lives over on First Avenue and there's a yellow Mustang at 6:00 and early in the morning he's flying doing 80 down First Avenue. She was wanting me to see if there's something that could be done about that. What time is it? It's like 6 or 7 in the morning. They do it every day. I think I know police officers need to talk with
Thank you. Thank you. Anybody else council comments or questions?
How did your president's day think? Well, um I don't think we advertised it enough. In fact, I didn't know anything about it until you asked me the week before. Um I mean great presentation and was it the same items? Yeah. Yeah. Lived in our neighborhood and as a little kid like six years old. Oh he knows with a red tie. Yeah. He's got quite a collection. That's amazing. All right. Anything else?
