Public Works Council Committee - Regular Meeting

So 05:00, we're gonna go ahead and call the public works council meeting to order. First item on the agenda will be roll call. I'll roll. We do have a quorum and we'll proceed. The next item is approval of minutes, minutes 25,041 from Tuesday, 05/06/2025 meeting. They were in your packet, but I'll give you a minute to enter. We'll look at them and I'll entertain a motion.

Okay, minutes are approved. Next item, new business. Resolution 25 of 59. Resolution of the city of Jonesboro, Arkansas to enter into an agreement with Track Work Incorporated for the Craig Head Technology Park Industrial Lead Switch Point Protection and Grade Crossing Maintenance Project twenty twenty five seventeen, whereas the city of Jonesboro has desires to accept the low bid and enter into a for the Craighead Technology Park Industrial Lead Switch Point Protection and Grade Crossing Maintenance Project, whereas the low bidder and firm selected for the project is Trackwork Incorporated, and whereas the funding for the execution of the contract shall come from the capital improvement budget, and compensation shall be paid in accordance with the agreement. Now therefore be resolved by the City Council of the City of Jonesboro, Arkansas, section one, that the City of Jonesboro shall accept the low bid and enter into a contract with Trackwork Incorporated for the Cradigade Technology Park Industrial Rail lead, switch point protection and grade crossing maintenance project.

Section two, the funding for the execution of the contract shall come from the capital improvement budget and compensation shall be paid in accordance with the agreement. Section three, the mayor and city clerk are hereby authorized by the city council for the city of Jonesboro to execute all documents necessary to effectuate the agreement.

Mr. Chair, is that just contract for the yearly maintenance out there or is that Craig, new to project

that please? While he's on his way, I will say that track work was the low bid at $244.05.82. The next low bid was American Services LLC was $270,500 and Rail Work Services Incorporated bid also, but they were 279,000.

There's actually, this is not the annual maintenance. These are some specific items that we wanted to address this year. We've been having some issues with switches, the switch points breaking when they're switching for railcars and every time one breaks it's an emergency to get it repaired and they're about $6,000 $6,500 every time one breaks and we've been having the issue happening quite often over the last couple of years. So this is a project that puts a protector on those to keep those from getting broken. That's the primary objective of the contract.

We're also going to replace some of the panels on some of the roadway crossings that are broken, the concrete panels and once they break, the concrete starts falling apart and they become dangerous. So we're going to repair couple crossings that have some broken panels on them. And I think we're replacing about 500 rail ties as part of the project as well. But it is separate from the annual maintenance contract.

Was the main thing I wanted to

know was if was our annual maintenance or if it was a new project.

Next item on the agenda is resolution 25,061, a resolution requesting free utility services from City Water and Light for trail lighting pedestrians along Creth Avenue. Whereas the city of Jonesboro is requesting that City Water and Light provide free utilities at the following locations, 4061Creth, 222 Dash 1 Van Dyne, 227 Dash 1 Baker, 818 Dash 1 Creth, 1020 Dash 1 Creth, 1122 Dash 1, hope. Now therefore be it resolved by the city council for the city of Jonesboro, Arkansas that section one that City Water and Light requested by this resolution to provide free utilities to the locations listed above. Section two, to permit such services to be provided with without charge, the city of Jones by hereby affirms to City Water and Light that the ultimate use of CWL utilities so provided is now and shall remain a use or purpose which the city is engaged in as part of its governmental or proprietary functions under authority to it by state law.
