To order, MAPC meeting for November, thirteenth at 05:45. If you could call roll, please, or everybody. Oh, it's ready. Just acknowledge your presence. You got me up
here. Can
can y'all do me down there?
I did, I think it worked. Okay,
moving forward. First item on the agenda is approval of minutes from the previous meeting. Is there any comments on that or do I have a motion?
Motion to approve. Styling second.
Roll call on that one. Just a voice vote. Okay, All those in favor?
Aye. Aye. Okay.
Let's go ahead and do that. Yes ma'am.
Okay,
the meeting minutes passed. Okay, first item on the agenda is a final subdivision plan for the applicant of Travis McAllister's requesting approval for Frog Pond subdivision of 24.81 acres. Proponent?
Good evening, Megan McAllister with McAllister Engineering seeking approval for a final plat for Frog Pond Subdivision. Subdivision. Plat
Thank you. City planner?
Yes, sir. We have reviewed it. This is for, it's zoned R1 and it's 24.81 acres. There are 39 lots. They have met all the requirements of the subdivision code. All improvements are done. Both lifts of asphalt are down and we do have a maintenance bond. So we would recommend approval.
Okay. Commissioner comments? Anybody you're ready with the motion?
I'll make a motion we approve. Forward second.
We have a motion and second. If you could please record your vote.
Till I don't vote, I was pushing the wrong button, I'm sorry.
Your final subdivision has been approved.
Thank you.
Thank you. Next item is rezoning. First rezoning request is RZ2515. Shamim Wilkins is requesting rezoning for the property from I, I'm assuming that's probably I one. I 1 to C 2 at 213 North Main Proponent.
This is Sammy. I'm helping him. If
you would just state your name and then tell us what you're wanting to do.
My name's Wade Gay. What we're wanting to do is we have a piece of property that's the Red Brick Building. We've got it surveyed off. Not moved the lines or anything like time we're in the in and time time we're wanting to remodel the the inside as far as paint and flooring and add two showers to the two bathrooms inside. We would like to bring it in as a short term rental property because of what he does as he brings in contractors.
A lot of times they'll bring in crews and they rent from him, basically. They lease the the building while they're here in Jonesboro working. The building itself has not had a tenant in five years while it's previously industrial one. And so we're hoping that by making this, it would also give us some different avenues if the rental part of it does it pan out on a c two. But we're wanting to help the area.
The area down there is is kinda depressed in there. It's got a lot of rental. It's got a lot of duplexes, residential rental properties in that same area. And we have sent out the designated amount of registered letters. We do have the sign up down there stating that we wanna rezone. And basically, I think it'd just be a a improvement on the property itself and the area. It would benefit the area. I don't think that we would have to go into traffic situation or anything like that to do this.
Okay, thank you. City Planner, do have any comments on that?
Yes, sir, we do. We've reviewed it and it meets all the six criteria for rezoning. So, we would recommend approval with the following stipulations that the post development shall satisfy all requirements of the city engineer, satisfy all requirements of the current stormwater drainage design manual, that density shall not exceed lot maximums, that the applicant agrees to comply with recommendations for right away. That'll be it. Okay.
Before we go to the commissioner's comments, this is a rezoning request. Is there anybody here from the public to give comments about this request? I see none. Commissioners, questions, comments?
I have a question. Darryl, what does C2 say about residential?
I don't think he's talking residential, Jim. I think he's talking about not living there, but having contractor offices there.
Oh, so nobody would be spending the night at this place?
Possibility they would be. Okay. I mean, pull them in from different areas to come to work here.
Like, kind of like an apartment?
Could be.
Could be used as an apartment? Okay.
Yes, so short term.
It almost be like an extended stay hotel?
Well, it's not big enough for that.
Residential is not gonna be allowed in the C2 zoning. It's not gonna be allowed.
So it would have to be basically, would just be rental to the contractors?
They can have a contractor office there, they can keep equipment there, but they cannot live there. Gotcha.
Can't spend the night is what he's saying. They can't spend the night is what he's saying.
I got
you. They would have to have a sprinkler system as well, wouldn't they? And it would be a different occupancy. Is that inconsistent with the intent of this request?
And stuff to the area. When they build out areas here, they do have offices and some of them do have places to stay. So, you know, if it has to just for office purposes, I guess that's the way we would shoot it.
So to be clear, what Darryl is saying is that the rezoning request for C2, C2 does not allow for any overnight stays in the building. Just to be clear, that's what we're telling you.
In the article, what I read, that's why I was looking for C2, it does state that short term rental is allowed.
Give us one second, we're going.
Yeah, I've got it right here.
I think there's something you could ask for that would allow for that, but it's probably not c 2, I don't think.
Where is that? And the reason we did ask for C 2 was because it was recommended that it would be more versatile. You see it? Maybe on the back. Well, I might go through this. I've got it marked. Sorry. Okay. That's part of it. Where's the other part?
Anyway, c two does show that it can be residential short term rental. That's what I was looking at.
Do you have it?
What what is the article from?
From the the city zoning.
From the Jonesboro zoning, okay.
Yeah, I'm trying to find it. I gotta hear
him We're from
pulling it up right now. Oh, Just give us one sec.
Because when I went in talking, was talking, did I need c three or c two? And I was recommended c two because of that.
Yep. Okay, so.
Short term rentals. Short term rental is allowed in C2.
Yes. Yeah.
It is on the chart.
Yes. Okay. Thank you.
There may be some additional code requirements.
That's
true. With that when you're spending the night. And and they'll have. Because I think you are gonna have to have a fire sprinkler. They'll have to go through that as they go through the remodel process. Yep.
So just be aware that what we're voting on tonight is the rezoning and there's criteria that will come if you try to do what you think of that.
Yes, I understand it.
Okay. Any other comments? Is anyone ready with a motion?
Little, I move to approve the rezoning. Monroe, second.
Motion and second. If you could please record your vote. Okay. Your rezoning request has been approved. You'll need to get on the city council's agenda for the next meeting which is next Tuesday.
Next Tuesday? What would be, what's the date?
So you probably need to get with the city clerk or get with planning tomorrow to get on that agenda.
Oh, okay.
But it would be
Everything will be down there.
I understand, I'm just wondering what her deadline is with this meeting being delayed. She'll advise you whether you can get on the first meeting in December or whether it has to be the second.
Okay.
With this meeting being delayed from Tuesday to Thursday, that may May. May have missed the deadline for the city council meeting.
Understand.
But she may have extended it. I just don't know.
Thank you.
Thank you, appreciate it.
Thank you.
Okay,
next item is RZ25-fifteen, Applicant, Jones Grambling Junior, is requesting rezoning from the property from R 1 to C 3 at the 2000 Block Of West Matthews in Washington. Proponent?
Yeah. This is Jim Grambling. I represent Andy Craft and Ron Craft. This is some property in between Matthews and Washington. As our staff report says, this is sort of commercial area out there. We're asking for C 3. The staff report shows that it meets all the criteria. We did have even though it's not multifamily, we did have a neighborhood meeting. We notified all the neighbors in the area. Nobody showed up. So there wasn't any concern there. So happy to answer any questions anybody has.
Jim, you there? Is this identical to the next one on the
That's right.
Two different tracks of land, but it's the exact same request, exact same neighborhood area.
That's right.
Contiguous properties. Okay.
Okay. City planner.
What did you just say about multifamily?
Oh, I said even though this wasn't a multi family request, I went ahead and have a neighborhood meeting. I always do the neighborhood meetings. A lot of folks don't do it even though it seems to be required or they'll do it for neighborhood or for multi family. That's all I was just saying that even though this isn't multi family, we still did the neighborhood meeting.
City planner.
Yes, sir. We've reviewed this and it does meet the land use plan. It meets all the criteria so we would recommend approval.
Okay, again, there's reason to request. Is there anybody here to give public comments? See none. When I'll go in C3 again, that's what I'm gonna
look up again real quick. So we were just looking at C2, so I was gonna look at C 3 real quick.
I have it pulled up if you A lot of things.
A lot of things.
Offices. Animal Care General, Animal Care Limited, auditorium or stadium is a conditional use, teller machines are permitted, bank or financial institution, bed and breakfast, car wash, cemetery, church, college, communication towers conditional, convenience store, day care limited, day care general, adult entertainment is a conditional use, funeral home, golf course, there's almost nothing that's not allowed. You can't have a firing range. You can't have medical marijuana cultivation center. And you can't have vehicular storage.
Yeah. I mean, it's almost the whole list is allowed, pretty much. No no industrial other than a couple of conditional uses. You can have a farmer's market. That's an agricultural use.
Yes, sir. Come to the microphone if you would please and state your name and address. Yeah.
Do do know residential uses if you were asking that question.
I guess he missed that. Did open up for public comments before we talked. Did you? Yeah, yeah. Go ahead.
Yeah, so my name is Brad Partee. I'm one of the elders at Washington Avenue Church of Christ, Don't formerly get nervous, I'm not. I do have a question though, are there, and this may not be the right meeting, but are there plans yet as to what will go there? You just wanna zone it commercial?
Sir, we can't ask that.
Okay, we're not allowed to.
Okay, that's fine, that's fine.
Yeah, they can volunteer if Yeah, they want
I'll just say, just going to commercial, we have no issues with that.
Okay. Thank you for your comments.
But a change in that from R1 would basically remove any multi family from
It would remove all residential, from what from
how many acres this is, correct?
That's correct. Jim, is this the wooded lots that's just passed the church on?
That's right.
Are these the wooded lots that are West Of The Elks or East of the
I believe it's West.
West. It's West.
East The Elk Lot.
East Of The Elk Lot.
West Of The Elk Lot
is the farmer enterprises, I think. Just on the backside of those apartments, correct? It backs up to those apartments that's next to that church. One
of the tracks.
Any other questions, comments, commissioners? Anybody ready with the motion?
Board move to approve.
I have
motion and a second. Would you log your vote please? Okay, your rezoning request has received a positive recommendation. You'll need to get on city council's agenda.
So did I hear you say we need to get the ordinance in by tomorrow?
I would check with our city clerk in the morning. I don't know what she did with deadlines with today's Tomorrow meetings being moved to
no problem.
Yeah. Thank you. I just don't know. If usually, it's Thursday at ten.
Right.
But we met after that, so I don't know what she's doing.
Okay. She
was trying to get finance out by 05:30, so I don't know.
Okay. Next request is rezoning request 25Dash17. Same applicant, James Grambling, requesting rezoning the property from R 1 to C3 in the 2000 Block Of Washington And Matthews. So this is next door.
That's correct.
Go ahead.
I don't have anything to add. This is right next door, so same consideration. Happy to answer any questions.
City planner?
Again, it meets the land use plan. It meets all the rezoning criteria, so we would recommend approval.
Okay and again of the comments that anybody here that vote okay.
We'll move to approve.
Motion to approve. Little second. And a second. Please record your vote. Again, you've heard favorable request. You don't see the council's agenda.
Thank you.
Thank you. Any other business?
Just remind everybody there will be no second meeting in November or December because of the holidays. So we won't have a second meeting this month and we'll only meet on the December.
What was that Mr. Ford? You putting that on your calendar?
Me? Yeah.
He said me.
Just call me if you need to. I'm close by. I'll come on down. Move for adjournment? We're adjourned. Yeah. Good job.
