Good evening, everyone. Welcome to the city of Jonesboro Metropolitan Area Planning Commission meeting, Tuesday, 04/14/2026. Call the meeting to order. For a call for a roll, I'd like to say welcome to our newest commissioner, Mitch Johnson. We're here. Commissioner, face from up here. So and while with that said, I'll open up for a roll call. You're ready to do it. If you're here, press your button. Check-in.

0:34 – 0:480

Okay. I'll open up for the discussion of the minutes from the March 24 meeting. Are there any changes to be made? Entertain a motion for approval.

0:481

Move to approve the minutes as presented.

0:520

Is there a second? Second. All those in favor of approving the minutes, press your eye button, please. All opposed? Nay.

1:14 – 1:390

K. Ments have been approved. First item we have on the agenda tonight, this is a rezoning request RZ2605. Horizon Land Surveying LLC is requesting for rezoning the property at 5925 East Johnson Avenue from I one to c three limited use overlay. We had the proponent here for this item. You come up and state your name for the record and letter it.

1:421

Rob Hester, Stonebridge Construction.

1:480

Have any comments on it at point or just kind of self explanatory?

1:511

Self explanatory but I welcome any questions.

1:550

Okay. I'll open up city planner. Do have the staff comments on this one?

1:59 – 2:442

Yes, sir. I do. It does meet all six of the criteria for rezoning. So, we would recommend approval with the following stipulations. That proposed site shall satisfy all requirements of the city engineer, all requirements of the current storm water drainage design manual, and floodplain regulations regarding any new construction. A final site plan subject to all ordinance requirements shall be submitted, reviewed, and approved by the planning department prior to any development of the property. Any change of use shall be subject to a planning department approval in the future. And, the limited use overlay will not allow the following, cemetery, communication tower, adult entertainment, homeless shelter, and medical marijuana dispensary.

2:45 – 2:570

Okay. And with this rezoning request, is there anyone here to give any other public input? If not, I'll open up for questions from commissioners or discussion or a motion.

2:591

Doppler make a motion that we approve request subject to stipulations? Do have a second?

3:04 – 3:310

I have a motion and a second. All those in favor say aye or press your aye button. Any opposed, you nay. Okay. You received a favorable recommendation from the Planning Commission. You need to get on the City Council agenda before Thursday at 10:00.

3:311

Excellent. Thank you, guys. I

3:40 – 4:020

I need to go ahead and announce that we actually skipped the final subdivision. It has been withdrawn. That was P P 26 Dash 04. So we will move on now to another rezoning request. This is RZ2607. The applicant William Conrad is requesting a rezoning of the property at 1601 Granger Drive from R M 8 to R S 5. Proponent for this item?

4:023

Jeremy Beville, engineer with Crafton Toll. And we're asking for this rezoning from residential multifamily to single family residential.

4:13 – 4:273

The ultimate plan is put two single family homes on each lot. And those lots will come later separately but this is just a rezoning for the point 44 acre track on Granger.

4:280

Okay. City planning, you have staff comments?

4:30 – 5:042

Yes, sir. We do. Again, this does meet all six of the requirements for a rezoning. So we would recommend approval with the following stipulations. The pro site shall satisfy all requirements of the city engineer, all requirements of the current stormwater drainage design manual, and flood plain regulations regarding any new construction. A final site plan subject to all ordinance requirements shall be submitted, reviewed, and approved by the planning department. Priority redevelopment of the property, and any change of use shall be subject to planning department approval in the future.

5:05 – 5:170

Okay. And with this rezoning request, is there anyone here for public comment? If not, I'll open up for commissioners questions. Any discussion to take place or have a question?

5:171

I have a motion to approve the request that with stipulations. Go for a second.

5:22 – 5:440

I have a motion and a second for approval. All those in favor, press your eye button. Hey. You received a favorable recommendation from the Planning Commission. You need to get on the city council agenda before Thursday, 10:00.

5:443

Appreciate it.

5:45 – 5:560

Thank you. City planner, have any staff comments? Not today. Commissioners, have any questions? Okay. We're adjourned.
