Want to go ahead and call nominating and rules to order. First item of business, please mark your attendance. Item of business is approval of minutes. Next Minutes 25,002 from 01/07/2025. Give you a moment to review those and then I'll entertain a motion.

Next item of business is new business, ordinance twenty five zero zero eight, an ordinance to amend the Jonesboro Code of Ordinances Chapter two, Article three entitled City Council Establishing Council Rules and Procedures for 2025. You've had a chance to review these, but just for transparency, I'm gonna run through and just highlight the changes that are majority of these are just housekeeping items.
First change, section two dash 84, city council meetings, paragraph j. Electronic devices. Electronic devices such as cell phones, tablets, and laptops should be silenced or turned off during council or committee meetings unless explicitly needed to conduct business, and that's just a rewording to include cell phones and other electronic devices. Next section is two-eighty five, and we'll skip down to paragraph d. That will read once a question is out to a vote, each council or committee member will electronically enter a vote of yay or nay.
Exception, a council or committee member may abstain from voting a a, if he or or she has has not participated in in proceeding proceeding discussions of of the question, question, and and b, b, if that council council member member states states a a valid reason reason for for abstain abstain abstain abstain abstain if electronic balloting is unavailable, the city clerk will call for a voice vote, and that's just to take into consideration our electronic voting methods now. Section two ninety five, Section A, paragraph one. This is in regard to internal committee. The only internal committee is the Nominating and Rules and this will now be established. The Nominating and Rules Committee shall be made up of council members from seat one of wards one, two, and three and seat two of wards four, five, and six on odd numbered years and seat two of the wards one, two, and three and seat one of wards 45, and six on even numbered years. That way the entire city is represented on nominating and rules gonna I'm a agree that the recommendations, that's just a one word add.

I have a motion second. Please cast your vote. Next item of business resolution 20 five-fifteen, resolution to the city council of Jonesboro, Arkansas to make appointments and reappointments to boards and commissions as recommended by Mayor Kopenever. Oh I'm sorry, I'm sorry.
On
this resolution, I would like to, for transparency and procedural purposes, I'd like to amend this resolution to remove the appointment of Brian Emerson to A and P until after the A and P meets next Monday at 04:45. And I would also like to remove the appointment of Jason Chandler to the airport commission as Brandon Winner's replacement since Brandon wishes to fulfill his full term.

Councilman, if I may, and I think we over skipped, I do want to the AMP also remove John Williams to complete term until A and P has that discussion as well.

The reason for this suggestion is I think we carried one or two items of business forward to full council the entire calendar year last year and about the same the year prior. I think that we can reassign the subcommittees as follows. The airport committee over to finance.
We have an appointed board that oversees the operations of the airport anyway. So the majority of the council that approves is general grants and construction projects would go through finance anyway. Parks and cemeteries over to public works and transportation over to public works. Any discussion or concerns with that? That will also give us the opportunity to provide adequate time for public hearings if needed.
One time there was some discussion about the fact that at one point I think the public service has had reports projects that were in process, construction process and will that be handled? Will that be divided between finance and public works? To
an extent, yes, but the reports of the directors that were coming to public services, I think the mayor and I have spoken and he prefers that the entire council hear those anyway. So I think that's the direction we'll go.
I think some cities do that. It's a committee of the whole instead of an individual committee. They have they utilize the committee of the whole concept and for that reason for everyone to be informed and on the same page on what's going on.
That's right and this would basically do
the same.

And this communication will not need to go to council. This is the governing body over this committees and subcommittees so our vote will be final.

When will that tea party meeting be being held and are you going to?
