Resolution of the City Of Johnson, Arkansas authorizing an agreement with Exxon Group Incorporated to provide body worn camera, vehicle camera, and taser equipment for city departments, whereas the City of Jonesboro currently utilizes Axon Group Incorporated for body worn cameras, vehicle cameras and taser equipment for multiple city departments under an agreement that expires in September 2026, and whereas the product and customer service has provided satisfactory results and the city desires to renew its agreement early with Axon Group to secure 2025 equipment pricing rates that include upgraded capabilities, and whereas it is in the best interest of the public safety to extend the relationship with Axon Group Incorporated to ensure continuity of services due to significant investment in the Axon platform without a proven alternative option that provides a similar complement of services, whereas that agreement is attached hereto and the terms are set out therein, and whereas the money for that agreement is budgeted in the FY 2026 budget and remains unchanged from last year with annual increases over the five year contract, and whereas the contract includes the ability for the city to terminate the agreement annually if funding appropriation is not approved in the city budgeting process, whereas there is no requirement to bid this agreement because Axon Group Inc.

5:43 – 6:230

Is a NASPO state contract list, is on the NASPO state contract list. Now therefore, it may be resolved by city council for the city of Johnson, Arkansas that section one, the agreement with Axon Group Incorporated to provide body worn camera vehicle cameras and taser equipment and services is hereby approved. Section two, funding for the 2026 agreement schedule is included in the FY 2026 budget and funding allotment for future years is subject to council consideration. Section three, the mayor Harold Kofranhaver and City Clerk A four legged are hereby authorized by the city council for the city of Donford to execute all documents necessary to effectuate this agreement.

6:241

Forward for council. Second.

6:260

Motion seconded for council. Any questions or comments from anybody in council chambers?

6:312

I have one for the

6:320

chief. Doctor. Charles Coleman, you are ir And

6:42 – 6:542

think software upgrades, I do they send you guys that or do they send you updated cameras or how do they do that, Chief?

6:54 – 7:183

No. All the firmware upgrades are included in the package. So every time you dock your camera, if there's any firmware that needs to be upgraded, it automatically does that. Same thing with the vehicles. They're very forward thinking, very they're the leader in the industry when it comes to body worn cameras right now and have been.

7:18 – 7:493

Other companies are catching up, but Axon has kind of led the way. And this whole contract where the benefit of renewing early, one, the big deal is we saved about $200,000 because there was going to be some price increases. So we got a chance to lock into current pricing. So that's the biggest incentive. And then two, they will go ahead and order our equipment upon approval of the contract by council, the way we get our equipment ordered.

7:49 – 8:273

So I will have it late spring and month in summer instead of waiting till the contract expires in September and renew and get my equipment in 2027. So the big big, again, big savings is, there's cost savings, couple 100,000 advancement on equipment that we're to get anyway. Part of our contract is with Axon, every two and a half years, they change out the body cams. So we get always get the latest addition. Every five years they change out our tasers and every five years they change out the vehicle cameras.

8:28 – 9:113

And when they change out the vehicle cameras, they send a fleet of technicians into Jonesboro and their techs take our fleet and within a week or two they'll retrofit 130 something patrol cars with new updated technology. So it's an expensive package, but it is a full service program. Anything happens to a camera and we're short, they'll overnight us a camera. So, it's been good to deal with. Again, it's an all inclusive package to handle our body worn, our vehicle and the tasers.

9:114

Well, that's good information. But I guess always I just always wanted do they keep up. I just hit and then hear and say that.

9:19 – 9:343

Yeah. No, there there's no other back end additional cost, whatever. When we get a bundle, it's all inclusive. So anything that comes up during the year, they're always upgrading or whatever. It's just part of the deal.

9:342

Appreciate that. Thank you.

9:35 – 9:543

So and as mister said, if the wheels fell off the cart and funding across the city just went away completely, we can give them a thirty day notice at any time and terminate the contract. But would not be wise at this time in in the way things are in the country.

9:542

Appreciate that so much. Any

9:56 – 10:300

other questions or comments regarding this agenda item? If not, please record your vote on whether or not to forward Resolution 20 six-five to full council. That was the last item under new business. We don't have anything under pending items. Any other business for the committee today? If not, we'll move into public comments. Gives the public a chance to comment on anything not already discussed on today's agenda. Item is adjournment.

10:301

So moved. Second.

10:320

All in favor say aye. Aye. Any opposed? We stand adjourned. Thank you.
