Public Safety Committee - Regular Meeting

Good morning everyone.

I'd like to call the Board of Fire Police Commissioners meeting to start here. It is 10 a.m. on Monday, June 22nd, 2026. First, I'll take a roll call. Chairman Quinn Adamowski. Commissioner Coleman, present. Commissioner Ponce. Present. Commissioner Stefanski. Commissioner Pat Stoccio. Present. All right we do have a quorum. Are there any citizens to be heard on the agenda items? All right seeing none our agenda item for today is the Joliet Police Department 2026 through 2028 new hire eligibility list. It's up for approval. May I have a motion? Motion. I have a second. Oh, motion passes. All right. Do we have any new or old business? Nothing for final action? Any public comments?

Good morning. How are you guys doing? Good. My name is Chris O'Hara. I'm president of Joy Firefighters, level 44. Can you pull it up a little bit? Yeah. A little better? Yeah. All right. We're here today to talk to you guys about the military reference points. We were made aware probably two weeks ago that there would be some changes in how they're going to be calculated. We got that information from our chief through HR. We've reached out to HR multiple times trying to get an answer on how this is all going to work and why it's going to change. We've yet to get a response back. I've been waiting a week for two emails and a phone call. Nothing. I have an acknowledgement saying that, hey, we're here yet. We'll sit down and meet with you. There's definitely some questions that we feel. The list is supposed to be going to the final signatures of you guys July 12th. To change the way that we're going to calculate these points, Just prior to that, it just does not seem like it's going to be a very fair process. It will affect members on our department. The process has been going on for eight months. And now all of a sudden in the last three weeks they're going to change something. So obviously this would all have to go in front of you guys to change anything. And we've reached out to a couple of you, and you guys weren't really aware of it either. So we're just trying to pull this out, figure out what's going on, and get some answers before they try to push this through. And then we end up having to grieve it that there was a rule change at the last minute. Even in your police and fire board meeting minutes, or meeting rules, It's listed on page 15, preference points. So you guys are gonna use 65 ILCS 5 slash 10, 2.1 through 11. To me, changing that would be a major change. We also have not received a preliminary list. of our promotion list. Our chief was nice enough to calculate a list for us so we have an idea of where we're at. But we've got to receive like a finalized list or a preliminary list from you guys or the HR department saying where our guys are at, how this all kind of fold out with military. That's about all I have. I don't know if Eric and Perry have anything else. Thank you.
