all right perfect okay i welcome everyone to the uh august 3rd 2026 430 meeting of the public service committee um go ahead uh with roll call uh we have um miss councilman pat motrin and councilman sherry weirden here and larry huck did uh call and say he would not be able to make it okay Okay, so we'll start with approval of the minutes from the 7-20-2026 meeting.

I'd like to make a motion to approve the minutes as presented from the July 20th. I'll second.

All in favor? Aye. Citizens to be heard. There are no citizens to be heard, so we'll move on to contracts. Contract number 387-26, Award of Professional Service Agreement for the Minton Road Lift Station Replacement Construction Engineering Services to V3 Companies, Inc. in the amount of $49,950.

So the city recently acquired the Southeastern Sanitary District and we're getting funding for various improvements over there and one of the projects is the rehabilitation of this lift station. So this is funding from the congressionally directed spending program and that will pay for it. So we pay the bills and then we reimburse through the grant program. And this is for the engineering construction oversight for this project. We already awarded the project last council session or two ago. And this is just for the engineering oversight for the construction.

So the grant, the county applied for, we applied for, or where's this money actually coming from?

So the, but the county is.

Yeah. So the county applied for congressionally directed spending, I believe back in 2022. Um, to Senator Dick Durbin. And so this is funding that he, um, provided through that grant program. I've just been sitting there waiting for utilization now.

So it's all on a, um, we'll be refunded back once.

Yes. Everything related to the Southeast Juliet sanitary district gets, uh, you know, paid via the grants or reimbursed by the county.

Okay. Um, second is, uh, contract for the 2026 Hickory Spring Creek cleaning project to Greg W. Dobczak excavating in the amount of $139,900.

Yes, so this is our annual creek cleaning project for Hickory and Spring Creek channels. Basically with the amount of water flow we see over there, we see a lot of debris pile up near those areas specifically in those two sections over by Washington Street and things of that nature. So we do this every year. This year we had two bids, Greg Dobczak, excavating and PT Farrell construction. Um, Greg dot check was the low. Um, he's done this just about every year that I've ever known of being done for a long, long time. Um, he was about just shy of 7% lower estimates. Um, and we'd like to see this move to council for approval at this point in time.

Okay. So that's the last item of the contract.

I'd like to make a motion under contracts to move 387-26, 389-26, and the default council with our approval.

Aye. All right, under change order, pay estimates, and final payments, item 388-26, approval of change order number two for the 2025 sanitary sewer cleaning and inspection program to Pipeview America in the amount of $91,700, and amendment number one for the professional service agreement for the 2025 sanitary cleaning and television program.

Program to RJN group Inc for the not to exceed amount of twenty four thousand seven hundred dollars Yes, so the city has an open contract with the Pipeview America to do sewer cleaning televising that type of work and And where this amendment is to add an additional 200 hours for them to help out our crews as needed. They have equipment that we don't and a specialized labor force for tasks that we can't complete. And then also we're adding some additional hours needed for some work at the Southeast Elliott Sanitary District of which we will get reimbursed for that portion of the funds from CDBG funds. And so with that, there is the two items in here, the change order to Pipe View America for the 91,700 and then amendment number one to RJN group to oversee the work that needs to be done.

Is the group, or excuse me, is the part that would be reimbursable to us is the 24 not to exceed amount, or what is that?

That is the breakout of $18,200 here, $18,200 of the larger number is reimbursed.

Hi, good afternoon, Ann Sylvester. So this is regarding items currently at Bicentennial Park that we are looking to identify as surplus. Over the course of the past year, we've been working to do inventory of quite a variety of different types of items that are at Bicentennial Park. And we've identified them as red tag, yellow tag, and green tag. These items in this one are red tag, which we are looking, they're mostly broken items, deteriorating costumes, things along those lines that we're looking to clear out to create more space there.

I had no idea there was that much storage space there. That all this is accumulated.

Okay. I'm sorry. 405-26, resolution requesting the closure of Route 6 and 30 for the 2026 Black Toy Parade route.

This is a requesting the closure of, um, sorry, I've got to know my streets for the black joy parade on August 29th. Um, the route is actually going to be very similar to the, um, light up the holidays parade and does use a portion of, uh, Scott streets and a little bit of Ottawa street that need to be closed. We need this resolution in order to get our permit for IDOT to be able to close those streets.

And then 406-26, resolution requesting the closure of the State Rule 171 for the 2026 Mexican Independence Day Parade.

Yes, this is for the Mexican Independence Day, scheduled for Saturday, September 12, regarding Holland Street and the route. Similarly, from Columbia all the way down to Cass Street, requesting this resolution so that we are able to get our IDOT permit in order to have the parade on that day.

Aye. Okay. New or old business, not for final action or recommendation. Do we have a report on utilities maintenance taken?

All right. So this is information since last report at the June 6th public service meeting. That's supposed to be July 6th. We had four fire hydrants repaired and currently there's 75 out of service and 45 that are operational but need repairs. Three valves been reset or repaired and then we had 16 water main breaks. So that brings the total to 2026 to 78. And Councilman Hugg requested that I break that out between the city and southeast area. So the southeast area had 34 of those repairs. So if you're looking at the comparison, only 44 are comparable to these other numbers. So you can see it's a significant decrease from prior years, having only 44. four water main breaks in comparison to 95 and 20, 25, 89, and 24, et cetera. We had two new contracted services on June 28th. Austin Tyler did a water main break repair, and then they did another water main break repair on July 18th. Questions?

And so when you were saying that 95, yeah, I also broke out. My aunt had it when I was reading it earlier. That's for the same period, though, correct? Yeah, for the same period of time. Okay.
