Hearing none, we'll move to citizens to be heard on agenda items. While I see nobody in Chambers, I will make the announcement. Is there anybody who would like to be heard on an agenda item? Seeing none, we can move right into contracts. We have two items. 309, approved payment of the 2026 wastewater discharge permit fees to the Illinois Environmental Protection Agency in the amount of $152,500.

Yes, so the Illinois law requires that the National Pollution Discharge Elimination System, which we call NPDES, permit holders to pay an annual fee for the privilege of operating under the permit, which is basically funding source to pay for the NPDES program. And so through the EPA, the NPDES department that monitors discharge permits and all that stuff, makes sure waters are healthy and all that good stuff. So good program. But each year we have to pay a fee based on the plant, what we produce, our volumes and all that stuff. So this covers our annual fee for our three wastewater treatment plants, the west side, plant, east side, and then there's some other kind of related fees for our sanitary sewer overflows and CSOs because the EPA monitors those every year and we do reporting and all that good stuff. So that said, the annual fee for this year is $152,500. Questions or comments?

No. And the communities pay different amounts depending on their volume of wastewater.

Yeah. All right. 308, Award of Professional Services Agreement for Land Acquisition Services for South End Neighborhood Shared Use Path to Santa Cruz Land Acquisitions in the amount not to exceed $70,500.

As you know, IDOT is completing work on I-80 improvements, including the reconstruction of the bridge over the Des Plaines River. Back in 2022, we signed a letter of intent with IDOT where they provided us with $400,000 to develop a community plan. Targeting areas that were affected by the reconstruction of the bridge They've also made a three and a half million dollars towards implementation of recommended improvements. So some of the items that Were brought out during the engagement process with the residents was Identifying community vision new walking and biking trail along the disciplines river between or not apart pushes right at McDonald Street south towards the open areas that are going to be created by the demolition of the bridge, enhanced lighting, historic plaque for Reverend, I'm mispronouncing. Varnadoe. Varnadoe, yeah I knew I was going to mispronounce it. Reverend Varnadoe Park and then traffic calming measures along Water Street. One of the first things that we need to do to complete the construction of the hiking and biking trail that was identified was obtain some property and some easements. So this contract is to obtain the services of Santa Cruz Line of Acquisitions to negotiate with the affected property owners along the route and just to Confirm this is I got funding paying for all of this. There's no city of funding involved in this.

That's part of the $400,000? That's correct. Is the $400,000 enough to put in these walking paths and stuff?

Yeah, you know I should take that back. The $70,000 I believe is coming out of the $3.5 million that they've committed. But yeah, that will be enough to install the walking path among other things. And what about the upkeep? Maintenance? The city will end up taking maintenance of it, yeah.

Do most of the walking paths, do they belong to cities and villages or do they belong to the forest reserve?

It's a mixed bag. So yeah, there's a lot that are owned by the forest reserve. There are some that are maintained by cities. Some are park districts. There are some HOAs that maintain them. So we do have a number in the city that we do maintain, but typically we try and have somebody else maintain them, ideally. But there's some that we do have.

What about the one that runs down Cape Farm Road? You know what I'm saying? Just west.

Do you know if that's a, I don't think that's a forest reserve. I think the forest reserve runs along the Highlands. That might be us. I don't know off the top of my head.

Yeah. But the walking path through the forest reserve belongs to the forest reserve.

Absolutely. I'll see.

Seeing none, we move to change orders, pay estimates, and final payments. 306 approval change order number one for the advanced traffic management system phase B project to H&H Electric Company in the amount of $11,226.75 and payment request number two and final in the amount of $250,569.11.

Yes, if you recall, about a year ago we came through with the Advanced Traffic Maintenance System Project Phase B to help interconnect traffic signals into a main, we'll call it, computer so that we can see them in real time. This is basically the final change order and closeout for that project. All items have been completed and reviewed by the Public Works Department and are satisfied. So at this point in time, we'd like to see that move to Council for approval of both the change order and the final payment request.

Questions or comments? Nothing. 307, approval of change order number two for the 2024 electrical maintenance assistance contract to meet electric company in the amount of $35,229.94 and payment request number seven in the amount of $35,229.94.

The Department of Public Works has a maintenance assistance contract for electrical services that our in-house staff doesn't have the equipment or the ability to do. this is a change order that contract came out just over 35 000 it's for a number of items um it's selling video detection equipment at some traffic signals where the detector loops in the pavement were affected by some water main projects we're moving towards Video detection to avoid issues similar to this in the future where the pavement is excavated and the loops get cut and they constantly have to be updated. And just the industry in general is going towards video detection. That's kind of the standard now. We had to install a new traffic signal cabinet at the intersection of Jefferson Street and Striker Avenue. A ComEd cable, transmission cable there, contacted the traffic signal equipment, basically the mass arm, I believe, of the traffic signal, and it caused, it fried the controller cabinet. We are submitting a claim to ComEd for reimbursement. of this work. I'm not sure why that cable was so low and so close to the master arm, but we're trying to obtain reimbursement for that. And then repair of a damaged street light cable on Black Road near Apollo and Prestige. And the total of the change order is $35,229.94 and then payment request number seven in that same amount to meet electric.

I have one question. For the cameras, will that be monitoring as far as turning the lights? Because we usually have it just set in a certain way.

Yeah, no, you know, the detector loops in the pavement, you're probably familiar with those, you pull up, they detect the vehicle there, it's basically a giant magnet, it detects the metal in the car, and if there's a vehicle there, it sends a signal to, you know, that there's a vehicle there, and to change the signal. Same thought, but they just monitor when the vehicle approaches the signal, and they pick it up, and they send those same signals to change the you know, the traffic signal is necessary.

No, not at this time. No. Not at this time. Well, I guess there's a potential you could do that. We do not do that. They detect the vehicle it goes into the controller cabinet and then that information is is gone um yeah so it doesn't have any backup video involved no so like if someone were to we do actually get FOIA requests a lot of times uh where these video detection are if somebody has an accident they request they do a FOIA request for the video and there is no video because it kind of enters the system does what it does and then it's gone okay

thank you sure i have the same question that you have charity 310 approval of amendment number two to the professional services agreement for the 2027 water main rehabilitation program for detailed design services to backstone woodman incorporated in the amount of 181 200

Yeah, it's a little kind of refresher on this program. So on December 16th, we approved the preliminary design, which is like a phase one where they figure out what's the best routes for the water mains, where they'll do the survey and things like that. And then we did Amendment 1 was the detailed design. When it's time for detail design, at that point, we know what permits need to be applied for. We know the routes that the water mains are going to go down so that we can get into the nitty-gritty details. For one of the projects, we are still doing value engineering as to what the best route was to go. And there's an exhibit for this one, a project called Eastern Benton and Cass. And so we decided not to go down CAS, which was the original plan, because of how, in the preliminary design is when we get all the utility information, so we see, like, is ConNet already there, is NICOR already there, et cetera. so we found a better route to take that project and so now that we got that ironed out we are bringing this amendment to which is the 501 for now so that we can complete the detailed design work for all the 2027 water meeting program routes so that said we're looking to approve this amount for the 181 to to $111,200 to Baxter and Woodman for the 2027 water meeting program

No, we moved ordinance of resolutions 330 resolution appropriating motor fuel tax funds for the advanced traffic management system In the amount of ninety eight thousand eight hundred forty eight dollars and seventy seven cents Yes, this is housekeeping this was a recent meeting and was just missed when we went through so this is just a housekeeping for that resolution otherwise Correct. They wouldn't like that, would they? Any questions? No. 331, resolution appropriating oil and fuel tax funds for the Advanced Traffic Management System Phase B project in the amount of $11,226.75.

Again, housekeeping, but for today's project. Okay.

333, resolution authorizing execution of an intergovernmental agreement and an easement agreement between the Joliet Township High School, District 204, and the City of Joliet for installation of a water service connection.

yeah so this uh the construction project itself is actually going on right now on glenwood avenue but with the with this project we needed to relocate so the high school has like the private water main loop and where we feed it it currently is from like the east side i think about the lark in there and with where we're abandoning pipe and putting new pipe it made more sense for us to come in off the north end from glenwood avenue to feed them and then so we approached them about it they were you know they played ball with us but they were like oh hey we're actually going to be doing an expansion also so they needed to do some new engineering on their private water loops so we just coordinated and we're doing a little bit of their work in our project but it saves both of us money to just be friends and do this work together So we're putting a little bit of their work in our contract and then they're giving us $48,511.77 and then they're granting us an easement for a little bit of land we need to reroute the service. So that's what this is for. So there's the two items in here. One's the IGA for the funding and then the other one is the easement. It's all baked into this one memo.

Resolution authorizing execution of the self-recipient agreement between the county of Wilt and the city of Joliet for community development block grant funding for water and sewer system improvements in the southeast Joliet sanitary district.

Yes, so the Southeast Reliant Sanitary District, also known as Preston Heights generally, we acquired that this year, the city did, and in that agreement with negotiations with the county, they promised us just under $16 million over 10 years to put into rehabbing that system. And so they're doing that over different funding sources over these different, these, uh, 10 years. So this next chunk of money, this $420,000 is coming in through, uh, CDBG funds. And so this is the paperwork involved for the city, the, to accept that. Yeah. A, um, authorized. Yeah. Sub recipient agreements. Yes. So I can see that go to council for approval.

That would be the final item, I believe.
