Thank you, Mayor. So what brought this on is we did a Mayor's Monarch Pledge and one of the criteria was to have a recognition of the Pollinator Week of National Pollinator Week. And so I'm gonna just read to the citizens a little bit of what we've kind of pledged as a city. So the city of Jefferson recognizes the critical importance of pollinators, including monarch butterflies in our ecosystem. These essential species contribute significantly to the health of our environment by supporting diversity and aiding to the reproduction of plants through pollination. However, pollinator populations are declining and alarming rate due to habitat loss, climate change, and other environmental pressures. In response to these pressing issues, the City of Jefferson is determined to take proactive measures to conserve and support pollinator habitats. And our efforts include habitat restoration, the City is expanding green spaces, and establishing native plantings to create a thriving environment for pollinators. This work includes planting milkweed and nectar-rich flowers that provide essential resources for monarch butterflies. Throughout their life cycle, public education engagement, we are committed to involving the community through informal informational sessions, educational materials and on site signage. These efforts aim to raise awareness about the importance of pioneers and highlight the way residents can support. support conservation at home and partnerships. The city will collaborate with other organizations, schools, environmental groups to implement conservation initiatives that create longstanding positive impacts on pollinator populations. By taking these steps, the city of Jefferson strives to become a model for sustainable pollination conservation. So we invite all residents to join us.

and our important mission and to protect the monarchs and other pollinators in our community i have to say something so thank you um always look forward to seeing ways that we can increase biodiversity um it really is amazing what happens when you convert from my yard for instance was entirely bermuda grass and now it's a pretty much one section of it is all native plants and my dad was watching my dogs this weekend and he said he couldn't hang out outside because there were too many bees so we planted they do come and scare people but it's worth it absolutely yeah i saw a reference to

native milkweed species in here. I remember seeing this since I was growing up and it's kind of cool to see the relationship. I don't see any of the comments. You covered a lot of what's in the warehouses, but I am gonna cover a couple of the warehouses. And it basically says, whereas National Pollinator Week observed annually during the third week of June provides the opportunity to celebrate the essential services pollinators provide to raise awareness about the challenges they face and inspire collective action to protect and restore pollinator habitats throughout our city. And I'm glad to hear that you're already working on that. Now therefore, I, Ron Fitzwater, Mayor of the City of Jefferson, do hereby proclaim the third full week of June as National Pollinator Week in the City of Jefferson and call upon all of our residents to participate in activities that support and protect pollinators, enhancing habitat in public and private spaces. Good evening. Good evening. Steve Sokoloff, live in board five, registered voter here. I want to talk about two different things, neither of which are, well, one is contingentially on the agenda tonight, but the other one is not. But the first issue is to talk about the fact that it's still not too late for you all to change your mind about the conference center. I believe that we are obligating city funds, particularly general revenue funds, or at least potentially obligating them, and I would suggest likely obligating them, in that based upon the information that I've seen, that it is unlikely that that conference center, the hotel aspect of it, is going to generate sufficient revenue to service the debt that is being incurred to construct it. there's no question that the city needs new parking garage there i believe that is absolutely an appropriate expense for the city to construct that but the hotel itself i think is going to be a drain on city funds and i just think that the assumptions that have been made that just are used to justify that construction are not accurate and they are unduly rosy The second item I want to address, excuse me, tangentially address or touches on one of the issues that you had before you tonight, and that is the process for replacement of council members or filling of vacancies. Throughout the discussion about that, there's been active involvement on the part of the contract city attorney. I've served as city attorney for over a dozen years for three different cities, and it is my firm belief that the job of city attorney is to provide accurate and competent legal advice, not to be a policymaker. uh and i think it's it's not the job of the city attorney to be uh suggesting um changes on a policy basis uh if there's something that is a legal issue obviously they can point those out and and would be doing so appropriately but as a policy policy issue i think that's beyond their capacity and beyond the appropriate scope of their position uh it is important that the legal advice that's given is accurate uh and complete and if it's you know if somebody asks the city attorney that a question about some issue of law but they're you know not certain about it's important that they uh defer the answer to that until they have an opportunity to check there have been a couple of things that have gone on uh that i would suggest were that the city council made decision based on incorrect information um and i'd be happy to talk to mr nicholas uh about that directly instead of going through through those in public last thing is i also would urge the council to consider recognizing the accomplishments of the jefferson city's own product in the recent nba championships uh og anobi is a product of jefferson city schools and uh demonstrated great heart and skill, and I think it would be appropriate for the council to recognize that. Hi, I'm Penny Smith. I am the director of the Chevy State Air Show. I just wanted to say thank you so much to the city, to all the safety crews, the airport. We're so excited. The air show is September 12th, 13 this year. And we're really excited to say Red Bull will be here. We've got a couple of different teams from Red Bull. If you've ever seen them in their squirrel flying suits and whatever have you, they don't deploy a parachute until you see their face clearly. So it is crazy. Yeah, it's pretty crazy. Yeah, so it's going to be a great year. Hopefully, because weather's going to be perfect. But yeah, super excited, very grateful to the city for all that you do for this.

In ordinance of the City of Jefferson, Missouri, changing, amending, and modifying the zoning map of the zoning code of the City of Jefferson by rezoning 20.6 acres located at 2117 Christie Drive from RS-2 Low Density Residential to C-2 General Commercial.

Mr. Allen. Thank you Mr. Mayor. As the clerk stated, before you is bill 2026-005. That is for a rezoning of the property located at 2117 Christie Drive. And that zoning request is to move from an RS-2 to a C-2. The property that the applicant put in for is the one that's outlined in blue on your screens. It should also be in your packet. The property is located off of Christie Drive, about a half a mile south of Ellis Boulevard, just south of the Toyota dealership. The purpose of this request is a rezoning to C2 to allow for commercial development of the property, which could be likely an expansion of the adjacent vehicle dealership. Planning and Zoning Commissioner recommended approval of this requested rezoning at their May 14th meeting at a vote of six to zero. C2 exists to the north and to the south with M1 to the east as well, bound by Christie Drive and of course the highway to the west. Pretty straightforward rezoning request, I believe. I mean, as indicated, we do desire to have a potential possible expansion of the dealership at some point in the future. That's what the desire would be. So, I have more of a comment than a question, but I want to say 1st, that I think their rest of doing is a wonderful company. I think it's 1 of the community partner, but especially with it being. National pollinator week in our. Large swaths of green areas within our city. I don't think that I would be able to support this, but I wanted to say that that has nothing to do with the business. It has everything to do with preserving habitat for wildlife.

Thank you, Mr. Mayor. As the clerk stated before you, it's bill 2026-006 rezoning request for the property located at 3701 West Trittman Boulevard. And that request is to change from the C1 to C2 zoning. The property is on your screen. You can see it outlined in blue. It is to the north of the I.B. there. Currently, Hawthorne Bank sits on the property. The property also is bordered by Amazonas Drive and West Truman Boulevard. The purpose of the request of the rezoning is to allow for commercial development of the property with uses that require the C2 zoning. The existing bank on the property is planned to be demolished and rebuilt into a smaller form on the northern side of the property, allowing for platting of additional lots for commercial development. Planning and Zoning Commission recommended approval of the requested rezoning at their May 14th meeting, a vote of six to zero. And I'd be happy to answer any questions and I believe there's a representative here as well.

In ordinance of the City of Jefferson, Missouri, changing, amending, and modifying the zoning map of the zoning code of the City of Jefferson by rezoning 0.5 acre located at 428 East Capitol Avenue from MU1 mixed use to PUD planned unit development and approving the PUD plan.

Thank you, Mr. mayor, as the clerk stated before he's built 2026 dash 0 07 and rezoning request and plan for 428 East capital Avenue. The request is to rezone from an 1 to a, and then plan for the exterior modifications. the reasons for the pud plan for the exterior modifications is this is in the capitol avenue redevelopment area the conservation overlay district so it does require the pud plan to do the changes that they would like to do the owner is currently planning a major renovation of the building including both interior and exterior work And the current building is not compliant with the overlay, which is why the code specifically calls out the PUD process for doing updates or remodels. A lot of the stuff that I have, I will actually leave up to the applicant to go over. This property is the site of the offices of the Missouri Chamber of Commerce and Industry, and the Planning and Zoning Commission recommended approval of the requested rezoning at their May 14th meeting on a vote of six to zero. Thank you, Mayor and Council. I'm Jennifer Wilson with Inform Architecture, where the architecture firm is hired by the Missouri Chamber of Commerce and Industry. We're located at 312 West Commercial in Springfield, Missouri. So the reason we're here, you can see the building on the screens, we're wanting to, the Chamber's wanting to improve both the security and the aesthetic of the building, and the issue is that we have a building that's not compliant with the historic district that it's in already, and we're trying to make improvements to that building, but it's not compliant with the requirements of that district. So this is what we're trying to do. We're trying to give it a more contemporary look to it. And so you can see where we have a lot of blue and white paneling putting on the fence of the building. When you drive from the Capitol, they'll be blue. When you drive from the East, they'll be white. It makes it a little more dynamic. We've added some signage at the front entrance so people actually know the Missouri Chamber of Commerce and Industry. And then on the right-hand side, you can see that we've got this wrap that has a graphic on it that is the logo of the chamber. In addition, you see that white box at the top. So we're gonna show you in a couple of slides, we're gonna add a rooftop terrace to this and therefore we have to extend the stair shaft up to that level. And so we're going to have kind of a translucent material at the top of that. This gives you the view from Capitol Avenue, from the Capitol itself. So again, you can see those fens, the blue and white fens. You can see that corner with the graphic on it, and then that translucent material at the top. And you can see on the upper right-hand side how we are actually adding that rooftop terrace, which has amazing views of both the courthouse and the Capitol and the Governor's Mansion. And this is what the building would look like at night. So we were going to, we were concerned also not only with the aesthetic, but also just the safety and security. So we've added a lot of lighting, some site lighting onto the site, as well as we have some color changing lights that you'll be able to see. So if you have like a parade that goes down the street or something like that, you know, 4th of July, you get red, white, and blue, Christmas time, red and green. And you can see that that translucent material at the top of that tower also kind of glows at night. We can change the color of that as well. And this just is a quick landscape plan. So in addition to the things we see on the outside of the building, we're looking at improving the landscaping. So we just look better coming off of Capitol Avenue. And then what David said before is true. We're not only just doing the outside building, but it's a full renovation on the inside of the building as well. And that is it. Any questions for me? Yeah, I just had a question about the lights at night. Will those turn off at a certain hour so that the residents around don't have? Oh, we could do that. That big blue light shining in their windows.

Good evening. My name is Kara Korches. I'm the president and CEO of the Missouri Chamber, which we are located at 428 East Capitol. We are really excited about this project. One thing you all may not know is this building was actually constructed in 1977. And honestly, there haven't been a ton of updates since then, as you can probably tell. And so we are really excited that if approved, we will also hopefully be completed in 2027, which marks 50 years. The Missouri Chamber, our primary goal is to make Missouri more economically competitive, and we believe that starts right there in our local communities. So we are happy to also be putting our money where our mouth is and investing a significant amount of money into being part of this Capitol Avenue transformation. If you go across the nation, Capitol Avenues are often the focus. point of capital cities where you get to have great businesses, restaurants, organizations, all kind of looking towards the capital institution. And we are really happy to be part of this transformation that potentially to have a convention center and have the Missouri Association of Counties next to us. And we wanna make sure that we are also investing into our community, into our workforce, and being a destination for business leaders to come and showcase all the great things that Jefferson City has to offer. One thing that you may not know is our third floor right now is mostly just office space. The plan is to gut that completely and we would have room for events for up to 230 people, which we know is so needed in our community. We want to make sure that we are great community partners in offering that event center to groups like the Jefferson City Chamber or employers in the community. So we hope that not only are we investing in the community, we're hopefully spurring new investment in this downtown corridor and just being a great asset for Jefferson City. I hope you take any questions you may have.

Welcome. Thank you. In your packet, you'll have a few reports that I prepared for the finance committee, but I prepared this for you all as well for the financial update. The 1st, 1, I want to go over is the sales tax. So, as you can see, you're to date for general sales tax. We are over 581 dollars and. 581. thousand hundred ninety dollars um while this continues to be over budget um month to month uh you do have to remember last year we had a few months if not majority of the year that was under budget so we're just trying to making up for that last year um and then there are some reports detailing each of the sales tax funds year to date. And I'd be happy to go over any of those questions. Okay, the next one I have is the revenue model report. So year to date, we are projected at the end of the year to be over on revenue by $1.5 million. There are some on here that I am kind of keeping track of. What I'd like to point out is the lodging tax transfer that's our admin fee. We've got two hoteliers that are not... We've got one that's... Sorry. Two that we are not doing litigation with, so we are working on that. And then... That's the one I'm looking at primarily, but as I said earlier, we'll continue to keep looking through those. I'd be happy to answer any questions on the revenue. Okay, and the last one is the fund balance report. Nothing new really to report here right now. We are estimating that we are going to be under that 17%. I'm still going to continue to look at that. However, if we end up being under that 17%, I will need to get the city administrator to come up with an action plan on how to get that back up to that 17.

So, on that, we've got some of the supplementals in there. So we've got our air service guarantee. We also have some reappropriations in there as well. So that will be in some of our.

revenues as well basically or grants and stuff like that so um that's why i'm projecting that as of right now is that anything new though then i mean is there anything new in the numbers compared to last year as far as these reappropriations um i would have to take a look at that and make sure it'd be great just helping me understand i don't mind us having a conversation absolutely thank you

I should say codifying or codifying the signage of this newer subdivision and making sure that that where our code is up to date and we can enforce the yield signs and stop signs that are in this this neighborhood any questions all right nb 2026-013

An ordinance of the city of Jefferson, Missouri, amending Chapter 19, Motor Vehicles and Traffic, Schedule J, parking prohibited by the addition of the south side of the 300 block of East Fillmore Street.

Approved. yes uh again this this item was also uh reviewed at the the april chapter transportation meeting and it was uh approved in unions the of the committee members that were there uh east bill moore 300 block is is a very very it's dead end uh stretch of fillmore and very narrow the road is 14 foot wide there's five houses that are down this stretch and for To support emergency vehicles really parking parking on the street just just needs to be prohibited to allow you know for life safety or any kind of any kind of vehicles even trash to pick up through there. So it was again it was received and at the conference meeting and approved financially. If there's any questions glad to answer.

In ordinance of the City of Jefferson, Missouri, authorizing the Mayor and City Clerk to execute an agreement with Olson Incorporated in the amount of $124,884 for a comprehensive transit and mobility study. Mr. Provost.

Yes, this item was received recently at our Public Works and Planning Committee meeting. At that meeting, the committee approved it and suggested fast-tracking this bill so we can get this study on the way. So I would like to see a checkmark and this approved tonight if this body is willing. This transit study has been in the works for a while. I think we all know that our transit division, whether it be workforce or our current routes, needs to be reviewed. How do we improve workforce retention? How do we improve our routes? How do we, how do we improve the ridership? So that's exactly what this, this transit study will help us with the, the transit study itself. There were 4. Four companies that that proposed we had, we had a committee city staff and as long as well as Susan occur on our transit advisory committee chair on on that selection committee. Dan weekend capital area, Missouri. Capital area metropolitan planning organization, and, um, we also have Christy Evers with, uh, who was our mode transit. Uh, liaison, so, um. Also was was approved as as. The most. the company that had the most experience and is right for us in this study, and we would like to see approval of this tonight. We do have a planning grant of $100,000 that will help support the approximately $125,000 that this study will cost. If there's any questions, we might answer.

An ordinance of the City of Jefferson, Missouri, amending the City Code by adding one new section regarding personnel.

Mr. Butler, welcome. So, yeah, this is a bill to establish means by which exempt employees can be paid for additional hours beyond their standard hours. They normally wouldn't get overtime. Of course, it had to be enacted by either the mayor or the city administrator, and it would be in times of declared emergencies or mutual aid requests. Other other similar major incidents and again, as I mentioned, when it was introduced, the purpose of this bill early isn't to enact anything or do anything different than what we're currently doing, but to have it in place. So that when these incidents occur, and there is money available through disaster relief funds or mutual aid grants, or what have you that we would be eligible to receive those funds to cover these expenses when they become necessary.
