0:12 – 1:410

Dear Lord, as we uh think about the month we are in, Black History Month. Last month was Martin Luther King Jr.'s birthday. Next month, Women's History Month. Um, I reflected on how many quotes we will be having uh about um the ways we should live our lives and um yet there are still so many needs that we have. So for us in our community, I pray that we will consider each of those needs and as leaders that we will live by um help us to live by these words. Blessed are the poor in spirit, for theirs is the kingdom of heaven. Blessed are they that mourn, for they shall be comforted. Blessed are the meek, for they shall inherit the earth. Blessed are they which hunger and thirst after righteousness, for they shall be filled. Blessed are the merciful, for they shall obtain mercy. Blessed are the pure in heart, for they shall see God. Blessed are the peacemakers, for they shall be called the children of God. It is in your name we pray. Amen. Ice to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.

Takes us to item 11, bills introduced. 2025-070 an ordinance amending schedule A speed limit section D of the code of the city of Jefferson Missouri by addition of wild west drive Mr. Yes, with the new road comes new speed limit, right? So, taking it from the autobond to to 40 mph uh speed limit. So, uh this is just formalizing that speed limit. Any questions?

5:05 – 5:250

All right. Seeing none, 2025-071. An ordinance amending schedule G to stop intersection section of the code of city of Jefferson, Missouri by the addition of Bobby Court. You did so well. We'll give you another chance, Mr. Burma.

5:22 – 6:040

Yeah, we've got a colac kind of off the route CC that uh we need some need some intersection control at the stop sign. Uh that's all this bill is doing. Any questions? All right. Takes us to item 12, bills pending. We have none. Item 13, informal calendar. We have nothing on the informal. Item 14, resolution A2025-61, a resolution authorizing an agreement for a downtown beautifification partnership with the downtown Jefferson City Association.

6:02 – 6:430

Yes. I'd like to place this on the table for council consideration. Second, we got a motion, a second. you have before you 2025- 61. Yes. This bill or this resolution uh formalizes an agreement with the downtown association for beautifification of downtown uh plantings and and other beautiful material to make our downtown what it is. There's any questions answer. Thank you, Mayor. [snorts]

6:41 – 7:250

Mr. Barrett, reading through the agreement, um, it's a 4-year agreement. Is the 14,000 that covers the whole agreement or is it 14 per year? That's per year. Okay. In my reading, it wasn't clear. So, that's the question. Thank you. All right. Seeing no other questions, you have resolution 2025-61 in front of you for roll. Allers, I Allan, I Hazelton, I Joe, I Camp Peter. Hi, Lester. I Hi, Neely. Hi, Thomas. Hi, Young.

7:23 – 7:410

I resolution is adopted. All right. 2025-62. A resolution authorizing the city of Jefferson to apply for the recreational trails program grant through the Department of Natural Resources. Mr. Griff.

7:39 – 8:180

Thank you, M. Thank you, Mr. Mayor. Uh, this resolution would allow park staff to apply for the recreational trails program grants uh that would assist in the funding of the construction of a parking lot near West Edgewood and Wildwood uh Drive near the restrooms. Uh max the maximum grant funding request can be up to 250,000 uh with a 20% match. It's estimated that the parking lot will cost approximately 150,000. So the estimated match amount is 30,000. I'd be happy to answer any questions. Councilman Allers, I' neglected to see my comments. I'd like to make a motion we put this before the council for a vote. Second.

8:17 – 8:510

All right. We've got it on the table now. So any questions on the comments? Councilwoman, can you just remind us the importance of this parking uh space because I know you're needing it for some maintenance um and other things. And that match coming out of capital I'll ask two questions. You could answer them all at once. That match coming out of the capital improvements, that's the parks and wreck percentage coming out of your percentage. Yeah. So it would come out of the capital improvements uh out of the parks fund. Okay.

8:49 – 9:340

Yes. And then to answer your question where Wildwood uh once stopped um that was a prime parking spot for a lot of people and it was also allowed access to the restroom um that's right there and then also our parks maintenance trucks so we could service the restroom. So this rest or this parking lot is definitely needed in that area to accommodate our visitors and staff. Thank you. All right, see no other questions. You've got resolution 2025-62 in front of you for roll call vote. Allan I Hzelson I Joe I Camper Hi Lester Hi Michael. Hi Millie. Hi Thomas. Hi Young. Hi Hollers.

9:33 – 10:020

I resolution is adopted. All right. 20 resolution 2025-63. A resolution authorizing the city of Jefferson to apply for the Our Town Program grant through the National Endowment for the Arts. I'll catch you on the front side. Councilman, I'd like to make a motion to we bring this item before the council for a vote. Second motion and second, Mr. Brack.

10:00 – 10:370

Thank you again, Mr. Mayor. Uh this resolution would allow park staff to apply for the town program grants. Uh this was would assist in the funding of a communitywide creative placemaking sculpture project uh to be installed at various locations and parks and public spaces throughout Jefferson City. The maximum grant funding request is 100,000 requires a 50% match. So the estimated cost to the city would be 50,000 mark. I'd be happy to answer any questions. Councilman Thomas.

10:35 – 10:590

Thank you Mr. Mayor. Mr. Griffith, um I assume that you guys are are locked in with the downtown um and Main Street program or understand that that's going on. Yes, we are. Yeah, we certainly are. We're actively uh engaged in those meetings. We have staff that are present talk through those projects as well.

10:56 – 11:410

Excellent. Um, [snorts] I have I have family out in Denver and I had occasion to stop into Salena, Kansas, um, on my last road trip, which I highly recommend a stop for everybody. But the statuary and art and murals and stuff that they have all up and down, frankly, the dusty Kansas town is just fabulous. So anyway, I'm happy to see this. Thank you. Thank you. All right, see no other questions. You have resolution 2025-63 in front of you for roll call. Hazelton, hi. Joe, I Camper. Hi, Lester. Hi, Michael. Hi, Neely. Hi, Thomas. Hi, Young.

11:41 – 12:180

Hi, Hollers. I resolution is adopted. Right. Resolution 2025-64. A resolution authorizing the city of Jefferson to apply for a historic preservation fund grant for a southside old Munichburg survey project. Yes. I'd like to place this on the table for council consideration. Second. All right. We got a motion with a second. You have 2025-64. Mr. Helmick. And you already told us you had backup just in case.

12:16 – 12:390

I do. Um, so as the clerk said, this is a resolution to apply for a historic preservation fund grant. Um, the total project is $39,000 and it is a 60/40 match. Um, this would be a survey of the historic southside old Munich area. Um, I do have Rachel Cindy with me as well. Um, for any questions,

12:42 – 14:030

thank you. Can you address the uh question related to this area? Hasn't it been surveyed in the past and what's the benefit of doing survey? Yes. So, part of the survey area has been surveyed. Um it was done in 1995. Um so, we can no longer use that survey to get any further National Register listings. Um, so the benefit of doing a survey is to get things listed on the National Register and that just opens up uh private property owner to tax credits and then it opens up the city to be able to put grant funds in those areas. Um I intended to abstain on the resolution uh 202562 and we'll need to abstain on this resolution as well for the work that I do that can be amended. Thank you. We got to look to our legal counsel, but we've already taken a vote on that. Yeah, you you can't un unring the bell, but uh you're not in charge of these grants, I don't think. So, it's not a conflict of interest.

14:01 – 14:430

No, I I don't think the the record can be done. I just want to make the public comment to cover that next. All right. You have 2025-64 in front of you for roll. Job. I am Peter. Hi, Lester. Hi, Gel. Hi, Neely. Second Thomas. Hi. Young. Hi. Hollers. I Allan. Hi. Hazelton. I. Resolution is adopted. Right. 2025-65. This resolution would reappoint three current directors on the MSPCID board whose terms have expired. All right, seeing no questions. You have 2025-65 in front of you for roll call vote. Camp Peter.
