here okay so uh we can move on to the approval of the meeting these minutes do everyone had a chance to them over and directions or additions to the um minutes from the meeting on January 20th of 2025 I'll move to approve second all in favor hi hi anybody opposed Mission carries so uh we'll open the public hearing for the uh zoning of the property at uh in section 12 of Fairfield Township uh since near the 84st street on at Springville Road so we have anybody that wants to speak uh we a place to go want to give us an overview you want me to do a rundown what's going on first thank you I'm sorry I'm I'm not hearing it very well Mike go ahead Lor okay so um there's a two acre tract of land north of Springville on 84th Street in 387th Avenue the track is currently owned owned by Wy or excuse me Willie Brothers Farms LLC the applicant is a speville LLC um the representative is John Paul baric um and their proposal is to um place a data processing business on that two acres site there north of Preston it's going to be a it would be a modular Data Center and um it would be a demand response load resource right next to the

substation it is said to even out the supply and demand of power on the makoka electric um makoka Valley Electric um lines um in your paperwork there's also a um plot plan that shows what would be on the site it it shows the parking spots a work trailer storage containers two of them and then the the four Modular Buildings um and whoever the representative is there from um Aur my my interpretation of this it shows the input and the output the airflow where the um where the ventilations and the fan would be U my understanding also is this is air cooled and not water cooled um that they're proposing to put to put here um I'll just I'll just defer now over to whoever's there from the the company here representing capital um another comp the L here um I do have some handouts a little more information on the [Music] company support from the uh electric company anybody that um so yes so we are here requesting uh approval for a conditional use permit um for this property um as you can see up

here um the the plot plan we do we are planning on air cool um with this uh one of the pages it does show the fans the way that we have it set up is the fan direction will be facing away from the closest residence um which is like within 675 ft of this location that sorry so the the way that that this is set up the way that we have the uh the site set up is that the fans it will be uh air cooled and the fans are facing the opposite direction so we'll be the most of the noise will be going out this way where the prop property the closest property which is like 675 ft away from this um site that's the closest um and we do have that in the packet where the site plans are and it also out the the distance between each of them so be facing the South that Beast [Music] but um yeah so I I can say I can talk a little bit about orm Capital um so we've been in business with um here in Iowa since 2019 um we currently have about 25 megawatts of active operations across Iowa um we have locations in Northwest Iowa Central Iowa and um now we um are looking to move here to more of the Eastern uh part of Iowa um with this we've been a trusted

partner um in Iowa's uh energy sector since 2019 and we are just looking to expand our footprint here um we do um she did mention that we do um use demand side management um with that it helps optimize energy use instead of just increasing the power generation it shifts energy use to off peak time reduces The Strain on the grid and improves overall Energy Efficiency and that's us working with the um Power um with the demand side management um it does have benefits to the community um with lower uh electricity cost fewer power outages improves great liability um reduces the need of power uh new power power plants excuse me and environmental friendly um it saves the community money enhances grid stability and supports economic growth and promotes uh stability um within the grid how big is this facility going to be in comparison to your other facilities that are going to be here how many Meads it's actually quite small so um right now we have our our smallest one is five megawatts so this will be half of that size how many computers uh that I I may I I can get that answer I I don't have that this size what's the do they have R um so on that um with the decimal reading so right now uh the way that it is um we would be about 46 deals res um and that is within just like normal

noise um so once you get past kind of so we have the outside here from the previous location and if you're on the side of the exhaust bands um you know so if you're 409 ft in front of the exhaust bands it was like two decb and then if you're on the opposite side um we had a reading from 370 ft on the opposite side and it was down to 44 VES um so you have facilities in Woodbury and um I think gry counties okay and when you went back into try and have a second data center put in or bit Bitcoin mining Center put in you were turn down you know why um I I think it was just the public um I'm not really sure what the full reason um Bry County I don't think we've been turned down yet but um uh wood Barry I know is is still in consideration like there's still other sites within Woodberry or around that those areas that are still in consider that were turned down yeah what's the difference between r capital Investments and Mining store uh it's just the mother company excuse me but I'm new at this my first reading sorry so apparently we can't have the public speak this representative okay um so yeah so um anyways within the packet you can see um just there's a couple case studies that are on the back um some information on just you know um energy grid waste um

and a case study that was done um that just shows um you know the the benefits of our um cooperation with the the um we also have the benefits of the um state and local taxes um as well as with a site this side we would have two full-time employees those employees we offer full-time benefits housing um gym memberships they're around here but um so we do um with this site we have two fulltime employees how many people in the construction they specialized to work in the construction of the actual I like yeah so um we don't really do any like real construction other than like the dirt work around it everything's pretty much free pre bad um that we put in um but we do work with um a li Ed uh electrician who does all of our um electrical work so in your other facilities do you usually have do you bring like these two employees in from somewhere else or do you try and find them locally we try to find them locally L you want to continue on then um no I'm just listening so we're good I have no comments I guess now if um um um you want to go ahead and open it up for the public with comments and concerns and also I I don't know um if you're I don't know how you guys want to

polies that you're using electricity when there's a load of the the electric company so we work very closely with them they're in support of this they're in support of electricity yes we have a letter of support from them um is there a business is sell on electricity right right that's all I have for um but you know it's it's not just about selling electricity I mean it's also you know that's kind of where those um the case study comes in and just talking about how the relationship between the electric company and us coming in to help stabilize that because if the energy the doesn't it goes unused then there can be more problems there than us coming in and and helping use that that load so and again we work very closely with them to shut off when you need to be shut off um we get bed very highly or we pay high bills you know um if we don't follow those rules so you know it's in our benefit to work very closely with them and and you know follow those guidelines oh they got long so far again that's not my business to I'm not going to sit here and speak for the electric company so like I said we have a letter of support and that's all I can go from at this point here's what I'll say as a member of the makoka Valley Electric Cooperative um to be perfectly honest the coka valley has been very good to us as a farm family and if they can sell more electricity and give all of us a cheaper rate because electricity is very much like a commodity if you can buy more you can get it at a cheaper rate and if they can pass that on to us now I don't know if that I I would assume that they would um

they've been very fair to us um so the other part of it is I like my dividend checks that I get every year from the poker valy so they they're very fair with rate increases um in my personal opinion they've been very good with us so I hope you guys aren't going to bash my electric company because I I'm very happy with them um I want to say something I've been quiet here I'm not GNA uh participate in the vote or in any of the discussion because I am on the makoka Valley Electric Board so thank you Monica um I will answer any questions concerning this and uh makoka Valley Electric's part in this is we are obligated by our tariff to supply power to any business that comes in and um get zoned correctly so this to us is no different than if a manufacturer came in or somebody built a house if they you know ask us for power according to our tariff we're required to supply it and so we're just simply suppliers of electricity on this now in the in the past D stus and in the past from the other locations has electricity is a tendency electricity in the price for the neighboring um neighboring area does it does it affected price of it I mean does it seem like it goes up so with us in the it usually lowers it for you or it Remains the Same us coming in is not going to higher or um raise

your rates at all it's it's at least going to keep them stable or lower them another question I have livestock right alongside of the the cow Pastor house baby CS right alongside where this would be purchased um do that fact their um deception rate I mean anything of that sort is there anything there's no evidence to show anything um I mean this is just fans and inside the pods are miners like computer boxes running so there shouldn't be anything that would radiate out to your yeah your livestock or even to humans um and a lot of our spots we are right next to um uh I believe we have a hog process or not hog processing but a hog lot um next to one of ours we have cattle so we in almost all of our locations we are very close to livestock and we've seen no detriment to their can I ask what the size of this picture is in height in length is it is it in here is oh no I don't believe it's in the packet um but there I mean it would be like a probably the size of like a single wide trailer but each pod yeah like each pod be like a and this is exactly what it looks like it's not like these are going to be in another building or a structure over these yeah correct so that's that's actually a picture from one of our current locations um St Anthony and so that is what the pods would actually look like very SAR maybe a different configuration like you could see on your mapping but um it those would be what it would look like the blue part is where the fans ex

exactly enure burned in January yes so do you find out what that fire no we believe it was a space heater um why were those enclosed and open uh that one was one of our that was actually our First Sight um so it was just one of those it things just started coming and we needed to find a a quick um way to like uh store some of that that equipment so we still had pods that were around it which you probably can't see that but um so the the hoop Barn was just a was supposed to be temporary but you know um it end up staying until it it did um but yeah so in that same area we're we're adding more pods air pods is this as big as it would go the or would there be any chance in the future you would add to that um there there could be possibility of growth but at this time um you this is this is it so well I can't tell will this take up the entire plot um I you wanted to add five that would it be possible the way it's currently configured um I don't know the exact acreage that we currently have but I think the way that it's configured I think this would probably be um the max that we would have at at [Music] that to proposed site messed up and just wondering um it's in the proposed areas kind of a lower area lower wet weather area that stuff and then we have um water we that drains down to that area

okay question so at the end of this 10 year what is the of that okay this gentleman just said they were purchasing the property locations are so but that still doesn't what happen either retire the site um I mean like I said most of our the equipment that we have are um our buildings are are leas you know those so those would you know be returned or we would continue to um you know uh we had to get another um uh Mission or whatever you know to continue running if if that was still um viable so at the end of 10 years you can build and remove yes yeah they only get sat on a um concrete slab so they are not bu yeah so going forward with that just so you know most of the other people know I'm a County Supervisor here so you would still at the end of the 10 years be responsible for the ground or maintaining the ground keeping it clean any waste debris or whatever type that way I'm assuming and then um another question I had was you did say if I wasn't mistaken like during Peak energy times that you would be shutting down because obviously you don't want to pay exactly them high peak bills either because that would probably after yeah I mean there we have programs that we you know there's usually times they'll notify us ahead of time that say Hey you guys need to shut down during this time and this time and so you know we have either someone on site or by a push of a button we can shut everything down um

and so we're using minimal energy at that time okay and then are these classified as Portable Buildings yes I I believe because they they're they're not a permanent structure so they're not built so then they're not like taxable or the only thing that would be taxable would be the land um nin can I interject yeah okay so even though they're technically classified as portable and they can be removed they will be connected by a source they'll be connected by um um conduit or whatever electrical wiring is they will not be cons I am confident they will not be considered as um is U they'll be considered real estate is my understanding and then I think one of the big questions that I've heard from people in the public is what what type of would our fire departments need for fire suppression um so normal I mean there's there's nothing hazardous that we have in you know other than the computer boxes themselves so you know there there's not like a Hazmat or anything um specific that you would need um like the fire that we just had at Rose it was just the fire department um and water supply so basically then Valley would cut power and they would drown with water yes I'm sorry I can't sorry that's correct this is a metal building or metal pod so um fire it has to catch on wood so um there was a question here in the chat of everything can catch on fire uh so what's catching on there's no wood there uh other than you know the original facility that we sadly burnt down also the question on

sales tax um we do pay sales tax on energy roughly $660,000 a year will be paid to the taxes um for this facility I think the question was more geared around um property taxes versus sales tax understand any questions here stus again my brother had mentioned about because we on the land to the east of it um I don't know if they realize but that's a pretty good size Waterway there probably 40 acres that come through right right through that site and you go further to the west and to the to the South it starts climbing the hills so the water is going to have to go through this area um I don't know if they I would think they realize that but there's to go up around it's it's quite a raise to for the water to go up to keep going to the South to go around here because the hill races at the same time I don't know if you put Culver in or what you do but uh that is a con a real concern because it'd be flooded on the upper side if that would be shut off for my pass are so Trent the land owner did let us know about that and we will work with a civil group and we will install CTS at this facility uh to ensure that the water can be dispersed and that the land is elevated high enough so it doesn't affect the servers or the equipment and we did check we do check Iowa um flood records and uh the flooding zones and to make sure that the land is not in any uh flood plane because it does take like 40 acres drain into this Waterway for sure so just that third wir

excuse me um I'm Aaron tummy my parents are Rhonda and Randy Rowan who own the property that it's closest to the propos so just a little fact from the EPA website that I found um I think you quoted 46 Aver correct so EPA site says a level of 45 55 Deb is enough um to prevent or excuse me to cause activity interference annoyance and these levels will affect spoken conversation sleeping working and Recreation so it do a bit sense purchase the acreage however many years ago it was never a concern um I don't think they anticipated having an acreage at the end of a dead in lanane with Timber and crop Lanes drowning it and having to worry about noise sense and I know it's a concern but I I really you know it's it's a concern it it is a concern yes and I mean well I mean but yeah it's and the decimals are very low at that you know it's it's basic you know conversation noise you know so um but yeah I mean it's we look to be good neighbors so you know there are things that we can do to mitigate like if if they feel that the noise is too much or what you know we we want to be good neighbors so and we are willing to work and and help mitigate anything that we need to so by trying to face the fans away from the residents is one way that we're trying to mitigate that you know that noise reduction for them would there be any other options for KN medication besides the direction of the things I H in here sorry I'm Charlie I'm the landing or Capital Ventures so down here to miate sound Tre we use

barriers we use whatever the last thing we want to do is set up 10 years here and put millions of dollars of infrastructure into this property and then take everybody off and then have to come back here in a year and set in front of all the people that we here because we're not um we're not going to come in and tell you that we're going to put building and nobody smell anything it's uh an operation that is loud where it's located it's kind of got the bottom of the hill um so we're not worried at 500 ft that we're going to bother any so if you if you think you can hear the refrigerator running from 100 ft away that's basically that's right here you're not going to be able to hear at greater than 500 um we the one thing that we haven't done yet is taking ambient temperature noises out of property and then went and taking noise at a property over 500 ft away after we're running um that is going to be done here this year um and so it's if I live for that is my goal is to be 500 ft or more away from a property that is actually going to have res involved with it so um that's that's where our safety moment is like I said we're not going to throw $1 million Investments millions of dollars I think this 1.1 million is this particular site just come back here in a year and have take and do things differ so when Tasha said we want good neighbors we want to be good neighbors we don't want to take anybody off if I have to put a barrier find trees if we have to do anything like that um then we do it our projects are not halfhazard we have a civil engineers that actually sit down and design everything out so for your sake of of the water and drainage and things like that we know that happens we're not just guys that hire a couple you know guys in a pickup truck that lay slab down um it's a 4inch concrete slab we're a professional setup I know some of the pictures that TSH was

put in the the booklet um shows that everything is perfect everything is neat everything is just you know the way it should be so um there are people in this industry that have bad names they come in they put all this stuff inside semi- trucks and they wheel it into neighborhoods and they plug it in power and sit there and make as much noise as possible the wheels go flat on the on the trailers and Tra on the flat beds and there's just a lot of different things within this particular field that there are FL by companies out there we have uh seven Banks behind us right now with a pocket book of $1.1 billion dollar that they're starting to invest in us as a company so we're we're not just going to come in and start throwing stuff around we take care of our property we're not going to let we between our rocks we're going to have a maintenance guy it's going to be a full-time guy they do take care of different sites but it's not it's not something that you're going to drive by and see an i or you're going to have your window down when you drive by it are you going to hear it absolutely you're going to hear but other than that it's you know will mitigate whatever problems come up um I will give anybody here my phone number I also have a copy of the Inc letter stating that they're fing with us using the power um and I don't know sir if you can particularly know this particular we substation is it owned by Inc or is it owned by yeah Valley Electric ownes and Sub Station many times when I go into communities the sub stations are not owned by the actual Cooperative they're owned by the generation and transmission comp and that generational transmission company sets a value aside for some of these substations and some of those values can be $35,000 a month in charge so when we come into communities and there's a substation sitting there that's being used by 10% they're throwing money in a hole and that's kind of what Inc is doing so to speak but they're not actually paying rent on it but you guys are paying rent on it so now we're taking the capacity of that substation and making that substation

actually viable and it's making money so instead of robbing power from you or thinking that your power's going to go up because we're going to use at all your power will actually stabilize and most likely could possibly go down because we're using enough power we're adding to their operating budget that like they've never seen before some of the communities we go into we use more power than the actual Town uses itself so we stabilize power sometimes we bring it down but you're not going to have to worry about going on so if anybody has any questions for me feel free so I I've got one comment because you said that you've got cattle over there so are you weeding calvs over in that area if you're winning Cales and if you're talking about noise over there I can guarantee you that Wing Cales are much louder than 50 DB I hear about 200 of them every spring so if you're hearing that and if you're going to complain about 50 DB that's that's kind of a big difference I 247 365 I living there for 20 years I don't have never heard some C Bing or I live on a farm myself I understand what sounds like but I tell you that's that's 50 DB is probably lower than what I'm talking right now so I'm not discounting worrying about the noise level but I can tell you that 48 DB is not a lot you have to wear hearing protection in a manufacturing plant at 85 to 90 Deb half of that is is what we're talking about here and the EPA says 45 to 55 is considered

in 247 I would like to see the studies behind the EPA i' I'm and I will look at that I'm a little ler of what the govern has been putting out there lately what are the be bubbles of Des put out that if you're right up against it uh I'm just talking that like you fluctuate if that's what you're asking it's gonna always be the same white noise until we're shut up it's not when you're using more power it's not making more noise or anything there's no acceleration to it it's either on that's that's all there's to it we go from you know our highest peak load down to about what your house uses in less than 5 minutes when we sh shut off we do have a little triple that that sits there and kind of puts everything on idle as soon as it says that okay you guys are turn back on again the power Dro down to level comfortable pay right back off so being an average of 46 pretty much steady and it's like I said it's it's a like your fan in your bedroom I want to say it's in your bedroom but it's that noise it's all so it's not like beeping hking ing cows or anything like that it's just a steady sound and once again um we're confident that 5ud stud on exposure to close neers that the properties it's you wouldn't have any other any EMF out of that anymore that substation would get out and then I did you have any where did you back your data from since been in business for 10 years with the life expectancy of these being 10 years do you did you do you have any data that you provide where you got them I I don't um as far as these buildings are concerned they can be repurposed so um

we shipping we can buy new new servers and put them in here and use it as as a data center for files process credit card processing the biggest push right now is artificial intelligence so the run for data processing and the run for artificial intelligence is woring the heck out of people and I don't know if anybody in this room knows about Dwayne arold and seid because of there's also one in Michigan and think Pennsylvania so there's three power plants that were nuclear power plants that were all decommissioned that are all now coming back online for this so I don't see in 10 years if the service is going to go away if anything what happens is the computers get smaller faster and more efficient so we can stick more into the building so we can expand that way and it kind of just matters on where the X Factor is how much AI can we generate and then how much power is going to cost to where you hit that okay it cost too much to run in this particular location so um we need to pick up and move these spot to either another location or change what we're doing with it to be able to make it more affordable and I think originally the 10 years was more the leases that we did have other than the purchasing but the were the Lee been trying to ask something what is your closest comparable site location maybe gry County yeah it would be Union or gry County would be probably the closest that we have up in still by the fire still operational yeah the main one I think it was six or 800 servers Reed but we still

have the units that we have pictured on the outside that we bu out we sometimes will take and and bu out the substations and great feers puts like that so we can get more power out substations I believe that's what we I would like to ask so when you say you shut down you're shutting down the fans you're shutting down your whole computer system you have a battery backup or you just you're not operating at all everything is completely no it's never it's never completely s the fans will will come down um and the computer will basically sit title and do nothing so like I said we'll we'll go from you know 10 megawatts not saying in this location 10 megawatts down to I think it's somewhere around 12200 below kilowatt hours in a matter of five minutes then we just sit there very quietly until the power becomes more affordable for us we back so it's not affecting your work for your customers yes it okay yeah and they know that if they want a non-interruptible rate like what meta would do what um uh X would do what yeah what alphabet would do um then they know that they're going to pay for it so there will be sites that are going to be developed out back we're building one up in Wisconsin right now there's a very large one about 600 megawatts is what we're looking at per a Target which that's quite large um it will take about 450 acres of land so that would be a different story that would be a non-interruptible service that would have to run 247 will that be Ling too no process AR so basically they're kind of like a mini they're all servers that you're putting in correct so it's like a

mini station of what is in De Moine like with Google or alphabet and Facebook and apple they all have data centers in De Moine yes and in in in P County which are they're actually quite large there so this is just a mini what's there correct um I think it's alphabet which is Google um is putting it a 75 million doll investment in my town in C where I'm yeah so um we're not trying to Target those top seven companies that use it we're trying to Target the 400 that are below that needed um if you look at how expensive that is coming along in California so here in Iowa Wisconsin um and Oklahoma is where we're kind of concentrating on uh we pay about 4 cents a kilowatt hour it's all in and um if you look at going out to California they're at 68 cents so if you're using 5 megaw of power in Iowa you know utility gos a couple hundred thousand using that out in California you're talking couple million dollars so people are having to abandon and run everything remotely and so all this is coming from east and west coast into the center of the United States and Iowa was getting to be pretty cool 15 years ago I worked for IBM in debuk and I managed customers who had servers in Lexington Kentucky uh we had another two in Colorado and then I think another one in Georgia and so very similar where we would keep track of the the storage units and yeah and what we do is we target companies that don't want to do that that don't want to pay five people or three people to sit and maintain servies all day long and pay for the extraordin
