I'm not on your agenda, the way I just very very briefly, uh, two or three weeks ago, I saw Chair Schwinker just on the community, and you talked about the cities needing to certify a letter for this special levy on the dispatch agreement to attorney keys. I've done that. I largely assume the other cities are going to piggyback off of that letter. Um, so at this point I think the ball is entirely in your court to draft the agreement and um and any way we can be a help in that. I guess what I guess my question what would the agreement we draft if does your attorney say it's okay to use the emergency management? It's got to be a commission. Okay.

Why this is needed and you know I I know they're going to approve it. So I mean

So to me, it's okay. Let's establish the local emergency management commission, have them perform the same function if that's the way the state wants us to to run it. Well, we have three new interpretive signs that we have developed for the historic insane asylum, and we would like your permission to have those produced and installed at the site. I believe they're 24 by 36. What we're doing is we have three posts that were um originally up for the demonstration farm, which no longer exists at that site. And so we're reusing the metal structures and the local sign company is producing the signs on vinyl and we'll adhere them to those posts and then we'll get them installed at the site. But we wanted you to see the signs. Yeah, I would like that we proposing. Is that one of them? Yes, sir. Okay. I thought that was a presentation. I thought there was a I thought that was a brochure.

So the first step for us was to get a sign company who could produce them and they the local company can produce them for a very minimal charge. but I wanted you we the commission wanted the board of supervisors to see the text because it's the demonstration farm pulls text from the previous signs but the um subject matter and the other ones have not been to my knowledge is not I'm still just a little confused here. So these three pictures that I have here are the actual signs. They're going to be on the 20 all on one. No. Breathe. There's we have three sign structures. So, if you think about what an interpretive sign looks like, it's got either a round or a square. In this case, these structures are square base like a key with a tilted.

The the limestone kils have a set of interpretive signs. They're very similar. Yeah. So 3x six. I think they're 24 by 36 in. And what um what the sign contractor will do is create each of these signs as a vinyl

Yeah. So, what we have um what we've added is information about the fact that this was part of the Jackson County Poor Farm, which is why it's a silos and smoke stacks partner site. And then we use the images and information from the National Register and the history of Jackson County from the 1800s to describe exactly why was there an insane asylum here and what what was it why what did it what was its purpose and and then how it was reused over time

and and so the yeah although the demonstration farm isn't there I I think because we're associated with an agricultural use, it was also good to I thought and you're looking for us to approve the signs so you can get with Jav and have them placed and have the produce and you have that all within your budget. Yeah, I think that's a good idea. I mean more and more people are going to things like that. And I can get one from silos. Yeah, I know. When we stopped at the national parks over the summer, you would walk up and they'd have a little thing and you could scan the QR code and then your phone would read it to you, so you could listen to it if you wanted. Uh first thing on the agenda is a resolution to open uh bridgemon 1331 which is actually the Morehead bridge. So last year when it closed we had a resolution to close it. Well now that the repairs have been made and the bridge is open we should have a official resolution to reopen the bridge back to its 15 ton weight restrictions. So uh that's what the first resolution is. So board our office recommends board approval. 1172.

Next is a resolution to approve the fiscical year 27 CFYP 5-year program and budget. So after we had our public hearing back in February, uh the 5-year program was submitted to the DOT. Uh they reviewed it and had very minimal comments. Uh no projects changed. So uh they made their approvals and that was their approvals were made on March 4th. So, now that they've made their approvals, it is now ready for your approval. Um, so our office recommends approval of the five-year program and associated budget. I move to approve. Second.

Uh, next is fiscal year 27 destination lighting. So, as part of our fiscal year 27 budget, we had in there for two destination lights, uh, similar as we did last year with our TIP grant where we had five of them. Um there the two lights, one will be at the intersection of Bernard Road and E17, which is actually where our over uh concrete overlay project is going to occur this summer. Uh just to guess we're doing that big of an improvement. Be nice to get that intersection lit and kind of do the get the road all looking nice when it's all said and done. Uh the next intersection would be Belleview Cascade Road and 113th Avenue which is the paved road that goes towards Leisure Lake. Um we solicited and received two bids for the intersection lighting uh same biders from last year. Uh one was Stickly Electric and the other was Beakler Electric. Uh the bids were very competitive. I think there was only a few hundred dollars that sep or a few hundred dollar that separated the two. Um the low bidder was uh Beakler Electric. So our office recommends approval of the project to the responsible responsible low bidder to Beer of Beer Electric.

They're proposing just to bore an underground fiber optic to serve. The address 34950 42nd Street. It'll be out to the edge of the rightway and it's all going to be bored. So our office sees no issues with it. So we recommend approval. They'll

And then last is a another utility permit for Makoka Valley Electric um in South Fork Township, section 5. Um it's on 93rd Street. It's a deadend road off of the Caves Road. Um it's for an overhead power line to serve a residence. Uh it's they have where they're going to place the poles approximately right at the right ofway or a couple feet right inside the right of way. Um pretty straightforward. So our office also recommends approval on this. I'd make a motion to approve.

Motion carries Mr. Um a brief update on Channelorth today. Assuming all goes as planned, they should be driving the first pile for um the North Pier. Uh they built their coffer dams over the last few weeks and they had some water come in the hole with the river rising here last week with the rain and snow melt from up north, but the waters have been receding. And again, if all goes as planned, they should be driving the first pile today hopefully. So awesome. So Jaden, Mike here is how many more intersections do we know of that are on hard service that we don't have destination lighting?

I believe there was 11 total. So last year we had five, that would take it down to six. So minus these two, that'd be about four if I'm not mistaken. I'd have to double check, but we should be less than six. Yeah. Okay. Yeah, we're gaining ground there and I sure appreciate that. I mean, again, that that was kind of odd. You got two of them on the um on the cascade that was one was lit, one was not, right? They're only a quarter mile apart from each other. So, it was it was nice to see that one lit. And also, that Leisure Lake one is also very dark. So, yeah.

Yeah. Because I know you have some at Well, there's one at 35th Street or what people call codfish. Um at that intersection with Highway 62, there's an unlit one. Uh Green Island Road and Highway 52 is an unlit one. Uh E17 and Z20 right where our Spring Brook shop is is unlit. Uh there's a couple others, but yeah, the plan is to start addressing these each year. And I don't know, maybe when it gets to fiscal year 28, we just see what we know what they've been costing us. Maybe we just budget and get them all finished. Well, you know, with that said, and I'm sure we discussed this last year when we did the intersection of Bel Cascade and 62, does the state contribute being half of I mean, it's on the state highway like 62 and Catfish. Did the state do anything with us with that?

So last Tuesday was a special election for Makoka Community School District. It was a what they call a ple election or a physical plant and equipment levy election and it was basically to extend the time period of um of that levy. Um there was a potential 5,891 voters. Jackson County conducted the entire election for Clinton County and Debuke County. So what happened is if you have less than 125 voters in your county, you can say to the other county, we don't have enough. um you go ahead and do the election for us. So we did on behalf of Clinton and Debuke County and we did have a whopping 2.1% uh voter turnout between our between the absentee voter and who voted at the polls. We had 124 people participate in the election last week. So, I do have the abstract of the vote that I do need to canvas today and to certify this election. Um, of that 124 votes, there was 103 yes votes and there was 21 no votes. We did a post-election audit yesterday and everything turned out fine. So, we'd like to, I guess, make a make this a wrap for this election and we will forward this information on to the school district and to bond council for the school. So, um, with that being said, I would need a motion to approve the board of canvasers to certify and authorize board signatures on the true and correct abstract of votes cast in Jackson County at the March 3rd, 2026 special Makoka Community School District election as shown by the official abstract and further authorize Auditor Smith to forward the abstract as presented.

Just a quick note, we talked about the the claims there a little bit. I just looked because I knew there was a 80,000 that 80,000 that went to uh uh conservation was to a contractor for the excavation and the finishing of the Bridgeport access, which is really a big improvement on the Bridgeport uh access out there where the where they did all the improvements. So that was that was well and and and I think it's kind of a pass through if I'm not mistaken. I think well he got I think they got about $65,000. So there was a little huge improvement out there. I mean even just looks

Um, I hope we continue to include those kind of boat river accesses at any bridge that we have and I hope Nathan continues going up the up the stream a little bit and and kind of enhancing those because if you look at what goes on in Jones County, they have some rather extravagant um boat ramps that I think are way in excess. They look amazing. I mean, don't get me wrong, but I don't think we need to go that fancy, but it really enhances the river access to for the people and and tourism to the area. So, we need to encourage that. So,

I know they've included that. They didn't they didn't so much coordinate it with uh Chennworth Bridge, but Morehead Bridge, which we're trying to get done.
