This time I'd like to call to order the December 22nd, 2025 Jackson County Commission meeting. Uh, thanks for everyone being here. Um, and at this time like to ask Mr. Ham, our county administrator, please call the role. Mr. Bullying present. Commissioner Kenn. Commissioner Buckner. Commissioner McBride. We do have a quorum. If there one would please stand. I'll ask Mr. Porter off our prayer.
Lord God, our father in heaven, we are truly blessed to live in this wonderful country and this county, especially at this time of year. God, we're so blessed to be able to as the world turns to pay attention to the birth of Jesus. God, we're just so thankful that we can do that. We pray that for peace in this world. We pray for comfort amongst those families that are feeling difficulties right now for whatever reason. We pray you watch over us and guide us all. Thank you for your blessings in Christ's name. Amen.

Uh the agenda is uh in in [clears throat] your tactic. We have three items for new business tonight and we have two items for discussion in our work session. One related to jail budget and one regarding injury uh for courthouse structural repairs. Um, with that, do I have a motion to approve the agenda for the meeting uh, December 22nd, 2025?

First item is the minutes from our December the 8, 2025 meeting and work session. I'll give you a little bit of time to take a take a look.

All in favor say I. Motion carries. Thank you very much. Next item on the agenda is a list of striping candidates for our 2025 for our roads. Uh we had a discussion of this in our previous work session. We have added a few roads to this list this past week. So let me turn it over to the assistant county engineer Gary B.
Oh yes. So yeah. um had several calls about three roads that I've added since Jonathan spoke with me about it for county road 14. So it's 7.8 miles, county road 162 2 miles and then 42 6.2 miles. The plan is just to add center line striping just paint. So we'll have a new total of $46,75. Okay. One thing we did talk about uh we would like to bring back to us later uh county road 17 markers uh that road does get a little particularly in in high fog dens density it gets a little difficult and with buses up and down that road but we'll deal with that with with another what's the time
what's the time frame you're looking at working on this uh it'll most likely be spring, I would guess. Okay. And uh funding for this would come out of what what account? I would recommend fund 119. 119 fund we used last year for estimate. Okay. With that, do I have a motion to approve the work roadway strike list for public? I'll make that motion. We have a motion. Motion carries. Thank you. Next item on the list is a motion to approve a half day holiday for December the 24th. I know there's been some discussion of a whole day, but we have made announcements previously about uh being open half a day on Christmas Eve, particularly for tax purposes. Um, and also to let the public know, I know that the probate office and the revenue office, they will uh be the courthouse will be open between Christmas and New Year's. They will be closed because they will be in the final stages of moving to the courthouse. So, uh, do I have a motion to approve a half day holiday on December the 24th, 2025?

We'll now move to work session. First item of discussion has to do with the jail budget or some some items and the chair. Thanks. So sure, [clears throat]
thank you commissioners chairman. Um, this is a list of items we'd like to get from jail and the sheriff's office out of the money that they have made from the holding state prisoners uh that is being held by the county. So they're asking for roughly $200 $200,000 and you see what it's all being used for. replacement of damaged windows at the jail, cracked windows that are becoming unsafe. I thought that was a pretty good price to replace those windows. Um, we're we're trading in our current firearms for jail and the ones at the jail that have them and the deputies to go to an optics mounted system, which is pretty common nowadays to go to these things. Prove shooting by about 30% on on most people. Um, this is the uh amount that it would be over the tradein value of the current weapons when you trade them back. We're waiting for a quote on stab vests. Um, an upgrade to the fire alarm system. Upgrade to the fire alarm system at the jail. A sign, which I think was in the last request, but they never got around to having it done and they got over 6,000 on that. The all I'm not sure exactly what the safety and protective equipment is for the jail, but it total around 15,000. Now, this inmate tracking system is a system where each inmate that comes in either gets a a badge or a bracelet that has a RFD in it. So, basically when they when they feed, they take a cell phone that's supplied by the company. They click it, this guy's been fed, they go to medical, they click it, it logs it in our computer system. So, it's a it's a way of getting paperless at the jail. Um, it's a pretty neat little system that they supply. That's $15,000 starting fee and 9,000 a year. So you see that there. The drone and we listen, we've estimated high on all these things. We think the drones probably between 12,000, but [clears throat] we think it's uh
it's time for us to get in the 21st century and and have a drone. We've we've used cities on numerous occasions. Been times when we could use them um for finding people that flee. A lot safer than than having to go look for them just, you know, oneon one. Um, so we're asking for a drone this year out of that money. And then the jail's looking for additional cameras at the jail and upgrade some of the cameras. It's a little bit high. It's about $46,000 for all the licenses and things they'll need. Um, this is a quote from Mr. Hamburg. So, these are the things we're asking for this year in that in that fund and we'll hope y'all allow that. Any questions? Any quote,
sir? Uh, when you get your quote, are you going to come back for additional funds for the staff request or I think so. They they just haven't got a quote yet on that. I think there's quite a bit of money still in there. So, [clears throat] plenty to cover this plus more. Uh, yes. I ran it and I would I would show 236,000. That's all that's in there. Uh, because part of it is 39. Okay. starting cash to be used. Um that's that would be the figure I would okay say that we would be safe.
Okay. Um would it be okay to put this on new business by the next meeting? It would be although the I know the pistols and some of the things need to be ordered by the end of the year if we could but if it's okay the price rate the price seem to go up after January sometimes

Uh do we have a motion to approve the change order request uh or the budget amount uh for the jail budget to pro procure the items as listed on the attached sheet that I I'll make a motion and give the sheriff uh the funds that he needs to acquire these items. And let me ask you this, Mr. Chairman, Mr. Ernie, uh, if we have 236 available, if they have a quote, uh, when they get their quote for their vests, we want to just make a motion up to that amount to include those vest that way we reconvene on that.
Would that be similar to you, Sher? Yes, that' be fine. And like I said, I think we've overestimated almost every item just to make sure we got enough. Some of them may be close, but others I think we're over by a little bit. So the motion is to allow furniture up to $230,000. Up to $230,000. Actually, you're actually amending the budget. Motion carries. Thank you. Uh last item in our work session is change order for quite structural repair. uh that change order is in your packet. Uh there's a number of sheets uh detailed explanation behind but I'll give some of the explanation. Uh one item is whenever we look at the uh the design for the what I'll call the foyer uh of the uh annex. uh they had planned to build the stansions concreted into the floor and uh that created a problem for us because if we ever wanted to change the layout of that, we would have had to have taken them out and and redo the flooring in there. And so we we denied that. So we got an $18,844 credit for that. And then we went to the uh the extensions that we currently have there that you you could adjust the the the floor layout and that price was $2,500. Also, we we had been in there at times you could hear the echo and we got concerned about the number with a lot of people in there that that echo would be something that we needed to deal with. And so we uh we tked them to go ahead and put some sand panels in this in the roofing. uh to account for that. And so price for that was $4,873 and some material cost associated with the new with the signage that is going up um to let folks know where the Jackson County courthouse annex is. There'll be a big sign that's out on the front out on the road there, intersection of Liberty and Freedom. And so that uh that uh rework uh that was four 4.3 $4,327. Also, we realize we're going to have to
reworks the drainage in the greenhouse. That is the drains that are at the uh uh just outside at the basement doors on the front of the courthouse. when we have substantial rains, they that tends to not be able to handle the water uh that's there. So, we're having to make an adjustment. So, with the credits that we have and with the additions that we have, the total request for this is $9,091. Um I have talked with PNC and JMR. This is a clo close out last change order that they expect for for this. So this we can wait till the next meeting. So this is change order request and you have the detailed information behind it. But let me open up the signage. Is it digital? No, the signs are uh signs that will be these are signs outside the building that's out on the out on the road and the entrances to all three frontage entrances to the the Any other questions? If not, we'll put this on new business for our next meeting, first meeting in January. So, with that, that's the last item in the work session. Uh let me go to reports from the staff county.
