Ready guys? This time I'd like to call to order the April 28, 2026 Council. Thank you for everybody being here. We have a fairly short agenda tonight. We have about five items on new business. We don't have any items for our work session and we will have a short executive session tonight. Um, at this time I'd like Miss Willis, our inner county administrator, please call the role of establish. Commissioner present. Commissioner Kimemer, present. Commissioner Butner, present. Commissioner McBride present. We do have a quorum. If everyone would please stand, I'll ask Mr.
Let's pray. God, our father in heaven, we're truly blessed to live in this wonderful country in this county. The natural beauty is is just beyond belief where we live and we're so thankful for that. God, we pray we'll always take care of it, be good stewards of the surroundings that we have. We're also thankful, God. We're so thankful for the people of this county, the men and women who work hard every day for us. And uh with for those that work in public service, we're thankful, God. We pray that you'll continue to watch over them and their families at all times. And right now we offer a special prayer for men and women in the armed services who are in harm's way in different areas of the world. We pray that you'll protect them and keep them safe and be with their families. Watch over us all God. In Christ's name we pray. Amen. Amen.

The agenda for tonight is in your packet one addition for me tonight's edition of item 10. As I said earlier, there's a limited for tonight. new business item. Motion carries. We do have the opportunity tonight to say thank you to some folks who serve the people of Jackson County and we are really pleased to have you here. And so guys, a little step Come on. We'll find a space in what we're doing tonight is recognize the folks who have served Jackson County for I think a five and a 10 and and a 15 in a year time. and we truly appreciate the work and service particularly those in our law enforcement community for what you're doing for us every day. Uh Hunter is uh joined the uh uh our organization here and the jail staff in January 2015. Uh and then from 2017 to 2020 a patrol deputy for a while and then in January 2021 uh patrol back patrol deputy in 23 uh patrol sergeant and then in May of 25 was promoted to patrol lieutenant. So honor we just want to give you this certificate. I put this grump off. This certificate of recognition, it really is a certificate to say thank you for the great work you're doing and you're doing to the people of Jackson County. So,
thanks very much for all that you're doing.

David P is joined for 2016 as a patrol deputy and then in 2018 patrol sergeant. And uh we are recognizing David tonight for 10 years of service to the people of Jackson County. And David, thanks so much. I know you're out there on the road every day taking care of us and truly appreciate it. Everything you're doing, sir. There you go. been recognized for 15 years of service to the county and I no way I could memorize all this course I didn't memorize history but
so Andrew has uh as we said been with us 15 years joined the force uh in 2003 and from 200 2003 to 2008 was with the jail. Yes. And uh then came back in 2011. Yes. Back in the jail. And then in 2012 was promoted to corrections sergeant. In 2016 as promoted to lieutenant and then in 2022 was promoted to corrections captain. Yes. And now they put you in charge of all of it.
Yes. Yes sir. Angie, thanks for the great job you're doing with with the jail force and the great work you're doing and great work of all the people that are there that's doing those things for us. If you had a chance to go by the jail and you see what a significant task that is sir, but we can't say thanks enough. But again, this is to say thank you for 15 years of wonderful service. Thank you.
Thank you, ma'am. All right. Okay. So with that, I don't think we have any comments tonight. So we'll move into the new business port. The first item is the motion to adopt annuity from the March 23rd 2016 work session. Those are a motion to adopt the minutes for the March 23rd 26th meeting session.

As mentioned in the work session of last meeting uh we have a change order that is for HVAC uh with our HVAC contract. Um the purpose of this change order was to do some work on unit 3. Unit 3 was not the new system that we put in. Unit 3 was the old system which had needed some work. And so they replaced the dampers. They added some outside air outside air damper and they cleaned the coil uh to make sure that it was functioning properly and integrated with the new system. The total cost of the change order was $29,875. This does not increase the cost of the contract. This was uh covered by uh the contract contingency funds that was available in the contract. Uh so with that does I have a motion to approve and sign the HVAC change order with modern heating and cooling for Jackson County Courthouse.

Next item is uh is one of our annual contract agreements with the top dollar regional council of government. This one is for the sit program that we have. Uh it is effective as of 1 April of this year as usual. We get these a little late and it's agreement between Tarov and Felson County and the purpose is to maintain the existing insurance and benefits counseling program we have for our seniors which is known as the state health insurance program. Now this provides uh all medical eligible individuals in the county uh with information count counseling and assistance in health insurance matters. It's so the terms of this agreement ends April 1st of this year and will terminate March the 31st7. It does have a list of agreements with the responsibility of us, the contractors, and it does provide that far provides $5,000 to help us with staffing uh for the ship program. We have a motion to approve and sign the ship annual contract with product for a motion.

Next item in the in the contract is uh we have a resolution and an agreement with the association of county commissioners of Alabama the liability self attorneys fund. Uh that fund is IRS liability insurance provider for Jackson Jackson County. This is a three-year contract with with them and um and so the resolution is basically whereas Jackson County is a member of the county commission of Alabama uh and funds for the self insurance fund which ended December the third which ends December the 31st 2026 and whereas the representation and service provided by the liability fund is in the best interest of our counties for the protection of our official employees. Whereas Jackson County has agreed to expand the participation in the liability fund beginning January the 1st, 2027 including December the 31st, 2029. Uh this was adopted is effective as of the 17th of April of this year. The participation agreement is also uh in your packet. Uh there's some other items. Uh the terms of the contract again for the period we've talked about January 1st 207 initial first year contribution premium uh participant will be determined by the fall and we will we will get that and incorporate that as a part of our 2027. motion carries thank you item on the agenda for new business is Tonight we will appoint the board member for the E911 board. The opening is for an unexpired firm and the term expiration date July the 1st 2029. We have three applicants that are seeking appointments. Mr. Michael, Johnny Roses with ADP. uh of note we will have upcoming shortly a DHR appointment and Mr. Michael Proctor has also for consideration for appointment to that board. Um Mr. Proctor submitted an email that is in your packet. He has significant interest in the 911 center and he has had served in a number of roles with volunteer fire departments in different ministries across our county over the last 30 years. Mr. Robinson has submitted a letter of request and uh he has u recently retired after 13 years of dedicated service to Jackson County E911 including eight years as the executive director of our E91 center. He has been a resident of Jackson County for the past 40 years. And during that time uh or during his time as director, he worked to strengthen and modernize the emergency communications in infrastructure and help lead the implementation of the countywide computer dispatch system. Um he remains actively engaged with agencies throughout the county and fostering collaboration to ensure the 911 system
met the evolving needs of first responders and and public. Mr. submitted also a letter that appears to be considered. He is a lifelong resident of Jackson County. He is a firefighter in the Dutton Volunteer Fire Department with 52 years service and also a captain of the Scottsboro Jackson County Rescue Squad with 49 years of service. Uh he has served 10 years with the Dutton water on the Dutton water board and also a serves on the Jackson County soil water board. uh he's always had an interest in the communications between Jackson between the E911 system and Jackson County Emergency Services and so he is making his request to be a member of the 911 for so with that uh first let me say thanks to all three who have applied for consideration. uh they each bring a great uh service to our counties and we truly appreciate that. So at this time do I have a motion to nominate a member and appoint member as a board member of the evening one for the United
if I may. I would like to say that I know all three of these gentlemen and they're all wonderful people and and too bad we can only choose one with that. I would like to nominate Johnny Robinson. We have a motion to nominate Johnny Robinson. Do I have a second? We don't second. So at this time, roll call vote, please. Commissioner Dolly, I'm going to abstain only because Mr. Pig had reached out to me and I was, you know, want to nominate him. So maybe we can look at him in a in a future capacity on this. Commissioner Kenner, yes. Commissioner Butner, uh,
yes, sir. And Commissioner McBride, yes. And we have three yeses and one extension. And so, Mr. Robinson will be appointed for the unexpired term for the United Board. That's the last item that we have on our new business. With that, we'll move to reports from the staff. County administrator. Okay. Nothing. Sheriff, anything? Have you got anything else to add? Okay. Uh, none of us move to comments from the commission. Uh, Commissioner Bell.
I just like to thank all the employees for their hard work and then I hope everyone stays weathering the uh in storm coming up. Commissioner Kmer, it seems like employees that got awarded for their services even seems like we may be seeing less and less of that long period of service in some ways around the county and I'm just so glad to see that.
Commissioner Bner, I want to echo everything that's been said. Um, again, we we can't do it without our wonderful employees, and uh it's it's such a pleasure to see the good work they're doing, the responsiveness they have, and so again, we want to be weather aware. I know uh some people downstairs are going to have a long night and and hopefully hopefully our sheriff's department and our public works uh they don't they don't have much to do tonight except rest up. Thank you.

It's a selfless act of to volunteer your time and um I'm away from family to serve our county and we appreciate it. U stay weather aware and be safe.
