At this time, I'd like to call to order the March 9, 202 Johnson County mission meeting. Thanks for everyone being here. We have a number of items both for new business and work session tonight to discuss. This time I'd like to ask Mr. Henry to county administrator, please call the role to establish. If everyone will please stand to read our pledge. God our father in heaven, we we bow before you and offer thanks for the blessings that we have individually and as a community. Uh we acknowledge the change of seasons that we're about to begin. And God, we're just so thankful for that. But right now, God, we offer a special prayer for men and women in the armed services that are in the harm's way, those that are fighting today uh that that are in in peril of losing their lives and and working for us, God, to maintain our freedom. So, God, we're thankful for them. We pray that they will have success. We pray that they will uh be safe. We pray for their families as they're worried about them. And we pray for comfort for them. God, we just pray for our entire country that we can come together in unity uh for for your purposes. So God, we pray all these things in Christ's name. Amen.

Next item is uh we discussed at our last work session was a request by the uh IT director Ross Boston for uh purchase of painting but funds that will be used in our taxes county courthouse annex and the death county house. Yeah. So we had those two companies. I had brought to you one in the first session. I brought you two in the second one. Uh my recommendation is going with the C1 company uh for reasons that we can do future upgrades to our access controls cameras and all can be eventually tied together where the uh the other company is kind of a standalone panic but system. Uh, also long-term at the 5year mark, we we start saving money by sticking with the seed one, even though it's a higher problem. Okay, any questions? That's the last item in the new business portion of our meeting. We will now move into work session. First up is uh art director. You know, he talked to us. He is requesting us consider purchase of a new moore and surplusing of an old mos. Thank you, Mr. Chairman and commissioners. U we would like to um take a look at replacing the oldest mower that we have in our fleet and that mower is three years old. We're trying to keep a three-year rotation. So, we've solicited we got in quite a few already. We've got looks like two more machines coming from one of the vendors and we'd like to also surplus that oldest mold. So, have you taken a look at this recommendation on
I do we we receive quotes from seven different brands, seven different vendors on nine different machines and the the prices are range between 105 and about $15,800 rather than nine machines. those. The one that I would recommend is kind of right in the middle. It's John Deere Z930, which is the mold as we currently have on our plate. John Deere
Z930 69. Yes, that's it. And if if we surplus the old motor, we would run it through the inside. Are you partial the gas or just gas? All all the gas, right? Okay. Any questions? So the recommendation again for the next meeting surplus.

Thank you. Next up, we have a number of items works regarding the 26 program. So, let me turn that over to the county. before you uh you start as uh the uh relative in terms of miles last work session 2.5 miles u plus we did have I think district two and district four added some mileage there still that was available for addition to that and um And then as we took a look at our funding that's left over from our bond program. Um and I'll let the county administrator discuss that we had some mileage that we could additional mileage we could allocate which was about8 miles per district. Uh so in your sheet you have this sheet. So if you uh if you look around there on that that sheet in your packet uh you'll find this this sheet here um starts off with $538,48629. that is the amount of money at the end of um January that was left in the Rebuild Alabama bond refunds.
Um and then just going down uh there is still $10,478 um that was previously obligated uh out of a $200,000 obligation left to FIN. uh putting that remaining amount at $528,000. Um then there are two items for the fiscal year 2025 local road program. Um so out of the $200,000 that were were previously approved, there was an overture of uh $10,579. Um and then there's the additional 1.75 miles that are still needed. Uh which Jonathan provided a estimate on the cost of that. So what's needed as far as approval uh to spend money of these rebuild Alabama bond funds is $188,30. Um, so when you compare that to the starting our starting which is trial balance amount, there's $339,978 remaining that can be provided that 188 is obligated to the fiscal year 25 rooms. um that is still available in the bank to scope.
Well, we look at that 177 takes care of the I think half a mile for district two and one and a quarter mile for district 4 and the 339 339,000 that's where we allocated the8 mile per district to each other. So with that um is in doculating you go uh using rows tonight Jonathan has provided you a list of candidate rows I know some of you've already talked to them but for discussion tonight like you identify the date and then for the next meeting we will vote to approve those roads district go ahead
thank you Um, thank you for that work, M. I agree with those figures and I believe that lines up with the last discussion we had when we left it at road selection. So, um, we want to help you in any way with that selection. If you're struggling with any of that or we need to go back and review again, we certainly want to do that. If there are any questions we can answer now, we want to do that. Also,
what I'd like to see is I think everybody's had a chance to look so identify roads tonight if commissioner Mr. Um so after review of the list and and coordinating with the engineer uh I've selected county road 287 which is 7/10 of a mile to be totally resurfaced and then I'm going to take the uh balance of my 3 point I think there was it was it 2.6 six I had left after we subtracted it
uh to be divided evenly for street patching on county road 91 and county road 75 on the worst spots of those roads to be determined by area divided the 2.6 six evenly those that way. Uh you know we covered I've always divided evenly between the mountain and valley but uh on this last go around strip haven I needed to do some more uh on sand mountain we did that at Bryant. So uh hog jaw valley can road 91 I mean there's 14.5 14.6 miles of road there and 4.7 on county road 75. We just don't have the mileage to do that. But I feel like using a strip paving program to do the worst parts of that and divide that 2.6 between those maybe we can uh put a a dent in some of the bad places on the worst places on those roads and then 287 is in really bad shape and Stevenson that 7/10 of a mile. Uh we'll take care of that.

First of all, I'd like to say thank you to Jonathan and his work crazy riding roads for the last few days. I don't know how many days that was, but I bet it was a lot on top of what I know, too. So, we have worked together and come up with a plan to try to help the mountain side road on 33 from top down. I think that was a mile and a half. uh 456.6 miles of that 766 and 765 together was point4 of a fourth of a mile and 107 was 1.3 which comes total of 3.8 miles. Appreciate all the help to all that you

So 765 456 and one off that was one three miles on seven right district three I'm gonna try to be I'm gonna try to be simple u county road 18 from uh 124 to the State Department facility there. And then I want a similar request that Commissioner Gully said for County Road 30 with my remaining 2.1 miles uh to to pick the worst spots on that and get that get that as as far as we can go.
Okay. District 4. Okay. Um, Johnson, was that road camera 32.1 or two? 2.1. Okay. No, I I selected county road 32.1 miles. 184 and 284 1.4. That's 35. Then county road 3 3/10 38. And then we said 140 810. Is that right? Yes, sir. And that got me at 46, which is where I need to be. So count 10 140.
Oh, 140. Okay. That's that's And just so just so you know, I'm sorry. That 140 is not that entire route. It's it's from the Trust Bridge south. That's point A. So that puts it about the Lucky Seven property, right? That's the worst part of it through there. Yes. Okay. So, Jonathan, if you'll put that together and bring that to us next. Thank you all. Thank you. Next is the allocation of the rebuild funding for that. We'll also put this on new business for the next session. There's two motions that we'll bring forward, but this is to make sure that we properly allocate these monies too. So, we will have in our new business next meeting a motion to approve the expenditure of $188,030 uh for the FY 2025 local program and $349,78 for the FY20 26 local voters program using fund 14 rebuild Alabama bond. Also in the special work session that we had, we agreed to um fund u the 26 roads program with $1 million for state taken from the general fund cash balance. And so we will add a motion to our next meeting. A motion to approve the allocation of up to $1 million of general fund 001 money to reimburse the 8 cent gas tax fund 100 and the gasoline tax fund 111 for the 2026 local road program expenditures. So those will be added to new business for our next meeting that covers the funding for number six.
Um I I misinterpreted what was discussed in the uh work session. Um so there will be an alteration. the 1.75 mile still loaded I thought was for the for projects from the fiscal year 25 project um based on selections tonight for the fiscal year 26 project. So that will change the figures. Uh we uh we'll just change 25 to 26,
right? That that 177450 figure will just come out of that motion you read and it'll go into fiscal year 26. Just so you are all aware of the changes that will be in next week. Okay. Thank you. Uh next item um would be uh update on county road 18. We had some discussions with ALDOT regarding county road 18 and I think we have submitted a rebuild.
Thank you chairman. there. Um the $250,000 grant opportunity for Rebuild Alabama is an annual opportunity that that we participate in. And I I believe I believe there was a brief mention of this, but we did just want to update you and let you know that application was made for this for County Road 18. And that's from State Highway 40 to County Road 124. That's a 1.25 mile section. And that project estimate included a resurface improvements, full depth reclamation, as you know, the condition of that railway is poor up to 8 in thick through the existing surface and the base. And then a new 220 lb per square yard wearing surface. So a 2 in overlay onto that base and brick. So that that's essentially the meat and potatoes of that project. and it would go from 40 to 124. Um the cost of that is more than that $250,000 grant, but there's an additional $100,000 available from ALDOT on a dollar per dollar match basis. So, um, if we look at our estimate at near $440,000, we put dollar for dollar for that remain to to get the full $400,000 near the $400,000 remaining. We'll be near the prospect for this project. So, just wanted to update you on that process. We hope to hear sometime in September and if we are successful the forthcoming agreement and expenditure of somewhere near 100,000 for that
and I think Mr. Cooper discussed with us with another project. So you want to discuss that with commissions.
You have some photos um that I passed out earlier through this one and that is 453 and that leads into Ba State Park. So Al had expressed interest to the county and improving that route into their park and there is certainly benefit as you can see from the photo of the county for from those improvements. So, uh, an estimate was assembled by our department and forwarded to ALOT and then eventually Director Cooper and we received word last week that we have received the SD funds for that project. That is a 100% funded project. So, that will be funded based on our agreement. So, as long as long as we did our agreement, our estimate right, the agreement should work out fine. So, you should be able to look forward to that agreement in the near future. We'll have that in front of you as that's what that's what uh this work will be for.
I would say that we're adding these two road projects into our our per Yeah, we know this one now for sure. We won't know on 18 till September. Okay. Does that carry all the way to the concrete bridge or is that down past that?
The the creek is technically the line. It it has been recognized as somewhat before that bridge is the line, but our estimate includes funding to to go all the way. And I'm glad you asked that because this work will accompany work on Decap County side. So, it's in park enhancement that Jackson County and all of us get to benefit from. Yes. Well, we thank we thank God for all these other.
Okay. Uh any further questions? If not, next item is discussion of the SS for a consultant scope of service agreement. The title on this is exhibit A and it should all be stable. I'll explain the exhibit A as we go through. probably know that clear of if you actually flip page one or page two the start of uh scope of services and so I'll go through I'll go through scope of services and I'm just going to summarize briefly I promise the details you have in this packet and then we'll also look at the cost toward the end and then finally the agreement and then there's also some supporting information uh that I showed you a sample of that spared you most of it but just know that I can email that to you and get you the details and that most of that supporting information is directly related to the cost portion. So this is from Kimley Horn and this is um this is an an anticipation from the request for qualification phase that that you guys heard about and then that perpetuated the request for proposals in which this was the firm that was selected for the proposals. So now we're actually entering into the part where you see the scope in its entirety and uh the agreement is the the part the contract portion of which will the last phase where they can actually begin to work on this project. And just as a reminder this is just the consultant portion of the S4. This is the design portion and all the other things that I'm going to highlight here briefly that is the preliminary work to actually get us to construction. So in the scope the services um they
start out with the environmental and the surveying part and that will include the NEPA project management coordination environmental technical studies the initial studies um coordination package and the section 106 assessment. So all of that will include the flood planes, ecology, hazardous material, air quality, noise along with the cultural resources. You'll you'll notice in there one of the task items are document prep and approval and that is that accounts for four of the NEPA documents, one per phase. So the first page of that they have that broken down in phases and what's driving that is their anticipation of what's required with the environmental process. So this is soft and may change but everything I'm going to mention you can times four because it's going to go through the four iterations as this progresses. The goal is to get through the environmental get through the utility portion and get to construction with a phase and then as that work is taking place this other work this same work is happening in sequencing after you know while construction's taking place. uh also includes public involvement meeting up to one per phase. I mentioned project surveys, preliminary roadway design, final roadway design plans and that will include coordination reviews and support. So that's a 30% plan spec and review and all the estimates for those reviews opinions of probable cost administrative support for FHWA project letting um bids tab review and recommendation on awards in the NEPA portion and environmental technical part the cultural resource and the water park specifically they enlist two sub consultants spectrum environmental Tennessee valley archaeological research so They're they're mentioned in this, but they're supporting numbers.
I spared you those. So, if you'd like to see those in details, please let me know. That essentially gets you to page 13 to where they have a cost breakdown. And I'll just say in summary that the cost break now aligns with our original anticipated estimation when we submitted our grant and it aligns with the approval that we received on that breakdown. But let me explain the cost. So they they go into detail under this section of fees and expenses. But just quickly that's a outstandard cost plus fixed fee where they utilize a federal acquisition. The federal acquisition rate is an out audited direct overhead that's applied to their labor active. So on on one of the last sheets that's verification of that rate. So this is the same ALDOT standard that we used when we contract with their own call list for consultants. They automatically have an audited overhead rate for acceptance and then it's just direct cost plus the overhead. So you'll notice that letter is dated May 2825 and that's from the director of finance with our art to this consultant. I'll also mention that um the cost you see broken down on page 13 is a not to exceed. So it can be less than but it cannot exceed those amounts without authorization from the um any questions any questions about the scope of services before I move on to the agreement?
Okay. The agreement um is reference to scope of scope of services exhibit A is exhibit A because it's part of the agreement. So I put the exhibit before that's actually attached to is just to give you a preview of the scope of the agreement or reference of exhibit A which is what you just heard. Um and it it's a I would say it's a standard agreement template. Um the birth part references the scope of services that we just talked about. It also includes responsibilities on both parties. it uh you have noticed in there the compensation for services where there are payment details and that's a net 45 no interest just mention that um but I believe you will find this to be a standard agreement table for for this one any questions about the agreement Any question?
Uh let me ask uh do we need to set aside the rules for procedure of this? Well, it would certainly expedite things but only if that comfort level is there based on wait comments. Do you need it to be expedited? Well, it's the clock the clock is definitely ticking off. So, we're we're at four and a half we're at four and a half years now to do the fiveear plan.

Another area that we talked to a lot was uh hiring a temporary personnel clerk for HR. In discussions after that, there is concern that hiring a may put us in a situation where we are not going to get someone with the best qualifications to do this job. The idea we did talk about that this would probably be a long-term permanent position essential. So the recommendation is that uh we resend that motion to hire a temporary HR clerk and that uh we approve hiring a permanent position. In your packet, you have a uh the uh God description that you see as well as the orchart for uh the HR department that would include a personnel question. Um so let me open this up for questions and discussion. And Tiffany, Michelle, any questions? Um, I will say that uh we previously had a uh a personal clerk uh for the position and we upgraded that position to
I'm sorry the general general. So we we have had a job description that that we have used before. So I think with this I would recommend Well, let me ask the question. We wait until next meeting to approve this or do we need to move this now in your mind? I think we need to move it now. Okay. So, this would be another set set aside the rules. I. Thank you very much. Next item is some discussion on the high top property. In your packet, there's some information for you. The first of all is warranty de. We did purchase uh some property in the hightop area. U several years ago. Um and uh in fact it was uh October of 21. Um you have a warranty deed there. It does have the finances that property that we purchased around $300,000,000. Um and after the purchase of the property, we uh had GMC Corporation do a study. I thought your design for a plan that we would convert that property into a iP and so you have that information from this but one thing that is note because there was no poll there was no water uh and there is no sewer we have in in the property that issues as far as the last year of this plan as the car. We had the uh you can see the to the uh the first phase of the plan was for a campground, an entrance, general store, gas station, a car camping ground, uh and a vehicle with with trails. And you can see there the idea where that would be in the high top property. The projected cost to do that was 78 and87,850.
A second phase would be to establish some trails and parking and playground and sidewalks and the idea of a disc golf course. That phase phase two comp was projected to be $590,900. A third phase of the plan was to increase the roads and trails uh building an event center, a parking uh area and a treehouse village. Uh projected cost of that was $6,936,250. And the final phase was a a natural amphitheater that looked out over the bluff into the fat rock gallery and trails to get there. And that was estimated that $668,750. The total projected cost it was to have executed all phases was $17,600,000. So just wanted to put that that information into packet. Uh so with that so just let me open up for discussion about the option for the high property. Now this this property was purchased prior to several of us being on the commission. I think this was a vision of uh other members of of the commission. But with the needs and and of our county and our road situation, I I firmly believe that uh you know there is a need for development and parts of reference county, but the county can't sustain to take on a project like this with all the other needs and improvements throughout the county. And I I think we need to surplus this property and put it up for sale myself.

Uh being being part of the commission to purchase this, uh I think it's a beautiful part of our county. Uh one that one that I wish something like this was there as a as an economic driver for that area. Um but the reality of how much it's going to take just to just to provide any basic uh semblance of this was was become more uh more and more uh evident that it was unpractical project. And so for me, uh I think I think making this property available for the right investor, which I think it would be, uh someone with that kind of capital and the ability to to borrow the borrow the money without it having a negative impact on on our taxpayers. Uh I think u I think it would be best not for us just to hold on to it anymore and turn this back over. uh to a private individual if that's what they want or or some kind of hospitality corporation or who whoever might be interested in that.
I'm in the district that I I would agree with you guys of each step as you noticed financially it's going to take a lot of money out of our situations do a lot of other things comment on the final agreement.
Okay. I think it's a a beautiful plan and one I wish that we could see come through, but I I'm in total agreement that uh with the economic restraints we have and the need to focus more on our infrastructure, I think this is something that we're we're better left it to someone else to hopefully pick up the pick up this plan and run with it or something similar to it. But at this point, I think our focus is on on roads and infrastructure.
Well, I'm all proud that I that I agree with you. I think our most critical infrastructure that we need work on right now is our county roads to take this kind of money to do this. We would have to float a bond to be able to do this. And that would not cost us more than 17 projected here over time. So, uh, let me offer that I think the best step for us is to contact a a realtor u, and a realtor work on this for us. Uh, I think they'll have to go through all the process of locating comps in the area and and seek some interest in this project. I also think reach out to some the state agencies that may be interested in using this property which is in a beautiful location that may be added to state uh property that can be used for trails and recreation. We'll we'll look at that also. This may take us a little time to get this what we do. We'll we'll bring back the research we've done and what we what we get and put it before the commission begins. Is that fair there?
Okay, that's the last item we had on our work session which will move to the portion of the staff county. I have nothing to add. I don't have anything. County engineer anything. Let me ask Sheriff. I just say it's such an honor and privilege to be able to serve the citizens of the county. It's a great privilege to be able to set uh and work with a commission who who who collectively work together and how we uh we're likeminded and and trying to move the county forward and and do things that are in the best interest of the the citizens of the county and uh and just look in a in a forward in a forward stance uh and take proactive uh measures to to try to maximize each dollar that we can and make the census tax dollars go as far as they can Thank you. It's a pleasure to serve for employees and especially Jonathan this last few weeks riding roads everywhere and giving all of us advice and working together and we try to get some roads paved.
District three commissioner I want to echo everything that's been said before. I I do richly uh enjoy uh working with you all. Uh I I think I think we uh established a good rapport and hopefully uh people are finding that we we will listen and respond and and uh and so it's just it's just an honor to uh to do that. Um exciting uh week last week. Uh we had the two state champions uh section winning for the fourth time. Uh, congratulations to Coach Wyn and his uh, outstanding uh, boys team and my alma mada, the lady bison from North Side Mountain finally bringing home a state championship trophy in basketball for for our school. Uh, great accomplishment. I want to thank Coach Haynes for everything he's done uh, in leading those ladies. Uh, it's been fun watching their development and u, no pressure, but we expect another one next year. Thank you for that. Uh Jonathan, I appreciate the work on Bucks Pocket. Uh that's that's something you and I have talked about for better part of six years. It's just it's exciting to see the continued development because it's such a wonderful asset for our county and and with the with the paving of this road, I think people are going to be more likely to venture off down in there and uh see the the beauty that is. So, thank you for that.

Like to say thank you to all of our employees here in Jackson County. I never leave a meeting without saying thank you for your hard work and effort because we do as much with with as little as as we could expect to do. And uh we really appreciate everybody that goes above and beyond. So, I agree with everything our commissioners have said. I I do want to take a minute to thank uh our ALDOT director uh Mr. Cooper. Um, we have gone to uh, Mr. Cooper a number of times and asked for help and they have they have been good to Jackson County. We've had a I was looking the other day I think we over the last three years we've had nearly $3.6 million of ALD funding provided to us for roads and bridges to be repaired and paved in this county. And uh so we we truly appreciate it and that's a that's a big help for us and the other members of the ALDOT team that's here in our northern district. I appreciate that. U and thanks for all of our all of our county employees. U I say it often, but they're here every day. Some of them are here at 5:30 in the morning. They're getting ready to go on the job. Some days very cold, some days very hot, but they're out there doing work for parts and taking care of us. into all all about 254 employees. Don't tell me if you Okay. So, that's every one of uh our next meeting date is March the 23rd, 2026. It will be here at 5:00. And at this time, we need to have a short executive session.
