They put in plexiglass instead of plants which I think works much much better and uh very clean looking. Um and just the market as a whole has really improved over the last years. I was quite impressed and I hope people use it more. There were only about three people in the outdoor dining area but u very nice. So now I make the motion.

7 A item 7 A nonpublic hearing to consider an application by Kendrick Sanderland representing the city of Inglewood for the Edward Vincent Park. Evan Vincent Jr. Park new maintenance facility at 700 East Warren Lane. Chairman, the project file is present. Notice is not required for a planning commission review. Assistant planner Brian Espinosa is present to give a short staff presentation.

Good evening, Chairman Springs and members of the commission. This request is for a new maintenance facility at Edward Vincent Jr. Park in the OS open space zone. Properties to the north consist of residential uses. To the south is the metro kine. To the east are residential and light manufacturing uses and to the west are residential and commercial uses. The new facility will be located at the northwest corner of the park with access from Warren Lane. The five existing buildings at the facility will be demolished to accommodate the proposed changes. The city is proposing to construct a new maintenance facility that consists of four buildings. The facility will operate daily and will serve as a central hub that supports the maintenance, administrative activities, and recreational programming for the parks, recreation, and community services department. Additional improvements include a nursery area, picnic tables, two bio swells, and 27 new parking spaces. I'm sorry. A pedestrian entrance is proposed at the southeast corner of the facility and the two existing vehicular entrances will be repaved and equipped with card readers for employee access. Building one is located at the north side of the property and is approximately 7,000 square ft and will be used as a workshop. It will have six storage rooms, a woodworking room, two unisex restrooms, and an open area for storage. Building 2 is a 2,000q ft² facility, storage facility located at the southwest corner of the maintenance facility.

Buildings three and four are proposed as office buildings that are 2,000 square ft each with identical layouts. Building three will be dedicated to staff who support the city's racket sports programs. Building four will serve as the administrative hub for the parks, recreation, and community services department supporting park operations and programming. Building one is designed with a with galvanized corrugated metal, gray aluminum panels, and a CMU finish. Buildings two through four are designed with a gray stucco finish and metal panel roofs. The new facility will incorporate a variety of landscaping to visually integrate the maintenance yard with the surrounding park. The entrance at the eastern portion of the facility will be enhanced with four Mexican palo verde trees, two western red bud trees and is complemented by a diverse mix of shrubs, grasses, and agave. The two proposed bio swells located near the nursery area and adjacent to the southern parking area will feature a cobblestone base planted with California gray rush, autumn sage, deer grass, and other grasses and shrubs to aid in storm water capture and filtration. The proposed nursery will provide 66 planters for cultivating trees and plants, which will be relocated to other parks and street medians throughout the city once they mature. If the planning commission approves this request, the applicant will be required to complete the site plan review process. A notice of exemption has been prepared stating the project is exempt from further environmental review. This concludes my presentation and I'm

But I do I would like to say that um this this project and part of the reason why we presented it presented it this evening was to celebrate um this new maintenance yard. Um currently our maintenance um staff, our parks maintenance staff are working out of trailers that had become dilapidated,

old and so this is the cities um for quite some time. They had been working um really really hard in not the best conditions. And um I I think the uh the mayor found out and he made it a priority to invest in our parks maintenance facilities. Um and so they they're going to get a brand new uh maintenance yard. Um and it also is going to, as Brian mentioned, um have an opportunity to also serve as an office office building for our parks and recck staff. Um, and so this is, you know, generally we've we've began to put these these uh these items as consent items on the on the U planning commission docket, but um we wanted to to at least inform you and do a presentation so that you're aware of um the investment that's being made in our our parks and reccks department and that maintenance staff because um they they work really hard and they deserve it. good evening chairman and uh other commissioner. Thank you for uh taking this uh in your agenda. Yeah. Just uh to let I just want to let you know that this project is hot. Uh I mean the mayor's uh very much adamant to do go with this project because if you would observe our parks department doesn't have the maintenance facility. We have it on the right side of the war lane. It's old and it looks like nobody can stay there, but it's still, you know, our parks maintenance crew are staying there and they're using it. And the mayor said, you know, you can really uh if you will see them, they're trying their best to just occupy the area which is old and I don't know how could you. So, um he is very u he told us, you know, this is urgent that we have to uh take this project. That's why those warehouse there's a warehouse which is the 7,000 square ft offices and if you would observe that there's some u maintenance also that warehouse and maintenance building uh that's the place where they're going to store some of those uh paints and other equipment small equipment. So um we give the uh schedule uh to the mayor that uh we it's already we're going to bid it and then award it as soon as possible and then open it around next year to uh and then the ribbon cutting probably around August. So we need to expedite everything. We will uh push it because our parks doesn't have any offices. I'm I'm talking about our maintenance crew. they are temporarily uh occupying uh a modular building in the yard. So it is very necessary. So I would like to thank you for uh you know uh approving this.
