So, we're going to We left off with communications from staff. Good evening, um, Chairman Springs and members of the commission. Uh, the the the reason why I'm in the house, so to speak, is because I wanted to first come up and thank you for all of your diligence and all of your dedication, particularly over the last 10 years when I've held the responsibility of being the director of this great great department of development services used to be economic and community development. Um, and we've seen some amazing times together. We have an old commissioner out here in the audience as well. We had um we had some really wonderful times. We had some real drawn out times where got contentious and and lively and I would go home and talk to my wife and say, "Babe, you want to you know, you should watch this one. It was a it was a good one." And uh but through it all, part of what we were attempting to do was to groom leadership. And grooming leadership is an important part of this trans transition that has to occur over time. We all understand that that happens. I remember when Commissioner Heath was sitting in in as a commissioner and and so many of the commissioners that have um served in this capacity, some who have transitioned um and so these things are natural parts of it. When I uh took leadership, one of the things I uh promised myself is that if given the opportunity to cultivate a a an environment of creativity, of progression of thinking outside the box, then I was going to do everything in my power to do that. And I'm proud uh to um announce um at this plane commission meeting that um the city in its infinite wisdom has selected a new director of development

services and it is none other than our own Bernard McCr. [Applause] [Music] [Applause] It's particularly uh emotional for me because Bernard was the first person that I spoke with when I was running my own business who said, "You ought to think about working for the city of Inglewood." And at the time when he said that, I said, "You got to be crazy. I ran out of planning and never intended to come back." But it the as fate me uh continues to be in my life. I ended up sitting at the his desk and I know it was his desk because he actually put his name in the desk, Bernard Mcrumby. And I opened it up and I just I just put my head on the table say I can't believe this. And so having the opportunity to be able to bring Bernard back uh out of u working with when he was with Sarah and then having him come in here and really just continue to thrive in this environment and thrive under uh the leadership of this city as well as the amazing leadership that you provide to commission has been great. So without I have a a a symbolic gesture to do right never was done for me so I always wanted to do it. This is the director's gavvel and this has been sitting on my desk for a long time and the reason it's been s folks never wonder why I'm not a legal guy but and you have yours I know but this was the reason why it reminded me that eventually I'll have to pass the gavvel and so I want to present this to Mr. Bernardi as he takes on his leadership role in the city of Inglewood and I think we all should give him a

Um, and so I'm excited to continue to do the work, um, to continue to lead. Um, I hold this um with pride and um understand that um I'm not going to let you down. And I appreciate you for your um trust, um guidance, um wisdom, and look forward to continuing to build and do the fantastic things um that we've been doing together. Um Chris over the last 10 years has laid um well I mean the legacy that he's left on this department um is indelible and the foundation that he's built is now one that's ready to um build a skyscraper and um and I'm ready to lead the department in that venture. I'm excited to build this skyscraper with you um with our team and the community. Um and

I'm with the Inglewood Board of Realtors and we had a business mixer back in May and we invited Mr. Montgomery um Bernard to be our guest speaker and he came and he brought his commissioners there and we had a wonderful event. Uh we gained a lot of information for what was going on here in Inglewood which you know you you're seeing the results of what's happening with all of the commissioners and the directors and what they're doing here in Englewood. So we wanted to present these certificates of to the commissioners that were not able to attend and that is Mr. Larry Springs the commissioner chair. I have your certificate as well as Miss Tjo and Miss Fowler. So I just want give you these certificates. So

Um, we also are excited to announce this coming Saturday, uh, September 6, we'll be hosting our first general plan community open house at the Center of Hope, um, at 9550 Krenshaw Boulevard um, here in Englewood. Um, and so, you know, we would love for you and the public to come out um and help us take Inglewood to the next level. Um, we're excited about this historic undertaking. Planner Shawn May is present to give a short staff presentation. Good evening, Chairman Springs and members of the commission. The subject site for the special use permit is located at 967 North Labraa Avenue and is zoned C2 General Commercial. The property is located on the west side of North Labraa Avenue between Sentinella Boulevard and Plymouth Street. The property is surrounded by residential uses to the east and commercial uses to the north, south, and west. The approximately 1800 square ft² tenant space will accommodate events including wedding receptions, retirement acknowledgements, kinsigneras, birthday parties, baby showers, and small general community meetings. The business will operate from 10:00 a.m. to 12:00 a.m. 7 days per week. The applicant expects to there to be 1 to two events per week with a maximum of 50 people per event and up to two event coordinators on site during these events. There is no proposed live entertainment or alcohol service on the site. There will be no catered or prepared food provided by the venue. The subject site contains one ingress and egress space at the front of the tenant space. The event center meets the parking requirements for per the municipal code.

The subject site has two existing security cameras and the applicant proposes to provide one on-site security guard during evening hours on event days. As conditioned, the proposed project will serve as an enhancement to its neighborhood setting and will be compatible with the surrounding area. Good evening, comm um chairman Springs and members of the planning commission. I am um Jesseline Renee Alexander. I would like to um introduce myself. I am the owner of the Diamond Event Center. I would like to um give you a brief history of a brief history of myself. I'm a retired registered nurse serving four years in the county hospital system and 26 years with the Los Angeles County Sheriff's Department. 17 of those 26 years as a nursing supervisor. I um I'm also I'm a mother of two two daughters. My oldest Marzette is an RN like her mom and my youngest Marissa is a sign language interpreter. I'm also active in the community. I'm a member of the American Legion Auxiliary Jackie Robinson unit 252 where I'm also a member of the award-winning color guard award-winning. We just recently, a week and a half ago, won the American Legion National Championship. For the last few years, we have posted colors for the city of Inglewood's Memorial Day service and also posted at the Sofi Stadium for some of the Rams games. I also serve as the Veterans Affairs and Rehabilitation Chairman for my unit. I assist in serving veterans in our community. I volunteer once a month at the West Los Angeles VA hospital assisting in the volunteer services department. The reason I'd like to open an event center is to give more mature adults a place or venue to have events.

Although I'm open to others, my target audience is seniors and older adults. I'd like to provide them with a comfortable, affordable, and safe place to enjoy some of the memorable times of their lives. For the last 10 to 11 years, I have sponsored and promoted events throughout the city at different venues. I find that there's a shortage of places for more mature adults to gather, socialize, greet one another. We are in need of somewhere to do those things, meet our friends and loved ones. I plan to provide such a space, a place for a rental space where they can have their anniversaries, their wedding receptions, retirement celebrations, repasses, places they can have kid days and grandkid fun days, meetings, classes, and such. This event space is conveniently located allows for a comfortable, affordable, safe, and secure environment for my patrons. That's why I would like to open an event center.

Oh, thank you. Uh, and so my question is, did I hear the word tent? This is a standing facility already or I'm trying to understand that it's just a space. It's a a um event space. It's just an open uh venue space, a rental space. So, it's a tenant suite within a commercial shopping center. I'm sorry. It's a tenant space. Oh, tenant space within a commercial shopping center.

So, I'm concerned. Um, and from open from 10:00 a.m. to midnight, somebody's got to eat something or do something. I I'm trying to understand. Are you planning to I know you're going to rent the space, so they take care of it. Is that

Yes, they take whoever rents the space, they take care of whatever um things that they have. They I don't have catering, but they they may cater, but I don't I don't have catering. I I understand that part. Now, about how many parking spaces were there? because I heard you said you'd expect more than 50 people. I think it's 139 spaces. Plenty of parking. Okay. And I do believe seven days a week.

Yes. That's because um I don't really know what day a person would like to rent. They could rent on a Monday or Thursday. It's not necessarily always on the weekends. Right. And I saw you said maybe two or three events a week. So that's not abusive. Um I had one other question though as it related to security. I heard two cameras and one security guard, but does that is there more than one entrance? I need to see that again. Yes, it's two entrances. Two entrances. Yes.

Also, if uh somebody wants to come in for a kineta uh which generally has food and alcoholic beverages, can they bring in alcoholic beverages? Do they get a special permit for events? I don't know.

At this time, there's no request for alcohol. So, they would be required to come back to the planning commission if there were going to be any alcohol allowed um on site. Okay. So if it's if they're going to have alcohol on site, they need to have a license. Yes. They would have to have go through the code process which would require an SUP. Okay. Okay.

Yeah. Let me let me clarify. Um so so the applicant is not proposing to maintain an alcohol license. However, if there is a catered event, um, generally the caterers would have a ABC license that would allow them to have alcoholic beverages, but the request does not include the uh, permission from the city to grant an AB uh, SUP for alcohol.

I understood that part. I just wanted to make sure because I know a lot of events like weddings and kinetas, they uh serve alcoholic beverages along with their food. So if the caterer has the uh the license, then they can have something like that. Actually, I think it's a good idea to have a target audience like that. I think you're correct. and you know maybe some afternoon that when somebody retires you want to go up and have some cake and coffee and maybe even sandwiches or whatever but uh it's a good target audience. Are there discounts available for Englewood only residents?

Well, I'm I'm not I'm not licensing, so I don't and I'm not licensed. So, the person the patron would have to take care of those type of things. I'm not doing um

But you're renting though, Miss Alexander. You're the person that's in charge of renting the facility. So, you need to be aware of everything that goes on in the facility. If someone is having exchanging monies with the bartender, that cannot happen. They have to go get like a ticket, a blue ticket, red ticket. If they're going to buy beer, for an example, it'll be a blue ticket. That's information that I'm giving you, but you, Miss Alexander, need you're responsible for everything that goes on in that facility because you're the one who wants to special use permit to rent it. Am I correct in saying that? Yes, sir. You are correct.

Okay. So, you need to know everything that's going on. Uh you have someone putting everything together for you as far as the layout, the design of the facility on the inside. Can we see that? We are very proud that we just won for the first time first place for the American Legion Military Open class. Something that is not been done historic all female. It was amazing. all black as well. But um Miss Alexander has a passion for veterans. As Patricia just stated, she's very giving. She wants to help the community more than anything. So this type of facility that she's trying to um open would be very useful to Englewood and would brighten up the city. So I'm all for it. Thank you.

I am the first female commander of VFW2122, which some of you have been around long enough to know, our post was taken away here in Englewood because of imminent domain. And now that left a population of veterans looking for a home. Um if some of you don't know, there is no place for veterans here in the city of Inglewood. So that's something in the future coming from me. Miss Renee, I love you. Um, she has taken me under her wing when I first came back to California from serving. She treated me with respect and I know that she would treat everyone in her establishment the same. She is visionary, adaptable, decisive, empathetic and accountable and calm. I think in this uh world today, we need more calm individuals and how she is now is how she is here with you all and with everyone here. So, I wish you luck. Please make the right decision and please let Miss Rene's vision come true. Thank you.

I'm also chaplain for the state of California for the American Legion. as a veteran working with veterans, working with a population of isolated veterans. Having this type of event center is exactly what we need to have. Not only because of the age of our veterans, but again, it's safety. It's other uh opportunities to get together for camaraderie. Uh just to be able to be with like-minded people, not worrying about something that's going to happen. everyone in the place would be understanding of each other's needs. And so having this type of place that's local, that's here, that belongs to us, and being run by someone who has a heart and a passion for veterans is exactly what we need. So having that center there for people to come to and have events is something that we really need because it's hard to find places. You know, you go up in there and they want to charge you $5,000 just to come in and that's not even with food. You get food, you're up to $10,000. So, I think it's something that's really needed for the seniors and for my events. So, I think it's a great idea. Okay.
