I'd like to open up the meeting if we'll all stand for the Pledge of Allegiance.

You will remain standing for a moment of silence. You may be seated. I like to welcome everybody. Hey, a little bit about some upcoming events. I think the only event we have is the July 4th parade. Hope everybody can can come to that. Starts at 10 o'clock in the morning next Saturday, if I'm not mistaken. And we shall uh hope for a cool morning and a good parade and i know hayden is on vacation and he can't can't tell us much about it today so um with that being said oh and tomorrow not tomorrow but on friday we have the uh baseball game uh short nights hopefully there's a lot of people listening out there that can come to the game. Because I see I know Richard's gonna be there. Anybody else coming? Then you come to the baseball game. No, well, at least one fourth of the people in Indian trail are coming. So, you know, that's a good thing. Uh, one fourth of the room. So anyhow, that, that brings us to, uh, mayor and council introductions. We'll start with you down there today.

marcus mcintyre adam mclam town manager is yours on adam i didn't hear you but maybe is it on it is now it was there you go all right uh just quickly i'll tell you what a few things the mayor did last week uh not last over the last couple of weeks attended a graduation party at the vfw uh last saturday i think it was that was very nice attended the Crime Stoppers meeting was a special meeting. And Andy, I never seen so many deputies at the Crime Stoppers. They were all over the place. Do you know where Carol Pentek's house is? You know, the orthodontist that have you ever been out there? That's amazing, isn't it? As amazing house. My understanding is she has 27 Christmas trees in her house. Is that have you ever seen them? I have not ever seen a Christmas tree, but it was very nice. And the speaker that there was Representative Mark Harris. So it was a big, big crowd there. And I think everybody had a good time. Was that an Indian Trail Award presentation? Andy, I'll let you tell us a little bit about that, about the two deputies when you come up. I talked with a lot of residents last week on a lot of different subjects. I met with Deerstein residents went to Juneteenth in the park that was very nice the weather was beautiful everything was couldn't that went much better councilman also Brooks you were also there if when you know you like you might want to give your two cents worth it was it was pretty laid-back and pretty awesome had a good time also was at the steak night VFW and we had a bluegrass band there that night so we had a bigger crowd that night you also were there so had a good steak I think Kimberly's place was there who sponsored the steaks that was real nice of them and the food so anyway we had a good time listen to some bluegrass music and David Waddell, if people remember David Waddell's son, played the banjo. He was a former council person's son, was up there playing. Other than that, let's move on. Do we have any additions or deletions? Anybody? If we don't, can I get a motion to approve the agenda?

That is. Yes, sir. This feels really close to going back up. Thank you. That felt really close to y'all. So I was backing up a couple of a couple of steps there. All right. Good evening, Mayor and Council. Nice to be in front of you all again on a Wednesday. Again, not on a Tuesday. So we're making a new norm the last couple of couple of meetings as we went through the FY 27 budget process. A lot of what we talked about during that was the upcoming CIP and needing to rethink about our CIP. So, um, back in October of 21 town council at the time adopted the FY 26 or FY 22 through 26 CIP. During that time, I feel like due to decisions that y'all have made, the town has made meaningful progress and moved steps forward. We've completed some projects as of just recently, we've completed chestnut parkway phase three. Uh, pickleball courts were added over at the park. We've also moved some projects forward, whether it be in design, whether new projects have come about because of new vision or new decisions. So now it's time that the town look at updating their CIP for another five years. This will be the town's second ever actual adopted, if we get to that point, hopefully we get to that point with council, to adopt this plan. The last one was the very first time the town had had an adopted CIP, a plan that they were looking to follow and move forward on. So it would be a really good thing if we can keep that trend going and keep moving forward on that. Just for a little bit of understanding of what a CIP is. So a CIP serves as a strategic plan and a financial management tool for how to complete projects. It's a multi-year framework for evaluating, prioritizing, funding projects, and advancing those projects along council's priorities. Y'all just adopted new priorities of public safety, economic development, transportation, emphasis, town infrastructure, and employee and civic engagement. A CIP runs like I was just saying in conjunction with your annual budget to implement and be a financial steward of those projects and those dollars that we are all responsible for. Just because a project is included in a CIP, and this is a really big thing, does not give that project authority to move forward to construction. What it does is it sets forth a framework to move those projects forward. Council makes that ultimate decision on if a project is approved and moved forward to construction. CIP is a planning document. It guides us to the future. We do have an internal team that works on our CIPs. We work on our active projects and those in the future. That's made up of Alicia Massey, Alicia, Alicia Gaddy, Todd Hunsinger, myself, and very soon we'll be adding life into that list of people that meet on those projects on a monthly basis and walk those projects forward. So what I want to do really quickly with y'all is just walk through the document that you just got in front of you again tonight. We're not approving anything. We're not, you know, I'm just want to walk through it with you so you can see it. You have it in front of you and then you can take this book home, continue to thumb through it and we can come back and ask more questions later. So, um, You have obviously a table of contents. It talks about all of the projects that are in here. They're broken down into multiple categories. You have a funded category, a partially funded category, unfunded, future projects, and then at the end there is a disclaimer at the very end. That next page you see there is a CIP summary. This you have seen before. We have used this through the budget process and we've also used this multiple times through conversations. This is where we have all of those projects listed, the costs that are associated with them, the cost estimates that we have, the best available data that we have at this time. So you can see there those projects that are fully funded, about $43.5 million of fully funded projects. Those can be funded in multiple ways, whether that's town dollars, bonds, state money, grants, any number of things. You have some partially funded projects there in the middle, and then you have some unfunded projects at the end, and then you have the total projects down there at the bottom that are the fully funded, the unfunded dollars, and the total funded. Total right now, this CIP represents, as we sit here today, 166 million, a little bit over that, with about 60 and a half million being fully funded. which means that about 40% of the plan is fully funded as we sit here today and start this discussion. So if you go forward one past the blue page that's there in front of you, you start getting into, and I'm not gonna walk through every project, but I'm just gonna tell you kind of what's on each page. So as you see here, each page has a title. It has a picture of some representation of what the project is. You then have the estimated cost of the project, what category it fits within, the funding sources for that project. If it is a fully funded project, which you can tell those obviously by the section that they're in, but then down at the bottom of the page, if you look at the bottom right hand corner, it'll say funded down in that bottom corner. But if it is a fully funded project, we are working to give you estimated dates of completion. So we do have those on there as well. We have the project contact, a summary of the project, which priority it fits into of council, and then some goals of what the project is there for. So I'll just thumb through them really quick for everybody to be able to see. So you have Moore Park Water Line, Old Monroe Road Betterments, Indian Trail Water Line, Indian Trail Complete Street Phase One, The internal new access road for Chestnut Square Park across the street. All of these projects are fully funded. Highway 74 multi-use path and Greenway. The EV chargers. Sorry. Town hall renovations, which we just spoke of a couple of meetings ago. Chestnut Square Park phase two, which we'll talk again about a little bit later this evening. the information technology that y'all graciously funded in FY 27 budget. And so now we are going to get into partially funded projects. So you'll flip past that blue page in front of you just to show you what's different once you get towards the partially funded and unfunded projects. So you can see here now when it says estimated schedule, it says TBD. And that's due to we don't have all the funding yet for the project, so we don't know when it would fully be completed. And then also down there in the bottom corner of the page, you see the partially funded as well. So partially funded projects, you have Indian Trail Road Complete Street Phase 2, Pricemill Creek Greenway, Public Works Facility, ADA Transition Plan, the Community Center, intersection of Stinson hardest Yonce road and Indian trail Fairview road. The reason why this one is still considered an unfun or a partially funded project is the half of the project that is town funded has not been allotted dollars for yet. It has, you don't have a capital project ordinance for it. As soon as we have that capital project ordinance, it will move into a fully funded project because it is CRT PO funded for that other half. Indian trail road sidewalk connections. This is a, a one that we submitted, uh, through spot 8.0, Todd 8.0 sidewalks spot safety or spot. Okay. Prioritization 8.0 through CRTPO we submitted for these projects. We did them in two different ways in here to give council the ultimate flexibility. So they have been submitted to CRTPO as one joint project. But we also showed them in the book as individual projects so that if there is one that council wanted to move forward on, we could do that in the future. So with that, you have, sorry, I went way too fast. So when we switched over to these sidewalk connections, this moves now to unfunded. This has no dollars on them anymore. So now we're in a different section of the book. So when you look at the sidewalk connections now, jump back to where I was, you'll see a map of each one of the sidewalks that makes up that submission that went to CRTPO. So you have nine project, nine sidewalk connections here that make up that. They're spread around town in different locations, but you have those smaller amounts in each project there, you can see. There is one project that was not put into that group, uh, which will be hopefully a future project that we could do in house. Uh, once some roads are turned over for public maintenance, it's a connection between two existing neighborhoods, but it does connect a very large portion of the town, uh, to potential shopping centers in different locations. And that's the red lantern drive connection. There's also some unfunded intersections of chestnut lane and Potter road. Unionville Indian Trail Road and Faith Church Road and now we get into future projects these are projects that we have heard talked about in the past from Council but don't have any dollars associated with them don't have any funding source don't have any estimated schedule or anything like that the picture that you see here for highway 74 gateway signs is a just a uh, AI generated image of what a sign could look like. This is not what, what the sign would have to look like. It's just a potential for what it could be. You also have additional parks. A town has a park master plan that talks about additional parks throughout the town. If you remember years ago, we did do some preliminary studies for what some of those could be. Uh, so just looking at potentially additional parks in the future and additional sidewalk connections. then as i said you always have to put a disclaimer at the end of everything so there is a disclaimer at the end that just says that this plan should be re-evaluated every year the estimates that you see here are just that they are estimates in a given stated time and we'll re-evaluate this every year for value of money inflation evolving factors that council may have to want to look at different projects and we will always come back to council to look for amendments or things that we need to do to the plan really quickly before I answer any questions y'all may have I just want to lay out pretty quick what we're gonna do going forward from a project standpoint or from a plan standpoint tonight is the first time you are seeing this and I completely understand that the team does as well we are just giving it to you for you to be able to digest what we would like to do at a following meeting is come back to you we've spoke multiple times to you about we have a new financial model and financial software that we can use to help us to model some of these projects to model how we can fund them to model options to fund them when we could potentially do that. So we'd like to bring that forward to y'all and show y'all how that can work in conjunction with what you see here. And then once council is comfortable, we would like to then come back for a potential adoption of the plan. And with that, I will stop talking and I will answer any questions y'all may have. Questions.

I have a question if nobody has a question.

Um, on what's funded and unfunded and partially funded. You know, there's a there's a big gap in there. And I'm just curious, and you may not be able to answer this question, but how how do we look compared to other towns? The other towns have a lot of unfunded and partial funded and funded.

So they do like from any capital improvement plan that you look at, there are always places that people don't have funded projects. We are no different from anyone else. What I would say is we are a growing community. And when you are a growing community, you have to plan for the future and you do that by laying something out. And then we figure out a way to how to fund those projects and to move those projects forward. It's the same. anybody in the charlotte region and that's who you know we're going to look at a lot they they really try hard to find those those funding for all those projects we were about 40 it's about 40 funded right now and that's maybe average or or par for the course it's i i don't know if it would be average or not but you don't know what everybody else does but i wouldn't know what their percentages were What I will say is if you look at that in that unfunded category, there are some pretty big projects in there, right? There's a public works facility and there's a community center. Those projects we have talked about from the very beginning, just how large they are and just how large the the town is going to what, what the funding sources we're going to have to use to be able to fund those if council. So chooses, um, when those projects get phased, which I think most of them would be that number, you're going to see that number, um, become a little bit more palatable. I think when we can show you how we can walk through some of those and phase ourself through some of those. But I do hear what you're saying. When you look at it, it goes, wow, that's a big number. OK. Thank you.

Thank you, Mayor, council members and question for Todd. The presentation that you just put there, is that going to be available online for the public as well at some point? Because that's I like I like seeing that and to see what's coming up and what potentially could be and all that. And so that would be nice if that could be made available at the appropriate time.

The other thing that I had on the consent agenda item H is the contract renewal for the waste connections. And typically on the consent agenda, you just we like what's on there do we approve it yes all in favor and move on so if you could either now or when the consent agenda comes up talk about the details on that because not everybody like the what you have printed here this evening doesn't have all those details i know it's available online but maybe people watching are like what's contract say so if you could just and not an extended

think just a very quick overview that it's for four years it's a good price and this and that and the other thing thank you thank you richard adam if you want would you want to answer both of those questions or or that's it sure go ahead

um so the cip yes so right now on the town's website uh there is a web page for the cip uh what it is right now is it's updated i would say quarterly uh by um usually abby and todd sit down and they work through that and then any other projects she gets with whoever's the project manager for those projects basically what is in the book that we presented tonight is what is on the website modified a little bit for a book formula rather than a website formula. But yes, once council works through and adopts and is good with the CIP, yes, we will then post that on the website. And then that would be then in turn rolled into what is on the website that Abby so graciously keeps up with on a daily basis. I can answer the solid waste contract extension question now, or I can wait till it's approved and answer the question in manager's comments at the end. I'll do it either way you want me to.

Very good. All right. Thank you. That brings us to law enforcement. I know women know any other general general contract. Anybody have anything to say? Anything? No. All right. Law enforcement update kept most.

Good afternoon, Mayor and Council. I'll be brief. So I will kind of touch on what you said earlier, Mayor. We had a couple of guys who were recognized by the county for a lifesaving award back on, I believe it was April, It was a Sunday, 1st of April this year. We had two of our deputies who were actually dispatched to a call in reference to a home that was on fire on Seeker Shortcut. Those two gentlemen were Deputy Frazier and Deputy Garcia. When they got there, they heard a lady who was screaming for some help. They were able to find her on the west side of this residence and were able to actually, I think they had to pull her out of the building. the window of the residence because it was on fire and they couldn't get through the front door. Long story short, got her out. Unfortunately, one of the gentlemen, another gentleman who was in the house did not make it out of the house alive, but they were recognized for their lifesaver award from the county, and that was presented to them at our office. this or yesterday as a matter of fact yesterday afternoon mayor was there and Adam and Abby was there and so the sheriff and the chiefs had a big time so they were they were pretty surprised I think so they didn't know about it yes you know they did not know they did not so they were they were kind of surprised I guess you'd say but that went really well really proud of those guys for the hard work they put in but then we finished up with a meeting we had our our kind of quarterly all hands on deck, and that went really well as well. But just a few numbers for the month, to finish up the month of May. Total reports, we took 241, total calls for service, 4,542. To give you just a few numbers of kind of how that was, some of the bigger ones that made up the total calls, the 45, 42, We had 261 911 hangups, answered 129 alarm calls. We did 280 business checks. We had 103 either domestic or nuisance disturbances. We did 81 follow-up investigations. We did 1,876 preventative patrols. And another number that kind of stuck out to me that's not normally that high, we served 197 civil paper services. We break this category down into suspicious circumstances, suspicious people calls, or suspicious vehicle calls. But suspicious everything calls for the month of May. We had 128. But like I say, it was a fairly busy month. ABC reporting-wise, we did 13 inspections, gave four verbal warnings, made four visits to the local ABC stores, but that went really well as well. But like I say, it was a good month. Everything went according to plan, and we hopefully have another good month in June. So looking forward to it.

How many of them or do you know are people who accidentally call you on their cell phone? Because I've done that before where you're messing with your cell phone and you come things up and then I'll say, oh, I hang up. Right.

Is that is that we have we have as a matter of fact, it's funny you say that like we had one the other day and it was a 911 hang up from Was it from a cell phone in the parking lot across the street here at the basketball court, at Carolina Courts? Of course, CCOM calls the number back when it's a 911 hangup and they were able to speak with the whoever had the phone and, uh, they said, look, we're sorry. It was, you know, in my, in my back pocket, didn't realize my butt could dial 9 1 1. Um, but, um, yeah, I will say though, one thing that, and it's kind of a sheriff's office wide. It doesn't matter if you dial 9 1 1 with your rear end or you dial it by mistake, or you dial it for real. If you call 9 1 1 by mistake or for real, we are going to respond. That's the plain and simple because sometimes. somebody could be in a bad way. Anyway, we respond to all of them.

Got you. All right. Last question. Thank you. On that one was did Deputy Frazier and Deputy Garcia, they didn't have any idea, so their day off and their little surprises in their 250 was pretty awesome. Pretty awesome. That's good. I was just pleased to be there, and thank you for the invite. I like seeing everybody and you had a good crowd there, too.

And I want to brag on there's a couple more and I'm not going to throw any names out because they don't know about it. But we have two more that are in the nominations for that that same award. We've had we've had several people who have gone above and beyond the call and some folks that are still with us because we were there and able to help. So like I say, those are those will be forthcoming. And if we have another one of those ceremonies, I'll definitely extend a invitation.

Very good. All right. Brings us to old business community center option to be next steps. Mr. McLem.

All right, so while Bobby's getting that up there, I said earlier when we were going through the conversation that we would talk about this one a little bit more tonight. So if you remember, I'm gonna give a little bit of a background story to get us to where we're at today so that everybody kind of knows what's transpired to get us here. So we went forward with council's direction and designed Chestnut Park Phase two. that then got broken into two phases. It was to a and to be to a built the parking lot that's over there right now. So you all can't see the pointer, but the audience can. So to a built this parking lot and it moved this pond to where it is now, and it cleared all the trees that were over here in this area. now to be is to do some site plan and at the same time a project was moving forward for a potential community center to be located on that same property council directed staff after they saw three alternatives for the community center to go back and look could we have one more alternative that would include a full-size turf field on the site as well So we went forward and we worked with McAdams to do that. And this is what they came up with and was presented to council at the last meeting. What I'm looking for tonight from a team level is to be able to move the project forward of Chestnut Square Park phase to be so that would be to work to get a project out to get bid to the or to get redesigned bid and constructed. We would come back to council at each step, but we need to come forward. What we'd like to do is at the next council meeting, come to council with a design contract for Chestnut Square Park phase to be what that would include is what you see here in the picture. It would include the turf field. It would include this. It's a wall that has to be built to terrace the the property. It would include this parking lot. and then it would include just a flat area for potential in the future construction of something, you know, community center or something up on that property, a terraced approach. We need to do that to be able to continue to move the project forward. If you remember, council has originally allotted 7.2 million for Chestnut Square Park phase two. Three million of that was spent on 2A. So there's about 4.2 million available to build the turf field, the parking lot, and grade that area. But we need to move forward to be able to see what the project's gonna cost. We need to get a design to make sure that we can come within that amount. And I'll stop there and I'll answer any questions.

We have the turf field and the parking and that proposed again, the community center would just be open field for right now. But, but the rest of us funded to do correct.

Yes. Everything but the community center is funded right now to do. We just need council to tell us, yes, move forward. We can bring that revised design contract to you so that then we can do that design work. We'll use the money that's already appropriated for the project. And then we would move forward into construction.

um sorry um the community center is not funded and um we're going to spend money to for a hypothetical to grade the land over there um i see that we have partially funded four million dollars and the council hasn't approved the project yet, so I don't think that we should spend any money towards a project that's not funded or approved by council.

Let me just answer that for a second. If you walk out there right now, it's flat and it's graded, man. I mean, what are we talking about here? Well, we're spending money. We're spending money to do the rest of the soccer field, man. Come on. We keep going around in circles. If we walk outside there, and I'm sorry, but I just feel like we keep going backwards. If we walk outside there right now, from the drawing, you can walk outside there. The proposed location for the community center is flat right now. I don't know how much more grading they have to do, but while we're out there and they're gonna put the soccer field, I say they should prep the field, the land to keep it open for the proposed community center. You're gonna have doses and all these things out there. Why not just make it flat? That's all this is doing. I mean, I don't know.

Well, before I was interrupted, I just wanted an answer from you on my question. I mean, I don't know where you're coming from over there.

so it's always council's direction council can make the decision as a body of what we move forward or what we don't own what this is is again we're not i'm not asking that's not what what is being requested is to fund the community center project or approve the community center project tonight is to agree to the site plan to then grade the pad for the field, put the field in, build the parking lot, and grade the area where a potential community center could go in the future. If council chooses to move forward with that project, we have a location now where we know it can go. if council was to choose or a future council was to choose not to move forward with that project something else could be put in that pad location um so that's just a decision from council right what council sees yeah the turf was already approved by a previous council you know for the soccer field It was approved as a pre from a previous council to install the turf field in the middle of that graded area. Um, we're wanting to push it to the south, uh, some distance to be able to fit other amenities on the site.

So to jump into this, uh, conversation, when you say to do a pad, it would, uh, Todd Hunsinger maybe could help me out here. It would be beneficial to go ahead and do the pad because it helps with the water runoff is not accepting any water from the field. And then it is prepping the ground and it would be cheaper to do it now than later. Right.

where you don't have now that way all you got to do is put in the foundation, the underground infrastructure underneath and all that. And we can also go ahead and lay the future sewer connection from the building and make an assumption of what that size will be. stuff out that the buildings and stuff it out towards the store so we can get it through the parking lot and everything get it already underground so there's future stuff like that we've got to consider while we're doing this project so that's going

It's the same thing that we did. I don't know if you can see it. So I went back to the overall plan. If you remember to a included a bathroom building up in this corner. So we did that same thing with this project. Actually, if you see this black line right here, That's the sewer connection for that bathroom building that will be there. We went ahead and laid that with to a just so that it was there so that we didn't have to disturb the land a second or a third time.

So we have sewer for this potential community center now.

Uh, no, we have not applied. We have not applied for potential because I knew we had to have 13 urinals or something like that. Uh, we had to have a lot for the field. Yes. Uh, that was, that was an argument, a conversation with the county. Yes.

Uh, just to clarify is concept to be for chestnut square park face to be, would be to move forward with the turf field, the parking, the wall, and then just leave. That section for the community center, just open field. Open field. We would plant it back with grass. I'm looking at the potential motion. I just want to clarify that's what we would be moving on a motion. That is correct. That sounds good to me.

Council Member Osselbrooks, did your whole question get answered? I just wanted to make sure.

Can I ask you a last question because it seems some of us were not paying attention. Is the root part of that $4 million? Yes.

the road is not part of that for me it's a separate i knew it wasn't for the benefit of others i just was asking it's a separate 800 or 980 000 project i believe thank you you're welcome i have a question yes sir so when we a while back we council approved counts um

to be so when, when the council approved to be what, what, what did they do? What were we doing when we approved to be approved to be for the park or for the community center concept? It was, it was a community center and a soccer field.

So this pad that you see here, I get it, but I'm just, just asking.

We had like four or five different for the four, three or four different concepts.

There were three alternatives that were presented to council from the conversations that we had, and when we came back to council and they wanted to see a turf field, 2B is... What is 2B?

2B is a community center and a soccer field, is it not?

It is a pad location for a community center, yes.

But what we showed then were community centers, correct?

We showed community centers and two is the option that included the theater, the core and the two gym spaces. So that pad is.

So if you approve that, I don't understand where all these questions are coming from because you already approved that. So. This is just kind of reaffirming what we've already.

That pad is, yeah, is it the size that would accommodate that potential future?

Right, right. All right. My next question would be, when will we have a concept for a design or when will we design for that community center? Because we've seen them. We've seen them.

Yeah, so that's the reason why tonight I was more asking about the site. So what we're going to do is kind of break. We're going to where both projects have kind of merged into one. We need to kind of like pull them back apart a little bit so that we can work on both simultaneously. So at the next council meeting, you will see something for like we just said, if council wants to move in that direction, site layout to be, which includes field wall parking lot and building pad. And then at potentially the next meeting, we would look to come back to council. And if you remember now, this goes back a year ago, you gotta remember a year, year and a half ago, there was a contract with, uh, McAdams and Next Practice, correct? And that contract had multiple task orders in it. So we would be looking if we want to move forward with the next potential phase in the community center thought would be we would come back with task order, I believe it's two, And that would be to take the community center at that time to a little bit more of an interior layout to understand really what it would look like and to get your external renderings of the building so that you could really start understanding how it would look, feel, and sit on that property. So those will run in two paths.

So we're talking about a month or two away before we can do that. And the reason I bring that up is I see either on social media or wherever with council people saying that we haven't raised any money, which is really not a smart thing to say that we haven't raised any money because we don't have any. We haven't we don't have anything to raise any money for. But if we if we do and when we do, have to have that we can't raise money until we get to that point. And I want council to understand understand that that, you know, convince people to come in here and ask and say we don't have the money for it. We can't ask for it until until it's till we have a we have something right i mean is that am i correct on that i mean we can't go around and say hey we'd like for you to invest some money in into something that we don't we don't have a picture of it we don't have anything on it so like i'm just trying to get that under to be understood yes sir uh i hear you can can i make a motion are we done uh anybody uh anybody else

Unanimous. thank y'all thank you adam yes sir all right moving right along uh we have a new business crtp crtpo update come clearance and uh first before you get started i'd like to uh i'd like to uh I guess, pat you on the back or tell you good job for something that you've done. I don't know how many people in this room know that the CRTPO voted on that 77 project and the way they voted on it. some towns are potentially owing some money. Charlotte's potentially owing $40 million and Monroe's potentially owing I think 2.3 million or some odd, a lot of money. So the towns that voted to defeat that, uh, the project on, on, uh, two 77. And you were in that CTR CR TPO meeting and you and I talked about it, uh, at length about it, about what our vote you did put, you did ask council, uh, what they thought. And I think councilman McIntyre was the only one I know that, that really put his two cents into it, but your vote. has potentially saved our town millions of dollars. And it was done by careful examination of what was going on. It was done by you doing your homework. And I appreciate it. There's a lot of stuff going on around. I know Monroe's trying to say, well, we want to change our vote. I don't know that CRTPO will let them change their vote, but I appreciate you doing your your homework. And, you know, that's a lot of money. And I think if had Indian Trail voted that way, as a lot of people did, we would probably owe more than $2.3 million. Do you know how much we would have owed? I know. Don't think you don't. They would not be done on based on population or.

So it's a weighted vote and it would be based on that. But we are the weighted vote. Once we clear 50,000 in population, we would move up to three votes. But we're still at two. Same as Monroe. So yeah.

Anyway, I think I just like say darn good job, darn good job. Go ahead.

Oh, well, that's basically there's not much I want to touch on. We are having a fast meeting tonight, Councilman McIntyre, so we can get out of here, you know, really cool. Now, you know, actually, I wanted to start off. I like the did you know that the town does? I was going to do my own little rhetorical question here. Do you know why North Carolina has 100 counties? And the reason is, as the population was growing, they wanted to make sure that you could get to the county seat and conduct your business all in a day. So you can ride your horse or your buggy or if you're a state champion in track, run up there, come back, take care of your business all in one day. So

Whose shoulders did you ride to get there?

With that said, I will make it quick. So what is going on, if you're following the news, Senator Soria has proposed an effort to require local governments to repay the planning costs associated with I-77 South recension. with the project. Now, I don't know how much I can say of this, but the NCDOT said that they have spent $64 million, but that's dating back to 2018 with some of the things planning with this. So we did take a vote, which was a weighted vote. and she proposed this, that any municipality that voted against it should have to pay their portion of the $64 million back. Now, there are some people say there's no standing. There's some people that say they are standing for this. I don't know. But to let you know, I did not vote to rescind the support of I-77 toll roads, which, you know, if this goes through, then it's going to be a court battle for a long time. But I will thank you for acknowledging it, but I will say that I am grateful to – todd huntsinger and you know the town manager for the guidance that they give me as far as crtpo crtpo is a very time consuming and it's a it's a great organization but it it takes a lot and i've been even mentored from you again councilman mcintyre helped me out a lot so it wasn't me just making that vote It was a vote that a lot of people have poured into. But for all of those who want to know that, no, I did not vote to rescind the support for I-77.

I just want to say thanks for your vote and appreciate you reaching out to staff and the council. I know other towns, there was some controversy about not doing that, but you did ask me and others, so thank you.

How many people did you get an answer from? I'm just sure.

I really don't. I think I sent an email to the town manager, sent out to everybody. I don't recall, but I know I did have a phone conversation with, uh, Mr. McIntyre, but I've had a conversation, you know, leading up to this.

All right. All right. Now Adam managers update. Yes.

Y'all are doing. Quick work tonight, so I'll give a very quick update on a couple of things. So Kiwi Circle, we talked about that road closure maybe three months ago or so. We have now received the water barriers that we ordered to be able to do that road closure. Life and Todd are working on getting that moving forward. Our plan right now is to send out mailers and put out message boards next week to the property owners in that area, and then to move forward the week after July 4th, actually putting that temporary closure in place. So the first of July, that closure will go into place. As we're talking about things that are gonna happen the week after July 4th, The water line project that extends that water line the rest of the way down Indian Trail Road, y'all have probably seen, they were doing some boring work going under the railroad track the last couple of weeks. They've now made that bore and they're ready to continue the rest of the way down Indian Trail Road. They are gonna do that work the week after July 4th as well. So they're gonna finish that process as well. Correct. That is the sign that was put out today. During the consent agenda tonight, two different things. Y'all approved the ARPA-enabled projects that y'all had voted on, or funding that y'all had set aside for that at the previous council meeting. Staff is working really hard to get all of that information that they need from all of those awarded agencies. It has taken a little bit. A few were lagging behind a little bit, but we were able to get that information because we were on that really tight deadline. If you've seen downstairs, boxes are already coming in from some stuff that has been ordered. But bringing back up some old ARPA-enabled things, I'll pass this down. One of the recipients that received money in FY24 was STEM Children's Studios. So they provide math, education, robotics, things like that, training for young kids. They sent in some thank you letters from the last couple of years, the camps that they've been able to hold and the things that they've been able to do with those dollars that council awarded to their nonprofit. So just thought y'all would like to see that. Good. Lastly, two things and then I'll be done. There are several bills that planning and other departments are tracking as they're going through the state legislature this year. Some of them are pretty interesting. One of them that's pretty high that we're tracking and following is HB1056. What that would do if it passes would allow for residential development by right in any commercial zoned property. So if a property was owned commercial, if it passes, they could automatically build any residential project that they wanted to. Another one that we're looking at, but it's more on a positive side, is HB 437. That's the homeless bill. So it's related to illegal camping on public property. As many of y'all may have seen earlier this week, Century Road for Housing Act was passed at the federal level. The biggest thing for us for that one is it keeps big investment firms from potentially being able to buy up all the property and neighborhoods and things, so that's a potentially good thing. Lastly, very last thing, I would like to introduce student intern if you know when we talked about the budget process this year we talked about wanting to get some high school internships and some college internships so Caden Funderburk no relation to our sorry Caden Falkenberry no relation to Michael Falkenberry as our student intern from high school level he's taking a summer class part of the class is to be with the town for a hundred hours he is working throughout all the departments he's been with planning most of this week was with Carrie for a while last week and it's gonna do things with every department over the next several weeks he's even gonna work summer camp so we're gonna put him with the young kids too so hey Caden can raise his hand and say hello to everybody All right. Thank you. Madam attorney. Um, I saw some stuff on the town's website about Juneteenth. Um, very sad. Just wanted to address some of that. It, you know, comments I was seeing was about the staff being able to take the day off for this holiday. And. if you live in Indian Trail and you know you made these comments I just wanted you to know that even tonight you have people from the staff that are working so that you can get the information you need for what's going on in this town if you get to enjoy family fun day or any other events then they have people working at those events so please keep in mind that the staff works hard and just like anybody else who works a job then people have holidays off so but again that was very i just want to address very disheartening to see comments like that on the town's page want to say happy fourth of july to everyone hopefully i'll see you at the parade and i believe facebook live tomorrow with miss alicia so if you want to know about money then tune in so or whatever they're going to talk about i don't know so but thank you everybody have a good evening council member mcintyre thank you it's going to be you know you know what i do it's going to be a little long

um chat to you but as we close the meeting i'd like to leave you guys with a few thoughts um first i want to remind everyone that our annual independence day parade is right around the corner the parade begins at 10 a.m on july 4th and i encourage everyone to come out with your family friends neighbors as we celebrate one of our nation's most cherished traditions. This year carries very special meaning as America, our country, celebrates 250 years of independence. For two and a half centuries, the ideals expressed in the Declaration of Independence have inspired generations. I took my sons up there a few years ago to actually see the document that still keeps this country going, that forms the government and organizes us. Those timeless words that all men are created equal and our continued pursuit of a more perfect union still speak to us today. They remind us that America has never been about perfection but about progress. It is about people from every walk of life coming together in the pursuit of liberty, justice, opportunity, and the common good. I, as an immigrant but now citizen, I have a deep reverence for this country, for the men and women who have sacrificed to preserve our freedoms, War of Independence being one of them, and for the enduring principles upon which this nation was founded. While we may not always agree, we remain united by something greater than ourselves, our shared belief in liberty, opportunity, and the hope that each generation can leave this nation stronger than it found it. I also want to congratulate the graduating classes from Sun Valley High School, Porter Ridge High School, and every graduate across Union County and throughout North Carolina. Congratulations on reaching this important milestone. As you begin the next chapter of your lives, I hope you discover your true calling, pursue it with passion, serve others with humility and integrity, and continue making this country the very best it can be.

As a reason for that, many of us have been enjoying the 2026 FIFA World Cup hosted by our neighbours and friends in Canada and Mexico as well as the US. It has been inspiring to see fans from every corner of the world celebrating together. Football, as it is called outside the US, has a remarkable ability to unite people across languages, cultures and borders. reminding us that there is far more that brings us together than what divides us. We're especially cheering on our United States men's national team, and they're off to a 2-0 start with a game, I think, tomorrow. Hopefully, they can win that game. Watching our nation welcome the world, especially celebrating this 250th anniversary with hospitality, sportsmanship, and friendship reflects the very best of who we are. Whether we serve in elected office or voluntary neighborhoods, coach our children, teach in schools, or lend a hand, service is one of life's highest callings. And lastly, it brings me again to The opening of Chester Parkway. I told you I'm going to mention it every meeting. It is more than a new road. It is a symbol of what is possible when people work together in service of something greater than themselves. Every investment we make, every project we complete, and every decision we make with future generations in mind is a testament to our belief that the best days of adventure are ahead. I just know that we have pressing issues with, uh, Indian trail road, complete street. You know, it's been on the books forever in a day and we can't get it seem to get it going. And I just think that we have our priorities a little mixed up with, um, are getting around town better. I, and he says, you know, Chestnut park extent or a stretch, uh, um, Parkway extension is great. That is absolutely great. However, I don't appreciate being attacked because I have a question. No, you're missing Chestnut Parkway extension. I just know town manager passed out this five year capital improvement plan. I just want the public to know that I think it said that project was $7 million or so. When people say, are you invested in roads, trying to do something about the traffic, and I appreciate him bringing it up. He's got another three years to keep bringing it up. We were both on the council back then when it was a trade-off of doing Chestnut Parkway, and we took over Indian Trail Road, so there's no way we could have ever afforded to put that bridge that's going over and over here. Um, so it's hopefully it's going to do and improve traffic for everybody, but that was $7 million of, uh, I think that mostly all town investment money. Correct. Um, the church at Indian trail was taken registration for its connect camps for kids grades K through fifth. Uh, the VFW has a, uh, July 4th festival from noon to 3. PM. If you're looking for something to do after the parade. Union EMS is holding a community training, first aid, and hands-on CPR. That's June 27th from 10 a.m. to 1 p.m., and you must pre-register to attend. I just think everybody ought to try to learn CPR. I was very fortunate that I had a kid that was three days old and had reflux. So fortunately, between the parents and a paramedic from the fire department, He's alive today and no brain damage. So that was, you know, it's very important. Also, I'd like to say congrats to this great country for making 250 years. I guess the Barber family in a way is immigrants, but we came here in Jamestown. So Thomas Barber was an investment in the second charter of Virginia out of England. So we've been here... a long time so but anyway 250 years is a big milestone and i hope everybody come out to july 4th parade and help celebrate that milestone other than that god bless you and everybody have a blessed evening thank you

Yes, I hope tomorrow everybody listens in to Alicia Massey and Facebook Live. Alicia is going to have a lot of good stuff tomorrow. I'm sure a lot of good questions. So come for that. I hope everybody comes to the parade on the fourth. Everybody's already said wonderful things about the fourth in our country and You know, it's our day of celebration, so I look forward to seeing everybody there. I would like for everybody to look out. I know we talk a lot about our these e-bikes and scooters and things, and I know we're working on that and we need to get something done about it. But people please look out for it. I was walking in the neighborhood today and saw a young lady, maybe 10, 11 years old on her scooter. And she was not looking where she was going, riding through the alley, crossing the roads. And I finally stopped her and she's precious. And I told her, I said, you are one precious little girl. And please be careful because you're not looking, you're not, you're going around curbs. You're not stopping at stop signs. And I don't want to see you get hurt. And she was very sweet and took took off and didn't stop for stop sign and she wasn't being disrespectful. But, you know, I felt like that's what I had to do. I felt like that I was obligated to say something to her. So You know, good Lord looks out for us, looks out for all of us. I think a lot of times there are things that we've probably done or been involved in that we've lived through that somebody somebody was looking out for. So look out for those children. They're out there and they're out there a lot. And I just hope she she does fine. And if I find out where she lives, I'll I'll try to ask her parents to look out more for, but, uh, with that being said, I, a couple of things, uh, I always like to write down, uh, some things for word of the wise is good hearted people value loyalty and respect more than attention. And lastly, it's amazing how much can be accomplished when no one else cares who gets the credit. And that means a lot. You know, let's just let's do things. You know, I know there's there's things to do in this town. I knew when we built the parks 10, 12 years ago that there were a lot of people that were against the parks or a lot of things that we could have done other than build parks. But right now, it's probably one of the greatest things that we ever did. So, you know, when we talk about a community center, We're talking about the future of our town, and by no means do we want to take anything away from roads or anything else to build a community center. Hopefully we can raise that money. With that being said, have a good fourth, and can I get a motion to close?
