We have a recognition of Joella Meadows and Mandy Tarr, and both of you girls, we're very proud and honored that you're here with us today, and not only for what you're here for today, but you're all, I'm gonna tell everybody that you're also part of the cheer team at Porter Ridge, and if you would, these two young ladies have a story to tell. I hope you come up and tell your story. If we saw where the car was on fire, these two young ladies basically was responsible for helping a senior citizen, I think, wasn't it, out of a car and basically helped save her life. Girls, if you don't mind, come on up and introduce yourselves when you come up. So we'll know who's Mandy and who's Joella, so. Hi, my name is Joella. If you will speak into the microphone.

Who's going to, are you both going to tell us a little bit of what happened?

I can kind of tell you all what happened. So me and Mandy were going to get acai bowls, and we were at the light right before you get to Sardis Elementary and the church, and the car was stopped in front of us at the stoplight, and they took off ahead of us, and I just saw all the smoke start coming out of the car, and we're like looking at each other like, what's going on right now? And so I paid close attention to the car. I knew that that wasn't right, and then flames came from underneath the car, and then I was like full panic mode. I was like, oh gosh, what do I do? Mandy's like, Joella, we have to stop. Like, what do we do? So I started honking. We were both like waving our hands. She eventually pulled to the side, and we got like right beside her. Mandy rolled down her window, and I looked at her, and we both said like, Ma'am, please get out of your car, it's on fire, not safe, you really need to get out of your car. So I pulled ahead of her and she got over to my car and about a minute or two after she had gotten to my car, the car was completely engulfed in flames. There was a bystander that came by with a small fire extinguisher, that didn't do much. And then eventually a cop showed up, and it was popping at this point. I guess the tires, or I'm not sure what it was. So I moved my car up. She had a little tumble, so we sat her in my car and just made sure she was okay until, like, everybody got there.

Very good. That's awesome. I'll tell you what, let's give a round of applause. Well, we have something here for you for, you know, your... You know, I can't go on to say, you know, the good Lord works in mysterious ways. And, you know, he put you there for a reason. And you were there and you did it. So I'm going to come around and give you these plaques that we've got. But in the meantime, and this was the main reason you're here, tell us real quick about... honor that the Porter Ridge, and you both girls are on the Porter Ridge cheer team, correct? Yes. Okay, tell us a little bit about that too. I didn't, don't want to. Go ahead.

Oh, yeah. OK, so I've only been on the cheer team for two years because I'm only a sophomore. But Joel's been on the cheer team for about four years now, I think three years on comp. And I think it's just special for us having this recognition because we just got off of a high because we won our state championship, which was never done before. So I think for us, it's really special because, especially since it's her senior year, it's just going off of such a high over the past four years. And I think we're both really proud of our team.

you won two didn't you win two yes two times and do you have the rings on by chance either one of you you didn't bring your ring oh doggone it it's in safekeeping i would have liked i would have liked to have seen it well congratulations on on that also and you you guys guys or girls received a plaque uh from the town uh for that and uh i'm real proud of you And I know we all are. Everybody up here is very proud of what you've done, and we're just proud that you're from Indian Trail. So I'm going to come around, and we're going to give you the – if the council wants to get up.

Anyway, wow, that is, for young people to be that responsive, pay attention, to have that kind of thinking, I'm not sure I would have at my age. Anyway, kudos to them, and yay. Good evening, Mayor, council members, Mr. Manager. This evening you're going to be voting on the budget as presented by Mr. Lamb, McLam, sorry. And I asked that you would approve it as he has presented it, he and the staff. I think it's a good budget. It's balanced. It's less than what it was last year. It's doing even more. The staff has done a great job to figure out

That's OK. Bobby, Bobby, was it not working before? Oh, I could hear. Can you hear me better now? Yeah. I thought it was this, but vote for the budget.

There we go. That's a summary of what I just said in the previous minute. And also on Monday, the county put out a new website for economic development. And I know a couple of the Council members have talked about economic development, and that's a good thing. And we've come up with a document on developing the town economically. And I think it would also be good if the council would do whatever that needs to be done to also have staff or whoever to work on such a website as well. It's good that we have this document to work with. but also having a public facing thing. And if you haven't seen the website, it is very well done. It looks good. It's professional. It's like, wow, if I had a business, I'd want to come to Union County. Indian Trail needs that, too. But it can't be done in just overnight or with one person. It needs resources from the council to do whatever the council needs to do to give staff the resources they need to make this happen. And I think it would help to drive the economic development as what you want, what we all want. So again, appreciate the efforts of everyone, the staff, the council. Let's continue. making Indian Trail great and also supporting the students because, wow, again, amazing, amazing. So glad they were there at the right place. You know, God said, no, these girls need to follow this woman to save her life. Glad they did. Thank you. Thank you. Joe Mucci.

Hey, first let me say, Clarence, thank you for doing something. I'm here about that hole that's in my neighborhood. The town came by today, I understand, and put a bunch of dirt in the hole. Now, it's been going on two and a half years. and they put dirt in the hole, and what they've done now is they've made it worse. They don't even realize what they did. That drainage pipe that's under the road is now filled, so no water whatsoever We'll be able to go through that, and it will roll into our yards instead. It will roll into my house. The last rain, I had to put sandbags out to keep it from rolling down my driveway and into my house, my next door neighbor's house. His whole driveway washed away. I don't understand how something can be going this long, and nobody is fixing the problem. But again, I appreciate what you did, because I do have concern for a child falling in that hole. It was a big hole. Would you agree with that, Clarence? Car driving by, hit that hole. That's enough for that car to go halfway down into it. I want to know when they're going to fix the problem. Because right now, what you did was you put a Band-Aid on a bullet hole. And that's not going to work, guys. I need to know when it's going to be fixed. Because I'm to the point now, and I'm not here to make threats, I'm just telling you, if my house gets flooded, I'm bringing suit against the town. Because this should have been fixed. This is two years now going on. Somebody was supposed to come out. They came out one time about a year ago when I brought this into y'all. They looked at it. They put a cone next to it. And that was the last thing that was done. And the only reason anything got done at this point was because I ran into Clarence. I was already coming up here anyway. But I ran into Clarence at the Family Fun Day while doing the Lions Club. And I told him, nobody's done anything. And he came out on Sunday on his time, which I really appreciate. I want you to know that. I truly appreciate that you at least, you know, you tried to do something, and I get it, and you're protecting yourselves by filling the hole. But you're not protecting yourself from the water that's going to flood my house and my next door neighbor's house because it's going to run over the road now and into our yards. All this water comes from all the houses in that whole coldest, in that big circle. All that water runs down, and our houses are the two lowest points. That's why they put a drainage on the other side of the road so we could run down and go into the stream behind us. It's now not able to do it at all. So, again, I ask, when is it going to be fixed?

Before you get started, Joe, your neighbor called me today. We had a discussion, so everything that Adam's going to say, I already relayed to him as well.

Okay. All right. Well, the reason I went straight to Adam is because he's the one that's going to correct the problem.

So Wonderland Drive is NCDOT Street. NCDOT is the one that came out there today and put the dirt in the hole. What they have told us that they are going to do is they were doing that as a short term fix, and then they are going to come back out and investigate it and see what they need to do from there. We have looked at it a couple of times on the town side. You mentioned the sewer line and some other things that run through there. It does make it difficult with all the utilities that are in that area. If major work has to be done, like if they have to tear the road open to do the work, they are gonna have to close the road. And it would where it's a loop now, it wouldn't be a loop anymore for a while. It would be one way to get to the corner and then you'd have to go around the other way to get to the other side. At this point, we're kind of waiting to see what they're going to do for their final fix for it. And then we'll see if what or if the town needs to do anything outside of the right of way up or downstream from where NCDOT has

filled in the hole today and then is going to come back and do some additional work okay and uh and and in the meantime um i know mr mucci wants to uh get this done quickly because you don't know when we're going to get a lot of rain um do you know when the dot might might come or is that something we say all about or

I'm looking in the back of the room at life. The email that Todd said is that they were going to come back within the next several days, right? And that OK, so several days if they filled it in today, I would think by the first of next week or so they would be back out there doing their investigation and go taking the next steps in the process.

Two years ago, the state told us that. Told us the same exact thing, gentlemen. I need you all as councilmen to stay on this, because they're not going to. They fill that hole and think, well, that's just going to resolve it, not realizing what they've actually done. And we are expecting rain this week. And I'm willing to bet that it's going to be a major problem this time. for both me and my neighbor. My neighbor's driveway is ruined, absolutely ruined from all the water and he had to put in a special thing just to try to catch some of the water because it was running into his house and he had to block it off.

Well, I guarantee if Adam says you're going to be there by if they're not there by next week, then just give us a call and we'll we'll stay on them. I mean, I don't know what else that I mean.

Yes. And then also, I mean, we as the town can look at doing something and then talking to the state about what we are going to do. We do have stormwater funds that we can use to fix it, but it is a NCDOT street and we try and we aren't allowed to just go on there right away and start doing work and cutting their street open and things like that so we have to get their permission to do it um so that's why we're trying to get them to do i 100 hear your frustration and i'm and i think it fell through the cracks because i i really wasn't aware of it me either um i don't think a lot of sort of or maybe maybe because it went to dot and nothing got done and unless that squeaky wheel just

That's my concern at this point.

That's exactly my point, because I'm like, OK, great. You filled the hole. No kid's going to fall in that hole until the water starts going through, and it washes all that dirt back out. And now that hole's going to get worse. In the meantime, I've got to worry about all the flood.

I'm sure that we're going to make sure that it gets fixed ASAP. So anyway, I'm sorry that they're going on two and a half years. Yeah, well, I'm sorry. And I know Adam will make sure that, I mean,

I know you say you've heard this before, but the OT has filled it in. They say they're going to come back. If they don't, we will get something done, even if it's by town. Thank you.

OK, this I didn't say this. This brings us to council comments. We may have time.

Appreciate you bringing up business development, Mr. Sarah. This budget does contain businesses, money for business incentives. So it is in there and it also defines a business development position. It doesn't fund it yet, which we can do that later. And this is incentive policy. I know not too long ago, Mr. McIntyre had put that on the agenda and I know they're working on that. So we're moving in the right direction with our new town manager. I said all that. Correct. OK, so we did have a video years ago about business or something. I don't know if that's still on the website or whatever happened to that thing. But hmm. But I don't know if you were looking at a website or whatever, but I think it's a good suggestion.

Yeah, the video at this point is way outdated because it's about five years old. Lots changed since then, so we'll have to look at redoing some things.

Good evening. So first off, let me give a little bit of background. I apologize for missing the last meeting. I realized that I had missed it about seven o'clock when the mayor sent me a text and asked me if I was okay. I was sitting at gymnastics class with my daughter and I'm like, why is he asking me if I'm all right? and then it hit me that we had town council. So anyway, I apologize for not being here. But just to kind of give you guys a little bit of background from May of 2026, looking at our traffic stats, we worked 142 wrecks in May. We had a total of 1,350 citations. 978 of those were criminal charges, 372 or warnings. Again, just touching on some of the bigger ones. I know, like I say, tags as our tag initiative has always been pretty big. And normally we're in the mid fifties on those. We got 93 and in May we found 138 folks riding around town that we that we found that either had their license revoked or didn't have one. and also had 102 folks riding around that we stopped and charged with no insurance. So numbers are, they typically go up during the summer, but they jumped pretty quickly. One other thing that I wanted to mention, excuse me, In the first month of June, the North Carolina Governor's Highway Safety Program had their conference. It was in Winston-Salem. It was I think four days, three or four days. And law enforcement officers from all over the state come to that conference. And we actually had one of our folks who work here, if you know Deputy Jay Murray. He works traffic here in Indian Trail Forest and does a really good job. He submitted a request to present a – Talk a presentation on our that what we're doing to combat some of these bad tags And it was he entitled it spotting the fakes But he was able he was actually chosen to give that presentation and presented that to I would say there was at least a hundred folks in that room that came to hear that presentation and but um it went very very well and uh like i say we're just doing everything we can to put ourselves on the map but uh it went really really well it was i think the best part of it was afterwards when you had half the room that came up and said now tell me again where you're from and how you're doing this so it was it worked out really well but give him credit for for what he was able to do But other than that, that's all the traffic stuff I have, unless you guys have any questions.

I just want to thank you all for the family fun day. All the law enforcement and fire, first responders and all did a great job. It was normal. Traffic, Kennery did a wonderful job out there.

and uh he loves he loves that spot so he does he does but that was a that was that we i cannot take credit for all of that there was a bunch of folks who had several meetings um you know we we had meetings here at the town and downstairs and i don't as good a job as we did you reckon you'll buy lunch next time i mean we have several meetings mayor i'm just saying i'm all about You know, we plan and try to get everything ironed out. And, you know, lunch is nice.

People did on social media about about it and also about the the fireworks which were amazing so great job hayden all of your staff thank you for all you do okay that brings us to the consent agenda i get a motion motion to approve the consent agenda as presented all in favor unanimous There's no public hearing. Let's see. Old business project update. FY27 budget ordinance. Adoption, Mr. McLam.

Good evening, Mayor and Council. I feel like we have made it. Just want to give you all a couple of updates really quick to be 100% open and transparent and make sure everybody has all the information along the way and that we've let you all know everything that has happened. So again, just go through a couple of updates and then hopefully all have some conversation and then we can adopt the FY 27 budget. So when we go through here, you're gonna see some numbers that are highlighted in yellow and those represent something that has changed from the manager's recommended budget when we gave that presentation a month ago through the public hearing or up until today. So what you see here is after making some administrative changes also the extra money that's coming from the ABC store and then just making some adjustments to the budget ordinance where we had put a wrong number somewhere or something like that just making clerical type changes total budget for FY 27 32 million 178 thousand six hundred and fifty four dollars and that is a decrease of a little over 1% from the FY26 amended budget, the budget that we sit in right now. I will throw out a very quick point with that. Did anybody see today, I asked y'all this a month ago, anybody see what CPI was up to today? Over 4%. So year over year, the CPI is up over 4% and our budget is actually down from that, so. Uh, again, uh, that same, uh, general fund number of 27 or sorry of 32 million with that general fund being 27, 6 32 0 6 5. Uh, and then Powell bill did have again, one of those, uh, small clerical changes of $500 is what that change was. Again, these are just going through these slides that y'all have already seen, but I want to make sure that y'all know everything that's changed. This unrestricted intergovernmental funds, the revenue change, that's the additional money coming from the ABC stores. And again, you can see that number balancing out there at the bottom. And then the expenditures that general governmental, that is where we put that extra money towards IT, towards that infrastructure and hardware side to have some more of those services handled in-house. With making those changes with the additional money that came from the ABC store and putting that money towards the IT services side of things and that equipment, it actually brings our overall personnel number down below 20% of our total overall budget for FY27. We're at 19%. And if you look at that number as again, as it relates to operational plus CIP, plus all of the CIP projects that are managed in-house by staff, that number actually goes down to 3% is what personnel is for that total overall of total overall of of CPI management and our operations budget. CIP management, sorry. And that's really all I have tonight. I just wanted to make sure that y'all knew all the numbers that were in the budget packet that y'all got. I just wanted to make sure that they weren't hidden somewhere and you didn't know.

OK, thank you. I know that you put in the budget what we're spending on the power bill funds for road repair and things like that, but we've got an additional $2 million in savings, correct? That is what that savings that would be available if we wanted to do additional road repair or sidewalk repair, correct?

yes and as the question that uh we had had a conversation about that i would not run that number down to zero let's if council chooses we can have a conversation after this budget gets adopted to maybe a lot some more of that money but i would not um run that savings account to zero that's fine yeah i understand not zero on account it's kind of like we keep a million in the stormwater fund for what you call an act of god so yeah i understand and uh

I noticed you put in the debt service and just so the public will know is I don't see where we didn't increase our debt service. So basically if we put 5 million in there at 1.8 million in debt, then we've got over 3 million available sitting there. Correct.

That is correct.

So that's available for, for future capital projects or anything we want to do. Okay. No, I think it's a great budget though. It funds all our services. There's no additional debt. Uh, we fund the trash and the sheriff's contract. And there's no tax increase. So good job. Thank you. Thank you.

Can I say one thing? Sure. Just before you, I just want to say thank you to all the staff, especially to finance, but really to everybody. unanimous very good job well done thank you thank you great job okay this brings us to um a business hall of fame uh mr mclan yeah i'm going to be up here for quite a few in a row uh so i really don't have a ton to say in your packets you had a um

a policy had some steps in it there were four steps the first one is it's self-initiated so it is self-initiated by the businesses reaching out to either one of y'all to the mayor or to myself we're not going out looking for businesses that have been here for 25 plus years they're going to self-initiate to us once that process happens then myself or somebody else here at the town would then check into that, they would make sure that they are within the town limits. If they are within the town limits, then we would take another step and we would make sure that they were in good standings with the town. What that means is that there's no outstanding fines or penalties against their property, that they're paying their property taxes, that all the things are on the up and up. If all of that checks out, we would bring that name back to the council. Council would say, yes, we would like to put this person's name on the plaque. Then at the next meeting, we would invite them in to have their name added to the plaque, and council would give that process to them. It's a very quick, easy, simple policy, but it is so that we have something written that we are going to follow if and when we have a business. And we'll find somewhere in the building to put the plaque that's in front of the podium right now, probably downstairs on one of the walls.

So we just got this about noon today. So literally all I want to do tonight is just give it to you. I'll take any very quick questions if you have them. Staff was given a directive by council to go back and look at the community center and that property over there and look at it with concept to be. So what that is, is that's the concept for the community center that includes the theater. So that's the theater, the core, and the gym space. And then adding a full-size turf field beside that. That is what we have gone back with our consultant and done. That is what you see here in this document. I'll take any quick questions as you're just quickly glancing at it if you have one. What we would do is at the next meeting, put this back on the agenda just for council to have more of a conversation. You would have digested this between now and then. I welcome you to come in and we can sit down in the office and have a conversation about it and look through it. But really, tonight, this was just to show you that we can fit that full size field on the property.

Just comment. When I was at Family Fun Day, there are a lot of citizens that are anxious and excited and wondering when we're going to get a community center.

Yeah, just me. Yeah. This. IN TERMS OF FITTING IT, WHEN YOU LOOK AT THE PLANS, THE DESIGNS AND SO ON, IS IT IN A PHASED APPROACH? I MEAN, PHASE ONE, TWO, THREE?

SO WE COULD PHASE IN, YOU KNOW, IF COUNCIL SAID, LOOK, RIGHT NOW, AND THIS IS WHAT WE HAD TALKED ABOUT BEFORE, YOU KNOW, IF COUNCIL SAID, YOU KNOW, LET'S GO OUT THERE, YOU HAVE, I'M GOING TO USE THE WRONG NUMBER, HOW MUCH MONEY IS LEFT IN THE? FOUR MILLION. FOUR MILLION IN THE PARK PROJECT? OKAY. FOUR MILLION LEFT IN THE PHASE TWO. You know, go use that to build the turf field in the parking lot and grade just the area grass in the area where the community center could be. Yes, we could do that. Then we could continue the conversation on forward about the community center and what to do with that. OK, that would be the conversations at the next meeting would be for council to make that directive of let's do this, let's do that.

And if we decide to do this, right? Correct. Sorry, Mayor, it's a follow-up question. The pond and the gazebo and taking prom pictures and wedding pictures, we can get that completed as well?

That would all be done in that next phase.

It's on the backside of the piece of paper I just gave you, but it's just a little bit of a zoomed out view to kind of give you a little bit better concept of what's going on on the property. It shows that new internal road. You can see where that road's going to come in. It shows where we could put an additional parking lot in the future off of that road. It shows how the the community center could fit on the property. You can see Carolina courts on there. You can kind of see where the apartments are positioned. It just kind of shows the overall vision of what's going on around there a little bit better than looking at a singular item, you know, on a macro level. Would that be the right term? Yeah. Yeah.

Just real quick, you know, I know we talked about economic development, and I know in my opinion, and I know the opinion of a few of us up here, that the community center, to me, will be the biggest economic development piece of work that we've ever done. It will bring us a downtown, and it will bring us a lot of nice things. I read somewhere just recently where the mayor is pushing for a $40 million on me. The mayor would love to see that. I don't get a vote in it. I want the public to know that I don't get a vote in it, but I do support it. And I support it very strongly because I think it's going to be great for our city. Part of that same, it was on Mr. Barber's old Facebook page where I read this. Somebody sent it to me. It was very critical of the mayor about the $40 million, and we would have to raise taxes. And I like to bring things out in the public and not put things on line where people can't answer the question back. I by no means want to raise taxes. to do this. What I want to do is raise $40 million, and I don't know that I can do it, and I don't know that we can do it, but I would like to see all of us work together And I know we're not all gonna work together, but I think most of us is gonna work together towards something very positive from the town. It makes it a little harder when false information gets put out there, it makes it a little harder for, you know, because people read stuff like that, it's just not true. Um, but we're gonna work real hard and, and to get to raise money. And the reason, um, we haven't raised any money yet. We can't do anything until we approve it or we, we get it out there that you can't, you can't, uh, um, you, you can't raise money for something that it's not approved, but as soon as it gets approved, I'd like to see us all work very hard to do something very positive for the town and, uh, and stop all the negativity, which I know it's not going to stop, but to stop it. so that we can get something nice for the city. But by no means does the mayor plan on raising taxes. I can't raise taxes. I don't have a vote in that either. But I do have a suggestion, and I don't want to see taxes go up for it. But wouldn't it be nice? if somebody would slap $40 million down and I'm not real sure that it would make everybody up here happy, but it would make me happy and I think it'd make the residents happy. And that that's what I'm that's what I'm I'm gunning for. If it's a The way I look at it, if you get 40 people to give a million dollars or you give one person to give, I'd rather one person give $40 million, but that'd be the easiest way to do it. But you never know what's out there until you try. And I'm going to try, and I know I'm going to get some help. up here from for doing it. But I do believe it will be the biggest economic boom for this town in history, and it will it will help develop a downtown. So I just want to get that that part said.

Yes, sir. I would also say we you part of what you had just said about being able to go out and raise that money that would be part of that conversation and the when we talk about this going the next step with the community center is to kind of do some external renderings of it so that you have that picture to be able to explain what the building could be so as we continue to talk through about the field and like moving forward with the $4 million in phase to be, you know, the next phase for the community center is to go to that next level of potential internal design and external rendering of the building. But we'll do that in a future meeting.

Yeah, there's a lot of excitement. There's a lot of excitement in this town to talk about it. And and I hear it all the time. So hopefully we can be successful with this. And maybe we have to build this thing a little bit at a time, you know, over time. And but however we do it, I want us all to get together and get behind it and and do something positive for the town. Yes, sir. Thank you, Adam. We'll move on. Okay. That is what we are going to fulfill. And the twenty five dollars will just go back to the town right now. My question to you would be, I know they buy a lot of car seats and helmets for kids and that type thing. Could they not just send in one, if they had one for 4,000, and we say, okay, here's your 2,000, you cover that, so you don't... They don't have to come with an exactly $2,000 just so they do at least $2,000.

They have to get us a list for 2000 or more dollars for us to at least be able to do the 2000 to hit that right on the button. But what I'm going to say is like, let's pick another one now. Let's say common heart for another example. they get us a list of food and then a price goes down or up right we we can't fund any more than what you've allotted now but if it goes down and the list that they've got because we I mean we are gonna run to the last second to be able to get this done in this fiscal year if we're gonna get as close to it as we can but I just won't counsel to know that there may be a few dollars here or there that are gonna go

And now we are, and as a matter of fact, we're getting a lot more than we used to. And that's the way it should be. You know, ABC board is to serve the town. And it's that that's the only reason that the store is there is for the the town to get tax money from the ABC board. So it's working out fine. We're bringing in we're doing what we're doing well. All right. Good evening, Mayor and Council. Before you this evening, there's a follow-up to an event that took place a few years ago. The town has already honored Jerome Sutton with Mayor of the Day, a place in a prior Fourth of July parade, and he was monetarily awarded from North Carolina Lottery. Transparently, Jerome Sutton is a former crossing guard for the Sun Valley Middle School, and he is a close friend to my uncle and a few people in my family. It was at a family event a couple of months ago that I saw Mr. Sutton, and he asked me about the award that he had spoke with former Mayor Alvarez, the late Mayor Alvarez, a few years ago. I told Mr. Sutton that I wasn't on the council at the time. I was here at the meeting, and I do remember what took place. But for those who don't know, Mr. Sutton saved the lives of two students that were in the path of a car that ignored the crossing guard. So with that said, he humbly asked me. He wasn't, you know, he didn't give me the meter that the town owed him anything. He said that, excuse me, the citizens and everyone were always good to him and everyone loved to see him. I'll be honest, I didn't have any kids at Sun Valley Middle School, but I loved seeing the guy when I went by. With that said, he had said that he had talked to, or Mayor Alvarez had told him that they would like to offer something else, and he couldn't remember exactly if it was a plaque or something to commemorate his years of service, and he wanted it right there kind of in front of the middle school. In talking with the... town manager you know Wesley Chapel Stouts where Sun Valley is located is a state road so the town manager had a few conversations with other staff members to see if they recalled anything and no one came up with anything but I I feel that Mayor Alvarez, who had kids at Sun Valley at the time, he wanted something else to happen. And I think it would have been his wishes to have something else happen for Jerome. So again, and Jerome was humble about it. He said, look, if it's going to cause any trouble, please don't do it. But to me, to be honest, I've been to four funerals in the last two weeks. I went to one of my cousin's funerals today. And before that, found out another one of my cousins just passed away. And, you know, life is precious. And he saved two kids. And, you know, you can't put a cost on that. So I just thought it would be appropriate to bring it back for the council and see if there was anything else that, or if anyone had the conversation with Mayor Perez or anything that we would look to do for Mr. Sutton. Yes, sir.

I thought what we were going to do, or wanted to do, is do we ever see if we could name a road, that little road, after him?

And that's what I was going to suggest. So Treeside Lane is what makes the intersection, is Treeside Lane and Wesley Chapel makes that intersection. Treeside Lane has no properties addressed off of it. It's just a street with no like houses. So you don't have to go through that process. So my suggestion would be let us work with the county and ask if the you know, Jerome Sutton Way way. You know, if that name is taken anywhere, if it's not taken, then we would rename the road. We could invite them in. You could hand them the street name sign and then we could get the street name put up. That's my suggestion. You don't have to take it, but that's the easiest. That's a way to memorialize him and the intersection and the things that he did, but do it in a way that we have the control as the town to do because it is a town maintained street.

I think that's a great way. I would be there. And that's something that you'll see forever as you go by. If you put a little plaque or something out there, nobody will ever see it. So it's kind of like Chase Chase's name out here on the boulevard. I see it every time and think of them. So I think it's a good idea at a council. You go. Yes.

now um treeside lane is that uh street is that uh part of holly park i know where this is yeah so so the street is the street is within holly park but it's a town maintained street yes sir okay so we maintain the street uh do we we don't maintain the median in the street

Indian Trail does not maintain medians within neighborhoods. That's not something that we do.

WE JUST DID THE PAD OVER AT THE ADA PLAYGROUND. WE JUST REDID THAT PAD ON THAT PLAYGROUND. WE HAVE ANOTHER ONE OF THOSE PADS AND IT'S DIRECTLY ACROSS THE STREET AT THE NATURE PLAYGROUND AT CHESTNUT SQUARE PARK. That playground I looked today has been in place since 2014, looked like on the aerials was the first time I could see that it had been there. We have made some repairs over the years, but it has met its useful life. We've had somebody come out and look at it and tell us that there is no way to continue to make repairs and for it to continue to have the safety factors that it needs to have. THIS PICTURE IS JUST ONE OF OUR EMPLOYEES STANDING THERE SHOWING JUST HOW BIG SOME OF THE HOLES HAVE GOTTEN ON THAT. I BRING THIS TO YOU TONIGHT BECAUSE WE HAVE SOME MONEY LEFT IN THIS YEAR'S BUDGET WHICH SITS IN CONTINGENCY. that what we would like to do at the next council meeting is to put this on the council agenda using those contingency dollar funds. But if y'all remember, y'all have to allot those funds by resolution. It can't just be something that we do as staff. It has to be done by council. But we think it's a good use of them. It is what they are there for. They're for unforeseen things. And this this is about $109,000 fix to redo the whole pad up there. But it's just it's it's met that useful life. This is part of maintaining things. So I just wanted you all to know that this will be coming back to you for you to understand. You also see a couple of job descriptions that we're just trying to tweak and make sure that everything is right with what it needs to be. Cause council has to approve those, all those job descriptions. Uh, most recent manager's report was posted on the web, uh, on Friday. Um, I'm looking at my notes. Over the last couple of weeks, I've met with multiple of y'all and the mayor included with several outside businesses and property owners about just ongoing things that they're wanting to see and trying to help grow and improve the town. And I appreciate being a part of those meetings with y'all. Abby has worked really hard on our e-bike information. She's been pushing that a lot. It's been sent over to the sheriff's office for them to look through and see where they're at with it. That was a council directive for us to do, so just letting you know, keeping you informed that we are moving that forward. Lastly, what I'll say tonight is a big kudos to Hayden and his staff and everything that they did for Family Fun Day. I've not heard one, at least to me, nobody has said anything negative about it. All I have heard is positive information. And that solely rests on Hayden and his staff and the things that they do to make it happen. But it also the other people that are other team members that are sitting in this room and the things that they did to help get it there. It's a full effort from all of staff and council. Yeah, I am. I missed it also. Sorry, I fell asleep before the fireworks. I've been working a lot at work, but now I just want to thank the Sheriff's Department for all they do. It's outstanding work. You guys do. I just can't believe so many people drive around the way they do. I had a suggestion, I was just trying to be funny. My neighborhood, we have a gazebo park-like thing with swings and stuff, and they put mulch down twice a year for the, I'm just messing with y'all, $109,000. But anyways, God bless everyone. Council Member McIntyre?

I am not gonna be short. I'm just telling you all. So before we adjourn, I'd like to take a few moments to recognize some individuals and organizations who truly deserve our appreciation. First, I want to recognize your two outstanding young ladies, Joella Meadows and Mandy Tara, for their heroic efforts. Their actions remind us all of the importance of looking out for one another and stepping up when someone is in need. I also want to thank the mayor and the staff for recognizing their contributions. Next, I'd like to thank our Parks and Recreation staff, Director Hayden, and everyone involved in making Family Fun Day such a tremendous success. It was a wonderful event with activities for residents of all ages. I even saw a band playing up there, so that was pretty cool. Events like these strengthen our sense of community and make our town such a special place to live. Thank you for your dedication and commitment to serving our residents. Please keep up the great work. I'd also like to extend a special thank you to our Sheriff's Department. Our man himself right here, right, being out there enjoying that. We had a very safe and enjoyable event for everyone. Your presence, professionalism, and steady work, especially in the summer heat, did not go unnoticed. So thank you very much. In addition, I want to recognize our fire department. I saw our fire chief from the Baker's Fire Department out there and his members, special first responders. you know engaging with the community and supporting the event we are fortunate to have such dedicated public servants in the fire department first responders sheriff's department serving our residents every day i'd also like to mention the budget this is for those of you who may not know this is the first budget presented to both the town council and our residents by our recently appointed town manager adam where in june it he got appointed late december But it is his first budget, and it was unanimous this evening. So I want to say thank you to the council for that. While, Adam, you presented the budget, we know there is an entire team working behind the scenes, spending countless hours gathering information, analyzing needs, balancing priorities, and preparing a responsible financial plan. Putting together a municipal budget is no small task. And for your first presentation, I believe you and your team did an outstanding job. Thank you for your hard work and dedication to this community. As I reflect on everything happening in the town, I'm reminded of the recent opening of Chestnut Parkway. I said I was going to mention it every meeting, and I am. A significant milestone for Indian Trail and an accomplishment years in the making. projects like this require long-term vision collaboration and persistence from elected officials staff partners and the community the opening of chestnut parkway represents more than just a new road it symbolizes progress improved connectivity and continued investment in our future i'm proud to have played a small part in that effort and proud to witness another important chapter in our town's growth Lastly, at our last meeting, the mayor called on me to lead the Pledge of Allegiance. That was a meaningful moment for me. When people ask where I'm from, I often say I'm from the mountains of North Carolina. What many may not know is that I am also an immigrant and a proud citizen of these United States. I did not grow up learning the pledge in school. So I made it a point to learn it later in life along with history and the national anthem because I wanted to fully understand and appreciate the country that has given so much to me and my family. I wanted to say those words with pride and to teach my children what they mean. I love this town. I love living here. I'm grateful for the people who make this community what it is and for the opportunity to serve alongside each of you. I'm equally grateful to live in a country that values service community and civic engagement. Good things are happening here in Indian Trail. Let's continue to celebrate those successes, work together and remain focused on building an even stronger community for future generations. I like to give a shout out to all the high school graduates. I think some of y'all have kids that have graduated. I know some Valley high school was yesterday. And so anyway, it's a big milestone. So I like to give a shout out to, uh, everybody have a happy father's day to all the fathers out there. I was fortunate to have a good father myself. So, you know, uh, I was, I've been blessed, uh, Valley church on Rogers road has taken applications for all day camps. for ages five to 11. If you're looking for a campus in your kids this summer, I know someone mentioned that, you know, and myself, I've had some cousins pass away. So I want to give a shout out a happy birthday to my cousin, Paul Ashworth. He turned the same age as me today. So anyway, happy birthday to cousin Paul. Everybody have a blessed evening. Thank you.

Okay. I'm going to ask the council to pass an ordinance that I don't have to go out to Councilman McIntyre doing comments anymore. He takes all the good stuff. But with that said, congratulations on the budget, town manager and staff. Great job. With it being your first budget, Adam, great job. And congratulations to all the new nominees for the boards. For those who weren't nominated, I ask you to stay involved, and you never know. Your turn, maybe the next turn. With that, everybody have a good evening and thank you for showing up.

Okay. Did, did we crystal? Okay. Um, I meant to tell you what I did last week. I know you're sitting on the edge of the seats to know what I've done the last two weeks for letting me tell you. So I'm going to tell you what we did, what I did the last two weeks. Uh, usually do that during a council meeting. Uh, one of the things that we did, uh, did this with staff, we did the poplin pizza party, uh, for the mayor's tree initiative. and I always like pizza parties. I love pizza, and the kids at Poplin Elementary School, I think for the 14th year in a row, won that contest, so kudos to them. Met with a new business owner, and we still got to discuss ways to make it more successful. Met with our annual monthly meeting with Crime Stoppers, with Reed Helms, Richard Helms, Jenny Privet, and Jonathan Thomas. I always enjoy that. They have a big meeting this, I believe it's just this Thursday. It was a regular meeting, but did Facebook Live twice this month, last month. The first one we didn't get on that day, so the internet wasn't working well, but we had Lee Fitzpatrick. Lee, it was an honor to have you on Facebook Live, and you're gonna do a great job. You know, you are a wonderful guest. How's that? Very good. Met with a couple of neighbors that are in part of our senior group downstairs. They were in a bad accident. And I heard that from several neighbors. And I've called on them a couple of times, making sure they got everything that they need. And I think, you know, Tom and Shirley, very good people. And they're doing well. I saw them walking around the neighborhood. the other day, so that's a great thing. Met with the Deerstein residents on their flooding issues. Of course, family fun day was an awesome day. Kudos to what all you guys said about all of them. That was all fantastic. And I've already said that we had a coffee with the mayor at Indian Trail Senior Apartments. That was that was a trip. It was very enjoyable. It was a full house and we had a good time. And I keep forgetting that I'm a senior, too. I get I keep thinking I'm there with these older people and I'm as old as they are. So, you know, I just got to keep reminding myself like that. Not right, Mr. Perry. Do you ever is it do we all do that or is it just just me? So that's good. We all say we all do that. Also, I was had the honor of going to Boy Scout Troop 276 and Man, did they ask some great questions. I mean, they have to get certain badges. They have to talk to a public official and and man, they ask some great they ask about traffic. They ask about the, you know, infrastructure being built. They ask about e-bikes. And I felt like I was in a meeting in here. They did a very, very good job. I was I'm very impressed. Our pickleball courts are doing great. I got a call today on the pickleball courts. We're working on them, right, Hayden? Somebody called me and said, what are you doing? I said, you got four nets down over there. They're filling those courts up all the time, too, and I had to tell them that we're working on them. Kind of a last, Hayden, if I'm not mistaken, before we pay them off, we're making sure they're all done passing the test to doing it and they're straightening everything else. Kind of like if you buy a house or something and you go back in and you tell everything you want fixed. So we did that. So that worked out very well. And Joella and and Mandy, that that was wonderful what they did. And they also were, again, a part of the state championship cheer squad and we're extremely proud of them i thank everybody for coming tonight and uh you know let's keep this momentum rolling let's keep the meetings uh going quick and i was very happy that we all passed the budget tonight that was uh that meant a lot i think to adam i think it meant a lot to staff that that we all agree that uh that we can uh move this town forward all in the same direction so with that being said god bless everybody and can i get a motion to adjourn So moved.
